1 IV. Environmental Impat Analysis K. Traffi, Aess, and Parking 1. Introdution This setion analyzes the potential projet impats assoiated with traffi, aess, and parking. The analyses in this setion are based on the Traffi Impat Study for the Boyle Heights Mixed-Use Projet (Traffi Study), prepared by Fehr & Peers and dated June The Los Angeles Department of Transportation (LADOT) and the Los Angeles Department of City Planning reviewed the Traffi Study prior to irulation of this Draft EIR and approved it on Otober 1, A opy of the LADOT Traffi Study is inluded as Appendix L of this Draft EIR. In addition to this analysis, a supplemental analysis is provided in Appendix O of this Draft EIR that evaluates the projet s traffi impats against the existing baseline ondition based on the opinion of the California Court of Appeal for the Sixth Distrit on the ase Sunnyvale West Neighborhood Assoiation v. City of Sunnyvale City Counil. 2. Environmental Setting a. Existing Conditions The projet site is loated in the highly urbanized southwestern portion of the Boyle Heights Community. The Boyle Heights Community lies to the east of downtown Los Angeles and is formed by regionally oriented offie, ultural/entertainment, retail and residential buildings; it is also loated east of a large swath of industrial ativity whih surrounds the downtown ore. The Boyle Heights Community also lies to the north of a large swath of industrial uses that is historially organized around rail lines, and at the south and west ends of residential and retail uses that omprise the majority of the Boyle Heights Community. Speifially, the projet site lies at a transitional edge between industrial uses and residential/retail uses. To failitate effetive movement of vehiles throughout the projet area, a network of freeway and street failities are spread throughout the study area. 1 Below is a brief desription of the types of failities available in the area: 1 As further disussed on page IV.K-9, the study area seleted for the projet impat analysis in the Traffi Study is approximately 4.5 miles in diameter and inludes the projet site as well as 94 study intersetions loated in multiple jurisditions. 2 Freeways With a ontrolled number of entry points and grade-separated from ity streets, freeways are intended to provide high speed regional movement. Major Highways-Class I Are designed to arry more than 50,000 vehiles per day, typially with six full-time through lanes, one median/left-turn lane, and two part-time parking lanes. Aess to abutting uses is limited. Major Highways-Class II Are designed to arry 30,000 to 50,000 vehiles per day, typially with four full-time through lanes, two part-time parking lanes, and one median/left-turn lane. Seondary Highways Are designed to arry 20,000 to 30,000 vehiles per day, typially with four full-time through lanes, one median/left turn lane, and two fulltime parking lanes. They supplement the through traffi arrying harateristis of Major Highways and are typially spaes one mile apart. Colletor Streets Are designed to arry up to 10,000 vehiles per day, typially with two full-time through lanes, and two full time parking lanes. Colletor streets allow moderate volumes of through traffi, but provide aess to abutting uses. Loal Streets Are designed primarily to provide aess from abutting uses to the street network. Through traffi is disouraged. (1) Freeway System Primary regional aess to the study area is provided by a series of freeways, whih are listed below: The Santa Monia Freeway (I-10) runs east-west and extends from the City of Santa Monia eastward past downtown Los Angeles. The freeway provides five lanes in eah diretion west of the I-10/SR 60 juntion, three lanes in eah diretion between the I-10/SR 60 and I-10/I-5 juntions, and six lanes in east diretion west of the I-10/I-5 juntion. The interhange losest to the projet site is at Boyle Avenue. The Hollywood Freeway (US 101) runs north-south and extends from Hollywood to the I-5/US 101 juntion in the viinity of the study area. Before merging with the Santa Ana Freeway, the Hollywood Freeway provides three lanes in eah diretion in the viinity of the projet site. The losest interhanges are at Soto Street and Eulid Avenue. The Golden State Highway/Santa Ana Freeway (I-5) runs north-south through the Los Angeles area from north of the San Fernando Valley to south of Santa Ana. The projet site is less than one-quarter mile south of the I-5 freeway, Page IV.K-2

