12 FOAL FUTURITY WORLD PERCHERON CONGRESS FOAL FUTURITY GENERAL PROVISIONS The World Percheron Congress Foal Futurity is an incentive program for owners of Percheron horses registered with the Percheron Horse Association of America and/or the Canadian Percheron Horse Association and exhibited at the 2018 World Percheron Congress, Des Moines, Iowa. ELIGIBILITY WEANLING FOAL 1. In order to participate in the Futurity, unborn foals must be nominated by December 31, A completed World Percheron Congress Futurity Application, nomination fee of $100 and copy of the dam s registration paper must be on file with the Futurity Secretary by December 31, 2017 for each foal to be nominated for participation in the Futurity. 2. A copy of the registration papers for the nominated foal must be on file with the Futurity Secretary prior to July 15, No pending registrations will be accepted. If the foal s registration papers are not on file by July 15, 2018, it will become ineligible for participation in the Futurity unless a reinstatement penalty of $200 is paid. 3. In the event of a sale of the bred mare and/or nominated foal, eligibility is transferable to the new owner. It is the responsibility of the new owner to provide an updated copy of the foal s registration papers to the Futurity Secretary prior July 15, Entrants must meet and comply with all entry and exhibitor requirements of the World Percheron Congress as listed in the World Percheron Congress premium book. FUTURITY CLASSES AND PURSES 1. The World Percheron Congress Foal Futurity classes will be held at the World Percheron Congress, Des Moines, Iowa. Classes offered will be as follows: World Percheron Congress Futurity Senior Filly Foal foaled January 1, March 15, 2018 World Percheron Congress Futurity Junior Filly Foal foaled March 16, 2018 or after World Percheron Congress Futurity Senior Stallion Foal foaled January 1, March 15, 2018 World Percheron Congress Futurity Junior Stallion Foal foaled March 16, 2018 or after 2. Horses participating in the World Percheron Congress Foal Futurity classes may also enter the open classes. 3. Futurity class entries must be made online or via the official World Percheron Congress entry form and mailed in accordance with World Percheron Congress entry deadlines. There are no entry fees for the Futurity classes. The exhibitor will be responsible for any stalling, admission, parking or other related expenses administered by the World Percheron Congress. 4. The official Futurity judges are listed on page The Futurity purses will be awarded to the individual(s) listed as the owner of the nominated foal on file with the Futurity Secretary- no exceptions allowed. The World Percheron Congress Futurity will not be responsible for any ownership disputes. 6. The first place foal in each filly and stallion Futurity class are guaranteed a sponsored $1,250 purse. Purses for foals placing 2nd through 10th will be paid a percentage of the additional sponsorships, nomination and related fees collected. A preliminary premium schedule follows. This schedule may be adjusted based on sponsorships. 10% of the nomination will be retained from placings 2-10 by the Futurity for use in defraying administrative expenses. 1 st : $1,250 2 nd : 71/2% of total purse 3 rd : 5% of total purse 4 th -6 th : 2% of total purse 7 th -10 th : 1% of total purse (payouts for 2nd place through 10th are minimum amounts and may be higher) OTHER 1. 14 BARREL RACING BARREL RACING (Camas Prairie Stump Race) BRACKETS FOR STUMP (BARREL) RACES A. The Stump Race will be run horse-against-horse. 1. Show management will randomly draw the bracket for the horse-against-horse races per the diagram at right. 2. If there are more than 8 horses, it is acceptable to use a 16-horse bracket with byes. 3. If there are more than 16 horses, the class can be eliminated by trials down to an 8-horse or 16-horse or 32-horse bracket for the championship class. 4. If more than eight placings are awarded, a 16-horse bracket will be used. 5. If there are fewer than 8 horses entered, the bye system will be invoked, and those byes shall be placed only in the first bracket. If there are fewer than 8 qualifiers for the final race through disqualifications, the bye system shall be used. 6. No horse disqualifying shall be allowed to rerun for a qualifying position (see brackets below) A. The race shall be run in traditional Nez Perce fashion if arena size permits. Two horses at a time on two opposite three-barrel courses, triangular in nature, will race from a common starting and finish line to the barrel on their right, turning right and racing to the barrel on the left of the starting line around it to the left and race to the barrel farthest from the starting line turn left around this third barrel and race to the starting line which is now the finish line, until eliminations are complete. B. Original positions will be drawn; the bye system will be invoked in the event of an odd number of entries. C. The two opposite three-barrel courses, triangular in nature, will be set up with a common start/finish line. The front barrels 30 feet (9.15 m) from the starting line; barrels to be 75 feet (22.86 m) apart with the back barrel 94 feet (28.65 m) from the finish line. A course may be reduced by 3 to 5 feet (91cm 1.52 m) to fit a smaller arena. 