RULES 1.1 GENERAL The Riversdale Estate Wines Launcestn t Hbart Yacht Race 2017 (L2H) will be gverned by the current versins f: rules, as defined in the Racing Rules f Sailing (RRS) Prescriptins and special regulatins f Australian Sailing (Special Regulatins) Ntice f Race (NOR) Except as any f these are mdified by r incnsistent with these Sailing Instructins 1.2 INTERNATIONAL REGULATIONS Between the hurs f Sunset and Sunrise, RRS 10 t 22 inclusive shall cease t be applicable and shall be replaced by the Internatinal Regulatins fr the Preventin f Cllisins at Sea. 1.3 SUNSET AND SUNRISE Fr the purpses f this race the times f Sunrise and Sunset shall be as fllws: Sunrise: 0532 hurs AEDT Sunset 2051 hurs AEDT 1.4 OTHER CHANGES TO CLASS RULES, NOR AND RRS IRC Rule (e): A spare mainsail may be carried as a bne fide replacement fr a mainsail damaged during the race. IRC Rule is amended t allw bats in the IRC handicap categry t carry ne mre spinnaker than shwn n her current IRC certificate withut an increase f rating. IRC Rule 22.4 Crew and Weight Restrictins will nt apply RRS 42 a bat in the Cruising Divisin may use its engine fr prpulsin. That use must cease prir t the bat finishing. Engine hurs and miles cvered under engine must be lgged. RRS 51 a bat with mvable r variable ballast (within the meaning f thse terms in the Special Regulatins) may mve that ballast fr the purpse f changing trim r stability. RRS 50.2 and 50.3 are changed t allw the use f fixed r retractable spinnaker ples fr the purpse f setting asymmetrical spinnakers. RRS 52 des nt apply t: The adjustment and peratin f sails r the adjustment f mvable appendages n any bat 2. RESPONSIBILITY All thse taking part in the race d s at their wn risk and respnsibility. The Organising Authrity, and its respective fficers, emplyees, vlunteers and members, accept n liability fr any injury, lss r damage that may be suffered by any cmpetitr, and any liability fr harm t persns that results frm breach f an express r implied warranty that L2H and all services relating theret will be cnducted r rendered with reasnable care and skill is excluded. SPECIFIC ATTENTION IS DRAWN TO RRS FUNDAMENTAL RULE 4, WHICH STATES: 2.1 INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEA REGULATION It is accepted as the nrmal practice f seamen, indeed there is an bligatin upn skippers that they render every assistance within their pwer in cases where a persn r persns are in distress at sea. These bligatins are set ut in V/10 f the Internatinal Cnventin fr the Safety f Life at Sea, 1974 (SOLAS 1974). 2.2 INTERNATIONAL AERONAUTICAL AND MARITIME SEARCH & RESCUE MANUAL VOL. III A bat is required t cmply with Internatinal Aernautical and Maritime Search & Rescue Manual Vl. III upn receiving a Distress Call The Immediate Actin required by IAMSARV III is; (a) Acknwledge receipt and, if apprpriate, re-transmit the distress message; (b) Take an immediate magnetic cmpass bearing t the bat in distress (if practicable);

4 (c) Cmmunicate the fllwing infrmatin t the bat in distress: (i) (ii) Identify Psitin (iii) Estimated time f Arrival (E.T.A.) (iv) When available, magnetic bearing t the bat in distress; (d) Maintain a cntinuus listening watch n distress frequencies; (e) Pst extra lkut if in the vicinity; and (f) Relay Distress Message t castal statin and rescue crdinatin cntrl and update if necessary 3. BRIEFINGS 3.1 COMPULSORY RACE & WEATHER BRIEFING The Race Briefing will be held at 0930 hurs n 27 th December 2017 at the annexe f the Tamar Yacht Club situated at the Beauty Pint Marina. 3.2 ATTENDANCE REQUIREMENTS Each bat entered in the race shall be represented at the race briefing. Tw respnsible persns frm each bat will be required t attend, sign in and will be required t relay briefing infrmatin t the crew f the bat. 4. OFFICIAL NOTICE BOARDS Hbart Derwent Sailing Squadrn Marieville Esplanade Sandy Bay. Beauty Pint Tamar Yacht Club annexe, Beauty Pint Marina, Beauty Pint 5. TIME OF START 1130hrs 27 th December 2017 The Warning Signal will be displayed at 1125 hurs. All times in these Sailing Instructins Australian Eastern Daylight Time. 6. INSPECTION AND INFORMATION 6.1 Bats shall be made available fr spt inspectins by the Race Cmmittee r its nminee at any time. 6.2 Persnal infrmatin is btained abut crew members in the crew list. That infrmatin is btained fr use in search and rescue situatins and fr media purpses. The infrmatin will be given t search and rescue authrities and rganizatins, the Water Plice, Vlunteer castal statins and media representatives, and may be passed n by them t ther rganizatins. Crew members may gain access t the infrmatin held abut them by cntacting the Organising Authrity. 