The prgram is excess accident medical insurance ($25,000 deductible) intended t help pay medical bills t administer t injuries sustained in athletic activities in MHSAA turnament sprts. Details f the cverage and claims administratin are psted n the Administratrs page f MHSAA.cm, and als can be fund in the current MHSAA Handbk. Cncussin Insurance: The Michigan High Schl Athletic Assciatin is als prviding athletic participants at each MHSAA member junir high/middle schl and high schl with additinal insurance that is intended t pay accident medical expense benefits resulting frm a suspected cncussin. The injury must be sustained while the athlete is participating in an MHSAA in-seasn cvered activity (practice r cmpetitin). Plicy limit is $25,000 fr each accident. Cvered students, sprts and situatins fllw the accident medical insurance. This prgram intends t assure that all eligible student-athletes in MHSAA member schls in grades 6 thrugh 12, male and female, in all levels f all sprts under the jurisdictin f the MHSAA, receive prmpt and prfessinal attentin fr head injury events even if the child is uninsured r under-insured. Accident medical deductibles and c-pays left unpaid by ther plicies are reimbursed under this prgram t the limits f the plicy. 3 Caching Requirements at All Levels fr F llwing is a summary f the caching requirements fr the schl year and a review f recent requirements. 1. CAP Required Fr Newly Hired First Time Head Caches - Each head cach f a varsity team hired fr the first time as a high schl head varsity cach at any MHSAA member high schl after July 31, 2016 shall have cmpleted either Level 1 r Level 2 f the MHSAA Caches Advancement Prgram (CAP). If the head cach des nt cmplete CAP Level 1 r 2 prir t the established deadline, that cach shall be prhibited frm caching in that seasn's MHSAA turnament. The MHSAA has a substitute caches educatin prgram fr late hires which will fulfill the requirement n a temprary basis. 2. CPR Certificatin - The head cach f a high schl varsity team must have a valid CPR Certificatin by the established deadline the same date fr head caches t cmplete a rules meeting. The MHSAA des nt dictate which rganizatin r frmat the training is cmpleted in, nly that the head cach hld a valid CPR Certificatin; which generally lasts tw years. Many schls train and certify all their caches and als include AED training (preferred). An nline curse wuld fulfill the requirement, but face-t-face curses are preferred. Head caches wh cach mre than ne sprt must have their CPR Certificatin cmplete fr the first sprt f the schl year. Fr Frequently Asked Questins n CPR Certificatin see the MHSAA.cm Health & Safety page. a. By entering subvarsity and assistant caches int MHSAA.cm, individual caches may view the rules meeting. Only caches whse names and s are submitted by the schl can cmplete a rules meeting fr credit. The AD may see wh has cmpleted a meeting while lgged in under the AD Dashbard n MHSAA.cm. b. In a grup setting (staff meeting) r individually: The AD certifies that each seasn, subvarsity and assistant caches have cmpleted a rules meeting. ADs may track this internally and recrd as they see fit r may shw an nline rules meeting t an entire grup. An assistant cach may view a rules meeting with a head cach and be given credit by the AD. Assistant r subvarsity caches, wh cach mre than ne sprt during a schl year, must fulfill the requirement each seasn unless the sprt is the same and the cach had cmpleted the MHSAA sprt specific rules meeting earlier in the schl year fr that sprt (e.g. JV bys and JV girls sccer cach). 5. Attesting (cnfirming) Cach Requirements Are Met - Each seasn by the final date f that seasn s rules meetings, athletic directrs will infrm the MHSAA while lgged int MHSAA.cm (schl administratr services) that all requirements have been met r the schl will nt allw that cach t be present at the MHSAA turnament in that caches sprt at the seasns end when their schl team is present. 3. High Schl Varsity Head Caches Rule Meetings - Head caches cntinue t be required t cmplete a sprt rules meeting as a cnditin f caching in the MHSAA turnament. This must be cmpleted by the deadline. The MHSAA cntinues t tracks this fr each head cach. 4. Assistant & Subvarsity Caches Rules Meeting - All subvarsity and assistant high schl caches, paid r vlunteer, must cmplete an MHSAA rules meeting in their sprt. Rules meetings must be cmpleted by the established deadline each seasn (fall, winter, and spring). Credit is earned as fllws: 6. Cncussin Awareness Training fr Caches - Because s many caching respnsibilities are ut-f-seasn r utside f actual MHSAA interschlastic practice and cmpetitin, all schl caches in all sprts shuld have cmpleted a Cncussin Awareness Curse at least nce in their tenure with their current schl s as t cmply with state law (Public Acts 342 and 343). 