1 This rulebk effective as f: March 2, 2013 OVERVIEW: We play a hybrid f Dek and Ball Hckey rules. If rules are nt listed specifically in this dcument then we fllw the American Street Hckey Institute Dek Hckey rule bk as listed n the A.S.H.I. website: A.S.H.I. is the gverning bdy f street hckey in the United States. Teams play int their pls based n their preliminary results with the men playing int A, B and C&D / Nvice Pls. The Wmen play int an A & B pl. CHECK-IN: Team representatives must reprt t the Turney Directr check-in area (Abve Cafe) 1 hur prir t their first scheduled game with exceptin t teams scheduled t play their first scheduled game f the day befre 9am. Teams in this case will check in after their first game. Teams playing at the NE Racquetball Club facility will check in at that facility befre their first game. At this time balances will be paid (Cash r Mney Order), rsters finalized, rules and misc. items discussed.> Only Team Representatives, COOL Hckey and Sprtsplex staff are allwed in the Turney Directr area during the event. All ther individuals shuld channel questins, cncerns and suggestins thrugh their team representatives. EQUIPMENT: Warm-up Balls are each team s respnsibility, they are nt prvided. We will be using the Mylec ball fr this event. Glves are mandatry with shin pads, elbw pads and helmets recmmended. All intact ice, rller and street hckey sticks are allwed, butt ends must be cvered. Players under 18 years f age must wear a helmet with Cage/Shield.> Unifrms - Jerseys must match, matching is nt similar clr. All jerseys must have a clearly shwn number. Teams shuld wear similar clr shrts r pants. Galies d nt have t match and are free t where any clr. jersey/shrts. Refs shuld nt penalize, delay r stp games fr nn cmpliance but team reps will need t be tld t reprt t the Turney Directr after the game and the turney directr shuld be ntified by the rink head referee f vilatins. Captains f teams with similar jersey clrs can cme t their wn agreement, if agreement is nt made a cin tss by an event fficial will decide in prelim games and the higher seed during play in and play ffs. When back up jerseys are wrn team reps need t ntify the referees and unifrm vilatins will nt be reprted. Teams must get changed and ready fr games in lcker rms, players cannt get dressed fr games in any ther lcatin. ROSTER: A/ B Men s Open Divisin: Teams can rster 22 players with n restrictins. C, D, and Nvice Divisins: Teams can rster 18 players and are allwed 5 players frm utside their declared regin. All regin declaratins and decisins are made final by the turney directr. Players can nly play n ne team with Exceptin t Ced and C/D skill level players playing up in the A/B Men s divisin. A/B skilled players cannt play dwn in the CDN divisin. Skill level is determined by the Turney Directrs. Wmen players cannt play in the Men s divisin with exceptin t play as a galtender. Miscellaneus: All fees are nn-refundable. Turnament rganizers shuld be ntified as sn as is reasnably pssible f any changes t rsters r team availability. All participants agree t partake in all activities in a fair and reasnable manner t ensure the best pssible turnament fr all participants. When yu are nt sure and have a questin, ASK. 3 This rulebk effective as f: March 2, 2013 GAME RULES OFFSIDES: A flating blue line expansin f the ffensive znes ccurs nce a team crsses the ppnent's blue line with the ball. The attacking team will then have half f the entire playing surface within which t cntrl the ball, frm behind the ppnent's gal t the center line f the area. If the defending team sends the ball past center, the zne is reset t the blue line and their ppnent must regain it as explained abve. CONTACT: We will play incidental cntact nt full cntact. Incidental cntact is cntact made while players are ging fr the ball. In the ced divisin a female player has the right away when ging fr the ball against a male player. CLEARING: Illegal clearing is called when a defensive player shts the ball frm his side f the clearing line ver the ppsing team s gal line withut any ther player tuching it. When the ball crsses the gal line, clearing is immediately called and the ball is returned t the defensive zne f the team cmmitting the infractin. The face ff is held at the circle ff either side f the gal. - Nte the determining factr in judging this infractin is the ball and nt the players feet. - Nte Clearing is washed ut by either Referee if any f the fllwing ccurred; the ball tuches the gal crease, the galkeeper tuches the ball befre is crsses the gal line, the defensive player culd have played the ball befre it crssed the gal line, the team is playing shrthanded. DELAYING THE GAME: Minr penalty shall be impsed n any player r galkeeper wh delays the game by deliberately shting r batting the ball ut f play (Rf). A minr penalty shall be impsed n any player r galkeeper wh delays the game by deliberately displacing the gal pst frm its nrmal psitin. If the displacement ccurs during a break away a penalty sht will be awarded t the attacking team player wh had pssessin f the ball. - Infractin in the last minute f play results in a penalty sht. FIGHTING: A majr miscnduct penalty shall be impsed n any player(s) wh engages in fisticuffs. Players will be suspended fr the duratin f the game and must leave the immediate area. It is the referee s reprt and event directr s discretin if the player(s) are suspended fr the remainder f the turnament. A minr penalty shall be impsed n a player wh, having been struck, retaliates with a blw r attempted blw. Hwever, at the referee s discretin, a majr r duble minr penalty r a game miscnduct penalty may be impsed if such player cntinues the altercatin. COOL Hckey Events fllws a zer tlerance plicy when dealing with individuals wh act in unsprtsmanlike like cnduct. This includes any aggressive behavir tward referees and/r turnament fficials. 