3 1 DESCRIPTION "SIBIU RALLY ROMANIA" is an event organised by ACS Scorpion Motors Festival in collaboration with Automobil Clubul Român (ACR) / Federation Internationale de l'automobile (FIA) și Retromobil Club România (RCR) / Fédération Internationale des Véhicules Anciens (FIVA), on 18th-20th of august This rally will take place following the FIVA Sporting Regulations for Historic Rallies and the following Supplementary Regulations. SIBIU RALLY ROMANIA is an event part of the FIVA A International Calendar National Championship of Regularity for Historical Vehicles Retromobil Club Romania. The classification of the event is not based on the highest speed or the shortest time, but on each of the crews respecting the given average speed. The event s average speed will not exceed 50km/h on the National and Local Roads or 80km/h on highways and closed roads. IMPORTANT NOTE All motorsports are potentially dangerous. It is the competitor s responsibility to drive the car carefully and in a safe manner at all times. Retromobil Club Romania (RCR), Automobil Clubul Român (ACR), Federation Internationale de l'automobile (FIA), ACS Scorpion Motors Festival, Officials and Rally Marshals cannot be made liable for any kind of prejudice caused by the competitors and their vehicles, neither by third parties, no matter the prejudice or loss. 8 4.5. REFUNDS - 100% crews/teams if the rally does not take place; - 75%, to the competitors whose entry was not validated; - 50%, crews/teams which, because of a critical situation attested/certified by Retromobil, cannot start. 5 RALLY ITINERARY 5.1. Sibiu Rally Romania has approximately 430 km All of the check points and ideal times are indicated on the Road Book and on the control card. All of the distances are measured in kilometers and miles The Road Book will be handed to the crews during scrutineering All of the cars registered at Sibiu Rally Romania will be parked in the Grand Square in the assigned area, respecting the following schedule (see Appendix 1 - Location map - Parc Ferme): - Thursday, 16th august, between 18:00-19:00 and 20:00-21:00 - Friday, 17th august, between 10:30-11:30 si 19:15-21:00 - Saturday, 18th august, between 18:00-22:00 Under each car competitions have to place a waterproof and resistant to hydrocarbons sheet over an area equal to that of the car. 6 ELIGIBLE VEHICLES 6.1. The competing vehicles must have a clean, safe and technically corresponding status There are two different Classes: Classic Regularity (average speed<50km/h on TR) and Sport Regularity (average speed>50km/h on the TR with closed traffic). 8

9 6.3. Eligible vehicles are divided according to the following categories: Category A manufactured between Category B manufactured between Category C manufactured between Category D manufactured between Category E manufactured between Category F manufactured between Category G manufactured between Category H manufactured between Young Timer Category: Category I Min. 300 HP (224 kw) manufactured between The same regulations apply to Category I. Class I entries (Young Timer) are limited and the participation approval will be after validation by the organizer. For any other car that enters this class, we reserve the right to accept it at the start based on the number of participants in the other classes. Electric Category: Category J If a category has less that 5 competitors it will be merged with the next category. Paragraph 6.4. it is only for categories F, G and H Categories A, B, C, D, E are constituted irrespective of the number of competitors enrolled All of the cars have to be equipped with street tyres, as race tyres are forbidden (slick and semislick). Also spiked tyres are completely forbidden. 7 ELIGIBLE PARTICIPANTS 7.1. Rally Entries are evaluated by the Organizing Committee. The driver has to have at least one valid driver s license. The crew 9

10 members who do not have a valid driver s license and cannot drive during the rally will cause the exclusion of the crew The Organizing Committee reserves its right to refuse any entry without explaining the reasons 7.3. Necessary documents for participating: - entry form, filled-in and duly signed - passport/id - valid driver licenses of driver and codriver (if needed) - car registration papers - car insurance certificate (incl. Green Card) - FIVA card CAREFUL! Only the cars that have the FIVA Identity Card can participate in the Sibiu Rally Romania. 8 COMPULSORY ADVERTISEMENTS 8.1. The compulsory advertisements are Sibiu Rally Romania, Orange The competitors have to display on their cars the advertisements handed out by the organisers. 9 COMPETITOR'S EQUIPMENT 9.1. There is no limitations regarding the equipment for the Classic Regularity Category A protection helmet is mandatory for the crews in the Sport Regularity Category. 10 GENERAL RULES SECTIONS Start time gap is from minute to minute according to the Start Order published by the Organizer. 10

