3 WELCOME TO HIGH POINT! HIGH POINT CITY PROFILE High Point earned its name from being the highest point on the NC Railroad between Goldsboro and Charlo_e. The city is thriving with more than 103,000 residents and is located alongside Greensboro and Winston- Salem in the Piedmont Triad region of North Carolina. High Point, centrally located in North Carolina, is a perfect loca5on for the USA Cycling Professional Criterium Na5onal Championship. Being only 165 miles from Asheville, NC and 223 miles from Wilmington, NC and midway between Washington, DC and Atlanta, GA makes us an ideal des5na5on. First and foremost, the dream of racing in High Point originated from and remains its unique Downtown Transporta5on Terminal. This block long glass canopy structure is used for the biannual High Point Market. The structure is 8 lanes wide and can accommodate racers, officials, spectators and vendors all at the Start/Finish. The Terminal is lit and wired for sound and video and includes electronic signage for informa5on. We have raced safely in heavy storms with no problems. On hot sunny days, it provides refuge from the heat. There is nothing else like this in the US. High Point is known as the Interna5onal City because of the wide variety of events that are held here with a_endees from all over the world. In fact, High Point hosts the world s largest trade show twice each year with more than 75,000 in a_endance per event. High Point is located in the center of one of the na5ons largest metropolitan areas known as the Triad. High Point is served with four interstate systems (I- 85, I- 74, I- 40 and I- 73) & the Piedmont Triad Interna5onal Airport. There will be no registra5on on Saturday. Riders may pick up their packet for free during hours listed above. Onsite RegistraQon & Packet Pick up Rider confirmaqon and number distribuqon will be conducted from 4-7PM Friday, July 26th in the IMC Building 220 E. Commerce Ave on the race course. Race numbers will be distributed at this Qme only. All procedures and special regulaqons for the event will be reviewed at this meeqng. No changes will be made afer confirmaqon. 10 Race is held under USA Cycling and UCI regulaqons per USAC 1K1(b) COURSE CRITERIUM 2.18K DOWNTOWN High Point COURSE DESCRIPTION THE CHAMPIONSHIP COURSE IS CHALLENGING, 1.35 MILE FIGURE 8 WITH EIGHT TURNS, A SMALL HILL ON THE BACKSIDE & A LONG GRADUAL UPHILL SPRINT FINISH. THE COURSE IS ON THE BUSINESS STREETS OF DOWNTOWN HIGH POINT.. THE START AND FINISH LINE IS LOCATED AT THE FRONT OF THE IMC BUILDING ON EAST COMMERCE AVE. TEAM BUS PARKING Parking will be available in the north lot of Showplace. Situated at turn one of the Championship course. Access by pass only. Prizes will be available at the awards tent behind the Start/ Finish stage. Primes will be announced throughout the event at the main stage. No primes will be issued aser 5 laps to go. A list of primes will be available at packet pick up & managers mee5ng. USADA is dedicated to elimina5ng doping in sport, preserving the well- being of sport, and ensuring the health of athletes through drug tes5ng, research ini5a5ves, and educa5onal programs. SELECTION OF RIDERS FOR DOPING CONTROL By registering to compete at this event you have consented to be subject to drug tes5ng and adhere to the penal5es associated with an an5- doping rules viola5on. Noncompliance or refusing to be tested will result in the same penal5es as a doping viola5on. USADA will communicate selec5ons for tes5ng and it is the rider s responsibility to verify. THE MEN MUST BE SIGNED IN & AVAILABLE FOR STAGING & INTRODUCTIONS BY 6:30. STAGING WILL BE LOCATED ON S WRENN ST & GREEN ST (DO NOT ENTER COURSE). THE START/FINISH LINE IS LOCATED ON E. COMMERCE ST. PITS / FREE LAPS THERE WILL BE TWO REPAIR PITS AT THE INTERSECTION OF COMMERCE & HAMILTON, WHERE ALL FREE LAPS AND MECHANICAL REPAIRS MUST BE TAKEN. RIDERS MUST REPORT TO THE OFFICIAL AT THE NEUTRAL PIT IN ORDER TO OBTAIN THEIR FREE LAP. ONE FREE LAP IS ALLOWED FOR EACH STOP FOR A LEGITIMATE MISHAP (BREAKAGE, PUNCTURE OR CRASH) UNTIL 4 LAPS TO GO. THE LAST CHANCE T BE PLACED INTO THE RACE WITHOUT CHASING WILL BE AT 5 LAPS TO GO. RIDER DELAYS FROM COURSE CONDITIONS, OTHER RIDERS OR STOPPAGES BEHIND CRASHES ARE NOT ELIGIBLE FOR FREE LAPS. 14 MEDICAL High Point Orthopedics & Sports Medicine will be providing medical support for all races. EMT/First Responder teams will be circula5ng the course. NEUTRAL SUPPORT Shimano will be providing neutral technical support at all races throughout the event. RADIOS Riders may not use radios, telephones, or other communica5on devices. No earpieces may be worn. Audio playback devices are forbidden per USA Cycling rule (1J6). RESULTS Results will be posted near the finish line aser each race. The protest period is 15 minutes aser pos5ng, aser which 5me they become FINAL. Final results will be posted to the USA Cycling website. VEHICLES No team vehicles are allowed in any race. PENALTIES The penalqes will be in line with USA Cycling regulaqons. 14 Technical Guide

15 RULES, REGULATIONS, AND ELIGIBILITY The following is a brief overview of USA Cycling NaQonal Championship rules. For full details, please see: cycling- rule- book.htm. ELIGIBILITY AND QUALIFICATIONS 7B. Na5onal Championship Eligibility 7B1. Na5onal Championships are open only to riders who hold USA Cycling rider annual licenses and meet other qualifica5ons stated in these rules. (a) Na5onal Championships for Junior 17-18, Under 23, and Elites may only be entered by riders who are USA ci5zens or are members in the US Armed Forces.(b) Regardless of any general rule pertaining to Na5onal Championship eligibility, any Na5onal Championship that is a direct qualifier for the World Championships or Olympic Games may only be entered by riders who are eligible under interna5onal regula5ons to enter those events as part of the U.S. team. (c) In Na5onal Championships, women may not enter men s events. 7B2. In order to compete in the Na5onal Championships, a rider must meet any established performance standards. However, Na5onal Champions may defend their 5tles without having to qualify provided that they are otherwise eligible. EQUIPMENT REGULATIONS 1. Bicycles used in all events must conform to the current UCI and USAC regula5ons for mass- start legal bicycles. 2. No handlebar extensions, including "aero bars," or other forms of bars offering forearm support, shall be allowed. 3. Wheels used in all events must conform to UCI mass- start legal regula5ons. The UCI maintains a website with the informa5on of approved wheels. Generally, this means that all wheels must have at least 16 spokes, each spoke must be no more than 2.4mm thick in any dimension, and the rim must be no more than 25mm deep.
