5 CVLL Safety Plan 2018 Safety Officer Requirements Our Mission Statement is Taking Safety to the TEAMS. ASAP (A Safety Awareness Program) was introduced by National Little League with the goal to create awareness, through education and information, of the opportunities to provide a safer environment for kids and all participants of Little League Baseball. The position of Safety Officer was intended by the Little League to accomplish this goal. Our League has a safety officer. It is a CVLL Board position and the CVLL Safety Officer is registered with National LL. Each year a portion of CVLL budget is directed towards safety related field improvements. The Safety Officer has a budget for safety related items and first aid kits. This year $1, was allocated. Safety Officer is a Board Member Position. This manual is offered as a tool to place some important safety information at Managers and Coaches fingertips. It is distributed to the Managers and coaches at their annual meeting. It is reviewed and approved annually by the District Safety Officer. The ASAP Newsletter is provided as a link on our website and is included in our safety presentations and trainings. Snack Bar safety manual is provided to the snack bar workers. REMEMBER,SAFETY IS EVERYONE S JOB. Prevention is the key to keeping accidents to a minimum. Watch for lightning and take it seriously. Please, REPORT ALL HAZARDOUS CONDITIONS to the Safety Officer or another board member immediately. DON T play on a field that is unsafe or with unsafe playing equipment. Be sure your players are fully equipped at all times, especially catchers and batters. Check your team s equipment often. See a need to add to the safety code? 8 CVLL Volunteer Policy and Background Checks and Code of Conduct CVLL VOLUNTEER POLICY The following policy on volunteers was approved by the Canyon View Little League (CVLL) Board of Directors to enhance the safety and welfare of our children and to ensure that our League remains in compliance with the following regulation set forth by Little League Baseball, Incorporated: "No local league shall permit any person to participate in any manner, whose background check reveals a conviction or guilty plea for any crime against a minor. A local league may prohibit any individual from participating as a volunteer or hired worker, if the league deems the individual unfit to work with minors." The current LL recommended volunteer application MUST be completed AND a copy of government ID MUST be supplied to initiate a volunteer application. (See Manager and Coach Applications.) The official Little League volunteer application must be filled out every year by volunteers. A copy of a government ID is required. Background checks will be conducted using FirstAdvantage Volunteer Application form ***Addendum 8

9 Coaches and Managers Assignments - Training Rules Coaches and Managers serve at the discretion of the Board of Directors of CVLL. Managers and coaches must apply each year for a position. They must complete and pass a volunteer background check. Managers will be subject to interview by Board members and commissioners of their divisions and will be nominated to the Board, and will be subject to final approval by the CVLL Board of Directors. A coach is not guaranteed a team once assigned one. Each year coaches and managers must be re-appointed by the Board. The manager must ensure that he or she attend training at a minimum, every 3 years. Training is to include fundamentals and first aid. Each team must send a representative to a first aid and coaches training every year. Medical doctors registered and licensed nurses and Paramedics are exempt. Coaches and managers must follow rules of good sportsmanship and LL rules of conduct or face expulsion. Following LL rules of sportsmanship and league rules will be used in determining coaches and managers for subsequent years and all stars. Preference in assigning teams will be given to those complying with training requirements. See Attachments CVLL MINIMUM Training Requirements: Provide and require fundamentals training, with at least one coach or manager from each team attending (fundamentals including hitting, sliding, fielding, pitching, etc.). Require each coach/manager to attend at least once every three years. Require first-aid training for coaches and managers, with at least one coach/manager from each team attending. Require coaches/managers to attend at least once every three years. 9

