1 1 Deer Canyon Little League A SAFETY AWARENESS PROGRAM 2017 Safety Officer: Charles OBrien League Identification Number: ASAP WHAT IS IT? In 1995, ASAP (A SAFETY AWARENESS PROGRAM) was introduced. The Goal of this program is to create awareness through education and information opportunities to provide a safe environment for players and all participants of Little League Baseball. A copy of this manual will be given to every team. A copy of this manual will also be available on the Deer Canyon Little League website and in the snack bar at our home field. This manual is offered as a tool to place come important information at the manager and coach s fingertips. READ THIS MANUAL, BECOME FAMILIAR WITH ALL THE SAFETY PROCEDURES AND PRECAUTIONS. IF QUESTIONS SHOULD ARISE, PLEASE CONTACT THE SAFETY OFFICER AND/OR LEAGUE PRESIDENT. 2 2 March 10, 2017 Dear Manager, Coaches, and Parent Volunteers: Deer Canyon Little League (DCLL) is committed to providing a safe and fun baseball experience for all of its participants. Please take a few minutes to read through this safety packet and familiarize yourself with the DCLL safety codes and procedures. DCLL will be monitoring team equipment and team adherence to safety rules and regulations throughout the season. DCLL managers and coaches are expected to it here to league rules and regulations as well as safety guidelines. Failure to comply with these rules and regulations will be immediately addressed by the DCLL board and corrective action will be taken. Penalties may include a written warning, suspension, removal from the position held, or other appropriate discipline. 3 3 IMMEDIATE ACTION ITEMS MANAGERS SAFETY CHECKLIST 2017 SEASON DEER CANYON LITTLE LEAGUE Read and follow safety procedures. Signed form indicating that you have received both the safety manual and a first aid kit, return the bottom portion of the page to the safety officer. Make sure all your team volunteers submitted volunteer applications and a copy of their driver s license along with a photo to the safety officer. All approved volunteers are required to wear an ID badge issued by DCLL safety officer during any direct contact with the players. This would include any manager, coach, team parent, etc. FIRST AID PRACTICE AND BEYOND Make sure you have the safety manual and first aid kit at all practices, games, and outside functions. Medical release forms (all players) keep in manager s notebook Review safety code with your team and have all team members sign (coaches and players) the verification form Managers and coaches are required to keep the equipment shed clean and free of any safety hazards. If any hazards are noted, report them to the safety officer immediately. Report any incidences or injuries when they occur and complete the injury tracking form. Check the field and your equipment prior to practice and games. Manager coast must stay with the kids until the parents pick them up. Report any unsafe conditions to the safety officer or other board members. Have an organize practices and avoid as horseplay. DCLL will utilize First Advantage for background checks in 2017 All bases in Deer Canyon Little League are detachable to meet Little League Requirement

4 4 Safety Manual and First Aid Kit Each team will be issued a Safety Manual and a First Aid Kit at the beginning of the season. The First Aid Kit will become part of the Team s Equipment Package and shall be taken to all practices, batting cage activities, games (season and postseason) and any other DCLL event where team members could become injured. The Snack Bar will have a First Aid Kit and a Safety Manual at all times. The Safety Manual will include the following: Phone numbers for all DCLL Board Members, DCLL Code of Conduct, and dues and don ts for treating injured players. The first aid kit will include a chemical ice pack and the necessary items to treat an injured player into professional help arrives. To replenish materials and team First Aid Kit, the manager or designated coach must contact the DCLL Safety Officer to request supplies. (909) SAFETY CODE: INJURY PREVENTION Responsibility for safety procedures should be that of every adult participant of Deer Canyon Little League. They include the following: Managers and Coaches should be familiar with the Little League rulebook, DCLL safety plan, DCLL bylaws and all other documents related to deer Canyon Little League. Approved volunteers in direct contact with players are required to wear a DCLL ID badge. Those failing to comply will be asked to leave until they have the proper identification. Arrangement should be made in advance of all games and practices for emergency medical services First Aid Kits are issued to each team manager. First Aid Kits should be kept with the team equipment and should be available at all practices and games. Managers, coaches and umpires should have training in First Aid. No game or practice should be held when whether or field conditions are not good, particularly when lighting is inadequate. Play area should be inspected prior to practice or games for holes, stones, glass and other dangerous objects. All team equipment should be stored within the team dugout behind screens and not within the area defined by the umpires as in play.

