The Town along with local peestrian an bicycle avocacy groups an organizations shoul work together to not only implement the recommenations in this Plan but also evelop aitional policy an programs that further the active transportation culture in Chili. Consier Developing Peestrian Zones A town-wie policy requiring property owners to buil siewalks as part of all new evelopments can often prove to be problematic for towns ue to the long-term cost of siewalk maintenance. As an alternative, the Town of Chili shoul consier a siewalk policy aime at builing a siewalk network base on community estinations an major streets. There are a number of community estinations that woul attract peestrians if siewalks were available. Places like libraries, schools an parks are goo examples. The Town of Perinton has a similar program. Perinton implemente a peestrian zone policy (i.e. PED Zone ) aime at increasing the scope of the siewalk network aroun parks, schools an along collector an arterial streets. It has an Official PED Map which esignates the areas where siewalks must be built. As an alternative to builing siewalks, the property owner may be require to contribute to a siewalk fun, which is use to buil an maintain siewalks in any area eeme necessary by the Town. In aition, the Planning Boar may require the construction of siewalks along streets not within PED Zones at its iscretion. A policy or a program similar to this coul help the Town of Chili focus its efforts on eveloping a siewalk network that is both effective an afforable. 90 TOWN OF CHILI

The Town of Chili shoul increase its support of an ialogue with these existing groups, an cooperate when possible. Form A Bicycle an Peestrian Committee Aopting a bicycle an peestrian master plan is an early step towar fully embracing peestrian an bicycle culture. While the aoption of a plan is critical, it is even more important to have a eicate, passionate community group working to realize the goals of the plan. A Bike/Walk Chili Committee coul take this leaership role. Members of the committee coul avise the Town Boar, Department of Public Works, Planning Boar, or other government boies when confronte with ecisions that affect walking an biking. Further, the committee coul actively engage the Chili community on ways to increase their use of active transportation by holing special events an promoting safe practices. The Bike/Walk Chili Committee coul be a sub-committee of the Town s Traffic an Safety Committee or be completely inepenent. The Town of Chili, Monroe County Department of Transportation, an New York State Department of Transportation must each maintain their respective infrastructure. Although it is important to buil new infrastructure it is just as important to keep the roas an siewalks safe for use. POLICIES ECOMMENDATIONS & POGAMS Consier Developing a Town of Chili Complete Streets Policy A Complete Street is a roaway planne an esigne to consier the safe, convenient access an mobility of all roaway users of all ages an abilities. Since 2011, numerous New York State towns, cities, an villages have implemente complete streets policies or resolutions. These policy statements ientify the nee to consier all users in the esign of public streets. Although New York State Department of Transportation currently implements this policy for State routes in Chili, a similar town policy coul greatly benefit the evelopment of Chili as a safe community for bicyclists an walkers. If the Town implemente a Complete Streets policy, local roas woul be esigne with walkers an bicyclists in min. See page 41 for more iscussion on Complete Streets BICYCLE & PEDESTIAN MASTE PLAN 91

4 Siewalk Master Plan As previously state, the Chili Comprehensive Plan ientifies the, preparation an aoption of an Official Siewalk Master Plan an Map as a High Priority Action Item. This Bicycle an Peestrian Master Plan will serve to fulfill this Comprehensive Plan recommenation. The Siewalk Master Plan Map locate on the following page illustrates the existing an propose siewalk network within the Town. The existing siewalk network (shown in re) is generally locate in North Chili, West Chili, an Chili Center. The propose siewalks are shown in green. It is recommene that the Town submit a list of the propose siewalks along stateowne roaways to NYSDOT so they may be ae to their Siewalk Caniate Locations List. Please note that inclusion on the caniate list is not a guarantee that peestrian facilities will be constructe, merely that they will be consiere. The propose siewalk network will serve to connect the existing resiential neighborhoos to the existing commercial centers an community resources within the Town. The Siewalk Master Plan will likely take ecaes to implement. As resiential evelopment continues to occur in the Town, aitional siewalk segments may be warrante. Currently, a 300 unit resiential subivision is breaking groun along the east sie of Archer oa, north of the Beaver oa extension. There are seven planne phases of evelopment for this project that will each inclue siewalks, some of which have alreay been inclue (see Figure 18). As evelopment continues, the Town may wish to provie a siewalk(s) along Archer oa to the north connecting this neighborhoo to Paul oa. This connection has not been inclue in this Plan s recommenations, however, as the nee for a peestrian accommoation is contingent upon the completion of all evelopment phases. It is imperative that the Town review this Master Plan on a regular basis to ensure that the siewalk network is expane to reflect new an changing evelopment trens that may occur over the next twenty or thirty years. After careful consieration, there were some areas where siewalks were not recommene at this time. These segments inclue: Union Street from Meaow Farm to oute 490; King oa From Union Street to Paul oa; an Westsie Drive from Golen oa to Fenton oa. As previously state in this Plan, the Town shoul strive to provie pave shoulers that are at least five feet in with along these roaways. However, as evelopment continues in the Town an traffic increases along these facilities, consieration may be given to proviing siewalks (an bike accommoations) on these segments ue their proximity to the three focus areas. 92 TOWN OF CHILI

