1 Ref No: Date: September 6, 1996 SPORTS AND RECREATIONAL EQUIPMENT NO. 3 To: Subject: Manufacturers of Safety Helmets; and Sports and Recreational Equipment Announcement of a CSA Certification Program for Cycling Helmets for Use by Cyclists or Cycle Passengers Under the Age of Five Years In response to requests form manufacturers, authorities, and consumers, concerning the increasing need for certification of bicycling headgear, CSA is pleased to announce the expansion of a Certification program for the subject products. The implementation of this program will be based on the amendments to the first edition of CSA Standard CAN/CSA-D113.2-M89, "Cycling Helmets", covered by General Instruction No. 3, issued in May CSA has long been recognized as a world leader in the development of Standards and certification of protective headgear. This program will be added to the existing programs for industrial head protection, hockey helmets, motorcycle helmets, and other forms of head and facial protection. The scope, requirements and pertinent information of this program are outlined in the attached Appendix. Effective Date: Immediately Direction Manufacturers wishing to obtain CSA Certification of subject cycling helmets may make an application at any time. Applications should include the full company name, address, location of each factory and a reference CSA file number (if applicable). Upon receipt of the application, customers will be advised of the quantity and types of samples required for evaluation. 4 APPENDIX INFORMATION SHEET ON CERTIFICATION PROGRAM FOR CYCLISTS OR CYCLE PASSENGERS UNDER THE AGE OF FIVE YEARS 1. Scope This program covers: helmets intended to provide protection for the heads of cyclists or cycle passengers under the age of five years and defines the areas of the head that are to be protected; and the basic performance requirements for shock absorption and strength of the retention system. 2. Requirements CSA Certification of cycling helmets for cyclist or cycle passengers under the age of five years will be based on CSA Standard CAN/CSA-D113.2-M89, "Cycling Helmets" and amendments covered in General Instruction No. 3 issued in May Initial Factory Evaluation (IFE) An Initial Factory Evaluation (IFE) for each location, where the product is manufactured and the CSA Mark is to be applied, will be performed to determine that: there is the necessary test equipment to perform the required factory tests, the equipment is calibrated on a scheduled basis (where required) and personnel responsible for ensuring compliance with the CSA requirements at the factory location understand how to perform the tests; and there is a procedure in place to support the factory's capability for producing the Certified product consistently and in accordance with the certification report. 4. Certification Marking In addition to the marking required by CSA Standard CAN/CSA-C113.2-M89, CSA Certified cycling helmets will be marked with the following CSA label: Stock No: Packages of: 1000 (Serialized every 1000) Colour: black on yellow Labels can be purchased from CSA's Label Sales Group, Etobicoke, (416) (or Fax (416) ) in packages of I:\..\DOC_CTRL\NOTICES\4\mc Page 4 of 5

5 5. Safety Information All CSA Certified cycling helmets shall have a label safety information in both English and French. The information label shall contain statements similar to the following: All helmets for use by cyclists or cycle passengers under the age of five years shall have a permanent label that contains a statement similar to the following: "This helmet has been designed for use by cyclists or cycle passengers under the age of five years". Helmets not for use by cyclists or cycle passengers under the age of five years shall have a permanent label that contains a statement similar to the following: "This helmet has been designed for use by cyclists or cycle passengers aged five years and older. It must not be used by cyclists or cycle passengers under the age of five years". The colour or background colour of the above labels and all certification markings shall be as follows: helmets for cyclists or cycle passengers under the age of five years: yellow, Pantone 803 or equivalent; and helmets for cyclists or cycle passengers aged five years or older: blue, Pantone 801 or equivalent.
