Box 651 Lisbon, MD x 104 fax About the MSA The Maryland Steeplechase Association, Inc. is a not-forprofit corporation organized for the purpose of promoting and developing amateur equestrian athletic sports competition through the Governor s Cup Series, for fostering traditional relationships between foxchasing and steeplechasing, and for the development, administration, and support of educational programs and clinics for all levels of amateur equestrian competition. MSA accomplishes these goals by providing awards and incentives for amateur athletes and by creating and awarding various youth scholarships for the development of future sportsmen. Membership is open to each race meet in Maryland; membership entitles the race to two seats on the Board, with 5 at-large seats and the option for a seat for an NSA licensed steward; nominations for which may come from steeplechasing community. 6 Maryland Governor s Cup Series Established GENERAL CONDITIONS 1. All owners, riders, and horses must be acceptable to Race Committees. 2. No one under the age of sixteen (16) will be permitted to race except in the Junior or Pony or Foxhunter Races. A Junior, except where noted, is a rider who has not reached his/her 16th birthday as of the 1st of the current year. Junior Races are restricted to riders who are not licensed to ride under rules. Once a 16 year old rides under rules, they are ineligible for the junior division. 3. Owners of ponies must present a USEF card for size verification, or may be measured. The first Maryland race in which a pony competes will determine their division for the rest of the Maryland race season. A pony found to have changed divisions in Maryland may be disqualified from season points. Small - not to exceed 12.2 hands; Medium - over 12.2 hands and not to exceed 13.2 hands; Large - over 13.2 and not to exceed 14.2 hands. 4. All riders must file signed release forms complete with insurance information with the Racing Secretaries PRIOR to participating in any races. Proof of insurance will be required. For anyone under the age of eighteen (18), the signing of an indemnification agreement by parents and/or legal guardians is required. 5. All riders must furnish their own weight pads, weights, and tack. Overgirths are required in all races, except where noted. 6. All riders are required to wear approved protective headgear and protective vest, except where noted. No hunting saddles allowed, except where noted. 7. All owners (or owners representative) and riders are required to report to the Racing Secretary one (1) hour before post time, or they will be scratched. 8. Entries which are not in the paddock at least ten (10) minutes prior to post time will automatically be scratched. 9. The Race Committees reserve the right to split, combine or cancel any race. 10. Where required by the condition of any race, or if requested by the Race Committees, proof of membership in a recognized Hunt must be furnished by the person required to have such membership. 11. Where required that a horse must have been regularly and fairly hunted during the current season, the Race Committees may request certification from the Master of the Hunt involved. Fairly hunted shall mean that the horse has been hunted a minimum of six (6) times during the current season. a. Upon entering a junior field master chase, entrants must submit either a letter from a current Master of the Foxhounds, certifying that that junior has hunted the entered horse or pony a minimum of six (6) times in the current season or a certificate from the MSA Junior Race Clinician that entrant has completed, to the satisfaction of the Clinician, a racing clinic on the entered horse or pony. 12. Current (within one year) Coggins test is required and must be available for inspection on race day. 13. Fillies & Mares are granted a 10 pound allowance. All allowances must be claimed at time of entry. 14. Drug testing may be required. 15. All decisions of the Race Committees are final. 16. The definition of an Amateur Rider will conform to NSA regulations. 17. Novice Timber Races are open to non-winners over timber as of the first of the current year. Winners since the first of the current year add 5 lbs. for each win. 18. NO ENTRIES AT POST: Entries close at noon on the Monday prior to race days; post-deadline entries may be accepted at the discretion of the race committee (See listings of each race for specific dates, entry information and for specific conditions.) 19. The Race Committees, the Race and/or Series Sponsors, the Hunt Clubs, and the owners of the properties on which the races are held assume no responsibility for injury or loss which may be incurred by participants or spectators, and entries are accepted only under the condition that the participants release them from any and all liability. 20. Junior and Pony Races: The Junior and Pony races will be pointed and awarded separately. Each pony division will be awarded (small, medium, large) with an overall pony rider of the year award to the junior who accumulates the most points in all three pony divisions. Points for pony races can be earned in flat races and field master chases: 6 points for a first place finish, 3 points for a second place finish, 1 point for a third place finish. Juniors must race in at least two and win at least one race to be eligible for year-end awards. 