3 This is where all information and forms about the 4- H Fair will be posted. By June 1 (probably sooner) the fair schedule, fairbook, fair entry forms, and fashion revue forms will be posted here. Also, by June 1 each family will have a fairbook with their fair entry forms available from the Extension Office or the club leaders can pick these up and hand out to families at their June club meetings. Wanted: 4-H Photography Fair Superintendent! Contact the Extension Office if interested. Livestock Premium Sale A reminder that livestock educational requirements must be met by July 1 of the current year. There have been and are several events set to take place in the Rolling Prairie District. The ones that Richard oversees, he will take attendance and will know who was there. If you attend something else, it is your responsibility to let Richard know. Also, if you attend a producer educational meeting, the member needs to write a short paragraph or a few sentences telling what you attended and one or two things you learned. Turn this into the Extension Office to receive credit. Spring Shows, Sales, Judging and Other Contests Many of these events are starting to occur and the Extension Office is receiving information about these. I am including on the Rolling Prairie website a list of these as I receive them. Here is the link to these: These events are listed FOR INFORMATION PURPOSES ONLY! No endorsement of any event is intended. For more information about any of these, contact the Extension Office. Some of these have a pre-registration deadline, so do not wait until the last minute to inquire about a contest or event. Check back often as list will be updated when notices are received at the office. 3 4-H Camp June For members 3 rd grade through 7 th grade complete. $200 + transportation costs (transportation costs not determined until after registrations are due and how many that are going to camp is known.) Counselor applications are due May 22 as well. These are available on the Rolling Prairie website. Registration form is in this newsletter and is available on the Rolling Prairie website. State Livestock Nominations Listed below is information about the 2017 State Livestock Nominations: Animals eligible for KJLS or KSF will need an EID ear tag placed in the ear of the animal by an Agent or in the presence of the Agent. This is so all tags can be accounted for. Make arrangements with Richard to tag and nominate animals if you have animals that were not tagged at the county spring dates. The exception to this is purebred breeding females that have registration papers do not have to be nominated. (except meat goats) DNA hair samples are required for each nominated animal for ALL species. Ear notch information will be required for swine nominations as well as the DNA sample. Scrapie tag numbers will be required for sheep and goat nominations as well as the DNA sample. Declaration forms, nomination forms are required as well. These must be signed by the parent/legal guardian, and Extension Agent. Nomination deadlines for all species are POSTMARK dates. Certified mail is highly
4 encouraged for sending nominations to KSU. Nomination dates are: June 15 - Market Hogs, Commercial Gilts, Market Sheep, Commercial Ewes, Commercial Heifers, and ALL meat goats. Nomination cost is $8.00/animal. All swine exhibitors must submit a valid Youth PQA Plus certification number by June 15. A livestock nomination is NOT AN ENTRY for the Kansas State Fair or Kansas Junior Livestock Show. All state nomination paperwork is available as form fillable PDF documents. Forms may be completed this way or via hard copy. Original signatures on all paperwork and DNA envelopes are still REQUIRED! I have copies of all the forms and DNA envelopes as well. Also all forms (except DNA envelopes) and a Kansas Youth Livestock State Nomination Process Rookie Guide are available at: When nominating animals, keep this in mind. This information is from the Kansas 4-H Policy document: Any 4-H exhibit sold at public auction or by private contract is not eligible to be exhibited at the Kansas State Fair or Kansas Junior Livestock Show. Public auction includes: premium sale, ribbon auction, or similar event. If the project is sold, regardless of ownership changes, on the date of the transaction the 4-H member has given up the right to exhibit that specific animal or product in the future. In the case of livestock, market animals sold are ineligible to be shown as breeding animals in the future. Non-livestock exhibits (perishable foods, photographs, etc.) may be reproduced for the Kansas State Fair. Horse Project and Achievement Levels The Kansas 4-H Horse Standard of Excellence consists of four achievement levels (I, II, III, IV), each of which contains three sections: knowledge, 4 leadership, and horsemanship skill attainment. Once participants successfully pass the required sections, they will receive certification of achievements and be granted the right to advance to the next level. Participants that fail either the written exam, or skill test, can retake the exam at any time. Horse Project members must pass the written and leadership requirements prior to taking the skills test. Only Achievement Level 1 will be required by 4-H members ages 9-18 wanting to participate at the District and/or State horse show. This must be done prior to the entry deadlines for the District show. The Southeast Area District Horse Show is July 6 at Parsons. Entry deadline is June 15. If interested in this, contact Richard well in advance to allow you time to get the tests completed. Investing in Kansas 4-H From the State 4-H Office: As some of you may know, Kansas 4-H has been looking at ways of securing strong and stable sources of funding so that we can continue to provide positive educational experiences to young people across Kansas. We remain committed to teaching life skills so all youth can reach their full potential. While we continue to celebrate and appreciate the dollars that are entrusted to Kansas 4-H, declining state funding for K-State Research and Extension and 4-H makes it difficult to create and sustain high quality and relevant 4-H youth development programs. Beginning October 2, 2017, an annual K-State Research and Extension 4-H program fee of $15 per member will be collected. Funds generated will strengthen our program priorities of volunteer development, project support and program enhancement. We understand you will have questions about methods of payments, how and when to pay, and we encourage you to read the enclosed Frequently Asked Questions. Our #1 goal is for Kansas 4-H to continue to enrich the lives of its youth members, families and adult volunteers. We want the implementation of the program fee to be as easy and smooth as possible.