3 whih provides five lanes in eah diretion through the viinity. The losest interhanges are near Lorena Street and Indiana Street. Pomona Freeway (SR 60) runs east-west and extends from the East Los Angeles Interhange eastward past Pomona. In the viinity of the study area, the Pomona Freeway provides five lanes in eah diretion plus auxiliary lanes. The interhanges losest to the projet site are at Lorena Street and Soto Street. (2) Loal Streets Listed below are a series of loal streets that provide regional and loal aess to the projet site (detailed street desriptions are also inluded in Table 4 of the Traffi Study, inluded as Appendix L to this Draft EIR): (a) East/West Arterials Whittier Boulevard Whittier Boulevard is a Seondary Highway with two travel lanes in eah diretion. Parking is generally allowed on both sides of the street but limited along some segments. The posted speed limit is 35 mph. 7th Street 7th Street is designated as a Seondary Highway between Central Avenue and Soto Street. Between Soto Street and Eulid Avenue, it is designated as a Colletor. It has two travel lanes in eah diretion from Central Avenue to Boyle Avenue, and one travel lane in eah diretion from Boyle Avenue to Eulid Avenue. Parking is generally allowed on both sides of the street east of Boyle Avenue of the street but limited along some segments. The posted speed limit is 35 mph. 8th Street 8th Street, whih runs along the north side of the projet site, is a Seondary Highway with two travel lanes in eah diretion from MGarry Street to Olympi Boulevard. Parking is generally allowed on both sides of the street but limited along some segments. The posted speed limit is 35 mph. Olympi Boulevard Olympi Boulevard, whih runs along the south side of the projet site, is a Class II Major Highway with two travel lanes in eah diretion through the study area. Parking is limited on both sides of the street in the study area. A.M. peak period parking restritions are in plae on the westbound side of the street between MGarry Street and Orme Avenue; P.M. peak period restritions are in plae on the eastbound side of the street between Daotah Street and Indiana Street. Dediated left-turn lanes are provided at most intersetions. The posted speed limit is 40 mph. Washington Boulevard Washington Boulevard is a Class II Major Highway with two to three travel lanes in eah diretion through the study area. Parking is limited on both sides of the street. 4 are in plae on the westbound side of the street between MGarry Street and Santa Fe Avenue and on the eastbound side of the street between MGarry Street and Alameda Street; P.M. peak period restritions are in plae on the eastbound side of the street between Alameda Street and Santa Fe Avenue. Dediated left-turn lanes are provided at most intersetions. The posted speed limit is 40 mph. (b) North/South Arterials Boyle Avenue Boyle Avenue is a four-lane highway between St. Louis Street and Short Street, whih narrows to a two-lane highway north of St. Louis Street and south of Short Street. Between Whittier Boulevard and 8th Street, parking is not allowed on the eastbound side and is restrited to off-peak periods on the westbound side. Dediated left-turn lanes are provided at most major intersetions. The posted speed limit is 35 mph. Soto Street Soto Street is a Class II Major Highway with two travel lanes in eah diretion through the study area. Parking is limited along both sides of the street. A.M. peak period parking restritions are in plae on both sides of the street between Whittier Boulevard and 50th Street and on the westbound side only between Mihigan Avenue and Whittier Boulevard; P.M. peak period restritions are in plae on the eastbound side of the street between Mihigan Avenue and Whittier Boulevard. Dediated left-turn lanes are provided at most intersetions. The posted speed limit is 35 mph. Marietta Street Marietta Street is a Colletor with one travel lane in eah diretion through the study area. Parking is available along both sides of the street. The posted speed limit is 25 mph. Eulid Avenue Eulid Avenue is a Colletor with primarily one travel lane in eah diretion through the study area. Parking is available along both sides of the street, though is limited on some segments. The posted speed limit is 25 mph. Lorena Street Lorena Street is a Class II Major Highway with two travel lanes in eah diretion through the study area. Parking is limited along both sides of the street. Dediated left-turn lanes are provided at major intersetions. The posted speed limit is 35 mph. (3) Transit The study area is served by three loal transit agenies in the form of loal and express bus servie. The Los Angeles County Metropolitan Transportation Authority (Metro), Montebello Bus Lines, and the El Sol shuttle provide publi transit servie to the study area. The Metro bus system provides 13 bus lines in the form of both rapid and loal Page IV.K-4

