The prgram is excess accident medical insurance ($25,000 deductible) intended t help pay medical bills t administer t injuries sustained in athletic activities in MHSAA turnament sprts. Cncussin Insurance: The Michigan High Schl Athletic Assciatin is als prviding athletic participants at each MHSAA member junir high/middle schl and high schl with additinal insurance that is intended t pay accident medical expense benefits resulting frm a suspected cncussin. The injury must be sustained while the athlete is participating in an MHSAA in-seasn cvered activity (practice r cmpetitin). Plicy limit is $25,000 fr each accident. Cvered students, sprts and situatins fllw the accident medical insurance. This prgram intends t assure that all eligible student-athletes in MHSAA member schls in grades 6 thrugh 12, male and female, in all levels f all sprts under the jurisdictin f the MHSAA, receive prmpt and prfessinal attentin fr head injury events even if the child is uninsured r under-insured. Accident medical deductibles and c-pays left unpaid by ther plicies are reimbursed under this prgram t the limits f the plicy. 3 Caching Requirements at All Levels fr F llwing is a summary f the caching requirements fr the schl year and a review f recent requirements. 1. CAP Required Fr Newly Hired First Time Head Caches - Each head cach f a varsity team hired fr the first time as a high schl head varsity cach at any MHSAA member high schl after July 31, 2016 shall have cmpleted either Level 1 r Level 2 f the MHSAA Caches Advancement Prgram (CAP). If the head cach des nt cmplete CAP Level 1 r 2 prir t the established deadline, that cach shall be prhibited frm caching in that seasn's MHSAA turnament. The MHSAA has a substitute caches educatin prgram fr late hires which will fulfill the requirement n a temprary basis. 2. CPR Certificatin - The head cach f a high schl varsity team must have a valid CPR Certificatin by the established deadline the same date fr head caches t cmplete a rules meeting. The MHSAA des nt dictate which rganizatin r frmat the training is cmpleted in, nly that the head cach hld a valid CPR Certificatin; which generally lasts tw years. Many schls train and certify all their caches and als include AED training (preferred). An nline curse wuld fulfill the requirement, but face-t-face curses are preferred. Head caches wh cach mre than ne sprt must have their CPR Certificatin cmplete fr the first sprt f the schl year. High Schl Varsity Head Caches Rule Meetings - Head caches cntinue t be required t cmplete a sprt rules meeting as a cnditin f caching in the MHSAA turnament. This must be cmpleted by the deadline. The MHSAA cntinues t tracks this fr each head cach. 4. Assistant & Subvarsity Caches Rules Meeting - All subvarsity and assistant high schl caches, paid r vlunteer, must cmplete an MHSAA rules meeting in their sprt. Rules meetings must be cmpleted by the established deadline each seasn (fall, winter, and spring). Credit is earned as fllws: a. By entering subvarsity and assistant caches int MHSAA.cm, individual caches may view the rules meeting. Only caches whse names and s are submitted by the schl can cmplete a rules meeting fr credit. The AD may see wh has cmpleted a meeting while lgged in under the AD Dashbard n MHSAA.cm. b. In a grup setting (staff meeting) r individually: The AD certifies that each seasn, subvarsity and assistant caches have cmpleted a rules meeting. ADs may track this internally and recrd as they see fit r may shw an nline rules meeting t an entire grup. An assistant cach may view a rules meeting with a head cach and be given credit by the AD. Assistant r subvarsity caches, wh cach mre than ne sprt during a schl year, must fulfill the requirement each seasn unless the sprt is the same and the cach had cmpleted the MHSAA sprt specific rules meeting earlier in the schl year fr that sprt (e.g. JV bys and JV girls sccer cach). 5. Attesting (cnfirming) Cach Requirements Are Met - Each seasn by the final date f that seasn s rules meetings, athletic directrs will infrm the MHSAA while lgged int MHSAA.cm (schl administratr services) that all requirements have been met r the schl will nt allw that cach t be present at the MHSAA turnament in that caches sprt at the seasns end when their schl team is present. 