6 Only players, managers, coaches, and umpires are permitted on the playing field or in the dugout during games and practices. Responsibility for keeping bats and loose equipment off the field of play should be that of a player assigned for this purpose by the team s manager and coaches. Procedure should be established for retrieving foul balls battered out of the playing areas. During practice and games, all players should be alert and watching the batter on each pitch. During warm-up drills players should be space so that no one is in danger by wild throws or missed catches. All pregame warm-ups should be performed within the confines of the playing field or within areas that are not frequented by spectators (i.e., playing catch, Pepper, Swinging bats, etc.). Equipment should be inspected regularly for its condition and/or proper fit. Damaged equipment must be removed from play. Damaged team equipment should be returned to the Equipment Manager for replacement and proper disposal. Batters must wear Little League approved protective helmets during batting practice and games. Bats should not be in the hands of players in till they are up to bat. Each division will use appropriate Little League Approved balls for all games and practices including reduced impact balls for the T-ball division. Catchers must wear catchers helmet, mask, throat guard, long model chest protector, shin guards and protective cup with aesthetic supporters at all times (male) for all practices and games. NO EXCEPTIONS. Managers should require that all male players to wear protective cups and supporters for practice and games. Except when a runner is returning to a base, headfirst slides are not permitted. During sliding practice, bases should not be struck down or anchored. At no time should horseplay be permitted on the playing field. Parents of players who wear glasses should be encouraged to provide safety glasses. Players must not wear watches, rings, pins, or metallic items during games and practices. The catcher must wear catchers helmet and mask with a throat guard while warming up pictures. This applies between innings and in the bullpen during game s and also during practices. Managers and coaches may not warm-up pictures before or during a game. 6

7 On deck batters are NOT permitted (except in junior and senior division). ALL MALE players MUST wear a protective hard cup. First, second, and third base shall be marked by white canvas or rubber bags, securely attached to the ground. The first and second base bags shall be entirely within the infield. (Unless an approved double base used at first base.) The second base bag shall be centered on second base. The bass bags shall not be less than fourteen (14) nor more than fifteen (15) inches square and the other edges shall not be more than two and one fourth (2 ¼) inches thick and filled with soft material. Leagues are REQUIRED to ensure that first, second and third bases will disengage their anchor. (BREAKAWAY BASES) Breakaway bases are used for all levels of play. 7

8 8 SOME IMPORTANT DO S AND DON TS DO Carrier first aid kits to all games and practices. Have your players medical release forms with you at all games and practices. Make arrangements to have a cellular phone available when your game or practice is at a facility that does not have any public phones. Make the players aware of that foul or errant balls can come into the dugout at any time. Encourage your players to hydrate well before, during and after games or practices. Minimize the use of Gatorade or other sports drinks. Water is always best. DON T Leave an unattended child at practice or game. Allow players to swing bats unattended. Let player s hangout of the confines of the fenced dugout while play or warmup is in progress, or the entry or exit way. Keep them shielded as best as possible. Keep them shielded as best as possible. LIGHTNING EVACUATION PROCEDURES 1. Stop the game or practice. 2. Stay away from metal fencing (including dugouts)! 3. Do not hold a metal bat. 4. Walk, don t run too your car and wait for a decision on whether or not to continue the game or practice.

9 9 FIRST AID PROCEDURES First Aid: Give first aid for minor cuts and abrasions. Put on latex medical gloves. Flush and clean wounded completely. Put gloves and items used in treating wound in a bag and properly dispose of immediately. Wash hands. If a severe injury occurs (i.e., cannot stop bleeding, head or neck injury) or if unsure of severity of injury due the following: Call 911 Tell the operator that you have a medical emergency. Give name of park or school and location(address). Send an adult to the street to direct paramedics to the injured person. Keep injured person comfortable. If bleeding - you must try to control the bleeding. Is suspected head, neck or broken bone injury, keep your immobile. Stay calm. Notify parents immediately, if not present. Notify league safety officer immediately or within 24 hours. Complete accident report and deliver to safety officer within 48 hours, or as soon as possible. Talk to your team about the accident. Explain the calls and how it can be avoided in the future. Remind parents that Little League insurance is a supplemental to their medical insurance policy. Claims must be filed with the Deer Canyon Little League Safety Officer. First aid kits are required for all practices and all games. 10 10 ACCIDENT REPORTING PROCEDURES What to report An incident that may cause any player, manager, coach, umpires, or volunteers to receive medical treatment and or first aid must be reported to the Safety Officer. This includes even passive treatment such as the evaluation and diagnosis the of the extent of the injury or periods of rest. When to report Accident should be reported as soon as possible or within 48 hours. Severe injury must be reported to the Safety Officer and/or the League President. If not available a League Vice President or any other Board Member should be notified. How to make a report At the minimum the following information must be provided: The name and phone number of the individual injured The date, time, and location of the incident As detailed a description of the incident as possible The preliminary estimation of the extent of an injury The name and phone number of the person reporting the incident An injury report form is included in this manual, also included in this packet and it is available online or from the Safety Officer.