7. HANDICAP CATEGORIES AND DIVISIONS The race will be cnducted in AMS, IRC and PHS Handicap Categries. 8. SCORING 8.1 AMS HANDICAP CATEGORY Results will be decided by the applicatin f the AMS Time Crrectr (AMS TCF), as printed n each 8.2 IRC HANDICAP CATEGORY IRC Certificate, as a multiplier f elapsed time. The bat with the lwest crrected time (after applicatin f scring penalties, if any) will be scred first. 8.3 PHS HANDICAP & MULTIHULL DIVISION CATEGORY f elapsed time. A bats TCF will be determined by the Race Cmmittee r its nminee. The TCF shall nt be subject t prtest r dispute. The Race Cmmittee may amend the TCF f a bat at any time befre the Warning Signal where the Race Cmmittee becmes aware f any changes t the bat that may affect its perfrmance. (Amends RRS 60.1 and 62.1) The bat with the lwest crrected time (after applicatin f scring penalties, if any) will be scred first.

5 8.4 CRUISER DIVISION N later than the end f the Race Briefing n the 27 th December 2017 a bat in the Cruising Divisin may nminate predicted times taken between each f the listed pints n the Cruising Divisin waypint sheet. A bat will receive 20 pints fr arriving within ne (1) hur f the nminated time fr each pint, 10 pints fr ding s ne (1) hur r mre within tw (2) hurs f its nminated time and five (5) pints fr ding s tw (2) hurs r mre and within fur (4) hurs f its nminated time between each f the pints. A bat will als be awarded 20 pints if it uses its engine fr prpulsin fr less than 2 hurs after starting, 10 pints if it uses its engine fr prpulsin fr 2 hurs r mre but less than 4 hurs after starting, 5 pints if it uses its engine fr prpulsin fr 4 hurs r mre but less than 10 hurs after starting and 5 pints will be deducted frm a bats scre if uses its engine fr mre than 10 hurs after starting. The Race Cmmittee shall determine the times fr each bat fr the purpse f this SI 8.4. Its determinatins shall nt be subject t prtest r grunds fr a request fr redress (This amends RRS 60.1 and 62.1 (a)). The bat with the highest number f pints (after the applicatin f scring penalties, if any) will be scred first. 9. MEDIA RIGHTS AND RESTRICTIONS Skippers and crew members f bats may speak t, and prvide material t, accredited members f any media befre, during and after the race, regarding the race and the prspects, perfrmance r strategy f bats entered r participating in the race, (a) prvided that: any cmments and/r material supplied des nt undermine r interfere with, r have a detrimental impact n, the Organising Authrity and its fficers and emplyees, the Race Cmmittee, the Prtest Cmmittee, measurers r Spnsrs. (b) subject t: the Organising Authrity receiving frm the accredited media cncerned an undertaking n terms satisfactry t the Organising Authrity; 10. RESULTS Prvisinal and final results will be displayed n the fficial ntice bard at the Derwent Sailing Squadrn as sn as practicable fllwing cmputatin. During the race prgressive psitins may be published by the Race Cmmittee and n the event website (l2h-dssinc.rg.au). Any prgressive results that are published will have n bearing n, nr affect the final results and will nt frm the basis f a prtest r cnstitute grunds fr redress (amends RRS 60.1 and 62.1). 11. Cmbined trphies fr the L2H and KOD will be presented at the KOD trphy presentatin n the 2 nd January FLAGS AND DECALS ON BOATS 12.1 BOW DECALS Bw decals supplied by the Organising Authrity shall be displayed by each bat as supplied and in the manner required by the Organising Authrity (within ne metre f the bw) frm 0900 hurs n 27 th December, 2017 until 1800 hurs n the 2 nd January, FLAGS A special L2H Race flag prvided t each bat at r befre the race briefing shall be flwn befre the race start and at the cnclusin f racing whilst dcked at Kings Pier r Cnstitutin Dck and shall be flwn frm the frestay and shuld remain histed until at least midnight n 2 nd January, 2018 whilst in dck. 13. REPORTING AT START As per Pre-Race Radi check set ut in Appendix A. 14. START LINE 14.1 The Starting Line will be a between an Orange staff/ple n the Cmmittee Bat (AMC Pindur) and a