12 FOAL FUTURITY 2018 WORLD PERCHERON CONGRESS FOAL FUTURITY GENERAL PROVISIONS The World Percheron Congress Foal Futurity is an incentive program for owners of Percheron horses registered with the Percheron Horse Association of America and/or the Canadian Percheron Horse Association and exhibited at the 2018 World Percheron Congress, Des Moines, Iowa. ELIGIBILITY WEANLING FOAL 1. In order to participate in the Futurity, unborn foals must be nominated by December 31, A completed World Percheron Congress Futurity Application, nomination fee of $100 and copy of the dam s registration paper must be on file with the Futurity Secretary by December 31, 2017 for each foal to be nominated for participation in the Futurity. 2. A copy of the registration papers for the nominated foal must be on file with the Futurity Secretary prior to July 15, No pending registrations will be accepted. If the foal s registration papers are not on file by July 15, 2018, it will become ineligible for participation in the Futurity unless a reinstatement penalty of $200 is paid. 3. In the event of a sale of the bred mare and/or nominated foal, eligibility is transferable to the new owner. It is the responsibility of the new owner to provide an updated copy of the foal s registration papers to the Futurity Secretary prior July 15, Entrants must meet and comply with all entry and exhibitor requirements of the World Percheron Congress as listed in the World Percheron Congress premium book. CLASSES AND PURSES 1. The World Percheron Congress Foal Futurity classes will be held at the World Percheron Congress, Des Moines, Iowa. Classes offered will be as follows: World Percheron Congress Futurity Senior Filly Foal foaled January 1, March 15, 2018 World Percheron Congress Futurity Junior Filly Foal foaled March 16, 2018 or after World Percheron Congress Futurity Senior Stallion Foal foaled January 1, March 15, 2018 World Percheron Congress Futurity Junior Stallion Foal foaled March 16, 2018 or after 2. Horses participating in the World Percheron Congress Foal Futurity classes may also enter the open classes. 3. Futurity class entries must be made online or via the official World Percheron Congress entry form and mailed in accordance with World Percheron Congress entry deadlines. There are no entry fees for the Futurity classes. The exhibitor will be responsible for any stalling, admission, parking or other related expenses administered by the World Percheron Congress. 4. The official Futurity judges are listed on page The Futurity purses will be awarded to the individual(s) listed as the owner of the nominated foal on file with the Futurity Secretary- no exceptions allowed. The World Percheron Congress Futurity will not be responsible for any ownership disputes. 6. The first place foal in each filly and stallion Futurity class are guaranteed a sponsored $1,250 purse. Purses for foals placing 2nd through 10th will be paid a percentage of the additional sponsorships, nomination and related fees collected. A preliminary premium schedule follows. This schedule may be adjusted based on sponsorships. 10% of the nomination will be retained from placings 2-10 by the Futurity for use in defraying administrative expenses. 1 st : $1,250 2 nd : 71/2% of total purse 3 rd : 5% of total purse 4 th -6 th : 2% of total purse 7 th -10 th : 1% of total purse (payouts for 2nd place through 10th are minimum amounts and may be higher) OTHER 1. Horses are required to be exhibited at the 2018 World Percheron Congress, in at least one of the following classes: the Eberglo Two Year Old Open Halter Class and/or the Eberglo Two Year Old Open Cart Class. In order to qualify for the Eberglo Two Year Old Jackpot Supreme title and purse, entered animals must compete in, both, the Eberglo Two Year Old Open Halter class and the Eberglo Two Year Old Open Cart class. Horses must compete in, both, the Halter and Cart classes to be eligible for the Supreme title and purse. In the event of a tie, the Jackpot Committee will randomly select a tie-breaking judge. 14 BARREL RACING BARREL RACING RULES BRACKETS FOR STUMP (BARREL) RACES A. The Stump Race will be run horse-against-horse. 1. Show management will randomly draw the bracket for the horse-against-horse races per the diagram at right. 2. If there are more than 8 horses, it is acceptable to use a 16-horse bracket with byes. 3. If there are more than 16 horses, the class can be eliminated by trials down to an 8-horse or 16-horse or 32-horse bracket for the championship class. 4. If more than eight placings are awarded, a 16-horse bracket will be used. 5. If there are fewer than 8 horses entered, the bye system will be invoked, and those byes shall be placed only in the first bracket. If there are fewer than 8 qualifiers for the final race through disqualifications, the bye system shall be used. 6. No horse disqualifying shall be allowed to rerun for a qualifying position (see brackets below) COURSE LAYOUT START & FINISH LINE CLASSES F1 - R1, R2, R3, R4 HORSE A A. The race shall be run in traditional Nez Perce fashion if arena size permits. Two horses at a time on two opposite three-barrel courses, triangular in nature, will race from a common starting and finish line to the barrel on their right, turning right and racing to the barrel on the left of the starting line around it to the left and race to the barrel farthest from the starting line turn left around this third barrel and race to the starting line which is now the finish line, until eliminations are complete. B. Original positions will be drawn; the bye system will be invoked in the event of an odd number of entries. C. The two opposite three-barrel courses, triangular in nature, will be set up with a common start/finish line. The front barrels 30 feet (9.15 m) from the starting line; barrels to be 75 feet (22.86 m) apart with the back barrel 94 feet (28.65 m) from the finish line. ALL EXHIBITORS in the 2018 World Percheron Congress classes will be under the control and direction of the management of the 2018 World Percheron Congress (2018 WPC) and the Percheron Horse Association of America (PHAoA), however, in no case will the 2018 WPC or PHAoA be responsible for any loss, damage or injury to horses exhibited or for any article of any kind or nature that may be lost, stolen, destroyed or in any way injured. Every individual, either personally or through their partner, or guardian, who participated in the 2018 WPC, to any extent whatsoever, does thereby consent, for all purposes, that venue and jurisdiction shall lie in Polk County, Iowa. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to or occasioned by or arising from any horse or article owned or exhibited by him or her, and shall indemnify the 2018 WPC and PHAoA against all legal or other proceedings, claims, or demands of any kind or nature, in regard thereto, or that may arise from the negligence of the person in charge of any such horse or article. A. PROFESSIONAL CONDUCT: Exhibitors are notified that any act of discourtesy or disobedience to the officials on the part of the owner, groom, driver or rider of any horse on exhibition will disqualify such horse for adjudication and the exhibitor shall forfeit all premiums. Further action may be taken at the discretion of the Show Management Committee. B. UNSPORTSMANLIKE ACTIVITY by any exhibitor, trainer, driver or rider will not be tolerated and violators may be excused from the performance area. C. INHUMANE TREATMENT: no person on Show grounds, including but not limited to, barns, stalls, parking area and Show arena, may treat a horse in an inhumane manner. See Iowa Code, Title XVI, Chapter 717: Injury to Livestock for full details. The Show Management Committee may bar violators from further participation for the remainder of the Congress. The 2018 WPC is held in conjunction with all laws and regulations of the United States of America and the State of Iowa, and all exhibitors are notified to comply therewith special reference to the Horse Protection Act of 1970 as amended. 