11 11 ALL INJURIES MUST BE REPORTED TO THE SAFETY OFFICER! Safety Officer s Responsibilities Within 48 hours of receiving the incident report, the safety officer will contact the injured party or the party s parents and: 1) Verify the information received; 2) Obtain any other information deemed necessary; 3) Check the status of the injured party; and 4) In the event that the injured party required other medical treatment (i.e., emergency room visit, doctor s visit, etc.) the parent or guardian will be advised of Little League insurance coverage and the provisions for submitting any claims. Parents should be advised to review What Parent Should Know About (Copy included in packet) The Safety Officer shall periodically call the injured party to: 1) Check on the status of the injury, and 2) To check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered closed (i.e., no further claims are expected and/or the individual is participating in the league again).

18 DEAR CANYON LITTLE LEAGUE CODE OF CONDUCT 1. Speed limits 5 MPH in roadways and parking lots while attending any Dear Canyon Little League function. Watch for small children around parked cars. 2. No playing in parking lots at any time. No playing on and around lawn equipment. 3. Use crosswalks when crossing roadways. Always be alert for traffic. 4. No profanity. 5. No swinging baths or throwing baseballs at any time within the walkways and common areas. 6. Only a player on the field and at-bat may swing a bat (Ages 5 to 12). 7. No throwing rocks. No climbing or jumping fences. No throwing balls against backstop or dugout. 8. Observe are all posted signs. Players and spectators should be alert at all times for foul balls and Erin throws. 9. During game, players must remain in the dugout area in an orderly fashion at all times. 10. No eating in the dugout or on the Plainfield. Water and sports drinks are permitted in the dugout. After each game, each team must clean up trash in dugout. 11. Players, managers, and coaches must refrain from cell phone usage during a game unless the phone is needed to contact emergency personnel. 12. No alcohol allowed in parking lot, field, or any common area of deer Canyon Little League. 13. No smoking or tobacco use of any kind including spit tobacco allowed in any common area of deer Canyon Little League 14. Children under 14 are not permitted in the Snack Bar. 15. All gates to the field must remain closed at all times. After players have entered or left the playing field, gate should be closed and secured. Failure to comply with your Canyon Little League code of conduct and other rules may result in expulsion from dear Canyon Little League. 18

19 19 COMMUNICABLE DISEASE Bleeding must be stopped, the open wound covered, and the uniform changed if there is blood on it before the player mate continue. Routinely use gloves to prevent mucous membrane exposure when in contact with blood or other bodily fluids our anticipated (provided in first aid kit). Immediately wash hands and other skin surfaces is contaminated with blood. Clean all blood contaminated surfaces and equipment. Managers, coaches, and volunteers with open wounds should refrain from all direct contact until the condition is resolved. Following dissipated guidelines in the immediate control of bleeding and disposal when handling bloody dressings, mouth guards and other articles containing bodily fluids. Preventive measures Coaches, parents, and players with cell phones are encouraged to bring them to all games and practices. Make sure players and spectators keep their fingers out of fencing. Do not leave until all players are picked up. Before a previously injured player can resume playing, and medical release form is needed. Managers should contact the safety officer to confirm the status of the player. Begin every game and practice with more materials that include stretching exercises. Late player should properly stretch prior to joining teammates. Remember, SAFETY is everyone s job. Prevention is key to reducing accidents to a minimum. Report all hazardous conditions to the safety officer or another board member immediately. Don t play on a field that is not safe or with unsafe playing equipment. Be sure your players are fully equipped at all times, especially captures and batters. And, check your team s equipment often.

20 PLAY IT SAFE! The following suggestions can make games and practice safer. Sliding: Long green grass has been found to be better than sand or a sawdust pit to teach sliding. The base must not be anchored. Sliding pads are recommended. To avoid injury the defensive player, tennis shoes are recommended for beginning sliding and tagging practice. Collisions: Collisions result in more injuries than other accidents and are usually caused by errors of judgment or lack of teamwork between fielders. It is important to establish zones of defense to avoid collisions between players, especially important when players are chasing high fly ball. Once zones are established play situations drills should be held until the zones and patterns become familiar to the players. The responsible players should always call out the intention in a loud voice to warn others. As you are ready know there are some general rules to follow. Batter safety: A better s greatest accident exposure is from wild pitches. These wild pitches account for a major portion of all reported accidents. It is important to take all countermeasure to necessary to offset these potentially dangerous incidents. For example: A well fitted, approved helmet is the first requirement. Helmets must be worn during all forms of batting practice (Live pitching, batting cages, soft toss, Hit sticks, Waffle balls, T work, etc.) Simulating batting and ducking practice with tennis balls can help players with slow reflexes. The practice of crowding the plate or jumping around to rattle the picture must not be tolerated. This could endanger the batter if it causes the picture to lose control. Making sure the batter hold the back correctly when bunting can reduce finger and hand injuries. 20