5 bus servie in the study area; Montebello Bus Lines operates three lines, and El Sol provides one shuttle. The following provides a brief desription of the bus lines providing servie in the study area: Metro Line 18: This loal bus servie route travels between Koreatown and Montebello. In the study area, this route travels east and west along Whittier Boulevard and 6th Street. The peak-hour headway (i.e., the time between suessive buses) is approximately five to 10 minutes. Metro Lines 30/31: These loal bus servie routes travel between the Pio- Rimpau Transit Center in West Los Angeles and East Los Angeles College. The two lines are idential until they reah Boyle Heights. At Rowan Ave, Line 30 takes a northbound route along Hammel Street and Floral Drive; at Line 31 ontinues heading east on 1st Street. In the study area, these bus routes travel east and west along 1st Street. The peak-hour headway is approximately 13 to 18 minutes. Metro Line 60: This loal bus servie route travels between downtown Los Angeles and the City of Long Beah. In the study area, this bus route travels east and west along 7th Street west of Santa Fe Avenue and north and south along Santa Fe Avenue south of 7th Street. Peak-hour headways are approximately five to 15 minutes. Metro Line 62: This loal bus servie route travels between downtown Los Angeles and Hawaiian Gardens. In the study area, this bus route travels east and west along 7th Street west of Boyle Avenue; north and south along Boyle Avenue between 7th Street and Olympi Boulevard; east and west along Olympi Boulevard between Boyle Avenue and Telegraph Road and east and west along Telegraph Road south of Olympi Boulevard. The peak-hour headways are approximately 23 to 30 minutes. Metro Lines 66 and 366: These bus servie routes travel between Koreatown and Montebello s Metrolink station. The routes are idential; however, Route 366 provides limited stops along the orridor. In the study area, the bus route travels east and west along Olympi Boulevard west of Soto Street; north and south along Soto Street between Olympi Boulevard and 8th Streets; east and west along 8th Street between Soto Street and Olympi Boulevard and east and west along Olympi Boulevard east of 8th Street. Combined A.M. peak-hour headways are approximately 1 to 3 minutes, and 5 to 7 minutes during the P.M. peak hour. Metro Lines 251 and 252: These loal buses travel between the City of Lynwood and El Sereno (251) or Cypress Park (252). In the study area, these bus routes Page IV.K-5

6 travel north and south along Soto Street. Peak-hour headways are approximately 12 minutes between Boyle Heights and Huntington Park, 24 minutes between Cypress Park and Boyle Heights, and 24 to 36 minutes between Huntington Park and Lynwood. Metro Line 254: This loal bus servie route travels between Watts and Boyle Heights. In the study area, this route travels north and south along Grande Vista Avenue north of Vernon and north and south along Lorena Street north of Grande Vista Avenue. The peak-hour headways are approximately one hour. Metro Line 605: This loal bus servie route travels between the ommunity of Boyle Heights and the LA County/USC Medial Center. In the study area, this route travels north and south along Grande Vista Avenue between Olympi Boulevard and 8th Street; east and west along 8th Street between Grande Vista Avenue and Lorena Street; north and south along Lorena Street between 8th and 4th Streets; east and west along 4th Street between Lorena and Soto Streets and north and south along Soto Street between 4th Street and Marengo Avenue. The peak-hour headways are is approximately 10 to 15 minutes. Metro Line 620: This loal shuttle route onnets the ommunity of Boyle Heights with the LA County/USC Medial Center. In the study area, this bus route travels north and south along Boyle Avenue between 1st Street and Whittier Boulevard; east and west along Whittier Boulevard between Boyle Avenue and Soto Street; north and south along Soto Street between Whittier Boulevard and 4th Street; east and west along 4th Street between Soto Street and Evergreen Avenue, north and south on Evergreen, east and west on 1st Street, and north and south on Mott Street. The peak-hour headways are approximately 16 minutes. Metro Line 665: This loal shuttle route provides servie between Cal State Los Angeles, City Terrae, and Boyle Heights. Near the projet site, this line travels along Olympi Boulevard between Rio Vista Avenue and Indiana Street. The