4 This rulebk effective as f: March 2, 2013 HIGH STICKING: Carrying a stick abve the nrmal height f the shulder is prhibited and a minr penalty may be impsed n a player vilating this rule. A gal scred ff a high stick shall nt be allwed except if ff f a defending player. The gal wipes ff the penalty. - A majr r duble minr penalty shall be assessed if a player strikes anther player in the head r face and results in an injury with a high stick. - Nte Players are fully respnsible fr the actins f their sticks except in the act f shting. USING HAND ON BALL: Players can use hand n ball anywhere n the rink and can grasp it. The ball when grasped must be placed in ne mtin t the grund withut frwarding prgress by mre than ne step. Hand passes are allwed in the defensive zne. LOB: A player in the defensive zne may nt intentinally lb a ball frm behind the clearing line beynd the height f an ffensive players hand and the ball lands utside the center blue line. Lbbing is nt a pass r a sht; it is the act f flipping the ball high int the air s the ffensive team cannt make a legal play t keep the ball in the defensive zne. Fr this vilatin a face-ff will take place deep in the ffending teams defensive zne. PENALTIES: Standard hckey penalties apply (hking, slashing, tripping, etc ) Players are advised t nt argue any calls with referees. This includes bth nn-penalty and penalty calls. Players shuld discuss with their team captains any calls they believe are incrrect. Only team captains are allwed t discuss calls with referees. NOTE: The fllwing is nt inclusive f every pssible hckey penalty and is nt the fficial list f infractins that will be enfrced. STANDARD HOCKEY PENALTIES APPLY. Penalties listed here are fr reference purpses t help players better understand the rules. Minr Penalty = 1 minute Abuse f fficials - Arguing with, insulting, using bscene gestures r language directed at r in reference t, r deliberately making vilent cntact with any n r ff-flr fficial. Butt-ending Accidentally jabbing an ppnent with the end f the shaft f the stick. Clsed hand A player clses their hand arund the ball while in the ffensive zne r while in the defensive zne and makes any mtin ther than t place the ball directly in frnt f them. Fr example, shting the ball ut f play, hlding the ball in the hand, refusing t send players ut fr a faceff, repeated deliberate ffsides, interfering with rink equipment t frce a stppage f play, a galtender cvering the ball past the defensive zne face-ff marker. Other items nt listed may be called at the referee s discretin. Elbwing - Hitting an ppnent with the elbw accidentally. Intentinal elbws may be escalated t mre severe penalties at the referee s discretin. Galtender Interference - Physically impeding r checking the galie. Standing in frnt f an ppsing galie and engaging in actins such as waving nes arms r stick in frnt f the galtender's face fr the purpse f imprperly interfering with and/r distracting the galtender" will draw a minr unsprtsmanlike cnduct penalty. Visually impeding the galie's view f the play with yur bdy, called "screening", is legal. High-sticking - Tuching an ppnent with the stick abve shulder level. A minr penalty is assessed t the player. If bld is drawn, a duble-minr (2 minutes) may be assessed at the discretin f the referee. A duble-minr when bld is nt drawn may als be assessed at the discretin f the referee. Als, a gal that is scred by means f hitting the puck with a high stick will nt be cunted, except when the galtender is credited with kncking the ball int his wn gal. Hlding - Grabbing an ppnent's bdy, equipment r clthing with the hands r stick. Hlding the stick - Grabbing and hlding an ppnent's stick, als called when a player deliberately wrenches a stick frm the hands f an ppsing player r frces the ppnent t drp it by any means that is nt any ther penalty such as Slashing. Hking - Using a stick as a hk t slw an ppnent r impeded their prgress. Nte that n cntact is required. If stick t stick cntact is made, n penalty shall be assessed. Illegal Equipment - Using equipment that des nt meet standard hckey regulatins r ther cmmnly respected guidelines. Runners may nt play with a galie's stick except t deliver a galie s stick back t the galie in instances where the galie lst cntrl f their stick. A galie may play with a regular player's stick. Interference - Impeding an ppnent wh des nt have the puck, r impeding any player frm the bench. Nte that n cntact is required. Playing with T Many Sticks - When a player plays with mre than ne stick and attempts t make a play. Fr example, if