21 Warm-ups: As a manager or coach, you must emphasize to parents the importance of bringing their children at least a half an hour before game time. Many arm and leg injuries are the result of not warming up properly. Late player should properly warm up prior to beginning practice or game play. First Aid Training: Dear Canyon Little League will provide first aid training for coaches and managers before the start of the season. FACILITIES AND EQUIPMENT 21 Facilities: It is a requirement that all managers, coaches, and umpires inspect the field before games and practices. Inspect for hazards including glass or any foreign objects, especially looking for holes in the field. An official Facility Survey of our playing is conducted annually as required by Little League Baseball. Measures will be taken to repair any fence or hazardous conditions before the 2017 season and maintain throughout the season. Equipment: It is the managers and coach s responsibility to regularly inspect all equipment. If replacements are needed, please call the equipment manager prior to any scheduled games. The equipment is part of the Good injury prevention program. Dear Canyon Little League will enforce all rules set forth by Little League International including the proper usage of all equipment, coaches and managers following the rules during practices and games and maintaining a safe environment for players. 23 Dear Canyon Little League 2017 safety meeting. March 21, 2017 at 5:00 PM 23 First aid kit should be at all practices and games. Only create what you re comfortable with. Get the parents or guardians involved as soon as possible and obtained their device for treatment needs. Find out early on what kids have special needs such as physical limitations and medical needs. (Asthma, seizures and allergic reactions.) Make sure parents have an inhaler or Epi Pen available. Find out what parents have special medical experience i.e. doctors, nurses, paramedics etc. Do not administer anything two kids including anything out of the first aid kit. Let the parents administer it if they choose. Know the address of the school or name of the park you are at in order to give accurate information to the 911 dispatcher. Will out the proper accident/injury report as soon as possible. Make sure to give the report to the Safety Officer. Report any unsafe conditions to deer Canyon Little League board members as soon as possible. If you have any doubt about the treatment of a medical condition or injury, call 911. This will allow for proper treatment, transportation and documentation regarding the injury. Make sure DCLL ID badges are warn during any direct contact with the players.

24 SAFETY CLINIC/FIRST AID DEER CANYON LITTLE LEAGUE The Do s and Don ts Do Employee prevention techniques (Stretching, strengthening, endurance, location inspection, proper use of safety equipment) Encourage good nutrition and hydration practices with all players Avoid overuse (Pay special attention to player s activities outside of Little League) Carry First Aid Kit, parent contact information, medical release forms, location address Assess the injury. If the victim is conscious, find out what happened, where it hurts, watch for shock. Know your limitations. Call 911 immediately if the person is unconscious or seriously injured Look for signs of injury (blood, Black and blue, deformity of joint etc.) Listen to the injured player describe what happened and what hurts is conscious. Before questioning, you may have to calm and sued the excited child. Feel gently and carefully the injured area for signs of swelling or grading broken bone. Review the information contained in the player s medical release form Involve the child s parent Talk to your team afterwards about the situation if it involves them. Often players are upset and worried when another player is injured. They need to feel safe and understand why the injury occurred. Don t Administer any medications. Provide any food or beverage (other than water). Hesitate in giving aid when needed. Be afraid to ask for help if you re not sure of the proper procedure. Transport injured individual except in extreme emergencies. Do not handle to buy the root. Do not brush or scrub the tooth. Do not sterilize too. o If debris is on the tooth, rinse gently with water. o If possible, re-implant and stabilize by biting down gently on a towel or handkerchief. Due only if athlete is alert and conscious. If unable to re-implant: o Best Place tooth in enhance balanced saline solution i.e. Save a Tooth. o 2nd Best - place the tooth in milk. Cold whole milk is best, followed by cold 2% milk. o 3rd-best - wrap tooth in saline soaked gauze. o 4th best- placed to thunder athletes tongue. Do this only if the athlete is conscious and alert. o 5th best- place to than a cup of water. Time is very important. Re-implantation within 30 minutes has the highest degree of success rate. TRANSPORT IMMEDIATELY TO THE DENTIST. Involved parents Error on the side of caution, but consider the circumstances and if you re not sure involve parents. Use Common Sense! BE SAFE! 29 2017 Volunteer Applications All board members, managers, coaches and any other person, volunteers or hired workers who provide regular services to deer Canyon Little League and/or have repetitive access to or contact with players or teams must fill out an application form and successfully complete the background verifications process. The volunteer must also provide a government issued photo identification card for identification verification. These applications will be filed as required by the Little League President for the year of service. Upon successfully completing the background verification process the volunteer will be issued a volunteer identification badge. The batch will contain a photo of the volunteer along with the position held and season the ID is valid for. (Sample included in packet) Dear Canyon Little League will conduct a background check using firstadvantage.com and/or in NSOWP.gov on all volunteers. Anyone refusing to fill out a volunteer application is ineligible to be a league member A copy of the Little League volunteer application is included. Application is on the next page. 29