peak-hour headways are approximately 30 minutes. Metro Rapid Line 720: This Metro Rapid line provides limited-stop servie between the City of Santa Monia and the City of Commere. In the study area, this bus route travels east and west along Whittier Boulevard. The peak-hour headways are approximately 10 to 14 minutes. Metro Rapid Line 751: This Metro Rapid line provides limited-stop servie between the ommunities of Lynwood and Cypress Park. In the study area, this bus route travels north and south along Soto Street. The peak-hour headways are approximately 10 to 15 minutes. Montebello Bus Line Route 40: This loal bus route onnets Whittier with downtown Los Angeles. In the study area, this route travels along 4th Street. Page IV.K-6

7 Peak-hour headways are approximately 8 to 10 minutes between Downtown and Montebello, and seven to 13 minutes between Montebello and Norwalk. Montebello Bus Line Route 50: This loal bus route servie onnets downtown Los Angeles with La Mirada. In the study area, this route travels east and west along Washington Boulevard. Peak-hour headways are approximately 26 to 35 minutes. Montebello Bus Line Routes 341/342: This peak-hour limited servie operates two routes between downtown Los Angeles and Montebello, and a third route extends east to Whittier. In the study area, this bus lines travel east and west along 4th Street. The peak-hour headways for the ombined routes are approximately 30 minutes. East Los Angeles El Sol Shuttle Union Paifi Route: This loal irulator route operated by Los Angeles County provides servie throughout the ommunity of East Los Angeles. In the study area, this bus route travels north and south along Indiana Street between 1st Street and Hubbard Street as well as between Whittier Boulevard and Olympi Boulevard. Peak-hour headways are approximately one hour. Figure 4 in the Traffi Study (see Appendix L to this Draft EIR) illustrates the existing transit routes that serve the study area, and Table 5 in the Traffi Study details the hours of operation and average peak-hour headways. Ridership and apaity information for eah of the eight lines that diretly serve the projet site are provided in Table 6 of the Traffi Study. At the time the traffi ounts were onduted, Metro was onstruting the Eastside Extension of the Metro Gold Line, a light rail line that links the Boyle Heights ommunity with Union Station and other Metro lines that serve loations throughout the Los Angeles region. The Metro Gold Line Eastside Extension inludes several station stops in Boyle Heights inluding stops at Soto Street/First Street and Indiana Street/Third Street, eah within approximately 1.25 miles of the projet site. This projet was under onstrution at the time the traffi ounts were onduted and has sine been ompleted. (4) Aess and Cirulation As illustrated in Figure 6 of the Traffi Study (see Appendix L to this Draft EIR), Olympi Boulevard and 8th Street provide the primary east/west aess to the projet site. Marietta Street and Eulid Avenue provide primary diret aess to the projet site from the north, as both streets travel under the I-5 and SR 60 freeways, onneting the projet site to the Boyle Heights neighborhoods to the north. Eulid Avenue also provides aess to the US 101 freeway. Grande Vista Avenue provides primary diret aess to the projet Page IV.K-7

8 site from the south onneting the projet site to Downey Road. Soto Street, although it does not diretly border the projet site, provides primary aess to the projet site from the south and from the north via Olympi Boulevard and 8th Street. Vehiular aess to the projet site is urrently provided at the following eight points: Glenn Avenue, Camulos Plae, and Rosalind Plae from 8th Street; Hostetter Street from Soto Street; Lydia Drive from Grande Vista Avenue; and Orme Avenue, Camulos Street, and Daotah Street from Olympi Boulevard. (5) Parking Currently, parking on the projet site is provided in three forms: garage spaes, surfae parking lot spaes, and on-street parking spaes along internal streets. A total of 502 parking spaes are provided in existing garage parking. Approximately 586 spaes are provided in surfae parking lots, and approximately 711 parking spaes are provided on internal streets. A total of approximately 1,799 parking spaes are urrently provided on the projet site. (6) Pedestrian/Biyle Failities (a) Pedestrian Failities Pedestrian failities in the study area inlude sidewalks, pedestrian signals at signalized intersetions, and rosswalks. Striped rosswalks are provided at most of the signalized study intersetions. (b) Biyle Failities In the, three types of biyle