6. Cncussin Awareness Training fr Caches - Because s many caching respnsibilities are ut-f-seasn r utside f actual MHSAA interschlastic practice and cmpetitin, all schl caches in all sprts shuld have cmpleted a Cncussin Awareness Curse at least nce in their tenure with their current schl s as t cmply with state law (Public Acts 342 and 343). All MHSAA caches rules meetings in will include cncussin awareness training which fulfills bth the requirements f state law. 4 Risk Minimizatin and Cnditining It is estimated that there are apprximately 1,400,000 participants in high schl, junir high schl and yuth ftball leagues in the United States. Althugh statistics reveal that fatalities have decreased markedly since There were tw fatalities directly related t ftball in 2016, as well as five indirect fatalities. Thirty-five high schl ftball players died f extreme heat strke between 1995 and It is necessary t remind all that are invlved with ftball prgrams n the lcal level t cntinue t be vigilant in ur pursuit fr a risk free envirnment fr ur students. In thse effrts, caches shuld be aware f the fllwing: 1. During ff-seasn cnditining, it is mre imprtant t stress weight training than passing leagues. The mst imprtant weight training is that which fcuses nt n bulk and bench presses but n strengthening f shulder, back and neck muscles. 2. During preseasn practices, it is imperative t teach prper blcking and tackling techniques, and t prhibit butt blcking, face tackling, spearing and any ther activity that makes the head the principal pint f cntact in blcking and tackling. 3. During games, dn't stp teaching. Demand prper techniques f blcking and tackling even during emtinally charged games. Dn't send the message that wild, reckless, kamikaze play is especially praisewrthy. 4. At all times, assign player psitins sensibly in practice and games, in scrimmages and drills. Dn't put yunger, slighter, less mature players in psitins where they will be mre likely t make pen-field tackles: at defensive back, r n punt and kick-ff cverage teams. 5. N existing ftball helmet is cncussin prf. Prper helmet fit is a majr cncern and is imperative that athletes, caches and athletic trainers take an active rle in the prper fitting f helmets. Cmfrt shrtcuts are nt permitted. (See MHSAA Cncussin Prtcl) 6. When a player has experienced r shwn signs f head trauma (lss f cnsciusness, visual disturbances, headache, inability t walk crrectly, bvius disrientatin, memry lss), he shuld receive medical attentin and shuld nt be allwed t return t practice r cmpetitin withut permissin frm a physician. Get n the Same Page Befre Practice Begins PRINCIPALS/ATHLETIC DIRECTORS Suggestins fr Principals/Athletic Directrs and Caches Discuss the fllwing tpics with the entire ftball caching staff prir t yur schl s first practice in August. Similar subjects shuld be discussed with caches f ther sprts. 1. Pint ut all freseeable dangers fr each student in ftball participatin. 2. Rules must be fllwed in every respect. Including required prper fitting, and unaltered equipment. 3. Crrect prcedures, techniques, cnditining, prper equipment fitting must be taught. The cach must be knwledgeable and drills must be cnducted with minimal risk. D nt use dangerus drills t demnstrate prcedures. Terminlgy such as "kill", "maim", etc. shuld be eliminated. 4. Take psitive steps when disciplining a student wh has vilated a rule invlving risk factrs. Create a minimum risk learning envirnment. 5. Prtect yurself by keeping thrugh recrds. Dcument practice sessins, schedules, statements, precautins, etc. Infrm parents and students regarding instructinal prcedures invlving risk minimizatin. 6. Establish a set, written prcedure in the event f injury during practice and games. COACHES At a ttal squad meeting, have all players place and review the warning labels n the utside lwer back part f the helmet and instruct that nly certified facemasks may replace the riginal. Cnsult helmet manufacturers fr plicies n after-market attachments. Als, at the team meeting, it wuld be a gd time fr the caches t stress the fllwing t the entire squad: 1. Helmets cannt prevent all head and neck injuries (Pster--Attentin Ftball Players). Prper fit is a must. 2. The helmet check is a shared respnsibility and all damaged equipment shuld be reprted t the cach. Share with all team members the suggested inspectin checklist items (see enclsed). 