2. STATEMENT OF RESPONSIBILITY AND LIABILITY At no time, the 2018 WPC and PHAoA, its employees, volunteers and or agents will take care, custody or control of any horses, livestock and or personal property of the exhibitor. At all times the exhibitor and or owner, its employees, associates and or agents will have full control, custody and will care, feed and keep safe their horses, livestock and personal property, all in accordance with the rules and regulations of the 2018 WPC. 3. INDEMNITY The Exhibitor and or Owner agrees to be responsible for and pay, indemnify, and hold harmless the 2018 WPC, PHAoA, its directors, officers, employees, volunteers and agents and the City of Des Moines and Polk County, against any and all loss, claims, cost and or expenses, including reasonable attorney s fees, resulting from any loss or any claims or legal action of any nature whatsoever, whether or not reduced to a judgment, for any liability of any nature whatsoever that may arise against the 2018 WPC and PHAoA as a result of the operation, and or the use of the premises including any acts of the Exhibitor and or Owner, its agents, employees, representatives, or invitees or in connection with any of the rights or privileges granted by the 2018 WPC and PHAoA to Exhibitor and or Owner in this agreement and Premium Book, including any actions, without limitation, on any violation of patent, trademark, franchise, copyright, libel or defamation liability claim or suit including any claim or suit based upon the intentional, unintentional or negligent acts of the Exhibitor and or Owner, its agents, servants, employees or invitees. The Exhibitor and or Owner will not be obligated to indemnify, defend or hold the 2018 WPC and PHAoA harmless from any claim or demand which arises solely out of the negligent act or failure to act by the 2018 WPC and PHAoA, its directors, its officers or its employees. A. DAMAGES: The Exhibitor and or Owner will be responsible and pay for damages to the Iowa State Fairgrounds premises, facilities or equipment caused by, the Exhibitor, the Owner, its employees, associates or agents for all activities of the Exhibitor and support personnel while on the premises of the Iowa State Fairgrounds. 4. FORCE MAJEURE AND GOVERNMENTAL REGULATION In view of the fact that the 2018 WPC and PHAoA are a non-profit organization depending to a great degree upon the contributions and services of a substantial number of donors and volunteers, as well as the benefits provided by the 2018 WPC and PHAoA to the general public through education and related services as set forth in the preamble to these General Rules and Regulations, the 2018 WPC and PHAoA deems it appropriate and prudent to be excused from liability as set forth below in this paragraph, in the event of early cancellation of its events, operations and activities by reason of force majeure and or governmental regulation. Accordingly, the following shall apply to the operations and activities conducted by the 2018 WPC and PHAoA: WARNING: Under Iowa Law, Domesticated Animal Activities: I.C.A :A person, including a domesticated animal professional, domesticated animal activity sponsor, the owner of the domesticated animal, or a person exhibiting the domesticated animal, is not liable for the damages, injury, or death suffered by a participant or spectator resulting from the inherent risks of a domesticated animal activity. This section shall not apply to the extent that the claim for damages, injury, or death is caused by any of the following: 1. An act committed intentionally, recklessly, or while under the influence of an alcoholic beverage or other drug or a combination of such substances which causes damages, injury, or death. 2. The use of equipment or tack used in the domesticated animal activity which the defendant provided to a participant, if the defendant knew or reasonably should have known that the equipment or tack was faulty or defective. 3. The failure to notify a participant of a dangerous latent condition on real property in which the defendant holds an interest, which is known or should have been known. The notice may be made by posting a clearly visible warning sign on the property. 4. A domesticated animal activity which occurs in a place designated or intended by an animal activity sponsor as a place for persons who are not participants to be present. 5. A domesticated animal activity which causes damages, injury, or death to a spectator who is in a place where a reasonable person who is alert to inherent risks of domestic animal activities would not expect a domesticated animal activity to occur. The 2018 WPC and PHAoA shall not be liable for any delay or failure to perform its operations, activities, shows and events to the extent such delay or failure results from a force majeure occurrence. A force majeure occurrence is defined as any occurrence arising from causes beyond the reasonable control of the 2018 WPC and PHAoA which delays or pre- 15

16 RULES vents performance by the 2018 WPC and PHAoA otherwise required by this Agreement, including but not limited to any (i) breakage or accident to equipment, machinery or facilities; (ii) any strikes, lock-outs or other labor difficulties; (iii) statutes, ordinances, regulations, orders or rules issued by governmental authorities; (iv) judicial decrees or orders; (v) acts of God; (vi) animal diseases and or quarantines; (vii) wars, riots or insurrections; (viii) civil disobediences, public demonstrations or sabotage; (ix) fires, floods, explosions or inclement weather; (x) inability to obtain necessary labor, materials, supplies, utilities or transportation; (xi) depressions, recessions or other economic downturns; (xii) embargoes or energy shortages; or (xiii) other causes beyond the 2018 WPC and PHAoA s reasonable control. The 2018 WPC and PHAoA shall not be liable for any delay or failure to perform its operation, activities, shows and events to the extent such delay or failure results from the 2018 WPC and PHAoA s good faith compliance with applicable governmental statues, ordinances, regulations, orders, rules or other directives, including but not limited to compliance with governmental directives concerning public health and safety, animal disease prevention detection and response, including animal quarantine and or destruction; and protection of the environment. If the 2018 WPC and PHAoA and the Iowa State Fairgrounds authorizes the presence of pets and or domesticated animals, no person shall enter or remain on the premises or in a facility with an animal unless it is under proper leash, caged and or carried by the possessor WORLD PERCHERON CONGRESS MANAGE- MENT RIGHTS 2018 World Percheron Congress Show Management reserves the right to adjust start times and or rearrange classes if necessary to compensate for excessive entries or time shortages. The Management reserves the right to limit entries in any class, cancel or combine any unfilled classes, or reschedule classes, after due notice to exhibitors. The Management reserves the right to make substitutions of judges or officials, if deemed necessary. Any questions or situations not covered in these Rules and Regulations shall be decided by the Management and their decision will be final. 