1 17 January 2018, page 1 of Malingap St., Sikatuna Village, Quezon City Website: Tel: , Fax: Fourth Quarter 2017 Social Weather Survey: Net satisfaction rating of the Duterte National Administration rises to record-high Excellent +70 Excellent in Mindanao and NCR; Very ood in Balance Luzon and Visayas Very ood on 5, ood on 11, and Moderate on 2 subjects Net rating improves on 7 subjects, declines on 1 subject, steady on others Social Weather Stations The Fourth Quarter 2017 Social Weather Survey, done on December 8-16, 2017, found 79% of adult Filipinos satisfied, 12% neither satisfied nor dissatisfied, and 9% dissatisfied with the general performance of the current National Administration, for a new record-high net satisfaction rating of +70 (% satisfied minus % dissatisfied), classified by SWS as excellent [Chart 1; Table 1]. This is a 12-point rise, and up by one grade, from the very good +58 (71% satisfied, 13% dissatisfied) in September This surpassed the previous record of very good +66 achieved in June 2013 (Noynoy Aquino Administration), and in September 2016 and March 2017 (Duterte Administration). Excellent in Mindanao and NCR; Very ood in Balance Luzon and Visayas The 12-point gain in the Duterte Administration s general net satisfaction rating between September to December 2017 was due to new record-high net satisfaction scores achieved in Mindanao, NCR, and Balance Luzon, combined with a steady score in the Visayas. The National Administration s net rating stayed excellent in Mindanao, at a new record-high +87 in December 2017, up by 13 points from +74 in September This surpassed the previous Mindanao record of +81 in September 2016 [Chart 2; Table 2]. It rose by one grade from very good to excellent in NCR, at a new record-high +71 in December, up by 20 points from +51 in September. This surpassed the previous NCR record of +67 in June It stayed very good in Balance Luzon, at a new record-high +67 in December, up by 15 points from +52 in September. 2 17 January 2018, page 2 of 21 Excellent in class D; Very ood in classes E and ABC The National Administration s net satisfaction rating rose by one grade from very good to excellent in class D or the masa, at a new record-high +71 in December, 11 points higher than +60 in September. This surpassed the previous class D record of +68 in September 2016 [Chart 3; Table 3]. It rose by one grade from good to very good in class E, at +66 in December, 20 points higher than +46 in September. It stayed very good in classes ABC, at +62 in December, 2 points higher than +60 in September. Double-digit increases in the National Administration s net satisfaction rating occurred among men, among the 35 year olds and above, and among non-elementary school graduates, elementary school graduates, and college graduates [Table 4]. The SWS terminology for net satisfaction ratings is as follows: +70 and above, excellent ; to +69, very good ; to +49, good ; to +29, moderate, +9 to 9, neutral ; 10 to 29, poor ; 30 to 49, bad ; 50 to 69, very bad ; 70 and below, execrable. Very ood on 5, ood on 11, and Moderate on 2 subjects Out of 18 specific performance subjects rated, the net satisfaction ratings of the Duterte administration were very good on 5 subjects, good on 11 subjects, and moderate on 2 subjects. SWS calls this its overnance Report Card [Tables 5 and 6]. The net rating of the National Administration was very good on: Fighting terrorism (+67), Helping the poor (+66), Building and maintenance of public works like roads and bridges (+59), Foreign relations (+55), and Providing jobs () [Charts 4 to 8]. It was good on: Reconciling with Muslim rebels (+48), Telling the truth to the people (+47), Defending the country's territorial rights (+46), Protecting human rights (+45), Reconciling with communist rebels (+43), Fighting crimes (+43), Eradicating graft and corruption (+42), Ensuring an efficient public transportation system (+42), Ensuring that no family will ever be hungry (+33), Solving the problem of extra judicial killings or EJK (), and Ensuring that oil companies do not take advantage of oil prices () [Charts 9 to 19]. It was moderate on: Fighting inflation (+24) and Resolving the traffic problem (+23) [Charts 20 and 21]. The very good +66 on Helping the poor hardly changed from the very good +67 in September The very good on Providing jobs was identical to the net figure in September The National Administration s net rating improved to good on four specific subjects. The good +47 on Telling the truth to the people was 32 points above the moderate +15 in March The good +33 on Ensuring that no family will ever be hungry was 4 points above the moderate +29 in September The good on Solving the problem of extra judicial killings or EJK was 8 points above the moderate +22 in September The good on Ensuring that oil companies do not take advantage of oil prices was 25 points higher than the neutral +5 in September It stayed good on six specific subjects. 4 17 January 2018, page 4 of 21 The moderate +24 on Fighting inflation hardly changed from the moderate +21 in September The moderate +23 on Resolving the traffic problem was 1 point higher than the moderate +22 in September Survey background The December 2017 Social Weather Survey was conducted from December 8-16, 2017 using faceto-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao). The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2017 to obtain the national estimates. The Social Weather Survey items on public satisfaction with the general performance of the National Administration, and its performance on specific subjects, are non-commissioned. These items were included on SWS's own initiative and released as a public service. The satisfaction rating of the general performance of the National Administration is based on a single question, and is not an average of answers to separate questions on specific subjects. The general rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects are included or excluded depending on their contemporary salience.