6 Public ealm Programs The public realm inclues all streets, siewalks, rights-of-ways, waterways, parks an other publicly accessible open spaces, an public an civic builings an facilities. In other wors, there is no one characteristic that makes a place walkable or bikeable. It takes a combination of public realm components working together. Unerstaning these characteristics an implementing policies an esign practices is the only way to ensure that people from all travel moes are not only accommoate but are comfortable in the public realm. Make Street Trees a Stanar Component of Street an oaway Design esearch shows that street trees improve perception of neighborhoos, can increase property values, an are preferre by peestrians. They also provie shae which is not only beneficial to people but it exten the life of pavement. Along with aesthetic benefits, trees can improve the function an feel on the street by creating enclosure making the street feel narrower, thereby slowing traffic an enhancing peestrian frienliness. Street trees shoul be space approximately 50 feet apart an strategically place as to not obstruct site lines near curb cuts or merchant signs. It is important to note that any street trees shoul be installe so as to avoi blocking sight istance for vehicular traffic an maintain the clear zone at all intersections an turning points. Below is a photo simulation showing how the aition of mature street trees may help improve the aesthetics of Chili Avenue in Chili Center. Aing street trees can make a significant improvement to walkability not only on Chili Avenue but to many streets throughout the Town. 94 TOWN OF CHILI

7 Keep Curb aii as Tight as Possible How we esign our corners impacts the safety of peestrians. Curb raii are often unnecessarily large, especially in areas where large trucks are not prevalent. Large curb raius facilitates faster turns by automobiles an lengthens the crossing istances for peestrians. For example, reucing curb raii from 40 feet to 20 feet can reuce automobile turning spees from 15 MPH to 10 MPH an reuce the crosswalk length by more than 10 feet. The Town shoul pay close attention to these esign etails as it reviews evelopment plans an makes improvements to public facilities, such as the entrance to places like Memorial Park (see right). To truly become a peestrian an bicycle frienly community the Town must strike a balance between esigning intersections for motorist an peestrians/bicyclists, especially in the focus areas an near parks, schools, an other community estinations. POLICIES ECOMMENDATIONS & POGAMS Bicycle Boulevars The bicycle boulevar is another treatment that the Town shoul consier when conitions are appropriate. Bicycle boulevar are low-volume an low-spee streets that have been optimize for bicycle travel through treatments such as traffic calming an traffic reuction, signage an pavement markings, an intersection crossing treatments. Motor vehicle volumes on bicycle boulevars are typically less than 3000 vehicles per ay. oaways selecte for bicycle boulevars ieally have maximum motor vehicle spees of 25 mph an o not have a centerline. They are locate ajacent to motor vehicle travel lanes an are ientifie by a white stripe, a bicycle symbol, an signage to alert all users that a portion of the roaway is for use by bicyclists only. They enable bicyclists to have their own space, travel at their preferre spee, an facilitate preictable behavior an movements between bicyclists an motorists. Bike lanes are typically 4 to 6 feet wie, although a recommene with is 5 feet. Wier bike lanes provie aitional operating space an buffers provie further separation from moving an parke vehicles. Buffers between the bike an motor vehicle lanes can be use to visually narrow a wie street an create a more attractive an comfortable bicycling environment. However, as previously state in this Plan (Page 53), the Town recognizes Monroe County s current position on the implementation of bike facilities an will work with MCDOT to ensure appropriate approve alternatives to on-street bicycle facilities are provie where recommene. Separating bicycles from car traffic with a physical barrier makes people feel safer about riing a bicycle, leaing to significant increases in bicycling. - Washington D.C. DOT Consier Sharrows When Bike Lanes Are Not Feasible Sharrows are short-han for share use lane markings. This pavement marking inclues a bicycle symbol an two white chevrons an is use to remin motorists that bicyclists are permitte to use the full lane. There are no stripe bicycle lanes on streets marke with sharrows. Both the New York State an the Monroe County transportation epartments have a policy on share lane markings, which is consistent with the Manual on Uniform Traffic Control Devices (MUTCD). New York State s policy states that share lane markings shoul only be use to inicate the presence of a narrow lane; a narrow lane is a lane that is less than 14 wie an oes not allow motorists an bicyclists to safely travel sie-by-sie within the lane. It also states that these marking shoul not be use on roaways where the spee limit is 40 mph or greater. Share use lanes shoul inclue roaway signage in aition to sharrows. Sai signage shoul be provie in accorance with NYSDOT policy which is inclue in the NYSDOT publication TSMI The Town of Chili shoul collaborate with NYSDOT an MCDOT to facilitate the use of share lane pavement markings an signage where appropriate. A prime example is the potential connection from Shrubbery Lane to Chili Avenue (shown below). The Town currently owns a parcel that spans between both roaways that functions as a rainage way uring certain times of the year. This parcel coul accommoate a non-motorize connection between the neighborhoo an Chili Avenue. The final esign of the connection woul nee to minimize the potential negative impacts for the ajacent resiential properties.