15 RULES & REGULATIONS 1. Health Requirements It is the exhibitors responsibility to provide their animals current health certificates to the Horse Show Office for approval. The exhibitor will not receive their show packet unless all health requirements are met for the animals they intend to exhibit (163) Equine. 65.8(1) General. a. Certificate of Veterinary Inspection (CVI). All equine imported into the state of Iowa shall be accompanied by a CVI. b. Equidae which are positive to a brucellosis test or which show evidence of poll evil or fistulous withers whether draining or not shall not be allowed to enter the state for any purpose. 65.8(2) Testing equine infectious anemia (EIA). All Equidae imported into the state must be accompanied by proof of a negative EIA serological test conducted within 12 months prior to importation, except foals under 6 months of age accompanied by their dams which meet the EIA test requirements. The name of the testing laboratory, laboratory accession number, and the date of test must appear on the CVI. Check for updated health requirements for animal imports into the State of Iowa at 2. Exhibitor Wristbands Every exhibitor and helper must have an exhibitor wristband to enter the grounds and/or Coliseum. Wristbands are $30 each and can be ordered online or via Entry Forms. If you are a STABLEmates member you will receive your two Admission Wristbands as part of the program. They will be good for entry on to the grounds. 3. The World Percheron Congress and the Percheron Horse Association of America reserve the right to decline any exhibitor and/ or said exhibitor s horses, before the show and reserves the right to eject from the premises, during the show, any exhibitor and/or exhibitor s horses, without being held liable for damages of any kind, and this shall be accepted as a condition of entry. In this event, all fees paid and prize money won shall be forfeited. It is also a condition of entry that each exhibitor shall hold the World Percheron Congress, The Percheron Horse Association of America, their directors and employees, harmless for any loss, damage or accident to themselves, their horses, or equipment. The Percheron Horse Association of America does not condone the use of performance enhancing substances or inhumane practices. 4. Fees Fees paid before August 1, 2018 Stall fee; $75 each, per horse or tack stall, limited number, first-come, first-served. Administrative fee- $20 per exhibitor. Exhibitor Wristbands-$30, each. All fees payable in US Funds*. Each horse must have a separate stall and each horse shown must be assigned a stall and pay a stall fee. WE ALSO ACCEPT MASTERCARD, VISA, DISCOVER & PAYPAL. *ATTENTION CANADIAN EXHIBITORS, payment must be made via one of the following three methods: 1. Via a major credit card. Responsibility Neither the World Percheron Congress, the Percheron Horse Association of America, its management, employees or independent contractors will be responsible for any article of any kind or nature that is lost, destroyed or stolen, nor liable for any injury sustained to horses, exhibitors, spectators or employees. Under Iowa law, an equine professional is not liable for an injury to, or death of, a participant in equine activities resulting from the inherent risks of equine activities, pursuant to Chapter 128, Section 2D of the General Laws. 9. Golf Carts, ATVs and UTVs Will be permitted if operated in a safe manner by licensed drivers. 10. Bicycles Minors under 16 years must wear protective headgear when operating bicycles on the grounds. None may be ridden in the barns or near arena entry/exit areas at any time. 11. Gas, Electric-Propane, Extension Cords Heaters, propane tanks, and hot plates are prohibited in the barns or stalls unless approved. All electric extension cords must be a minimum 12 gauge, three-wire with ground prong. 