6. ENTRIES Exhibitors are responsible for their own errors and those of their agents in preparation of entries. The preferred method of entry is online, via entries. Paper entries will be accepted for an additional $50 administrative fee. Entries should be accompanied by fees and all required supporting documentation. If the entry is received missing any of the required information and is returned back the 2018 WPC after the August 1, 2018 deadline, a late entry fee may be charged. All entries will be confirmed. If you do not receive a written confirmation, please call A. ANIMAL ELIGIBILITY: Entries will be accepted for grade or registered Percheron horses, only. Crossbred horses are not permitted. B. AGE OF ANIMAL: The age of a horse shall date from the first day of January in the year of birth. Senior foals are those born on or before March 15, Junior foals are those born after March 15, C. ANIMAL OWNERSHIP AND REGISTRATION: All horses, except for grade geldings, must be registered in the Stud Book of the Percheron Horse Association of America or the Canadian Percheron Association (CLRC)., and must be owned or co-owned on the records of the Association in the name of the exhibitor(s). Leases will be accepted as long as they are properly filed. Exhibitors must bring photocopies of their registration certificates, front and back, to the Show. It is not advisable to bring original registration certificates to the Show. Geldings are not required to be registered unless they are competing in a registered gelding class. Foals born in 2018 will be accepted as registered, provided a registration application has been received by the office of the Association responsible for registering the horse, with the registration fee paid, before the entry deadline of August 1, D. BORROWING OF HORSES: Borrowing of horses will be limited to one horse only in the Produce of Dam, Get of Sire and to two horses in the Six and Eight Horse Hitch classes. E. ENTRY DEADLINES: Entries for the 2018 WPC open Friday, June 1, Entries postmarked prior to June 1, 2018 will not be processed until after that date. All 2018 WPC entries will close Wednesday, August 1, 2018 unless otherwise stated. The Post Office postmark will be accepted as the date of entry. We will not accept a postage meter stamp as evidence of mailing or date of entry. F. ACCEPTANCE OF ENTRIES: The 2018 WPC Show Management reserves the right to refuse, accept conditionally, and/or cancel any entries, also to disqualify exhibitors, prohibit exhibition of entries and cancel awards or prizes, without claims for damage. G. LATE ENTRIES: Late entries will be accepted after the closing date of August 1, Any entry postmarked after or arriving after the August 1, 2018 deadline may be considered a late entry. The penalty shall be $150/stall plus a $40 administration fee, provided stalls are available. H. FEES: Fees paid before August 1, 2018: Stall Fees: $75 each, per horse or tack stall; limited number: first come, first served. Administrative Fee: $20 per exhibitor Each horse must have a separate stall and each horse shown must be assigned a stall and pay a stall fee. Payable by check, money order, PayPal credit card: Visa, Mastercard & Discover. All fees payable in USD funds.* *Canadian exhibitors: payment must be made via one of the following methods: Major credit card (3% convenience fee included) Check drawn on USD bank account. Check drawn on CDN account to include 10% exchange rate fee. I. PAYMENT OF FEES: All fees must accompany entries. Open checks will not be accepted. Any exhibitor issuing a check for payment of entries which does not clear their account for any reason will have five (5) days in which to make payment in order to keep entries eligible to participate in the 2018 World Percheron Congress, with a $25.00 USD additional NSF charge assessed. Failure to pay the NSF charge and honor the check within 30 days of notification will result in disqualification without recourse of related fees covered by that check. J. SUBSTITUTIONS: Substitutions will be allowed, if given in writing by 4:00 PM, Tuesday, September 15, K. CLASS CHANGES/SCRATCHES: Class changes must be originated by the Owner, Exhibitor or agent and may be subject to additional charges. All class changes or scratches must be received by the Show Officials prior to the start of the class. L. EXHIBITOR SHOW NUMBERS: All entry form data must be accurately completed before each exhibitor will be assigned a show number. This number must be prominently displayed whenever the exhibitor is presenting their entry in the ring World Percheron Congress Premium & Rule Book

17 M. HORSE SHOW OFFICE: The 2018 WPC Horse Show Office will be located at the west end of the Jacobson Exhibition Center, directly across from the front doors. STALLIONS: Youth exhibitors will not be allowed to ride, drive or handle stallions in any class except in Open Conformation classes. O. PLACINGS AND PREMIUMS: The judge will place 15 horses plus 1 reserve. Ten ribbons will be pinned in each class. Entries placing 11th through 15th will not be pinned. 16th and below will be excused. All Prizes, Awards and Premiums will be paid by the 2018 World Percheron Congress fund of the Percheron Horse Association of America. Premium money will be forwarded, in USD, to the exhibitors as soon after the close of the Show as can be properly processed. Premiums will not be paid to any exhibitor who does not submit proper tax ID information. No exceptions. All premiums, whatsoever, not claimed within 90 days upon receipt, shall be deemed forfeited to the Management or donors. 7. EXHIBITOR ACCREDITATION AND PARKING A. EXHIBITOR ACCREDITATION: Every exhibitor and their associated staff must have an exhibitor wristband to enter the Iowa State Fairgrounds and the performance facilities. Weekly admission wristbands are $30 each and can be ordered online via the Entry Form process. Weekly admission wristbands include general admission for the entire length of the show, October 8 13th, Any exhibitor, owner, trainer or agent who has purchased weekly exhibitor wristbands and cancels their entries for any reason will not be able to utilize the exhibitor wristbands if they do not have a horse entered in the Show. If you are a StableMate member, you will receive two weekly admission wristbands with your StableMate membership. The StableMate wristbands will be available for you via the StableMate Will Call process. B. MOTORIZED OFF-ROAD VEHICLES AND NON-MOTORIZED TRANSPORTATION There will be no motorized vehicles including but not limited to golf carts, all-terrain vehicles or farm utility vehicles allowed on-the grounds at the 2018 WPC without prior approved permitting and registration payment with the Iowa State Fair Public Safety Department. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind on the Iowa State Fairgrounds. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this 2018 World Percheron Congress Premium & Rule Book RULES rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule may cause for sanctions against the parent(s), guardian(s), trainer(s) and or exhibitor(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), trainer(s) and or exhibitor(s) from the competition for the remainder of the Show and charges being filed against any of the above listed individuals. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Gas powered golf carts are not allowed in buildings during show/event hours. Only electric powered carts are allowed in buildings during show event/times. Minors under 16 years old must wear protective head gear when operating bicycles on the Iowa State Fairgrounds. Bicycles may not be ridden inside any buildings or near the entries/exits of the performance or warm-up areas. C. SKATEBOARDS, IN-LINE SKATES, ROLLER SKATES, SCOOTERS AND HOVER BOARDS: The use of skateboards, in-line skates, roller skates, scooters (motorized or foot-powered) and hover boards are not permitted in the facilities unless approved by the Iowa State Fair Public Safety Department. D. MOTOR VEHICLE PARKING: Parking is included with your exhibitor entries or ticket purchase. No parking is allowed in the immediate vicinity of the Horse Barn, the Cattle Barn, the Sheep Barn and the Horse Annex, except for loading and unloading. Motorhomes and campers are not allowed to park inside the Iowa State Fairgrounds for the duration of the 2018 WPC. Following are the designated parking locations for motor vehicles: Exhibitors in the Cattle Barn: immediately east of the Cattle Barn Exhibitors in the Horse Barn and the Sheep Barn: along the south fence, facing Dean Avenue Trailer (gooseneck/bumper/flat deck): Rock Island Parking lot, directly across from Gate 8 Semi tractors and trailers: northwest corner of Fairgrounds, along University Avenue fence line All trailers must be parked in designated areas as soon as they are unloaded. No vehicles allowed in the Barns at any time. Loading or unloading during the Show s performance hours is prohibited. All aisles and road ways around the barn must be kept open to satisfy the Iowa State Fair Department of Public Safety at all times. Vehicles left unattended adjacent to the Barns will be towed at the owner s expense. E. HORSE DRAWN VEHICLE PARKING: Horse drawn vehicles, including but limited to hitch wagons, two wheeled carts, four wheeled carriages, Leons, forecarts, sleds and or agricultural equipment will not be allowed to park inside of the Horse Barn, Cattle Barn, Sheep Barn or Horse Annex in accordance with Fire Code. Following are the designated parking locations for horse drawn vehicles: Exhibitors in the Cattle Barn: outside, immediately adjacent to the walls of the Cattle Barn, parked in perpendicular fashion Exhibitors in the Horse Barn: outside, immediately adjacent to the walls of the Horse Barn, parked in perpendicular fashion Exhibitors in the Horse Annex: outside, immediately adjacent to the walls of the Horse Annex, parked in perpendicular fashion Exhibitors in the Sheep Barn: outside, immediately adjacent to the walls of the Sheep Barn, parked in perpendicular fashion 8. HEALTH REQUIREMENTS: Before receiving an Exhibitor 17

18 RULES Package, all exhibitors must present the required veterinary documentation for each of their horses participating in the 2018 World Percheron Congress. A State-certified Animal Health Official will be on-site, at Exhibitor Check In, to verify the documentation. Copies of each horse s documentation will be kept on file at the Horse Show Office for the duration of the 2018 World Percheron Congress. OUT OF STATE ORIGIN: A. Certificate of Veterinary Inspection (Health Certificate) is required and must be turned into the Animal Health Official for the 2018 WPC at time of arrival and must be dated no more than 30 days from the time of arrival. Health Certificates must indicate the horse s registered name. Horses entering grounds will be subject to examination by the Iowa State Veterinarian s Office. Any animal found showing evidence of infectious, contagious or communicable diseases may be immediately withdrawn from the Show and held in quarantine at owner s risk and expense until properly treated and recovered, or until properly released in order to return to owner s premises. B. A negative test for Equine Infectious Anemia (Coggins) is required and must be turned into the Animal Health Official for the 2018 WPC at time of arrival and must be dated no more than (1) year from date of arrival. Under Iowa Law, Animal Livestock Importation: I.C.A (163): Equine. 65.8(1) General. a. Certificate of Veterinary Inspection (CVI). All equine imported into the state of Iowa shall be accompanied by a CVI. b. Equidae which are positive to a brucellosis test or which show evidence of poll evil or fistulous withers whether draining or not shall not be allowed to enter the state for any purpose. 65.8(2) Coggins Testing - equine infectious anemia (EIA). All Equidae imported into the state must be accompanied by proof of a negative EIA serological test conducted within 12 months prior to importation, except foals under 6 months of age accompanied by their dams which meet the EIA test requirements. The name of the testing laboratory, laboratory accession number, and the date of test must appear on the CVI. Check for updated animal health requirements in the State of Iowa at: IOWA ORIGIN: A. A Certificate of Veterinary Inspection (Health Certificate) is required and must be turned into the Animal Health Official for the 2018 WPC at time of arrival and must be dated no more than 30 days from the time of arrival. ARRIVAL PROCEDURE: Horses must enter the 2018 World Percheron Congress/Iowa State Fairgrounds via Gate 9, off of the corner of Dean Ave and East 30th Street, see Exhibitor Map. Trailers will be directed to the appropriate unloading areas by 2018 WPC Staff. Stalling assignments will be pre-arranged, based on the information provided on the Exhibitor s Entry Forms. After unloading, trucks and trailers must promptly be moved to designated parking areas. All horses must arrive and depart according the Schedule on pages 6 and 7. Arrivals: Halter & Hitch Horses: opens Saturday, October 6 at 12:00 noon closes Sunday, October 7 at 5:00 PM All Halter and Hitch horses must be stalled by Sunday, October 7 at 5:00 PM. Farm Teams: opens Saturday, October 6 at 12:00 noon closes Monday, October 8 at 6:00 PM All Farm Teams must be stalled by Monday, October 8 at 6:00PM. Pulling Horses may enter any time prior to 8:00 AM on Saturday, October 13, DEPARTURE PROCEDURE: Horses will be released for departure from the Show grounds upon the conclusion of the evening competition on Saturday, October 13, All horses must vacate the Show grounds by 6:00 PM on Sunday, October 14, Early departures will be allowed only upon pre-approval from the 2018 WPC Show Superintendent and the Equine Traffic Control Manager. Early Departure Request Forms will be available at the Horse Show Office. Trucks and trailers will be allowed into the loading areas, on a daily basis, after the conclusion of the Evening Show in the Jacobson Exhibition Center. All trucks and trailers must vacate the loading areas by 6:00 AM CST on a daily basis, except for Sunday, October 14, Access to the loading areas will be managed at the discretion of the Show Superintendent and the Equine Traffic Control Manager at all times. Failure to comply with these directives will result in forfeiture of payable class premiums and or any balances owing to the Exhibitor. 