10 Field Safety Provisions The bleachers have protective covers for protection from balls and sun. The bleachers currently have 4 rows with the top row less than 4 feet above the ground. The softball field and baseball fields have back fences but the T-ball and coach pitch do not. The bullpens are enclosed on 3 sides for protection from spectators and from game balls. The batting cages are enclosed with mesh and covered. They are lighted for night time use. Fields 1, 2, 3 and 4 have chain link fence borders. These are covered by protective plastic covers designed for this purpose. Sun screens are attached to the dugouts on Fields 1, 2, 3 and 4. These are inspected and repaired each year. Laminated posters are placed in the dugouts from the ASAP newsletter about swinging bats and hanging throat protectors. In 2016, the Addition of Two Big Bubba "Turtle" cages for batting practice, etc. Use to provide additional levels of safety during practice time. For protection of being hit by errant fly balls, foul balls, etc. when multiple areas of practice are in action. Continued use in Only Little League approved break away bases are to be used. The league will complete the Facility Safety Survey and submit it annually to National Little League. 11 CVLL General Safety Rules Arrangements for emergency medical services should be made prior to all games and practices. Someone must have a cell phone! No games or practices should be held when the weather or field conditions are not good, particularly when the light is not good. Play area should be inspected frequently for holes, damage, glass and other foreign objects before each game by the coaches, umpires and field prep volunteers. Only players, managers, coaches and umpires are allowed on the playing field or dugout during play and practice sessions. Responsibility for keeping bats and loose equipment off the field should be assigned to a regular player. Bat boys/girls are not allowed. During practice sessions and games, all players should be alert and watching the batter on each pitch. During warm-up drills, players should be spaced so no one is endangered by errant balls. Equipment should be inspected regularly. Make sure it fits properly. Faulty equipment must be destroyed. Pitching machines, if used, must be in good working order (including extension cords and outlets.) They must be operated by adult coaches or managers. Except when the runner is returning to base, head first slides are not permitted (majors, minors and tee ball.) During sliding practice, the base should not be strapped down. At no time should horse play be allowed. This includes climbing on the dugout or fence. Catchers must wear at least helmet, face mask and throat guard to warm up pitchers in the bull pen. Player medical information must be carried by the coach or manager to all practices and games. They include emergency contact information and medical information. In case of a severe injury, these forms will allow you to contact the parents and get the ambulance to transport the injured player with some medical information. A first aid kit must be taken to all practices and games. The manager coach or any player, family member or umpire should report any unsafe situations to the CVLL President or Safety Officer. 11

12 Water should be available at all practices and games. Each player is required to supply their water, but extra should be available. Individual dental mouth guards should be encouraged for all players. Do not leave any player alone to wait for a ride home. Do not let a child go home with anyone who is not the player s parents unless you know the person who is taking the child home and are aware of ride home arrangements for the child. Do not allow persons who are not on the approved volunteer list to supervise the players. Athletic supporters are required for all male players Facemasks are made available for batting helmets and use is encouraged Use of face mask for softball pitchers not to be discouraged Umpires will be trained on safety rules during the umpire training Hard plastic material cups are required for male catchers and strongly recommended for all players, especially infielders Only Little League approved breakaway bases will be used. Managers and coaches are not allowed to catch pitchers including standing at the backstop during practices as an informal catcher for batting practice. 15 Batting Cage Safety Procedures 1. Do not tie the net to the fence. The net must hang loosely to deaden batted balls. 2. Always stand behind the L screen. 3. Only adults are allowed to operate the pitching machines in the batting cages. 4. Failure to comply with these rules will risk injury to you and suspension of cage privileges. Please report any other safety issues to the president or safety officer. Team Equipment Procedures The equipment manager will inspect all equipment annually and will replace damaged equipment. He will make sure all teams get appropriate safety equipment. He will replace items at the request of coaches or managers throughout the year. Each team is given at a minimum: 2 bats (except in higher divisions where the players have their own.) 1 set of catcher s gear for coach pitch, 2 for upper divisions First aid kit, instant coldpacks 1 equipment bag 2 boxes of practice balls and 2 boxes of game balls Coaches and managers are required to inspect the equipment before each game and request replacement of damaged or defective gear.