12. Manure, Used Shavings & Bedding All materials removed from stalls or trailers must be placed in designated areas between barn wall and manure pit. DO NOT put manure or bedding in garbage cans. 13. Posters, Flyers, Signs Do not staple on any building. They are allowed on designated bulletin boards only. All signs must be approved by the show management. Do not drive nails in any stall walls or masonry sections of barns. 14. Fire & Safety Regulations a. No Smoking will be permitted in any buildings on the Iowa States Fairgrounds. This will be strongly enforced. b. No open flames allowed at any barn. c. Fireproof material must be used for all stall decorations. d. Tack stall decorations must not extend more than 18 into the aisle. All aisles must have a walkway free of floor obstructions. e. Bedding material may not be allowed on the floor of any aisle for display purposes. This includes wood shavings, wood sawdust and peat moss. Large wood chips or coarse bark mulch may be used and must be kept damp at all times. The use of burlap for display purposes is strictly prohibited. f. Coverings over the aisles which would in any way limit the effectiveness of the sprinkler system will not be allowed. 15. Keep Facility Clean Exhibitors must keep the barns, stable areas, and grounds in a tidy fashion at all times. Put all manure in designated areas and all litter in garbage cans. 16. Medical Waste All needles, syringes and other medical waste must be placed in appropriate containers in each barn. Do not put medical waste in manure pits or garbage cans. Anyone found 15

16 RULES in violation shall be subject to fine or other penalties deemed necessary by show management. 17. Portable Corrals Electric fence and portable corrals or stalls are prohibited on the Iowa State Fairgrounds. 18. Truck & Trailer Parking All trailers must be parked in a designated area as soon as they are unloaded. No vehicles allowed in the barns at any time. There will be no loading or unloading during the show. All aisles and roadways around the barn must be kept open to satisfy fire regulations at all times. Vehicles left around the barns unattended will be towed at owner s expense. 19. Ownership All horses, except grade geldings, must be registered in the Stud Book of the Percheron Horse Association of America or the Canadian Percheron Association, and must be owned or co-owned on the records of the Association in the name of the exhibitor(s). Leases will be accepted as long as they are properly filed. Exhibitors must bring photo copies of their registration certificates, front and back. It is not advisable to bring your original certificates of pedigree, as they many times get lost. Geldings need not be registered unless shown in a registered class. Foals born in 2018 will be accepted as registered, provided a registration application is in the office of the Association, with the registration fee paid, before the entry deadline of August 1, Crossbreds are prohibited from competing. 20. Borrowing of Horses Borrowing of horses will be limited to one horse only in the Produce of Dam, Get of Sire, and two horses in the Six and Eight-Horse Hitches. 21. Ice, Feed, Straw, Shavings and Hay Exhibitors may bring their own and it will be available for purchase on the grounds. Exhibitors will be able to pre-order online with their entries. Ice will be available for purchase on site. 22. Class Placings and Premiums Ten ribbons will be awarded in each class and the judge will place ten horses plus 1 reserve. Entries placing 12th through 25th will not be placed. 26th and below will be excused. Premium Monies will be paid in US dollars and mailed to the exhibitor, as soon as possible after the show. All Prizes, Awards and Premiums will be paid by the World Percheron Congress fund of the Percheron Horse Association of America. 23. Attire The Committee does not wish to set a dress code in stone; however, we would like all exhibitors and staff to dress in a manner befitting a World Congress. We would also like to have everyone conduct themselves in a manner which will project the best image of our proud breed, our Association, and our members. 26. Courtesy Any discourteous act on the part of any owner, exhibitor, groom, trainer, or agent made toward judges, officials, or staff, will disqualify their entry and forfeit all fees and premiums. The World Percheron Congress Committee shall have full power to act in issuing a ruling in such cases. Should the act justify it, the World Percheron Congress Committee shall have power to exclude offender(s) from competition and remove them from the show grounds, without being held liable for damages of any kind, and this shall be accepted as a condition of entry. 27. Unmanageable Horses Unmanageable horses will be asked to leave the show ring by the Ring Master or Judge. 