11. STALLING A. STALL RESERVATIONS: Stall reservations will not be accepted without an entry and proper fees. Every horse is required to stall. Stalls will be assigned by the Stalling Committee and managed by the Barn Manager. Horses must be placed in the assigned stalls and no changes will be permitted without consent of the Barn Manager. Stall fees are not refundable. Horses not entered in the Show will not receive a stall. B. REQUESTS: Requests for adjoining stalls from different exhibitors should be requested on each exhibitor s Entry Form. Stall assignments will be available when horses arrive at the gate. Horses placed in stalls not assigned to them will be moved by the Barn Manager or the 2018 WPC Show Management. Stalls will not be assigned until all class and entry fees have been paid. Exhibitors are not allowed to move other owner s horses from stalls. If horses are not out of stalls at assigned times, they will be moved by the 2018 WPC Show Management. C. DUTY OF CARE: Exhibitors are at all times required to give the necessary care and attention to their horses and equipment. All horses shall be secured in their stalls. When horses are removed from their stalls or moved about the Show grounds, they shall be properly haltered, bitted or fastened by leads and shall be constantly attended by a competent attendant. Every exhibitor shall be solely responsible for any loss or damage done to or occasioned by or arising from any horse or vehicle owned or exhibited by the exhibitor, and for its description as given in the entry, and shall indemnify the 2018 World Percheron Congress and hold it harmless from any loss, cost, or expense caused by its exhibit. Horse exhibitors are required to keep their stall and the aisles clear and neat. D. STALLS: The stalls are 10 x 10 in the Horse Barn, the Cattle Barn, the Sheep Barn and the Horse Annex. 19 exhibitors is prohibited. Exhibitors desiring removal of panels must contact the Barn Manager. The Barn Manager will coordinate the panel removal with Iowa State Fairgrounds staff. Portable stalls, corrals, paneling and or electric fence for the purpose of containing livestock are prohibited. Locks on horse stalls are not allowed. E. BARN CLEAN-UP: All exhibitors will be required to dump manure in Iowa State Fairgrounds designated areas to assist with efficient removal. The placement of manure in the general public waste containers is strictly prohibited. It is requested that by the Iowa State Fairgrounds that all alleyways be watered to assist in depleting the dust level in the Barns. Exhibitors must keep the Barns, their stable area and the grounds in a tidy fashion at all times. If these rules are not adhered to, the 2018 WPC Show Management has the right to request any Exhibitor to vacate the Show grounds. F. MEDICAL WASTE: Please do not put medical waste in manure piles or public waste containers. All needles, syringes and other medical waste must be placed in appropriate containers in each Barn, located at the end of each aisle. If these rules are not adhered to, the 2018 WPC Show Management has the right to request any Exhibitor to vacate the Show grounds. G. NAILS AND SIGNAGE: Nails in stall walls are not allowed. Permanently affixed signage is only allowed on designated bulletin boards. All signs must be approved by the 2018 WPC Show Management. H. DECORATIONS: Stall decorations must not block any aisle ways and must be fire retardant, adhering to Fire Code regulations. Blocking of aisles is prohibited. Tack stall decorations must not extend more than 18 into the aisle. All aisles must have a walkway free of floor obstructions. Bedding material may not be allowed on the floor of any aisle for display purposes. This includes wood shavings, wood sawdust and peat moss. Large wood chips or coarse bark mulch may be used and must be kept damp at all times. The use of burlap for display purposes is strictly prohibited. Any material covering the tops of stalls is prohibited, with the exception of tack stalls. Coverings over the aisles which would in any way limit the effectiveness of the sprinkler system will not be allowed. It is required that the placement of plastic or carpet as a protective surface be put down before placement of brick, stone or concrete on exhibit floor. If these rules are not adhered to, the 2018 WPC Show Management has the right to request any Exhibitor to vacate the Show grounds. I. GAS, ELECTRIC-PROPANE AND EXTENSION CORDS: Heaters, propane tanks and hot plates are prohibited in the Barns or stalls. All electric extension cords must be a minimum 12 gauge, three-wire with a ground prong. J. OPEN FLAME, AEROSOL CANS AND PAINTING: Open flames are not allowed inside any buildings on the Iowa State Fairgrounds. Aerosol cans for display purposes must be empty. Spray painting is not allowed inside a facility or in the surrounding area. Non-spray painting is permitted only if adequate protection is provided to ensure that no facility damage occurs. 12. FEED, BEDDING AND ICE: Exhibitors may bring their own hay and grain mix if desired. Feed will be available through Des Moines Feed, 2010 Hubbell Avenue, Des Moines, Iowa, phone: (1.9 miles from Fairgrounds). Hay will be available, on site, for purchase through the Horse Show Office. Exhibitors may bring their own bedding. Bedding can be wood shavings or straw. Exhibitors may pre-order wood shavings bedding via the Entry Form process. Additional bedding may be purchased through the Horse Show Office World Percheron Congress Premium & Rule Book RULES Ice may be purchased through the Horse Show Office. Exhibitors are required to pay the Horse Show Office at the time of delivery. No open accounts. 13. CAMPING: Exhibitor Camping Form can be found on our website: No person shall camp outside in a tent or similar temporary shelter unless within a designated camping area and upon payment of the designated fee. Trailers, mobile homes or any other vehicle used for sleeping shall not park in any area on the Iowa State Fairgrounds. RING PROCEDURES: The Show ring will be under the absolute control of the 2018 WPC Show Superintendent. Only qualified persons will be allowed in the ring during judging. A. GATE CLOSURE: Due notice will be served upon all exhibitors as to the time class will be called and all horses must be ready and waiting to enter the ring promptly. When the gates are closed and the judge has started work, no exhibitor who is late will be admitted. B. ATTIRE: It is the tradition of the show ring that an exhibitor be correctly attired for the class in question, that attendants be neatly dressed and horses properly presented. No entry shall enter the Show ring without a clearly displayed Exhibitor Number. The Show Management may, at its discretion, bar an entry or person from entering the ring if not suitably presented to appear before an audience. C. COURTESY: Any discourteous act on the part of any owner, exhibitor, groom, trainer or agent made toward judges, officials, staff or volunteers will disqualify their entry and forfeit all fees and premiums. The 2018 WPC Show Management shall have full power to act in issuing a ruling in such cases. Should the act justify it, the 2018 WPC Show Management shall have power to exclude offenders from competition and remove them from the show grounds, without being held liable for damages of any kind, and this shall be accepted as a condition of entry. 15. EXHIBITORS: Exhibitors accept the following rules as conditions of entry: A. PUBLIC SAFETY: Disruptive guests and/or guest-related problems should be reported to the 2018 WPC Show Management. Any guest who fails to adhere to Iowa State Fairgrounds policies or local, state and or federal laws is subject to being ejected from the facility. Admission to an event is an irrevocable license. The admission bearer must abide by building policy and governing regulations. A guest who is creating a nuisance for other guests shall be warned to correct his/her behavior. Recurring disorderly conduct shall be cause for ejected or being trespassed from the facility. Iowa State Fair Public Safety will be responsible for ejecting any guest and completing all necessary incident related paperwork. An ejected guest is no longer welcome at the Fairgrounds for that event. They may not re-enter the buildings/grounds, even with a valid admission ticket. Subsequent entry shall subject the guest from possible arrest for trespass after warning. All ejected guests must vacate the Fairgrounds. B. EMERGENCY MANAGEMENT: All buildings are equipped with emergency prepared response guides. These guides are located at key locations in all buildings for quick and easy resource to assist in an emergency situation. C. EMERGENCY PHONE NUMBER AND FACILTIY EVACUATION: Any and all emergencies during events shall be reported to Iowa State Fair Public Safety at 19