16 Lightning Procedures Lightning s behavior is random and unpredictable. Lightning often precedes rain, so don t wait for the rain to begin before suspending activities. All adult participants and umpires should monitor weather conditions THE FIRST SIGNS OF LIGHTNING OR THUNDER IS THE TIME TO GO TO A BUILDING OR A VEHICLE: STOP the game/practice and leave the ball field. WALK, don t run, to your vehicle/bus and take shelter there with the windows rolled up or to a substantial building. IF YOU CAN HEAR IT (THUNDER) CLEAR IT (SUSPEND ACTIVITIES) AVOID the metal ramadas, the rain and sun shelters and the dugout areas. These are not safe from lightning. AVOID going underneath trees. Trees attract lightning. AVOID water, open fields and high ground. AVOID metal fences, gates, dugouts, ramadas, tall light poles and power poles, metal or wood bleachers. DO NOT hold or pick up a metal bat. WAIT for a decision on whether or not to continue the game or practice. Activities should be suspending for 30 minutes after the last observed lightning or thunder. If caught outside during close-in lightning, immediately remove metal objects (including baseball cap), place your feet together, duck your head, and crouch down low in baseball catcher s stance with hands on knees, avoid proximity to other people (minimum of 15 feet).

17 Incident Reporting What To Report An incident that causes any player, manager, coach, umpire or volunteer to receive medical treatment and/or first aid must be reported to the Safety Officer. This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or periods of rest. Near Misses should also be reported. When To Report All such incidents described above must be reported to the Safety Officer within 48 hours of the incident. The Safety Officer for 2018 is Dr. Jennifer Allen and she can be reached at the following: Cell (Text or voice) How To Make The Report Usually a telephone conversation is all that is needed. At a minimum, the following information must be provided: The name and phone number of the individual involved. The date, time and location of the incident. As detailed a description of the incident as possible. The preliminary estimation of the extent of any injuries. The name and phone number of the person reporting the incident. Safety Officer s Responsibilities Within 48 hours of receiving the incident report, the Safety Officer or designee will contact the injured party or the party s parents and (1) verify the information received (2) obtain any other information deemed necessary (3) check on the status of the injured party (4) in the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor s visit, etc.) will advise the parent or guardian of the Canyon View Little League s insurance coverage and the provisions for submitting any claims. The claim forms are available for download from the web site but will not be valid unless the safety officer signs it. If the extent of the injuries are more than minor in nature, the Safety Officer or designee shall periodically call the injured party to (1) check on the status of any injuries; and (2) check if any other assistance is necessary in areas such as submission of insurance forms, etc. Injured player (parent)- a release is required from the treating physician prior to returning to play if medical attention is required. Concussion return to play requires written release to return to activity from MD, DO, Nurse Practitioner, Physician Assistant, or ATC (with release from treating Physician) following State of Arizona Concussion protocol. WARNING: Protective equipment cannot prevent all injuries a player might receive while participating in Baseball / Softball. 17

18 WHAT PARENTS SHOULD KNOW ABOUT LITTLE LEAGUE INSURANCE The Little League Insurance Program is designed to afford protection to all participants at the most economical cost to the local league. The Little League Player Accident Policy is an excess coverage, accident only plan, to be used as a supplement to other insurance carried under a family policy or insurance provided by an employer. If there is no primary coverage, Little League insurance will provide benefits for eligible charges, up to Usual and Customary allowances for your area. A $50 deductible applies for all claims, up to the maximum stated benefits. This plan makes it possible to offer exceptional, affordable protection with assurance to parents that adequate coverage is in force for all chartered and insured Little League approved programs and events. If your child sustains a covered injury while taking part in a scheduled Little League Baseball or Softball game or practice, here is how the insurance works: 1. The Little League Baseball and Softball accident notification form must be completed by parents (if the claimant is under 19 years of age) and a league official and forwarded directly to Little League Headquarters within 20 days after the accident. A photocopy of the form should be made and kept by the parent/claimant. Initial medical/dental treatment must be rendered within 30 days of the Little League accident. 2. Itemized bills, including description of service, date of service, procedure and diagnosis codes for medical services/ supplies and/or other documentation related to a claim for benefits are to be provided within 90 days after the accident. In no event shall such proof be furnished later than 12 months from the date the initial medical expense was incurred. 3. When other insurance is present, parents or claimant must forward copies of the Explanation of Benefits or Notice/ Letter of Denial for each charge directly to Little League International, even if the charges do not exceed the deductible of the primary insurance program. 4. Policy provides benefits for eligible medical expenses incurred within 52 weeks of the accident, subject to Excess Coverage and Exclusion provisions of the plan. 5. Limited deferred medical/dental benefits may be available for necessary treatment after the 52-week time limit when: (a) Deferred medical benefits apply when necessary treatment requiring the removal of a pin /plate, applied to transfix a bone in the year of injury, or scar tissue removal, after the 52-week time limit is required. The Company will pay the Reasonable Expense incurred, subject to the Policy s maximum limit of $100,000 for any one injury to any one Insured. However, in no event will any benefit be paid under this provision for any expenses incurred more than 24 months from the date the injury was sustained. (b) If the Insured incurs Injury, to sound, natural teeth and Necessary Treatment requires treatment for that Injury be postponed to a date more than 52 weeks after the injury due to, but not limited to, the physiological changes of a growing child, the Company will pay the lesser of: 1. A maximum of $1,500 or 2. Reasonable Expenses incurred for the deferred dental treatment. Reasonable Expenses incurred for deferred dental treatment are only covered if they are incurred on or before the Insured s 23rd birthday. 18