3. In any sprt there is always the chance that smene can be injured and, in a small percentage f cases, a player culd sustain a very serius injury. 4. Spearing, butt blcking, and face and head tackling are illegal. The danger in these techniques is that t ften the player's head is nt in the prper psitin when cntact is made with the ppnent. Executed imprperly head dwn, the neck is mst vulnerable t injury. A blw t the tp f the head when the neck is straightened is the mst frequent cause f permanent injury. Only legal techniques shuld be taught r practiced. The players shuld be instructed t keep their heads up and necks bulled when making cntact with ppnents. 5 MHSAA Summer Regulatins Regarding Ftball NOTE: MHSAA Handbk Regulatin II, Sectin 11(H) addresses summer ftball activities fr caches and players 1. During the summer prir t Friday, August 1, a maximum f seven players at ne time may engage in rganized cmpetitin with their schl cach present fr a maximum f 7 days (mre than seven players may be present n the sideline). In additin, infrmal activities (with ftballs, helmets and ftball shes nt sleds and dummies) may take place n any number f days during the summer (nt Summer Dead Perid) as lng as n mre than seven students in grades 7-12 f the district are assembled with a ftball cach f that district. These seven days with cmpetitin in the summer are subject t the same ut-f-state travel limits that apply t schl teams during the schl seasn under Regulatin II, Sectin 6, except fr camps that are cnducted within Michigan. a) In additin, schls shuld be alerted t prhibitins against events which are called r purprt t be all star events r natinal high schl champinships. This prhibitin applies t 7 n 7 ftball. 2. During the summer prir t August 1, except as limited during the summer dead perid, ftball caches may participate at bna fide summer ftball skills camps where mre than seven students frm their schl district in grades 7 thrugh 12 are participating; schl transprtatin may nt be used. a) Bna fide ftball camps are thse spnsred by institutins r businesses including clleges, schls, intermediate schl districts, cmmunity schl prgrams, etc. b) The camps must be pen t students frm any schl district, and are subject t player equipment limitatins f shes and helmets. Sleds and dummies may be used at these camps. c) Camps limited t students entering grades 9-12 must be prmted and advertised in public media t be pen t students frm mre than ne high schl. d) Camps spnsred by a high schl and limited t students entering grades 9-12 may nt extend mre than 10 days ttal. 3. Schls shuld alert all players: At n time during the summer r schl year utside f the defined ftball seasn may MHSAA member student-athletes participate in a camp, clinic, practice, tryut r cmbine where mre than ftball helmets and ftball shes are wrn (in-state r ut-f-state). 4. Preseasn Dwn Time Beginning August 1 fr all fall sprts n pen gyms, camps r clinics which invlve that sprt shall ccur at the schl r be spnsred elsewhere by the schl; and n cmpetitin, intersquad r intrasquad between grups that resemble schl teams (mre than 4 students f grades 7-12 f the district) may ccur at any lcatin with any f that schl district s persnnel present. The preseasn dwntime allws vluntary cnditining fr any number f students and has a 4-player limitatin n any activity that is sprt specific (prir t Aug. 1, 7 players). Summer Regulatins FAQs Q When des summer vacatin begin fr a schl? A The Mnday after Memrial Day. The summer dead perid may nt ccur when teams are finishing spring academic seasns. Q May the cach f a schl ftball team invlve 20 f his players vluntarily in a practice sessin he cnducts in July? A N. The limit is 7 players, except at a bna fide skills camp r 7 n 7 cmpetitin, where there is n limit t the number f players but invlves ther limitatins. Q May a ftball cach attend and wrk at a ftball