28. Group Classes Horses may not be shown in the group classes without being first shown in their respective age class. Horses shown in group classes must wear the ribbons won in their age halter class. 29. Horse s Age The age of a horse shall date from the first day of January in the year of birth. Sr. Foals are those born on or before March 15, 2018; Jr. Foals are those born after March 15, Junior Exhibitor The age splits in the Junior class will be determined by the age of the exhibitor on show day. No stallions will be allowed in the Junior Exhibitor classes. Children in the Show Arena-Children, under the age of nine years,must be accompanied by an adult in the show arena at any time for any reason. 31. Cart Classes A cart horse, with the exception of Youth Cart horses, can be used in only one of classes: H-4 (Men s Registered Mare Cart), H-5 (Amateur Cart), H-19 (Men s Gelding Cart), H-18 (Ladies Registered Mare Cart), H-22 (Ladies Gelding Cart). 32. Foals & Broodmares Must be shown at halter, alone in their respective age classes, to qualify for the mare and foal class. The only time a mare and foal will be both allowed in the ring, is in classes where they are shown together in a group. A broodmare is defined as a mare that has a foal that is suckling or has been weaned in the year Foal must be out of accompanying mare. 33. Open Pleasure Driving Class is open to all drivers and horses. 2 or 4 wheel vehicles are permitted. The class will be shown both directions of the ring at a walk, slow trot, and working trot. To stand quietly and to rein back. Chain traces and heel chains will be allowed, as well as, mane rolls, rosettes and tail bows will be acceptable. American Driving Society (ADS) rules as described for Draft Equines found in the Rulebook on the ADS web site will be followed. 34. Open Western Pleasure To be shown on the rail both directions of the ring at a walk, jog, and lope, on a reasonably loose rein, to stand quietly and to back. Appointments-Stock type saddle, open stirrups, western style headstall with western bit and curb chain, must lie flat against the horse s jaw. Rider attired in Western apparel including hat. Judged on manners, performance and suitability to pleasure riding. Prohibited- cavessons, martingales, hackamores, tiedowns, drawreins, driving bits and bridles. 35. Open English Pleasure To be shown on the rail both directions of the ring at a walk, trot, and canter. To stand quietly and to back. Manes may be braided but not rolled - no tied tails. Appointments-English type saddle. Snaffle, pelhams and full bridles/snaffle and curb, all with cavessons or nose bands are recommended. Rider attired in huntseat, dressage, or saddleseat apparel. Judged on manners, performance and suitability to pleasure riding. Prohibited-martingales and tiedowns - white bridles, driving bits or bridles. 36. Open Novice Walk Trot- Class is open to Western or English riders. Appropriate attire is required. Riders cannot compete in any other riding class, including youth classes, except for the Open Trail Riding class. 37. Youth Showmanship Classes Class procedure will be explained by judge. Be prepared to answer questions. Pee Wee Showmanship, under 9 years of age muct be accompanied by an adult. (Youth Showmanship, Age 9-14), (Youth Showmanship, Age 15-18). Whipper at judge s discretion. 38. Youth Decorating Classes Participants will be required to roll manes and tie tails. Time limit (Youth Decorating, Age 9-14): 30 minutes. Time limit (Youth Decorating, Age 15-18): 25 minutes. An adult will be required to hold the horse. The horse will not be allowed to be tied. No conversation is allowed between the holder and the exhibitor. 39. Youth Driving Classes (Youth Cart, Age 9-14, Youth Cart, Age 15-18, Youth Team, Age 9-14 & Youth Team, Age 15-18) May drive geldings or mares only. Youth must be accompanied by an experienced adult who remains on the cart or wagon at all times. Headers are encouraged in all hitch classes, however no one will be permitted to stand inside the ring during the performance. 40. Youth Judging Participants will be required to judge a halter class. The youth judge will determine the official placing of the horses and the results of each participant will be compared to the official results. Participants may be asked to give reasons. (Youth Judging, Age 9-14), (Youth Judging, Age 15-18). 41. Youth Riding Classes (Youth English/Western Riding: Walk/ World Percheron Congress Premium & Rule Book