19 Reasonable Expenses incurred for deferred root canal therapy are only covered if they are incurred within 104 weeks after the date the Injury occurs. No payment will be made for deferred treatment unless the Physician submits written certification, within 52 weeks after the accident, that the treatment must be postponed for the above stated reasons. Benefits are payable subject to the Excess Coverage and the Exclusions provisions of the Policy. CVLL Safety Officer: Jennifer Allen Cell:

20 Umpire Safety Training Umpire training will be held on a District level at a date to be determined The safety rules in the rulebook will be presented to the umpires. The Little League safety Rules Summary pages 16 and 17 will be given to the umpire trainees along with the umpire guidelines:

21 Coach Manager and Volunteer Safety Training Manual Distributed at February 25, 2018 Coach s Meeting Snack Bar Safety Manual Procedures and Training Most food at our concession stand is pre made and packaged. We cook hot dogs on the hot dog cooker; heat cheese in the nacho cheese dispenser and grill hamburgers. The following procedures are followed: Cooking. A food thermometer is used to check on cooking temperatures of potentially hazardous foods. All potentially hazardous foods should be kept at 41 F. or below (if cold) or 140 F. or above (if hot). Ground beef and ground pork products should be cooked to an internal temperature of 155 F., poultry parts should be cooked to 165 F. We use pre cooked chicken products. Hand Washing. Frequent and thorough hand washing remains the first line of defense in preventing food borne disease. Disposable gloves are used when handling any un packaged or raw foods. Health and Hygiene. Only healthy workers should prepare and serve food. Anyone who shows symptoms of disease (cramps, nausea, fever, vomiting, diarrhea, jaundice, etc.) or who has open sores or infected cuts on the hands should not be allowed in the food concession area. Food Handling. Gloves will be used for all food handling. Dishwashing. No dishwashing occurs, disposable utensils for food service are used. Keep your hands away from food contact surfaces, and never reuse disposable dishware. Ice is dispensed in a hands free dispenser chute.. Wiping Cloths. Rinse and store your wiping cloths in a bucket of sanitizer (example: 1 gallon of water and 1/2 teaspoon of chlorine bleach). Change the solution every two hours. Well sanitized work surfaces prevent cross-contamination and discourage flies. Insect Control and Waste. Keep foods covered to protect them from insects. No pesticides are used in the snack bar. Garbage and paper wastes are placed in a refuse container with a tight-fitting lid. City water and sewer is used. Training The concession stand training covers these common causes of food borne illnesses: Inadequate cooling and cold holding; Preparing food too far in advance for service Poor personal hygiene and infected personnel; Inadequate reheating; Inadequate hot holding; Contaminated raw foods and ingredients. Training is provided individually by the snack bar manager, Eileen Majeski. The snack bar is inspected by Pima County Department of Health and meets their requirements. 21