Red Buy East f the Nrthern end f Inspectin Head Wharf. A Barging Buy (Yellw Buy) may be set near the Cmmittee Bat Cmpetitrs are further reminded that the starting line and vicinity are near the cmmercial shipping lane in the Tamar, and that large ships with restricted maneuvrability may pass thrugh at any time with ABSOLUTE right f way and n ptins fr cllisin avidance. The start is prgrammed t minimize prblems with shipping, and the start may be pstpned at shrt ntice t facilitate shipping mvements. The pstpnement flag will be flwn, and every effrt will be made t keep cmpetitrs infrmed n VHF If at any time befre the start the Race Officer determines that there is insufficient wind r rm t start the race the Cmmittee Bat will fly cde flag L and the Answering Pennant and make tw sund signals and prceed frm the starting area dwn the Tamar River (twards Lw Head) t a psitin where the Race Officer determines there is sufficient wind and/r rm t start the race. The Answering Pennant will be lwered with ne sund signal and the Warning signal will be made ne minute after the Answering Pennant is lwered The Start Radi Frequency will be VHF The starting prcedure will be in accrdance with RRS 26 except as amended in that there will be an Attentin signal 10 minutes befre the Start The starting prcedure may be bradcast n VHF Channel RECALLS 15.1 Individual recalls will be signalled in accrdance with RRS 29.1 frm the Cmmittee Bat n the start line and the bat(s) subject t recall may be identified n VHF Channel THERE WILL BE NO GENERAL RECALL.

COURSE Frm the start thence t the finishing line at Castray Esplanade in Hbart via the fllwing marks in the rder shwn: The curse t the Tamar Heads is frm the start line passing channel side f all lighted channel markers, t the entrance f the Tamar River. Orari Bank cardinal mark is excluded as a mark f the curse and may be passed n either side (Orari Bank Beacn is just Nrth f the start line) Swan Island t Starbard Maria Island t Prt Tasman Island t Starbard Irn Pt t Starbard Jhn Garrw Light t Prt 17. FINISH LINE 17.1 The Finishing line will be in the Derwent River between the flag mast n the finishing bx n Battery display a strbe light by night, the buy bearing 050º true, apprximately 300 metres frm the finishing bx. An inner distance mark, a large inflatable buy, may be psitined apprximately n the finishing line and when finishing, bats are required t leave this mark t Prt Bats shall crss the finishing line frm Suth t Nrth 17.3 Bats finishing during the hurs f darkness are required t illuminate their sail number n the prt side 17.4 Bats are requested t recrd an accurate recrd f their finishing time. 18. MOORING 18.1 After finishing, bats are asked t d an hnur lap past the Taste f Tasmania then required t await the arrival f a berthing tender befre prceeding t the mring area. Bats will be mred n the Suthern side f Elizabeth St Pier, bw r stern t, and shuld prepare mring lines apprpriately, bserving the instructins f the tender which will be perating n VHF Channel TEMPORARY DISCONTINUANCE FROM RACING (Amends RRS 41, 42.1 and 45) 19.1 A bat after starting may use its mtr t assist with anchring r berthing when: (a) taking shelter frm extreme weather; r (b) disembarking sick r injured crew wh will take n further part in the race (such crew shall nt be replaced); r (c) attempting repairs whlly n bard Fr the purpse f SI 19 mechanical prpulsin may be used nly t assist with berthing r anchring. Crew intending t cntinue t race may g ashre slely fr the purpse f making fast and thereafter shall immediately re-embark. NO utside assistance shall be accepted by the bat r the crew ther than as prvided in RRS A bat cmplying with RRS 1.1 (except as t its wn crew), which sustains damage r depletes its stres, may accept utside assistance t make gd the damage, equipment r stres prvided that such assistance shall nt be prvided ver a cumulative perid exceeding 24 hurs in ttal Fr the purpse f this SI a bat 19.5 A bat that receives utside assistance that cntravenes RRS 41 with the sle bject f safely cmpleting the race that des nt enhance her psitin n the curse may be given a finishing psitin but nt abve a bat cmplying with RRS 41 r the ther prvisins f this SI Fr all the abve clauses bats shall lg accurate times and navigatinal data Bats that have a temprary discntinuance frm racing shall cmplete a declaratin frm as per clause 21.