5 Heat Acclimatizatin and Cnditining in Ht Weather E xertinal Heatstrke and Heat Illness is the leading cause f preventable deaths in high schl athletics. Students participating in high-intensity, lng-duratin r repeated same-day sprts practices and training activities during the summer mnths r ther ht-weather days are at greatest risk. The Michigan High Schl Athletic Assciatin recgnizes that there are unique and variable climates in Michigan and that there is n ne-size-fits-all ptimal acclimatizatin plan. Hwever, we strngly encurage member schls t incrprate all f the fundamentals int any heat acclimatizatin plan. Exertinal Heatstrke and Heat Exhaustin is Preventable Heat Acclimatizatin Safety Pririties: Recgnize that exertinal heatstrke is the leading preventable cause f death amng high schl athletes Knw the imprtance f a frmal Pre-Seasn heat acclimatizatin plan Knw the imprtance f having and implementing a specific hydratin plan, keeping athletes will hydrated while encuraging and prviding ample pprtunities fr regular fluid replacement Fundamentals f a Heat Acclimatizatin Prgram 1. Physical exertin and training activities shuld begin slwly and cntinue prgressively. An athlete cannt be cnditined in a perid f nly tw t three weeks. A. Begin with shrter, less intense practices and training activities, with lnger recvery intervals between buts f activity. B. Minimize prtective gear (helmets nly, n shulder pads) during first several practices, and intrduce additinal unifrm and prtective gear prgressively ver successive days. C. Emphasize instructin ver cnditining during the first several practices. Ratinale: The majrity f heat-related deaths happen during the first few days f practice, usually prmpted by ding t much, t sn, and in sme cases with t much prtective gear n t early in the seasn (wearing helmet, shulder pads, pants and ther prtective gear). Players must be allwed the time t adapt safely t the envirnment, intensity, duratin, and unifrm/equipment. 2. Keep each athlete s individual level f cnditining and medical status in mind and adjust activity accrdingly. These factrs directly affect exertinal heat illness risk. Ratinale: Athletes begin each seasn s practices and training activities at varying levels f physical fitness and varying levels f risk fr exertinal heat illness. Fr example, there is an increased risk if the athlete is bese, unfit, has been recently ill, has a previus histry f exertinal heat illness, r has Sickle Cell Trait. 3. Adjust intensity (lwer) and rest breaks (increase frequency/duratin), and cnsider reducing unifrm and prtective equipment, while being sure t mnitr all players mre clsely as cnditins are increasingly warm/humid, especially if there is a change in weather frm the previus few days. Ratinale: Caches must be prepared t immediately adjust fr changing weather cnditins, while recgnizing that tlerance t physical activity decreases and exertinal heat illness risk increases, as the heat and/r humidity rise. Accrdingly, it is imperative t adjust practices t maintain safety and perfrmance. 4. Athletes must begin practices and training activities adequately hydrated. Ratinale: While prper hydratin alne will nt necessarily prevent exertinal heat illness, it will decrease risk. 5. Recgnize early signs f distress and develping exertinal heat illness, and prmptly adjust activity and treat apprpriately. First aid shuld nt be delayed! Ratinale: An athlete will ften shw early signs and/r symptms f develping exertinal heat illness. If these signs and symptms are prmptly recgnized and the athlete is apprpriately treated, serius injury can be averted and the athlete can ften be treated, rested and returned t activity when the signs and symptms have reslved. 6. Recgnize mre serius signs f exertinal heat illness (clumsiness, stumbling, cllapse, bvius behaviral changes and/r ther central nervus system prblems), immediately stp activity and prmptly seek medical attentin by activating the Emergency Medical System. On-site rapid cling shuld begin immediately. Ratinale: Immediate medical treatment and prmpt rapid cling can prevent death r minimize further injury in the athlete with EHS. Ideally, pls r tubs f ice water t be used fr rapid cling f athletes shuld be available n-site and persnnel shuld be trained and practiced in using these facilities fr rapid cling. Ice water baths are the preferred methd fr rapid cling, hwever, if ice water pls r tubs are nt available, then applying ice packs t the neck, axillae, and grin and rtating ice water-saked twels t all ther areas f the bdy can be effective in cling an affected athlete. 