5 Frequently Asked Questions Why is a 4-H Program fee needed? While we appreciate the dollars that are allotted to Kansas 4-H, declining state funding for K-State Research and Extension and 4-H makes it difficult to continue to offer high quality and relevant 4-H youth development programs. Who has to pay a program fee? 4-H community club members, project club members and independent members will pay a $15 program fee. Do other state 4-H programs collect an annual program fee? Yes, a survey of state 4-H programs in 2016 indicated that 25 of the 38 states that responded have some type of program fee in place. How does the Kansas 4-H program fee of $15 compare to other state 4-H program fees? The range of collection fees from the states that have implemented an annual participated fee is $3-$50 annually. Some states also charge by the number of projects in which youth participate. Will SPIN club members pay a program fee? SPIN clubs are often entry-level 4-H programs and members will not pay a fee for participation in This is under review for Will Cloverbuds be subject to a program fee? No, Cloverbuds will not have to pay a program fee. They do not participate in the same program experiences that older 4-H members do, so they will not be charged a program fee. How will the Program fee be collected? Payment of program fees will be required during the 4-H enrollment process via 4HOnline, beginning October 1 of each year (starting October 2 in 2017). What methods of payment are acceptable? The program fee may be paid online with a debit or credit card, or families may print an invoice and mail a check to the State 4-H Office. Can a club or sponsor pay the fees for a 4-H member? Yes they can, however fees cannot be paid with appropriated funds, i.e. tax dollars, from county or state sources. The details of invoicing and payment process of such sponsored fees will be finalized in the near future. When will the fee be collected? Enrollment will open each year on October 1 (October 2 for 2017). The program fee will be collected at the time of enrollment. Will there be any refunds to the fee? No refunds will be given. What criteria will be used to determine whether a program fee waiver is granted? The waiver process is still under review and will be finalized before October 1, If you have an immediate questions, please contact the Kansas State 4-H office. Will there be a discount or cap for families with multiple 4-H members? No, there is no discounted rate or cap for families with multiple children. What does the Kansas Extension Law say about program fees? Kansas State University s 4-H Youth Development Department can collect a program fee at the state level. County extension councils and local governing bodies may not collect membership dues (or any fee resembling that). Please contact the Kansas State 4-H office with additional questions: kansas4h@ksu.edu

8 Elk County 4-H FAVORITE FOOD SHOW Tuesday, June 6, :30 p.m. Extension Office Meeting Room, Howard The Favorite Food Show is an exhibit and contest to encourage 4-H ers to learn about meal planning, food preparation, and presentation. A Favorite Food is chosen, one the 4-H er likes and likes to prepare. A menu is planned with the food, and the table decor is coordinated. Foods chosen may be main courses, desserts, snacks, breads, casseroles or other. A recipe card and a menu card should be displayed with the proper table setting. The 4-H er will visit informally with the judge and tell how to prepare and serve the food, why they selected the table service and dishes, and why the centerpiece is appropriate. The 4-H er should also know some of the nutritional value of the food and be able to discuss that with the judge. This is a creative and fun event for 4-H ers. There are no hard and fast rules.