20 RULES The trained staff will either dispatch on site EMT service or call 911. Due to the size of the Fairgrounds and the local construction zones, it is very important that the Iowa State Fair Public Safety Department remain the primary point of contact with emergency services personnel. If it becomes appropriate in the judgement of the Iowa State Fair Public Safety Department to evacuate the premises for reasons of public safety, the management of all evacuation procedures will fall under the strict authority of the Iowa State Fair Public Safety Department. D. FIRES AND FIRE EXTINGUISHERS: Fire extinguishers mounted in the facilities must remain clear and unobstructed at all times. If building evacuation is necessary, please follow the fire plan with instruction from the Iowa State Fair Public Safety Department and evacuate the building. All buildings are equipped with fire extinguishers. These extinguishers are checked and services regularly. Gas cans, portable LP, bottle gas or compressed air tanks are prohibited in all buildings at the Iowa State Fairgrounds. At no time, can any decoration or sign obscure any fire alarm pull stations, strobes, exit signage or means of egress. E. INSURANCE AND LIABILITY: The exhibitor assumes all risk of loss, injury or damage of every kind or nature, however caused, to the property belonging to him and to himself or any of his employees, and agrees to save and keep harmless the 2018 World Percheron Congress, the Percheron Horse Association of America, and all sponsors, from any and all claims and suits growing out of any such loss or damage. The Exhibitor is urged to keep attendants at their exhibit at all times. Every Exhibitor must have liability insurance in force during the Show for their protection against any loss which might be incurred and to protect themselves from risks assumed under this clause. F. PROTESTS: All persons making entries into the 2018 World Percheron Congress agree to accept the rulings of the judge, and to abide by his/her decisions. Protests may be made in writing on the same day in which the protested action was taken, and delivered to the Show Superintendent. All protests must be accompanied by a deposit of $500, which will be forfeited if the protest is not sustained. G. REFUNDS: There will be no refunds of fees. No exceptions. H. SMOKING OR VAPING: Smoking and vaping are not permitted inside any building on the Show grounds. I. TOWING: Any vehicle that is improperly parked on the property is subject to being towed at owner s expense. This includes, but is not limited to, vehicles parked in no parking zones, loading zones, marked as ADA accessible spaces without the proper permits, on grass, along curbs or in roadways. The ISF Security Staff will make every effort to notify the owner of the vehicle before it is towed. If the vehicle is not moved in a timely manner, it will be towed to a secure location on the property. To recover the vehicle, the owner must report to the Public Safety Office and pay a minimum $35 impound fee. The impound fee for larger vehicles may be higher. Enclosed box trucks and trailers of any kind are not permitted to be parked or dropped in parking lots. Adjacent to buildings on the property. Vehicles of this type will be permitted near buildings during load-in and load-out periods only. At all other times these vehicles must be parked in designated parking areas. Vehicles parked outside the designated areas are subject to being towed at the owner s expense. J. WEAPONS: Weapons or firearms of any kind are not permitted on the Iowa State Fairgrounds. Even if promotor has a permit to carry, they are prohibited from the Show grounds. Failure to comply with this regulation shall be cause for immediate ejection from the Iowa State Fairgrounds. 16. PETS AND DOMESTICATED ANIMALS Permission for any domesticated animals (dogs, cats, etc.) to appear at the 2018 WPC must be approved by the 2018 WPC and PHAoA and then by the Iowa State Fairgrounds in writing. The following criteria must be met before the animal is allowed into a facility: A. The animal must be directly associated with the presentation of horses during the 2018 WPC competition. B. Animals will not remain in the building overnight unless written permission has been given by the 2018 WPC and PHAoA and Iowa State Fairgrounds. C. A trainer/owner must accompany animals at all times. D. Animals must be tethered to a leash no greater than six feet long at all times. E. Non-domesticated animals will be considered on an individual basis. F. In accordance with the American Disabilities Act (ADA) Title II Regulations, the 2018 WPC and PHAoA and Iowa State Fairgrounds permits the use of a service animal by an individual with a disability. Service animal means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability. SPECIFIC CLASS RULES: Exhibitors accept the following rules as conditions of entry: 17. Conformation Classes: A. Foals & Broodmares Must be shown at halter, alone in their respective age classes, to qualify for the mare and foal class. The only time a mare and foal will be both allowed in the ring, is in classes where they are shown together in a group. A broodmare is defined as a mare that has a foal that is suckling or has been weaned in the year Foal must be out of accompanying mare. i. Embryo Donor Mares & Embryo Transfer (ET) Foals: The donor mare of an ET foal may show in, either, her correct age class or the Yeld Mare class. An embryo donor mare and her ET foal may show in the Mare and Foal class. B. Group Classes Horses may not be shown in the group classes without being first shown in their respective age class. Horses shown in group classes must wear the ribbons won in their age halter class. i. Junior Produce of Dam: Two horses out of the same dam. Both horses must have been born on or after January 1, World Percheron Congress Premium & Rule Book ii. Open Produce of Dam: Two horses out of the same dam, any age. iii. Junior Get of Sire: Three horses by the same sire. Both horses must have been born on or after January 1, iv. Open Get of Sire: Three horses by the same sire. One horse must have been born before January 1, v. Three Mares, Bred and Owned by One Exhibitor: Three mares whose breeder and owner are the same. Leased mares are allowed to compete in this class so long as an approved Lease Agreement, showing as such, is on file with the PHAoA or CPA. vi. Stallion & Three Mares Owned by One Exhibitor: One stallion and three mares whose breeder and owner are the same. Leased horses are allowed to compete in this class so long as an approved Lease Agreement, showing as such, is on file with the PHAoA or CPA.