8 20. TIME LIMITS 20.1 A bat shall nt start later than tw hurs after the Start Signal There will be n time limit fr the race. 21. DECLARATIONS (Amends RRS 63.1) 21.1 A bat shall ldge a Declaratin n the prescribed frm nly when: (a) an infringement ccurs, hwever minr, f any rule, regulatin, sailing instructin r radi instructin; r (b) the bat has taken the benefit f SI 20; r (c) the bat has taken a Tw-Turns Penalty; r (d) the bat acknwledges a time Penalty in accrdance with SI 22.4; r (e) the bat uses a bne fide replacement fr a damaged mainsail under SI 1.4 (f) temprary discntinuance frm racing SI Declaratins by bats shall be ldged at the Derwent Sailing Squadrn r the Race Infrmatin Centre at Elizabeth Street Pier n the frm prvided in Appendix B within 12 hurs f the bat finishing the race. 22. PROTESTS, REDRESS AND PENALTIES 22.1 Prtests r requests fr redress are t be ldged with an fficial at the Race Infrmatin Centre, Elizabeth Street Pier, within 12 hurs f the bats finishing time Prtests r requests fr redress will be heard at the Derwent Sailing Squadrn in Hbart, as sn as practicable after, but n sner than 12 hurs after, the bat has finished. The date, time and venue fr a prtest hearing will be psted n the Ntice Bard at the Derwent Sailing Squadrn at least 6 hurs befre the hearing, and may be psted at the Infrmatin Centre, Elizabeth Street Pier. Decisins made will, where practical, be applied befre the calculatin f crrected times and determinatin f trphies The fllwing penalties will be applied fr breaches f Part 2 and 3 f the RRS: a minr infringement withut damage 15 minutes an infringement with damage that is nt cnsidered serius 60 minutes 22.4 The penalty fr a serius infringement will rest with the prtest cmmittee and may result in a percentage time penalty r disqualificatin All penalties will be nted n the times sheet and shall be applied t finishing times. Bat psitins will be adjusted after penalties are applied. This changes RRS 64.1 and RRS All requests fr redress invlving the fficial time sheet must be submitted within 4 hurs f psting f the results The prtest cmmittee shall nt be entitled t abandn the race as a cnsideratin fr redress. This changes RRS MISUSE OF FLARES N flares f any type are t be fired while the bat is mred at Hbart. Civil authrities have severe penalties fr any ffenders. Persns in charge are reminded that the best way f ensuring that n flares are fired frm their bat is t place them under lck and key. 24. ALTERATION TO SAILING INSTRUCTIONS Any alteratins t these Sailing Instructins shall be psted n the fficial ntice bards and may be advised t cmpetitrs at the Race Briefing. 25. RADIO COMMUNICATIONS 25.1 Radi Cmmunicatins prcedures are detailed in Appendix A

9 25.2 Persns in charge are reminded that it is cmpulsry fr all bats t respnd t all scheduled radi cmmunicatins including the Pre-Race Sign-n Schedule Failure t sign n at the pre-race schedule shall result in the bat being scred DNS Failure t answer a rutine schedule n time shall require written explanatin f the reasn why the schedule(s) was missed and bats may be penalized fr any such failure. 26. TRACKING DEVICES AND CAMERAS Each entrant will be required t carry a tracking device supplied by the Organising Authrity. A bat n which such a unit fails r ceases t perate may be required t prvide additinal psitin reprts by radi in accrdance with the Sailing Instructins. The rganising Authrity als reserves the right t place a camera n bard any bat fr media purpses. Failure t carry and perate a tracking device r t carry a camera when required will lead t the cancellatin f an entry r the disqualificatin f the bat frm the race (refer RRS 76.1) 27. APPENDICES The attached appendices A and B frm part f these Sailing instructins. RADIO COMMUNICATIONS APPENDIX A 1. RACE RADIO STATIONS 2.1 The pre-race schedule will be cnducted by the Tamar Yacht Club using the call sign Launcestn t 2.2 Bat psitin reprting schedules will be cnducted by Tas Maritime Radi and Tamar Sea Rescue and a bat may be nminated by the Race Cmmittee t prvide assistance where necessary. 3. CREW CHANGES 3.1 All late crew changes shall be ntified at the pre-race briefing n 27 th December When nminating additinal crew, details required include name f crew, address, age, Australian Sailing membership number and next f kin (including relatinship t crew member, cntact address and telephne number). 4. PRE-RACE SIGN ON SCHEDULE (VHF CHANNEL 73) A pre-race sign n schedule will be cnducted n VHF Channel 73 by Tamar Yacht Club cmmencing at 1045 n 27 th December Bats will be called in alphabetical rder t cnfirm that they are starters in the race.