11 The presence of the competitors to the start before their time established by the Start Order is forbidden. Entering the start in advance and blocking the competitor which has the start at that particular time is penalized with 300 points Missing the start time for any reason is penalized with 900 points. The competitors which have missed the start of a section may procede to the next section where they start according to the Start Order The section opens 15 minutes before the start time set for the first competitor and closes 15 minutes after the start time set for the last car TIME CONTROL - TC The Official Time is displayed at the section start Time Control The marshall will write the start/finish time on the Time Card under his signature. Nothing else should be written on to the Time Card other then the space reserved to the competitors. Any change to the Time Card made by the competitor will be penalized by 900 points The cars cannot enter the Time Control area before their ideal time unless check-in in advance is permited. Any difference between the ideal and the obtained time will be penalized by 60 points for every minute in advance or delay The maximum delay at any Time Control is 15 minutes Missing a TC point will be sanctioned with 900 points TC points open 15 minutes prior to the time scheduled for the arrival of the first car and it closes 15 minutes after the time scheduled for the passing through of the last car REGULARITY TESTS - RT Regularity Tests (RT) will be completed as a part of the regular itinerary of the rally. Like in the rest of the competition, the crews have to adapt their speed regarding the traffic laws. If during a TR there is a traffic sign with a smaller speed 11

12 restriction, the crew must follow the legal speed limit thus indicated. If that sign if followed by a traffic sign indicating the end of the restriction zone, the TR speed is that imposed by the organiser RT finish is marked by a red flag. 50m before finish there will be a yellow flag. It is forbidden to stop between these two flags. Stopping there will be sanctioned with 100 points The types of start in a RT will be pre-timing start or Standing Start (with a Marshal) RT will be timed at 1/10 seconds. Each 0.1 seconds deviation from the ideal time will be sanctioned with 0,1 points, with the maximum penalty of 900 points Missing a Regularity Test will be penalized with 900 points CONTROL DE TRECERE (CHECK POINT-CP) Along the rally there will be Check points placed. In these check points the competitors have to stop and the marshals will mark their passing through with a stamp on the Control Card. Missing/no marking from a check point is sanctioned with 100 points Check points open 15 minutes prior to the time scheduled for the arrival of the first car and it closes 15 minutes after the time scheduled for the passing through of the last car CANCELLED RESULT The worst result of each crew will be voided by the Organizer. This applies only to the final result, not to the partial results. The invalid result shall be applied exclusively to the results and penalties of the times obtained in the 1/100 tests, regularity tests and special tests; Can not be applied in the case of deviations from the road code. 11 TEAMS The teams consist of a minimum of 3 crews entered in Classic or Sport category. 12

13 11.2. In team standings will score the first 3 teams, even if the team has more than 3 crews. 12 PROTESTS All of the contestation have to be submitted in writing no later than 15 minutes after anouncing the results to the Clerk of the Course Protests will be analized by the Clerk of the Course and by the Stewards and their decision is final. 13 PRIZES Prizes will be given to both the driver and codriver. Prizes are given separately for the two classes (Classic Regularity and Sport Regularity) as follows: 1. Clasic Overall - places 1, 2, 3 2. Sport Overall - places 1, 2, 3 3. Categories A,B,C,D,E,F,G,H, I,J - places 1, 2, 3 4. Dacia Cup 5. Best Female Crew 6. Oldest car which finished 7. Car with the smallest engine capacity which finished 8. Teams - places 1, 2, 3 14 PENALTY SUMMARY Missed start on a leg at the assigned minute: 900 points Entering the leg start before the assigned minute and/or blocking the competitor who has the start assigned in that respective minute: 300 points Delay or advance at the Time Control (TC): 10 points per minute - maximum Delay or advance at the Regularity (TR): 0,1 points per 0,1 second - maximum 900 points Missing stamp from the Check point control (CP): 100 points Modifications on the control card: 300 points Stopping on a Regularity Test (TR) 100 points 13