failities are provided: Class I Bike Paths Class I bike paths are failities with exlusive rights-of-way (separated from automobile traffi), with minimal points of onflit with motorists. Bike paths provide the highest level of safety for biylists, and may be used either for rereational purposes or as higher-speed ommute routes. Class II Bike Lanes Class II bike paths provide painted striping within the paved area of streets. Bike lane stripes are intended to promote an orderly flow of traffi by establishing speifi lines of demaration between areas reserved for biyles and lanes for motor vehiles. Class III Bike Routes Class III bike routes are ity streets designated as generally safe for shared use between motorist and biyles. Page IV.K-8

9 Class III Bike Routes are the only biyle failities in the study area, provided at the following loations: Lorena Street from Grande Vista Avenue to Indiana Street East 8th Street from Boyle Avenue to Olympi Boulevard b. Analysis of Existing Traffi Conditions (1) Study Intersetions The study area seleted for detailed projet impat analysis in the Traffi Study was established in onsultation with LADOT, and by reviewing the travel patterns and the potential for impats from projet traffi. The study area is approximately 4.5 miles in diameter and inludes a total of 75 signalized study intersetions. Of the 75 analyzed intersetions, 53 are in the, five are in the County of Los Angeles, four are jointly ontrolled by the and the County of Los Angeles, 11 are in the City of Vernon (two of whih are jointly ontrolled by the City of Vernon and the City of Maywood), and two are in the City of Commere. An additional nine unsignalized intersetions ritial for site aess were analyzed. All nine are loated in the City of Los Angeles. Daotah Street & Olympi Boulevard () Intersetion turning movement ounts for the morning and afternoon peak periods were olleted in May 2008 and Marh Traffi ounts were taken for typial morning (7:00 to 9:00 A.M.) and afternoon (4:00 to 6:00 P.M.) peak periods during weekdays while shool was in session. This time period and season represents the busiest time of the year for total traffi onditions in the study area. Although the atual peak hours vary slightly from intersetion to intersetion, in the study area the existing overall peak morning and afternoon ommute time periods were most often from 7:15 to 8:15 A.M. and 4:45 to 5:45 P.M., respetively. The existing lane onfigurations at the intersetions and the traffi ounts are provided in Appendies A and B in the Traffi Study (inluded as Appendix L to this Draft EIR), respetively. (a) Intersetions Affeted by Metro Gold Line Eastside Extension Constrution At the time ounts were olleted, four intersetions were under onstrution to aommodate the Metro Gold Line Eastside Extension: Nos. 6, 7, 15, and 67. Thus, partial lane losures were in effet at Intersetions 6, 7, and 15 when traffi ounts were olleted. To adjust for pre-onstrution traffi onditions, P.M. peak-hour ounts olleted for the preparation of the Gold Line Eastside Extension EIR were utilized. A 1 perent annual ambient growth rate was used to grow the Year 2000 ounts to 2008 levels. Beause A.M. peak-hour ounts were not available, the ratio between the 2008 A.M. and P.M. ounts was applied to the Year 2000 P.M. peak-hour ounts to develop an A.M. peak-hour ount. The Year 2000 ounts and the tables used to fator the ounts are provided in Appendix B in the Traffi Study (inluded as Appendix L to this Draft EIR). Intersetion 67 was substantially ompleted when traffi ounts were olleted, so the existing traffi volumes were used without modifiation. Page IV.K-14

15 (b) Intersetions Affeted by Truk Traffi Additionally, beause many of the study intersetions are loated in industrial areas, truk traffi makes up a greater perentage of overall traffi at these intersetions than is typially the ase in non-industrial areas. In loations where truks were determined to be at least 5 perent of total traffi volume, a 2.0 passenger-ar equivaleny (PCE) fator was applied to the truk portion of the traffi flow to aount for the ongesting effets of truk traffi in the Level of Servie (LOS) analysis disussed below. Table 7 in the Traffi Study (see Appendix L to this Draft EIR) lists the intersetions where truk PCE fators were applied, and the A.M. and P.M. peak-hour truk perentages that were determined from the traffi ounts. () Level of Servie Methodology LOS is a qualitative measure used to desribe the ondition of traffi flow on the street system, ranging from exellent onditions at LOS A to overloaded onditions at LOS F. LOS for signalized