10 4.1 Bats that d nt respnd in the first call must wait until they are re-called at the end f the schedule. Any bat failing t respnd n VHF Channel 73 during this schedule shall nt be cnsidered a starter in the event. 5. ROUTINE SCHEDULES (VHF CHANNEL 73) Bats will be called n t give their psitin at the times listed in the rutine schedule until they have crssed the finish line r if retired until they have reached a safe harbur. It is mandatry that all bats respnd t each rutine schedule and reprt their psitin. The psitin given shall be the bats psitin in degrees and whle minutes nly f Latitude and Lngitude n the exact hur preceding the cmmencement f the radi schedule. The relative psitin f ther bats in the clse vicinity shuld be nted if they can be psitively identified and given if requested. Refer t clause 9 fr Reprt Schedule. Bats having difficulty with tracking devices may be instructed by Tas Maritime Radi t prvide additinal psitin reprts. 6. RADIO FAILURE 6.1 In the event f a radi failure after the start f the race, every effrt shuld be made t cntact Tas Maritime Radi by ne f the fllwing methds: Using HF radi, relayed by anther vessel if necessary, If yu are able t receive nly, listen at the scheduled times and be prepared t fire a white flare, if requested t d s by the radi statin, t indicate yur psitin, and Endeavur t place yurself in the vicinity f anther vessel s that yu can be identified and yur psitin relayed t the radi statin. BOATS RETIRING 7.1 Shuld a bat retire frm the race every effrt must be made t advise Tas Maritime Radi as sn as pssible and t give the fllwing infrmatin Time, and psitin at the time f retirement, Reasn fr retirement, The state f the crew, The Prt t which the bat is retiring. 7.2 Bats that retire shall maintain their rutine psitin reprting radi schedules until such time as they reach a safe Harbur. Within tw hurs f arrival at a safe Harbur cntact must be made with Tas Maritime Radi r with the Assistant Race Directr n t cnfirm the bats safe arrival. 8. FINISHING SCHEDULES (VHF CHANNEL 73 & 9) 8.1 In the event f tracker failure a bat may be instructed by Tas Maritime Radi t call L2H Race Cntrl n Mbile advising their estimated time f arrival at the finishing line when they pass abeam f: The Irn Pt (12nm frm the finish) 8.2 In additin t the abve, bats must maintain their rutine radi schedules including the reprting f psitins until they have crssed the finish line. 8.3 On crssing the finish line, bats shuld call n VHF Channel 9 t liaise with the tender prviding berthing assistance

The vessel is used fr ship handling and navigatin by a variety f Patrl Bat curses, and fr seamanship by deck peratrs. The vessel is als used fr ship handling by AMC curses as its twin prpeller arrangement is different t all ther AMC vessels. It als supprts Fast Rescue Craft training, prviding a platfrm fr maneuvring the craft alngside whilst underway. T facilitate this training PINDURO is fitted with the same electrnic equipment as fund n a Pacific Patrl Bat, which includes radar, GPS pltter, gyr cmpass, autmatic pilt as well as cmmunicatins equipment.