21. Distribution of Jump Race Points: 6 points for a first place finish, 3 points for a second place finish, 1 point for a third place finish. Flat races will receive 3 points for a first place finish, 1.5 points for a second place finish and.5 points for a third place finish. Horses finishing in the top three in either allowance/novice timber races or amateur allowance races will earn points in the category in which the horses are eligible (Steeplechase Horse of the Year or Novice Timber Horse of the Year) based on the definitions in the General Conditions. Any horse which completes the Foxhall will receive.5 point towards Steeplechase Horse of the Year, Novice Timber Horse of the Year, or Foxhunter Timber awards. In order to be eligible for all year end awards, candidates must start in at least two and win at least one race. Presuming all qualifications for awards are met, in the event of a tie, two awards will be presented. 22. Please see conditions of individual meets for other rules which may prevail. 23. Conditions for all Field Masters Chase races: Entries are to follow a Field Master over a flagged course. The Field Master will release the field to race for the finish after the last jump; riders may be asked to circle or queue at any point. Any entry passing the Field Master will be eliminated and must either pull up or may circle to the back of the field and continue, but will not earn a placing. Entries must jump all the jumps in the race and may circle and retry a jump if a refusal occurs. Fallen riders may NOT remount and continue. If an entry appears to be unruly or a hazard to the rest of the field, the Field Master may ask that entry to retire. Juniors are strictly prohibited from carrying whips in all Field Master Chase races. 24. All horses/ponies may start in only one race per meet; race includes all traditional races (flat and over fences) as well as any foxhunter division and any relay division. 25. $25 scratch fee, payable to the race meet, if not scratched one hour prior to post time of first horse race. 26. Any entry/scratch fees that are in arrears may cause trainer to be denied entries the following year. 27. Trainers must be at least 18 years of age. 28. Protests: Point standings will be updated and posted on www. marylandsteeplechasing.com by the Thursday following a series race meet; questions, disputes or protests regarding points must be submitted in writing to the Governor s Cup Chief Steward by 5 p.m. Friday. 29. All decisions rendered by the Governor s Cup Chief Steward are final. 8 9

7 HOW TO ENTER A RACE: See individual condition pages for whom to contact for that race meet or point to point. If you are entering races sanctioned by the National Steeplechase Association (NSA), you will need to call the NSA office: NSA Office: (phone) (fax) If you are entering Point-to-Point races, check the individual meet conditions for how to enter, but for most MD, PA and VA point to point entries, overnights and results contact: Central Entry Office Bolton Lane, Bealeton, VA (phone) (fax) When entering a race through the Central Entry Office, we encourage you to enter on the website and print a copy of your entry to keep for your records. Entries may be made on the website at least a week prior to the point to point. If you would contact the Central Entry Office with any new information (new horses, new owners, silks, address changes, new or changed contact information, etc.) prior to entry day, that information can be added to the data base and will speed up the entry process. The most important information with any entry is a daytime phone number where you can be reached prior to the overnight being printed in case there are questions regarding your entry. In order for participants to receive tickets we MUST have correct addresses. An in care of address may work one week, but not the next. This applies especially to riders. If the Central Entry Office is taking entries for a single point to point, the overnights should be up on the www. centralentryoffice.com website by 3:00 PM. If entries are being taken for multiple point to points, overnights should be up by 6:00 PM. Please don t contact the Central Entry Office with general information questions on Mondays when entries are being taken

The numbers are listed here under the category for which they count towards year end awards. Please check for changes in qualifications and for an updated list of points. Award winners must meet all eligibility requirements as defined in the General Conditions. MARYLAND STEEPLECHASE HORSE OF THE YEAR Awarded to the horse which accumulates the most points in open timber races and which meets all eligibility requirements as defined in the General Conditions. Placings in restricted races are not eligible for Horse of the Year points. Awards: Perpetual Trophy, Keepsake Trophy, & Cooler Qualifying Races: 9, 10, 15, 17, 21, 29, 30, 44, 46, 60, 70 MARYLAND NOVICE TIMBER CHAMPION Awarded to the horse accumulating the most points in novice/allowance timber races. Eligible horses are those that are non-winners over timber in point-topoints or NSA sanctioned races as of the first of the current year and which meet all eligibility requirements as defined in the General Conditions. Horses may only win this award once. Awards: Perpetual Trophy, Keepsake Trophy, and $1,000 Cash Prize Qualifying Races: 9, 11, 16, 22, 30, 43, 62, 73 $1,000 MARYLAND TIMBER HORSE AWARDS The Maryland Horse Breeders Association (which oversees the Thoroughbred breeding registries in the state) and the Maryland Million, Ltd. will be providing $1,000 in cash bonuses for Maryland bred and Maryland-sired Thoroughbreds in the 2015 Governor s Cup Series. $500 will be