17 Trot, Ages 9-14, 15-18), (Youth English/Western Riding: Walk/ Trot/Canter, Ages 9-14, 15-18). Youth will be permitted to enter both riding classes. Western or English attire acceptable. 42. Youth High Point Youth are encouraged, but not required, to participate in all seven youth classes. High Point results will be tallied based on the top six results for each participant, thereby allowing youth to opt out of one class if s/he chooses without penalty to the High Point tally/point accumulation. If a youth participates in all seven youth classes, his/her lowest placing will be dropped for the High Point tabulation. (Youth High Point, Age 9-14), (Youth High Point, Age 15-18). 43. Amateur Cart & Team Classes Exhibitors, drivers and/or horses, which compete in Amateur Cart & Team Classes, cannot compete in any other hitch class at the Congress. Any type harness, farm or show, is acceptable in the amateur classes. You must have a fifth wheel wagon for the team hitch. Drivers must be 19 years or older. Horses, drivers, and/or exhibitors, which have competed in hitch classes at any Level A or B All-American show, are not eligible for Amateur Classes at the World Congress: Amateur Cart, Amateur Team. Those competing in the Amateur Classes may also compete in the Farm Classes. 44. Most Versatile Registered Percheron Choose no more than 3 classes from each of 3 divisions (Farm/Show/Miscellaneous), for a maximum of 9 classes. 5 Points received for each class the horse participates in whether the horse places or not, plus: 1st=10 Pts, 2nd=9 Pts, 3rd=8 Pts, 4th=7 Pts, 5th=6 Pts, 6th=5 Pts, 7th=4 Pts, 8th=3 Pts, 9th=2 Pts, 10th=1 Pt (See Class list on Page 21 for divisions). Tie will be broken by: 1- Number of qualifying classes competed in; 2- Head-to-head placings in classes between ties; 3- Number of highest placing class(s) - ie: 2 seconds, 1 third and a sixth; 4- WPC Chairman will draw a name out of a hat. 45. Horse MAY be shod for all but the Barnyard Pull. a.team Walking and Sulky Plow Individual plots for each contestant are not possible due to the fact that we must return the land back as we found it. All contestants will follow one another in one plot. Plowing will be judged on 1-Straight furrow, 2-Clean furrow, 3-Straight landside, 4-How well trash is covered, 5-Performance of horses. Plowing will start with 12 plows, then 14, then 16. b.team Obstacle Course Forecarts will be furnished. Hitching will be done outside of the course. You may have help in hitching. Each obstacle will have penalty seconds for touching it. Exhibitor with the least or no penalty seconds and best time will be the winner. Pattern will be posted on horse barn wall. c.team Log Skidi. Doubletree will be attached to log prior to competition by the staff, and all will hitch to same one. ii. You may have help hitching. iii. Log skid pattern will be a slalom course around in-ground trees and a stump. iv. There will be outside limit lines. v. Penalty seconds will be added to the time. vi. If team, log, or teamster touches any of the trees, or steps on or over the line. vii. Winner will be the teamster with the fastest time and with the least or no penalty seconds. viii. Pattern will be posted. d. Barnyard Pull i Teams will weigh in Saturday, October 13, 2018, 8:00 AM - 9:45 AM in the Sheep Barn. ii. Pull will be 20 feet using modified New York State Club Rules. iii. Exhibitor may have two (2) helpers carry doubletree to the front of the boat and set it on the ground. iv.teamster must hook to the boat by himself/herself. v. There will be a ball on the boat in a can. If the ball falls off, it is counted as an attempt. vi.farm teams cannot pull in the Professional Horse Pull. e. Farm Team Vehicle Class Judging will consist of: i. 40% on how well matched and dressed the team is. ii.40% on how well the driver handles the team and his attire. iii.20% on the presentation of the vehicle or implement. f. Professional Horse Pull, split over weighti. This will be a split-overweight pull. ii.pulling horses must be Black, Grey, or Bay. All other colors need registration papers to prove that they are Percheron. iii. Show staff, the driver, and helpers with each team are the only ones allowed in the arena during the pulling competition. iv. Pull is 27 6 Three trials to pull distance No adding of pulls together v. Ropes are 16 apart vi. You may unhitch after each trial vii. Three times away is a trial If sled moves is a trial viii. No hitchers in front of Driver ix. Only one driver, you may have someone bring your team to the load, however, you may trail lines until pull is done x. Unruly Teams will be asked to park xi. No heading of horses xii. No touching of horses while hooked to sled unless a breakdown happens xiii. No tying horses together xiv. Meeting of drivers after weighing is completed xv. Pulling horses will be randomly blood tested based on the decision of Show Management. If a positive test is found, the team will be disqualified. If a team is disqualified, the remaining teams will be moved up in placing. Prize money and results will be held until test results are received. 17