skills camp in the summer where a dzen members f that cach s team are enrlled? A Yes, prir t August 1, but nt during the summer dead perid. Q May a schl spnsr a bna fide ftball skills camp? A Yes, it must be pen t students frm any district; and participants are subject t the equipment limitatins f ftballs, helmets and ftball shes. It may last n lnger than 10 days. Q May a ftball cach be actively invlved in caching in a summer 7-n-7 passing league cnducted by a cllege, cmmunity r schl? A Yes, prir t August 1, but nt during the summer dead perid, caches may actively cach students in such cmpetitin subject t equipment limitatins and a maximum f 7 days. Q May a ftball cach cnduct cnditining prgrams fr players in grades 7-12 during the summer? A Yes, but nt during the summer dead perid, Cnditining prgrams are permitted ut f seasn if they are vluntary and d nt invlve equipment that is specific t ftball cnducted n an interschlastic basis. Examples f prhibited equipment include, but are nt limited t ftballs, dummies and equipment. Generic equipment such as cnes, weights, jump rpes, and ther fitness apparatuses are permitted. Q May a ftball team use schl transprtatin t assemble at a site ther than the regular lcatin f practice? A Yes, the use f schl transprtatin is allwed fr such purpses, but nly ne day befre the first fficial day f practice. Schl transprtatin may nt be used fr camps, 7 n 7 cmpetitin r ther summer activities. Q May a MHSAA member schl athlete participate in a full cntact camp, clinic, practice, tryut r cmbine where attendees are wearing either full equipment r helmets, shulder pads and ftball shes? A NO. Michigan athletes may nt participate in any ut f seasn activity while wearing mre equipment than ftball helmets and ftball shes in-state r ut-f-state MHSAA Ftball Preseasn Guide 5

6 Ftball Practice Plicies in Place fr 2017 Fllwing is the MHSAA Ftball Practice Plicy, as adpted by the Representative Cuncil 3/21/14, and mdified 5/8/17 1. During the first week f practice f the seasn, nly helmets are allwed the first tw days, nly shulder pads may be added n the third and furth days, and full pads may nt be wrn until the fifth day f team practice. 2. Befre the first regular-seasn game, schls may nt schedule mre than ne cllisin practice in a day. A cllisin practice is ne in which there is live, gamespeed, player-vs.-player cntact in pads (nt walkthrughs) invlving any number f players. This includes practices with scrimmages, drills and simulatins where actin is live, game-speed, player-vs.-player. If any part f a drill r scrimmage invlves live game-speed player-vs.-player cntact in pads, it is a cllisin practice even if players d nt execute full tackles at a cmpetitive pace that takes players t the grund. During any additinal practice sessins, players may wear helmets and ther pads (neither is mandatry). Blcking and tackling technique may be taught and practiced. Hwever, full-speed cntact is limited t players vs. pads, shields, sleds r dummies. 3. After the first regular-seasn game, teams may cnduct n mre than 90 ttal minutes f cllisin practice in any week, Mnday thrugh Sunday. During ther practice sessins, players may wear helmets and ther prtective pads (neither is mandatry). Blcking and tackling technique may be taught and practiced. Hwever, full-speed cntact is limited t players vs. pads, shields, sleds r dummies. (New in 2017: Required that there is n mre than 90 ttal cllisin minutes during these practice days). Mnitring prtcls will be determined by the lcal schl, league r cnference. 4. N single practice may exceed three hurs, and the ttal practice time fr days with multiple practice sessins may nt exceed five hurs. Warm-up, stretching, speed and agility drills and cl dwn are all cnsidered part f practice. Neither strength/weight training activities nr vide/classrm sessins are cnsidered practice fr the purpses f the three- r five-hur limits. Ftball Practice Plicy Q & A Q D the plicies apply at bth the high schl and junir high/middle schl levels? A Yes. Q Is the purpse f the plicies t imprve student-athlete acclimatizatin r reduce head trauma? A Bth. Q Are girdle pads allwed during the first week f practice? A Girdle pads