intersetions is defined below in Table IV.K-1 on page IV.K-16. Per LADOT methodology, existing and future operations for the signalized study intersetions were analyzed using the Critial Movement Analysis (CMA) method of intersetion apaity alulation. The CMA methodology determines the peak-hour intersetion volume-to-apaity (V/C) ratio by omparing existing traffi volumes to standard per-lane street apaities. The V/C ratio is then used to determine the orresponding LOS based on the definitions in Table IV.K-1. The CalaDB CMA analysis software developed by the LADOT was used to analyze the study intersetions under full or partial jurisdition of the. Unsignalized intersetions ritial for site aess were analyzed using the Two-Way Stop Controlled methodology from the 2000 Highway Capaity Manual (HCM). The 2000 HCM Two-Way Stop Controlled methodology determines the average vehile delay of the worst approah during the peak hour to find the orresponding LOS, as defined below in Table IV.K-2 on page IV.K-16. Per the traffi study guidelines from the LADOT, signal warrant analysis was also onduted, testing the 8-Hour, 4-Hour, and Peak-Hour Vehiular Volume signal warrants. (d) Computer Traffi Signal Control The Automated Traffi Surveillane and Control (ATSAC) System represents an advaned system in omputer ontrol of traffi signals. It was first put into operation in June 1984 in the Coliseum area of the to antiipate the expeted inrease in traffi due to the Summer Olympi Games, and has sine been expanded to other parts of the City. LADOT estimates that implementation of this system improves intersetion apaity by an average of 7 perent. In addition to ATSAC, the Adaptive Traffi Control System (ATCS) has been tested and implemented along major travel orridors in the. ATCS is a omputer-based traffi signal ontrol program that provides fully responsive traffi signal ontrol based on real-time traffi onditions. It automatially adjusts and optimizes traffi signal timing in response to urrent traffi demands on the entire signal network suh that the number of stops and the amount of delay is minimized along with improved traffi signal oordination throughout the network. LADOT estimates that implementation of this system improves intersetion apaity by an additional 3 perent over those operating under ATSAC alone. Of the 57 signalized study intersetions in the (or dual City/County intersetions), 43 are urrently ontrolled by both the ATSAC system and the ATCS. In aordane with the LADOT proedures, a apaity inrease of 10 perent (0.10 V/C adjustment) was applied to reflet the benefits of the ombined ATSAC/ATCS ontrol at these intersetions. Additionally, 14 of the study intersetions operate under the ATSAC system only. In aordane with standard LADOT proedures, a apaity inrease of 7 perent (0.07 V/C adjustment) was applied to reflet the benefits of ATSAC ontrol at those intersetions. To be onservative, no intersetions outside the were adjusted to reflet apaity inreases due to the implementation of signal ontrol systems. While the County of Los Angeles does operate a omputer traffi signal ontrol system, County of Los Angeles traffi study guidelines do not provide speifi riteria in terms of V/C adjustments to aount for the inrease in intersetion apaity from the omputer ontrol system. Furthermore, omputer traffi signal ontrol systems have not been implemented in the Cities of Vernon, Maywood, and Commere. Therefore, no V/C adjustments were made at these analyzed intersetions. (2) Freeways Existing freeway traffi volumes were obtained primarily from the California Freeway Performane Measurement System (PeMS). Freeway traffi volumes at some loations were obtained from Caltrans annual average daily traffi database on California State highways. Where a 2008 ount was not available, traffi ounts were grown by 1 perent per year to reflet 2008 operating onditions. The analyzed loations were seleted in aordane with the Transportation Impat Analysis (TIA) Guidelines outlined for the Los Angeles County Congestion Management Program (CMP) analysis, disussed further below under the Regulatory Framework heading. LOS for freeways is based on the measured flow past a point on a sreenline ompared to the estimated apaity of that setion of the freeway. Capaity is alulated by multiplying the lane apaity by the number of lanes in eah segment. In aordane with CMP guidelines, the lane apaities are assumed to be 2,000 vehiles per hour (vph) per freeway mainline lane and 1,000 vph for HOV and auxiliary lanes. The LOS definitions for freeway segments are presented in Table IV.K-5 on page IV.K-25. Existing A.M. and