7. An Emergency Actin Plan with clearly defined written and practiced prtcls shuld be develped and in place ahead f time. Ratinale: An effective emergency actin plan (EAP) shuld be in place in case f any emergency, as a prmpt and apprpriate respnse in any emergency situatin can save a life. Factr the temperature and humidity int the Heat Index Calculatr and Chart t determine the Heat Index. If a digital sling psychrmeter is being used, the calculatin is autmatic. 3. If the Heat Index is belw 95 degrees: All Sprts Prvide ample amunts f water. This means that water shuld always be available and athletes shuld be able t take in as much water as they desire. Optinal water breaks every 30 minutes fr 10 minutes in duratin. Ice-dwn twels fr cling. Watch/mnitr athletes carefully fr necessary actin. 8 Heat Index FAQ Nte: By its very nature, a mdel plicy is intended t be flexible s that when it is being cnsidered fr lcal adptin, lcal authrities can factr in the details f their unique facilities and schedules as they prescribe the manner in which this heat and humidity management plicy is implemented. Remember that even with rigrus implementatin f this plicy, the need remains fr supervising staff t prvide fr adequate hydratin and rest breaks at all times and places, and t arrange fr cling devices and strategies that respnd t heat illness emergencies. 1. Where d I find a device that autmatically prvides the heat index? A Mst health care prfessinals with whm schls wrk knw abut these devices, called digital psychrmeters, and knw where t btain them. Many medical supply stres carry the devices. Even Hme Dept des. If yu Ggle Devices fr measuring heat and humidity, yu will find many ptins. The MHSAA has established a relatinship with Schl Health. A A thermmeter and humidity gauge will usually be necessary. Get each reading and then refer t the Heat Index Calculatin and Chart t determine the heat index. 3. Are there cell phne applicatins that can be utilized? A There are cell phne applicatins that can d the calculatins. There are als applicatins that can prvide the heat index at certain lcatins, but thse lcatins are unlikely t be clse enugh t the actual site f the practice r event t be useful. Readings will differ indrs and ut, n hills r in valleys, n natural grass r artificial turf. These and ther variables make it necessary fr the persn designated t recrd and file the readings t actually take thse readings 30 minutes befre and 60 minutes int the activity. 4. Where in the schl shuld the readings be filed? A They shuld be placed n a regular and frequent basis in files maintained in the ffice f the superintendent, principal r athletic directr. Thse files may be electrnic. Caches might recrd the readings n their written practice plans which schls shuld then keep n file. 5. Are there any MHSAA sprts r any venues fr which the plicy is inapplicable? A Every practice and cmpetitin in every sprt at every venue is intended t be subject t the plicy when the temperature at the venue nears 80 F. In the case f swimming & diving, the risk is greater t spectatrs than participants, wh cmpete in water that may be cler than the air temperature. While mst attentin will be given t utdr sprts, d nt neglect cnditins at indr venues, such as vlleyball in facilities that are nt air cnditined. While mst attentin will be given t early fall and late spring activities, d nt neglect cnditins fr winter sprts, such as in the wrestling rm. Smetimes cnditins will vary fr different aspects f the same cmpetitin. Fr example, ne tennis curt may be in the shade, and anther ut f the wind. One part f a crss cuntry curse may be much htter r mre humid than ther parts. The best curse f actin is t take the heat index at the place f the mst severe cnditins. 6. Wh and what cntrl when there are multiple devices and different heat index readings at a venue? A Hst management makes the decisins t suspend and t resume activity using thse devices r systems usually relied upn at that venue. 7. After a heat index reading that wuld require delay r suspensin f activities, is there a perid f time that must pass befre activities resume? A N. Readings can be taken cntinuusly during the delay r suspensin f activities. When relief frm high temperature and humidity is unlikely, lcal authrities shuld be implementing previusly-cnsidered cntingency plans t relcate events t different venues r reschedule events t different days r times. 