may be wrn under r in place f shrts during the first fur days f acclimatizatin practice that precede the first day in full pads. Q Des the three-hur limit n single practices and the five-hur limit fr multiple practices n the same day apply nly t ftball? A Yes. The MHSAA recmmends that the limits be added as sn as pssible t the MHSAA Mdel Plicies fr Managing Heat & Humidity and apply t all sprts. Q Hw much time is required between sessins n days with multiple practices? A Because practice venues differ greatly and sme may raise questins regarding supervisin and the pssibility f injury risks as great ff the field as n, the Task Frce declined t set a maximum and minimum length f rest perids. Hwever, ne hur between practices when there is n physical activity is the minimum recmmendatin. Classrm sessins wuld be allwed during the perid f physical rest. T be clear, break time is nt included in the five-hur limit. Q Can a team have different cllisin days fr different levels f players? A If varsity and subvarsity squads practice separately, their cllisin days may be different. Hwever, if the squads practice tgether, then their cllisin days must be the same. Q Hw are the 90 minutes f cllisin practices per week calculated? A Any part f a full cntact drill r live scrimmage cnstitutes time that shuld be included in the 90-minute ttal. Team breaks r time ut frm the cllisin prtins f practice where players are being given instructin r resting frm cntact, need nt be included in the 90 minutes. Mving frm a huddle t the line f scrimmage r standing in line t enter a full cntact segment f a drill are t be cunted as part f the 90-minute ttal. The calculatin is t the team, r prtin f a team, within a week (see previus questin). It is nt intended that time be cunted and recrded separately fr each individual player. 8 T assist the persn respnsible fr repair and maintenance f helmets, NOCSAE has develped a number f guidelines t bserve when inspecting helmets. There may be ther things yu want t check as this list is nt intended t cver every bservatin which may be made. NOCSAE recmmends that a peridic inspectin f all helmets be made and that they be peridically retested under the NOCSAE recertificatin prgram. Ftball Helmet Inspectin SUGGESTED INSPECTION CHECK LIST 1. Check helmet fit fr agreement with manufacturer's instructins and prcedures. 2. Examine shell fr cracks particularly nting any cracks arund hles (where mst cracks start) and replace any that have cracked. DO NOT USE A HELMET WITH A CRACKED SHELL. 3. Examine all munting rivets, screws, Velcr and snaps fr breakage, distrtin and lseness. Repair as necessary. 4. Replace face guards if bare metal is shwing, there is a brken weld r if guard is misshaped. NOTE: Face prtectrs must meet NOCSAE test standards at the time f manufacture. 5. Examine fr helmet cmpleteness, and replace any parts that have becme damaged, such as sweatbands, nse snubbers and chinstraps. 6. Replace jaw pads when damaged. Check fr prper installatin and fit. 7. Examine 4-pint chinstrap fr prper adjustment, and inspect t see if it is brken r stretched ut f shape; als inspect hardware t see if it needs replacement. 8. Read instructins prvided by manufacturer regarding care and maintenance prcedures. Always fllw these instructins: CAUTION: Only paints, waxes, decals r cleaning agents apprved by the manufacturer are t be used n any helmet. It is pssible t get a severe r delayed reactin by using unauthrized materials, which culd permanently damage the helmet shell and affect its risk minimizatin perfrmance. COACHES MUST HAVE PLAYERS inspect their helmets prir t each usage as fllws: SUSPENSION STYLE Check hardware, i.e., screws r rivets that may be lse/missing. Check webbing fr tears in threads, stretching, r pulling away at rivet lcatins. If crwn webbing is adjustable, check that crwn rpe is prperly adjusted and is tied tightly using a square knt. Check interir padding fr prper placement and cnditin. PADDED STYLE Fam/Air/Liquid Check fam padding fr prper placement and any deteriratin. Check fr cracks in vinyl/rubber cvering f air, fam, liquid padded helmets. Check that prtective system r fam padding has nt been altered r remved. Check