P.M. peak-hour freeway traffi volumes are presented in Tables IV.K-15 and IV.K-16 on pages IV.K-80 and IV.K-82. Regulatory Framework (1) Congestion Management Program The Congestion Management Program (CMP) is a state-mandated program enated by the state legislature to address the inreasing onern that urban ongestion is affeting the eonomi vitality of the state and diminishing the quality of life in some ommunities. The CMP provides the analytial basis for transportation deisions through the State Transportation Improvement Program. Metro is the loal CMP ageny for Los Angeles County and has established a ountywide approah to implement the statutory requirements of the CMP in their 2004 CMP for Los Angeles County. The ountywide approah inludes designating a highway network that inludes all state highways and prinipal arterials within the County and monitoring traffi onditions on the designated transportation network, performane measures to evaluate urrent and future system performane, promotion of alternative transportation methods, analysis of the impat of land use deisions on the transportation network, and mitigation to redue impats on the network. If LOS standards deteriorate, then loal jurisditions must prepare a defiieny plan to be in onformane with the ountywide plan. The Transportation Impat Analysis (TIA) Guidelines outlined in the 2004 CMP for Los Angeles County require that, when an EIR is prepared for a projet, traffi and transit analyses must be onduted for selet regional failities based on the quantity of projet traffi expeted to utilize these failities. The CMP guidelines for determining the study area of the analysis for CMP arterial monitoring intersetions and for freeway monitoring loations are: All CMP arterial monitoring intersetions, inluding monitored on- or off-ramp intersetions, where the proposed projet will add 50 or more trips during either the A.M. or P.M. weekday peak hours of adjaent street traffi; and Mainline freeway monitoring loations where the projet will add 150 or more trips, in either diretion, during either the A.M. or P.M. weekday peak hours. The CMP arterial monitoring loation losest to the projet site is the intersetion of Alameda Street & Washington Boulevard. The following six freeway segments are lassified as CMP monitoring stations in the study area: Page IV.K-26

No onstrution is permitted on Sundays or national holidays. (b) Parking Setion 12.21(A)4 (Off-Street Automobile Parking Requirements) of the Los Angeles Muniipal Code (LAMC) sets forth parking requirements for development projets based on the types and amount of land uses. The following parking ratios are required by Setion 12.21(A)4 and are appliable to the proposed projet: Apartment Dwelling Unit (Rental) For units with less than three habitable rooms, at least one automobile parking spae per unit; for units with three Page IV.K-27

No additional guest parking is required. Condominium Dwelling Unit (For Sale) For all units, at least two automobile parking spaes are required per unit by the Department of City Planning Residential Parking Poliy on Division of Land - No. AA In addition, at least 0.25 guest automobile parking spaes are required per unit in parking nonongested areas. General Offie Two automobile parking spaes per 1,000 sf of floor area. Medial/Dental Offie One automobile parking spae per 200 sf of floor area (five spaes per 1,000 sf). General Retail Four automobile parking spaes per 1,000 sf of floor area. Restaurant One automobile parking spae per 100 sf of floor area (10 spaes per 1,000 sf). Health Club One automobile parking spae per 100 sf of floor area (10 spaes per 1,000 sf). Library One automobile parking spae per 500 sf of floor area (two spaes per 1,000 sf) (ode requirement for institutions). Community Room One automobile parking spae per 35 sf of assembly floor area (ode requirement for auditoriums without fixed seats). Day Care Faility Day are is not a defined use in the LAMC. A rate of four parking spaes per 1,000 sf of floor area was used based on a review of data from other jurisditions zoning odes and the Institute of Transportation Engineers Parking Generation, 3rd Edition. Based on the assumptions employed in the Traffi Study s parking analysis regarding the distribution of housing units (i.e., the number of studio, one-bedroom, twobedroom and three-bedroom for-sale/rental units), the projet would require a total of 10,903 to 11,003 spaes under LAMC Setion 12.21(A)4, depending on the final distribution of land uses. 5 5 The preise mix of the types of residential units to be provided in the projet has not yet been determined.