a galie were t lse his stick and a player frm his team runs ver t pick up the galie stick and then, while running back t the galie with bth sticks, attempts t tuch a live puck with either stick, that player will be called fr Playing with T Many Sticks. Als when an illegal bdy check is made. A Rughing penalty will als be assessed t any player that uses frce which in the referee s pinin is unnecessary r dangerus t ther players. Slashing - Swinging a stick at an ppnent when nt attempting t play the ball. Instances where ne player prevents anther player frm gathering the ball by swiping their stick nt the ther player s stick shall nt incur a slashing penalty unless bdily cntact is made. Tripping - Tripping anther player by any means, whether incidental r accidental, r causing anther player t fall by any means. Nte that n cntact is required. T many men n the flr - Having mre than six players (including the galie) n the flr invlved in the play at any given time. "Invlved in the play" is key; players that are entering the rink as substitutes fr players cming ff (line changing) may enter the rink nce the player returning t the bench is less than six (6) feet frm his team's bench. At that pint the returning player is cnsidered ut f the play, even if the play passes in frnt f the bench, unless he actively makes a mve fr the puck. Players entering the rink are part f the play as sn as their feet tuch the flr. Unsprtsmanlike cnduct - Arguing with a referee; using slurs against an ppnent r teammate; playing with illegal equipment; making bscene gestures r abusing an fficial. Galtender crsses the center rink line fr any reasn ther than t leave the flr during a delayed penalty. May als be called if a player drps glves and stick in preparatin fr a fight, but the nn-ffending player des nt drp the crrespnding equipment and has cmmitted n actin (verbal r physical harassment) t attempt t instigate a fight. NOTE: Any player being assessed three minr penalties in a given game will be ejected frm that game. Anther member f the player s team will be required t serve the 3rd minr penalty. Majr Penalty = 4 minutes with unlimited gal scring Barding Inadvertently r intentinally pushing an ppnent vilently int the bards while the player is facing the bards. If deliberate, penalty may be escalated t Attempt t Injure. Checking frm behind - Hitting an ppnent frm behind with frce anywhere n the flr. 7 This rulebk effective as f: March 2, 2013 Instigatr penalty - Being the bvius instigatr in a fight. Called in additin t the majr fr fighting. Since fighting is an autmatic ejectin, anther player frm the team must serve this penalty. Jining a fight - Als called the "3rd man in" rule, the first persn wh was nt part f a fight when it brke ut but participates in said fight nce it has started fr any reasn, even t pull the players apart. Kicking - Kicking an ppnent withut the intent t injure. If intent t injure is seen, the penalty shall be escalated t Attempt t injure. Spearing Accidentally stabbing an ppnent r thrusting at an ppnent with the stick blade. Majr Penalty = 4 minutes + game miscnduct + ejectin Attempt t injure - Deliberately trying t harm an ppnent, whether successful r nt. Fighting - Engaging in a physical altercatin with an ppsing player, usually invlving the thrwing f punches. Minr altercatins such as simple pushing and shving, and punching with glves still in place, shall be generally called as Rughing. This infractin carries an autmatic 10 minute miscnduct and game ejectin. Secndary altercatin - Issued when players engage in r attempt t engage in a fight after the riginal fight (between tw separate players). Minr - 1 minute Bench minr - 1 minute Duble Minr - 2 minutes Majr - 4 minutes + dismissal. Referees shuld use a duble minr if dismissal is nt warranted Majr Miscnduct - 4 minutes Penalty Dismissal Rule - Any player receiving a ttal f 3 penalties is dismissed frm the game and bench area. TIME: Three 10 minute perids with stppages. N timeuts until pl play. 1.5 minutes in between games, 1 minute in-between perids. OVERTIME: N OT in Preliminary games. Teams will play a 5 minute OT in Pl play then a 5 player shtut with exceptin t the finals. Finals will be played until a team wins. 8 This rulebk effective as f: March 2, 2013 TIMEOUTS: N Timeuts in Prelims, 1 timeut playff games. STOPPAGES: Play will be called dead by the referee if the ball is hit ut f play, clearing, cvered balls r with penalty calls. Out f play is if the ball hits the rf f the facility, gets sht int the bench area r gets stuck in the netting. All balls ff f the netting that land n the playing surface are in play. Teams need t be at the assigned rink ready t play 20 minutes prir t playing time. Referees will start early when a mercy allws. Teams are guaranteed at least 30 minutes break between games. POINT SYSTEM: Pints: Win - 10 pints plus gal differential. Max is 20 pints Tie - 5 pints Shutut - 1 pint Lss - 0 pints Tie breaker: Head t Head Gals against Gals fr Shututs Cin flip If a team des nt shw up the winning team gets a gal differential that is the average gal differential in their grup/divisin. Mercy Rule: If the gal differential reaches 10, the game shall be called with the leader declared the winner.