21 RULES 3. Youth Classes: A. Youth Exhibitors The age splits in the Youth class will be determined by the age of the exhibitor on show day. No stallions will be allowed in the Youth Exhibitor classes. Children in the Show Arena- Children, under the age of nine years, must be accompanied by an adult in the show arena at any time for any reason. B. Youth Showmanship Classes Class procedure will be explained by judge. Be prepared to answer questions. Pee Wee Showmanship, under 9 years of age must be accompanied by an adult. (Youth Showmanship, Age 9-14), (Youth Showmanship, Age 15-18). Whip person at judge s discretion. C. Youth Decorating Classes Participants will be required to roll manes and tie tails. Time limit (Youth Decorating, Age 9-14): 30 minutes. Time limit (Youth Decorating, Age 15-18): 25 minutes. An adult will be required to hold the horse. The horse will not be allowed to be tied. No conversation is allowed between the holder and the exhibitor. D. Youth Judging Participants will be required to judge a halter class. The youth judge will determine the official placing of the horses and the results of each participant will be compared to the official results. Participants may be asked to give reasons. (Youth Judging, Age 9-14), (Youth Judging, Age 15-18). E. Youth Riding Classes (Youth English/Western Riding: Walk/Trot/Canter, Ages 9-14, 15-18). Youth will be permitted to enter both riding classes. Western or English attire required. Helmets are mandatory for all youth under 18 in any riding class. F. Youth Driving Classes (Youth Cart, Age 9-14, Youth Cart, Age 15-18, Youth Team, Age 9-14 & Youth Team, Age 15-18) May drive geldings or mares only. Youth must be accompanied by an experienced adult who remains on the cart or wagon at all times. Headers are encouraged in all hitch classes, however no one will be permitted to stand inside the ring during the performance. G. Youth Champions Youth are encouraged, but not required, to participate in all seven youth classes. Championship results will be tallied based on the top six results for each participant, thereby allowing youth to opt out of one class if s/he chooses without penalty to the Championship tally/point accumulation. If a youth participates in all seven youth classes, his/her lowest placing will be dropped for the Championship tabulation. (Youth Championship, Age 9-14), (Youth Championship, Age 15-18). 19. Riding Classes: A. Open Western Pleasure To be shown on the rail both directions of the ring at a walk, jog, and lope, on a reasonably loose rein, to stand quietly and to back. Appointments-Stock type saddle, open stirrups, western style headstall with western bit and curb chain, must lie flat against the horse s jaw. Rider attired in Western apparel including hat. Judged on manners, performance and suitability to pleasure riding. Prohibited- cavessons, martingales, hackamores, tiedowns, drawreins, driving bits and bridles. B. Open English Pleasure To be shown on the rail both directions of the ring at a walk, trot, and canter. To stand quietly and to back. Manes may be braided but not rolled - no tied tails. Appointments English type saddle. Snaffle, pelhams and full bridles/snaffle and curb, all with cavessons or nose bands are recommended. Rider attired in huntseat, dressage, or saddleseat apparel. Judged on manners, performance and suitability to pleasure riding. Prohibited - martingales and tiedowns - white bridles, 2018 World Percheron Congress Premium & Rule Book driving bits or bridles. C. Open Novice Walk Trot- Class is open to Western or English riders. Appropriate attire is required. Riders cannot compete in any other riding class, including youth classes, except for the Open Trail Riding class. D. Open Trail Class Horse is ridden and judged on ability to maneuver over and through obstacles. Open to youth or adults. Can be shown in Western or English, but proper attire and equipment to be used accordingly. Three attempts are allowed on each obstacle. After three failed attempts at an obstacle that obstacle will be scored as zero and the exhibitor will be asked to move to the next obstacle. Placing will be announced in the evening performance. 20. Hitch Classes: A. Amateur Cart & Team Classes Exhibitors, drivers and/ or horses, which compete in Amateur Cart & Team Classes, cannot compete in any other hitch class at the Congress. Any type harness, farm or show, is acceptable in the amateur classes. You must have a fifth wheel wagon for the team hitch. Drivers must be 19 years or older. Horses, drivers, and/or exhibitors, which have competed in hitch classes at any Level A or B All-American show, are not eligible for Amateur Classes at the World Congress: Amateur Cart, Amateur Team. Those competing in the Amateur Classes may also compete in the Farm Classes. B. Open Pleasure Driving Class is open to all drivers and horses. 2 or 4 wheel vehicles are permitted. The class will be shown both directions of the ring at a walk, slow trot, and working trot. To stand quietly and to rein back. Chain traces and heel chains will be allowed, as well as, mane rolls, rosettes and tail bows. American Driving Society (ADS) rules as described for Draft Equines found in the Rulebook on the ADS web site will be followed. C. Open Obstacle Driving also known as Time Cones Driving Derby. This is a fault competition-least amount of penalties win. Each driver has 3 minutes to complete the course. Salute the judge upon entering the ring. Each ball down is a 5 second penalty. If driver goes over 3 minutes, there is a 1 point penalty for every second over. Break of gait is also a penalty. Open to single and teams. Singles will go first. Placings will be announced in the evening performance. D. Cart Classes A cart horse, with the exception of Youth Cart horses, can be used in only one of classes: H-4 (Men s Registered Mare Cart), H-5 (Amateur Cart), H-19 (Men s Gelding Cart), H-18 (Ladies Registered Mare Cart), H-22 (Ladies Gelding Cart). E. Junior Team Open to two and three-year-olds. Combined age of team not to exceed five years. F. North American Six-Horse Hitch Classic Series All six-horse hitch classes are sanctioned by the NASHHCS. In order to participate in these classes you must be a paid member of the NASHHCS. For further NASHHCS information please see their web site, com 21. Specialty Classes A. Costume Class Horse may be ridden or shown at hand, at a walk. Single horse entries only. All entries should be accompanied by a 3" x 5" card which contains the name(s) of the exhibitor(s), horse name, and the theme of the costume or an explanation of the purpose or intent. All exhibitors must design the horse costumes in such a manner as to permit safe, easy movement at the 21