awarded to the owner of the registered Maryland-bred timber horse earning the most points in the series, and $500 will be awarded to the owner of the Maryland Million nominated timber horse earning the most points in the series. To find if the Thoroughbred you own is eligible, visit THE AMATEUR APPRENTICE TIMBER HORSE & RIDER CHAMPION Presented to the horse and rider which accumulates the most points in amateur/ apprentice timber races and which meet all eligibility requirements as defined in the General Conditions. Awards: $500 to owner and a keeper trophy to rider. Prize money to be split in event of tie. Sponsored by Michael Wharton. Winner must meet all eligibility requirements as defined in the General Conditions. Awards: Keepsake Trophy Qualifying Races: TB: 7, 35, 53 Non-TB: 8, 36, 54 LEADING PONY RIDERS Awarded to junior pony riders who have not turned 16 as of the first of the year and who have the most cumulative points in Jr. Field Master Chases & flat races. Each pony division (sm, med and lg) will be awarded. The junior pony rider accumulating the most points in all divisions combined will be awarded the Overall Pony Rider. Winners must meet all eligibility requirements as defined in the General Conditions. Awards: Keepsake Trophies SMALL: 1, 4, 24, 32, 37, 49, 56, 59, 74 MEDIUM: 2, 5, 27, 33, 38, 50, 57, 61, 75 LARGE: 3, 6, 26, 34, 39, 51, 58, 63, 76 THE JONATHAN KISER MEMORIAL SCHOLARSHIP Presented in recognition of a junior s race participation, horsemanship, sportsmanship, talent, & dedication to the sport of steeplechasing. Recipient to be selected by the MSA Board from among all juniors currently riding in junior and pony races. One recipient per year. Awards: Position as a working student for a week with William Dowling and free tuition to the US Pony Racing Summer Steeplechase Camp/Clinic. JUNIOR FOXCHASING SCHOLARSHIP Presented in recognition of a junior rider s commitment & dedication to the sport of steeplechasing, to foster the relationship and tradition between foxchasing & steeplechasing. Recipients to be selected by the MSA Board from among all juniors currently riding in junior and pony races. Number of recipients at the discretion of the MSA Board. Awards: Capping fees for junior and chaperoning adults, tuition to foxchasing camps and clinics. LEADING YOUNG RIDER GROUP THE D. M. SMITHWICK AWARD Award is given based on participation of an amateur young rider (21 and under) members of a Foxhunting Club or Pony Club. The club whose members earn the most amount of points during the current MSA season will receive a cash prize. Riders must be a current member of the club which they wish to represent must visit to download a registration form to participate in this series. Points will be awarded as the MSA rules (rule 21 junior points) allocate and ALL finishers not placing will receive 1/2 point for participating. Each rider is responsible for downloading the participation form from in order to have all of their points counted. Award: $500 cash to winning group Qualifying Races: Any race ridden by a member, who is 21 and under, of the specified group. NOTE: Winners of all awards MUST meet all eligibility requirements as defined in the General Conditions. 9 Jonathan Kiser Memorial Endowment Fund To support the development of the sport of steeplechase racing by granting scholarships and funding other activities to help ensure education and racing opportunities for young riders in Maryland. Approximately three and a half miles over a flagged course. NO SCHOOLING PERMITTED. 2. Open to teams of three horses and riders that have fairly hunted the current season with an organized pack of foxhounds. In addition, school sponsored teams will be permitted to compete in the Full Cry event. To be ridden by regular followers of that hunt or students at that school in hunting or cub hunting attire. Racing tack is permitted; protective vests, approved helmets, overgirths are recommended. Any team that fails to negotiate the flagged course will be disqualified and must leave the course immediately. 3. Teams will start separately at three-minute intervals and will race against the clock. Teams enter either the Foxhall fast time event to compete for the Foxhall Farm Trophy or in the Full Cry averaged time event. The Full Cry Trophies will be awarded separately to the Junior and Senior teams coming closest to having the average of all times over the course, including the fast team times. All three members of each team must finish, having jumped all flagged fences, and the time will be counted when the team s third horse and rider cross the finish line. The fast time teams will be assigned start times prior to those of the averaged time competitors. 4. The Foxhall Farm and the Full City Perpetual Trophies will be held for one year by the respective winning teams. All horses/ponies officially completing the course will be awarded 1/2 point towards Governor s Cup year-end awards. This race is to encourage everyone to have fun riding cross country as well as to introduce young horses and riders to pt-to-pt races. 5. Each team shall designate a Team Leader. The Team Leader will be responsible for (1) making the team entry through the Central Entry Office (including a mandatory and binding Declaration as to which hunt or school that Team represents); (2) paying the team s entry fee; (3) making sure all team members appear with proof of medical coverage to sign the insurance release; (4) picking up and distributing pinnies to Team members, and (5) returning pinnies.