fr prper amunt f inflatin in air padded helmets. Fllw manufacturer's recmmended practice fr adjusting air pressure at the valves. Check all rivets, screws, Velcr and snaps t assure they are prperly fastened and hlding prtective parts. If any f the abve inspectins indicate a need fr repair and/r replacement, players must ntify the cach at nce! MHSAA Prvides Heat and Humidity App An easy-t-use app n MHSAA.cm allws caches and administratrs t recrd heat index measurements that then can be tracked by a schl s athletic directr r athletic trainer. The tl als shws the suggested actins that shuld be taken under the plicy and recrds the actins taken by that user (such as remved prtective equipment). This is a heat index calculatin and recrd keeping tl. Schls will still need t seek accurate heat and humidity (heat index) readings frm a Psychrmeter. 9 Reducing Brain and Spinal Injuries in Ftball and Other Athletic Activities Brain and spinal injuries in ftball have been dramatically reduced since the rules were changed in 1976 t prhibit butt blcking and face tackling, and any ther technique in which the helmet and facemask purpsely received the brunt f the initial impact. There are still a small number f ftball players (and fewer in ther sprts) that becme paralyzed, but the lessn t keep the head and face ut f blcking and tackling remains. Generally, abut 3 5% f the injuries experienced by participants in athletics are cncussins, e.g., temprary dizziness, cnfusin, nausea, headaches, and perhaps uncnsciusness. Cncussins are given grades frm Grade 1 (a hit that dazes fr a few minutes t Grade 3 (uncnscius). N cncussin shuld be dismissed as minr until prven s by medical persnnel. The task is t be sure that the athlete n lnger has any pst cncussin symptms at rest and exertin befre returning t cmpetitin. What is nw called the secnd impact syndrme with its high rate f mrbidity if nt mrtality is the result f returning t play t sn. Several suggestins fr reducing brain and spinal injuries fllw: 1. Preseasn physical exams fr all participants. Identify during the physical exam thse athletes with a histry f previus brain r spinal injuries. If the physician has any questins abut the athlete s readiness t participate, the athlete shuld nt be allwed t play. 2. A physician shuld be present at all games and practices. If it is nt pssible fr a physician t be present at all games and practice sessins, emergency measures must be prvided. The ttal staff shuld be rganized in that each persn will knw what t d in case f a brain r spinal injury in game r practice. Have a plan ready and have yur staff prepared t implement that plan. Athletes must be given prper cnditining exercises which will strengthen their neck muscles in rder fr them t be able t hld their head firmly erect when making cntact. Strng neck muscles may help prevent neck injuries. 4. Caches shuld drill the athletes in the prper executin f the fundamentals f the ftball skills, particularly blcking and tackling. KEEP THE HEAD OUT OF FOOTBALL. 5. Caches and fficials shuld discurage the players frm using their heads as battering rams. The rules prhibiting spearing shuld be enfrced in practice and games. The players shuld be taught t respect the helmet as a prtective device and that the helmet shuld nt be used as a weapn. 6. All caches, physicians and trainers shuld take special care t see that the players equipment is prperly fitted, particularly the helmet. 7. Otherwise, if cmpetitin cntinues while the athlete is withheld fr an apparent cncussin, that athlete may nt be returned t cmpetitin that day but is subject t the return t play prtcl. a. The clearance may nt be n the same date n which the athlete was remved frm play. b. Only an M.D., D.O., Physician s Assistant r Nurse Practitiner may clear the individual t return t activity. c. Fllwing the cntest, an Officials Reprt shall be filed with a remved player s schl and the MHSAA if the situatin was brught t the fficials attentin. 5. ONLINE REPORTING: Member schls are required t cmplete and submit an nline reprt designated by the MHSAA t recrd and track head injury events when they ccur in all levels f all sprts during the seasn in practices and cmpetitins.