8. May a schl decide t implement this mdel plicy fr practices but nt regular seasn cntests? A Yes. Hwever, MHSAA turnament managers will fllw this plicy fr MHSAA turnament cntests. 9. When the temperature at the site f the activity is less than 80, d we need t check and recrd the heat and humidity? A N. When the temperature is less than 80, there is n cmbinatin f heat and humidity that will result in a need t curtail activity. Hwever, if the temperature is near 80, it wuld be prudent t recrd that temperature in the usual way and t have a digital psychrmeter prgrammed t alert yu t increasing temperature r a heat index that prescribes precautins. 10.The Mdel Plicy calls fr a heat index reading 30 minutes befre and 60 minutes int an activity. Hw frequently thereafter shuld the heat index be checked fr half-day r day-lng events? 9 MHSAA Prtcl fr Implementatin f Natinal Federatin Sprts Playing Rules fr Cncussins Any athlete wh exhibits signs, symptms, r behavirs cnsistent with a cncussin (such as lss f cnsciusness, headache, dizziness, cnfusin, r balance prblems) shall be immediately remved frm the cntest and shall nt return t play until cleared by an apprpriate health care prfessinal. The language abve, which appears in all Natinal Federatin sprts rule bks, reflects a strengthening f rules regarding the safety f athletes suspected f having a cncussin. This language reflects an increasing fcus n safety and acknwledges that the vast majrity f cncussins d nt invlve a lss f cnsciusness. This prtcl is intended t prvide the mechanics t fllw during the curse f cntests when an athlete sustains an apparent cncussin. 1. The fficials will have n rle in determining cncussin ther than the bvius ne where a player is either uncnscius r apparently uncnscius. Officials will merely pint ut t a cach that a player is apparently injured and advise that the player shuld be examined by a health care prfessinal fr an exact determinatin f the extent f injury. 2. If it is cnfirmed by the schl s designated health care prfessinal that the student did nt sustain a cncussin, the head cach may s advise the fficials during an apprpriate stppage f play and the athlete may reenter cmpetitin pursuant t the cntest rules. 3. Otherwise, if cmpetitin cntinues while the athlete is withheld fr an apparent cncussin, that athlete may nt be returned t cmpetitin that day but is subject t the return t play prtcl. a. The clearance may nt be n the same date n which the athlete was remved frm play. b. Only an M.D., D.O., Physician s Assistant r Nurse Practitiner may clear the individual t return t activity. c. The clearance must be in writing and must be uncnditinal. It is nt sufficient that the M.D., D.O., Physician s Assistant r Nurse Practitiner has apprved the student t begin a return-t-play prgressin. The medical examiner must apprve the student s return t unrestricted activity. d. Individual schl, districts and leagues may have mre stringent requirements and prtcls including but nt limited t mandatry perids f inactivity, screening and pst-cncussin testing prir r after t the written clearance fr return t activity. 4. Fllwing the cntest, an Officials Reprt shall be filed with a remved player s schl and the MHSAA if the situatin was brught t the fficials attentin. 5. ONLINE REPORTING: Member schls are required t cmplete and submit an nline reprt designated by the MHSAA t recrd and track head injury events when they ccur in all levels f all sprts during the seasn in practices and cmpetitins. Schls with n cncussins fr a seasn (fall, winter and spring) are required t reprt this at the cnclusin f that seasn. 6. POST-CONCUSSION CONSENT FORM: Prir t returning t physical activity (practice r cmpetitin) the student and parent (if a minr student) must cmplete the Pst-Cncussin Cnsent Frm which accmpanies the written uncnditinal clearance f an M.D., D.O., P.A r N.P. This frm shuld be kept n file at the schl fr seven years after the student s graduatin and ed t cncussin@mhsaa.cm r faxed t In cases where an assigned MHSAA turnament physician (MD/DO/PA/NP) is present, his r her decisin t nt allw an athlete t return t activity may nt be verruled. NON-COMPLIANCE WITH CONCUSSION MANAGEMENT POLICY Fllwing are the cnsequences fr nt cmplying with Natinal Federatin and MHSAA rules when players are remved frm play because f a cncussin: A cncussed student is ineligible t return t any athletic meet r cntest n the same day the cncussin is sustained.