22 RULES walk. If, 1) the costume is deemed to create an unsafe situation for anyone in the ring, 2) the horse involved is unruly to the point of being unable to manage, or 3) as a result of activity during the class, the costume is seriously damaged or deteriorated; the judge, ringmaster or Show Committee reserves the right to excuse the exhibitor and his/her entry from the Show ring. Please use caution and good judgement when creating costumes, keeping safety in mind. 22. Farm Team Classes: Farm Classes Any questions regarding Farm Classes shall be directed to Terry Pierce ( ) Horses shown in farm classes must be owned by the exhibitor and used by only one exhibitor in each class. Each team and/or each driver can compete only once in each class. The Farm Classes are open to Percheron horses only, registered or grade. Crossbred horses are not allowed. Should a question arise concerning the breeding of a horse, the burden of proof falls on the exhibitor and the decision of the World Percheron Congress Committee is final as to what qualifies as a Percheron horse. These classes are for teams only, no single horses or multiple hitches. Those competing in Amateur Classes are also eligible to compete in Farm Classes. Horse MAY be shod for all but the Barnyard Pull. A. Team Walking and Sulky Plow Individual plots for each contestant are not possible due to the fact that we must return the land back as we found it. All contestants will follow one another in one plot. Plowing will be judged on 1-Straight furrow, 2-Clean furrow, 3-Straight landside, 4-How well trash is covered, 5-Performance of horses. Plowing will start with 12 plows, then 14, then 16. B. Gambler's Choice Forecarts will be furnished. Hitching will be done outside of the course. You may have help in hitching. Each obstacle will have penalty seconds for touching it. Exhibitor with the least or no penalty seconds and best time will be the winner. Pattern will be posted on horse barn wall. C. Team Log Skid i. Log skid will be attached to fore cart, pulling the log, during the competition. Fore cart will be supplied by the 2018 World Percheron Congress. D. Barnyard Pull i. Open Pull competition format. There will be no weigh in. ii. Flat shoes or no shoes are required. E. Farm Team Vehicle Class Judging will consist of: i. 40% on how well matched and dressed the team is. ii. 40% on how well the driver handles the team and his attire. iii. 20% on the presentation of the vehicle or implement. F. Professional Horse Pull, split over weight i. This will be a split-overweight pull. ii. Pulling horses must be Black, Grey, or Bay. All other colors require Association (US or Canada) registration papers. iii. Show staff, the driver, and helpers with each team are the only ones allowed in the arena during the pulling competition. iv. Pull is 27 6 Three trials to pull distance. No adding of pulls together v. Ropes are 16 apart vi. You may unhitch after each trial vii. Three times away is a trial. If the sled moves, it is considered a trial viii. No hitchers in front of driver ix. Only one driver. You may have someone bring your team to the load, however, you may trail lines until pull is done x. Unruly Teams will be asked to park xi. No heading of horses xii. No touching of horses while hooked to sled unless a breakdown occurs xiii. No tying horses together xiv. Meeting of drivers after weigh in is completed xv. Pulling horses will be randomly blood tested on the decision of show management. If a positive test is found, the team will be disqualified. If a team is disqualified, the remaining teams will be moved up in placing. Prize money and results will be held until test results are received. vii. Judges decisions are final G. World Champion Farm Team & Reserve This will be determined by an accumulation of points won and entered in farm classes, not including the Feed Team Race or the Farm Team Vehicle classes. The same team (two horses) must be used to accumulate points. H. Feed Team Races ENTER ONLY ONCE! i. Time starts on whistle & stops when neck yoke passes cones World Percheron Congress Premium & Rule Book ii. Teams to be kept at a walk or trot Driver Option. 30 second penalty for loping/galloping. iii. Stop team, pick up six bales. Proceed outside to far end of ring. iv. When returning, two bales must be placed completely on each of the three pallets. v. Team must be stopped before bales are placed on sled or plywood. vi. Teamster must remain on sled at all times. Two minute penalty. vii. To remove hay, Handler may leave sled only when stopped and must be on sled before it starts. 30 second penalty for each occurrence of early exit or late entry. Judge will have final say in this rule. viii. One minute penalty for a broken bale. ix. 30 second penalty for not placing bales on the plywood. x. 10 second penalty for disturbing an obstacle. xi. Entry will be disqualified if it alters prescribed course. 23. Awards: Most Versatile Registered Percheron Choose no more than 3 classes from each of 3 divisions (Farm/Show/ Sporting), for a maximum of 9 classes. 5 Points received for each class the horse participates in whether the horse places or not, plus: 1st=10 Pts, 2nd=9 Pts, 3rd=8 Pts, 4th=7 Pts, 5th=6 Pts, 6th=5 Pts, 7th=4 Pts, 8th=3 Pts, 9th=2 Pts, 10th=1 Pt (See Class list on Page 27 for divisions). Tie will be broken by: 1. Number of qualifying classes competed in; 2. Head-to-head placings in classes between ties; 3. Number of highest placing class(s) - i.e.: 2 seconds, 1 third and a sixth; 4. WPC Chairman will draw a name out of a hat. Horses nominated for the Most Versatile Registered Percheron will have an identifying mark placed on a hoof by a show official that must not be tampered with during the show.