18 If you plan to show at the 2018 World Percheron Congress, get entered early! RULES xvi. Barnyard pull teams must be barefoot or plate shoes only. xvii.judges decisions are final g. World Champion Farm Team & Reserve This will be determined by an accumulation of points won and entered in farm classes, not including the Feed Team Race or the Farm Team Vehicle classes. The same team (two horses) must be used to accumulate points. 46. Feed Team Races ENTER ONLY ONCE! a. Time starts on whistle & stops when neck yoke passes cones. b. Teams to be kept at a walk or trot Driver Option. 30 second penalty for loping/galloping. c. Stop team, pick up six bales. Proceed outside to far end of ring. d. When returning, two bales must be placed completely on each of the three pallets. e. Team must be stopped before bales are placed on sled or plywood. f. Teamster must remain on sled at all times. Two minute penalty. g. To remove hay, Handler may leave sled only when stopped and must be on sled before it starts. 30 second penalty for each occurrence of early exit or late entry. Judge will have final say in this rule. h. One minute penalty for a broken bale. i. 30 second penalty for not placing bales on the plywood. j. 10 second penalty for disturbing an obstacle. k. Entry will be disqualified if it alters prescribed course. 47. Protests All persons making entries agree to accept the rulings of the judge, and to abide by his decisions. Protests must be made in writing on the same day in which the protested action was taken, and given to the show chairman. All protests must be accompanied by a deposit of $500, which will be forfeited if the protest is not sustained. 48. Exhibitor s Responsibility Exhibitors are at all times required to give the necessary personal attention to their horses and equipment. All horses shall be securely tied, or fastened in their stalls. When horses are removed from their stalls or moved about the show grounds, they shall be properly haltered, bitted or fastened by leads and shall be constantly attended by a competent attendant. Every exhibitor shall be solely responsible for any loss or damage done to or occasioned by or arising from any horse or vehicle owned or exhibited by the exhibitor, and for its description as given in the entry, and shall indemnify the show and hold it harmless from any loss, cost, or expense caused by its exhibit. 49. Insurance and Liability The exhibitor assumes all risk of loss, injury, or damage of every kind or nature, however caused, to the property belonging to him and to himself or any of his employees, and agrees to save and keep harmless the World Percheron Congress, Percheron Horse Association of America, and all sponsors, from any and all claims and suits growing out of any such loss or damage. The exhibitor is urged to keep attendants at their exhibit at all times. Every exhibitor must have liability insurance in force during the show for their protection against any loss which might be incurred and to protect themselves from risks assumed under this clause. 50. Class R-4 Open Obstacle Driving - also known as Time Cones Driving Derby. Saturday, October 13, :00 PM, Pulver Outdoor Arena. This is a fault competition-least amount of penalties win. Each driver has 3 minutes to complete the course. Salute the judge upon entering the ring. Each ball down is a 5 second penalty. If driver goes over 3 minutes, there is a 1 point penalty for every second over. Break of gait is also a penalty. Open to single and teams. Singles will go first. Placings will be announced in the evening performance. 51. Class R-3 Trail Class, Saturday, October 13, :00 AM, Pulver Outdoor Arena. Horse is ridden and judged on ability to maneuver over and through obstacles. Open to youth or adults. Can be shown in Western or English, but proper attire and equipment to be used accordingly. Three attempts are allowed on each obstacle. After three failed attempts at an obstacle that obstacle will be scored as zero and the exhibitor will be asked to move to the next obstacle. Placing will be announced in the evening performance. 52. Eligibility Registered or grade percherons only, crossbreds prohibitied. 53. No refunds of Fees no exceptions. 54. Release-Horses will be released at the conclusion of classes on Saturday, October 13 th. Exceptions can be addressed to the show Chairman. ENTRIES CLOSE AUGUST 1, 2018, or when stalls are full.
