3 WELCOME TO MARSHALL AND BURNSVILLE! Welcome to Marshall and Burnsville, North Carolina! We are thrilled to host USA Cycling competitors and fans for the 2016 USA Cycling Collegiate Road National Championship! Marshall is a small town nestled in the mountains of North Carolina on the banks of the French Broad River. Rich in history, scenery, and mountain culture, Marshall has fused the old with the new by becoming a center for artists and a friendly population of folk. Brick buildings, old-time stores, and the Buncombe County Turnpike make Marshall a historic mountain town. The supportive local community holds a Sunday afternoon farmers market and the restaurants cook with produce from the local farms. Just 29 miles from Marshall is another historic mountain town, Burnsville. Burnsville sits at the base of Mount Mitchell, the highest peak east of the Mississippi River. The town was named after Captain Otway Burns, a naval hero of the War of Burnsville is a favorite spot for hikers and campers, while the Town Square offers crafts fairs, shops, art galleries, and a variety of restaurants. Nestled in between the towns of Marshall and Burnsville is Mars Hill University, who will be providing lodging for the 2016 USA Cycling Collegiate Road National Championship as well as hosting our annual Awards Banquet presented by Industry Nine. Located between the events two host towns (Marshall and Burnsville), Mars Hill is a convenient place to stay and also the location of Saturday's awards banquet. Housing will be in the Bailey Mountain Residential Apartments, one of the most modern residence halls on campus, reserved for upper class students. There will be 4 individuals to a suite apartment (4 bedrooms, 2 baths) which includes a living room and a full kitchen. You may reserve rooms as an individual or a group. Team Time Trial and Individual Time Trial registration will be online only. There will be no onsite registration for the team time trial or individual time trial. Pre-registration will be available at Log into your online account and from your My USA Cycling page, follow the link to register for the 2016 USA Cycling Collegiate Road National Championships. For FAQ about USA Cycling s online registration system, Click Here. All registration and packet pick-up time slots will be at different locations each day, please see schedule. Under no circumstances will riders be allowed to register for a race on the day of the event; however a rider may pick up his or her packet and number. Start sheets will have already been finalized. There is no registration on Sunday. You may not pick up someone else s packet for them. All riders must pick up their own packet in person. You must present your valid USA Cycling license/government issued picture ID at pick-up. Minors must have a LEGAL guardian (not coach) sign their release form. Important Note: What s the difference between packet pick-up and registration? Registration is when you sign up to do a race and pay the entry fee. Feeding is not allowed on the first lap. Team staff should plan to walk from Team Parking to Feed Zone #2. Vehicles will be permitted in Feed Zone. Parking is at the Redmon Baptist Church on Bear Creek Rd. Feed Zone #1 is no vehicles and in walking distance from Island parking areas. Team feeders should wear a team jersey/jacket/etc. and may ONLY feed from the right. There is no neutral feed. No parking downtown. 22 TIME TRIAL PARKING AND VENUE MAP TIME TRIAL NOTES Start times will be available at packet pick-up for both the TTT and ITT. Complete teams and individual riders must report to bike check 15 minutes prior to their start. Failure to do so may result in a delayed start. Bike check/start ramp is located on South Main St, roughly one block from the finish line The course is closed to training once racing has started. It is recommended that athletes use trainers to warm up, considering the busy downtown location of the event. Mavic will be providing neutral support at the Start and along the course. Start order for the TTT will be based on 2015 s team results, with new teams starting first in random order. Top 10 ITT finishers from 2015 will receive preferred seeding, preceded by riders seeded in reverse order based on USAC TT rankings. Teams for the team time trials shall consist of three or four riders. Teams will be timed on the leading wheel of the third rider, per rule 7I7(e). No team follow vehicles are allowed. 24 AWARDS BANQUET PRESENTED BY INDUSTRY NINE Please join us at 6:45 p.m. on Saturday, May 14, at the Pittman Dining Hall of Mars Hill University for a night of great food, entertainment and awards. The Industry Nine Awards Banquet will feature delicious Italian dishes. The dinner will be a celebration of the 2016 USA Cycling Collegiate Road National Championships and will showcase the winners from Friday s and Saturday s events as well as scholarship recipients, graduating seniors and the 2016 Spring Academic All-Stars. The featured speaker will be 2012 Olympic Silver Medalist, Lauren Tamayo. She races for the United Health Care Pro Cycling team and just won the US Professional Criterium Championships. This year will also feature a local 3-piece band, South Slope, who plays traditional Appalachian music. Dinner begins at 6:45 p.m., with award presentations at 7:45 p.m. The dinner cost is $20 per person. Tickets are ONLY available for purchase online by clicking here. Only a limited number of tickets will be available at the door, so be sure to purchase by May 6 th. For those who prefer not to eat at the banquet but wish to attend the awards ceremony, there will be standing room available in Pittman Dining Hall after dinner. Attending only the awards ceremony is free of cost. Plan to arrive no earlier than 7:30 p.m. to attend the awards ceremony. "South Slope" is made up of Bryce Parham (guitar), Kathryn Brickey (fiddle, vocals), and Brandon Johnson (mandolin, vocals). They got to know each other through playing at Bobby Hicks Bluegrass jam at Zuma Coffee, the Lunsford Festival, and other events in and around Asheville and Madison County. They play traditional Appalachian music inflected by fiddle tunes, Bluegrass, Western Swing, Old-Time, and blues. The menu for this year s banquet will offer a variety of options including Rigatoni with Italian sausage, basil pesto veggie pasta, gluten free pasta with broccoli rabe, chilies and garlic, a pizza station, a salad bar, vegan chocolate wonder cake, gluten free peanut butter cookies, and coffee and iced tea. 26 TEAM LEADERS FORUM 2016 USA Cycling Collegiate Road National Championships Don t miss this year s Team Leaders Forum, an opportunity to learn from other club officers and some of the most successful teams in the country about how to grow and maintain a thriving collegiate cycling team. The greatest threat to any collegiate cycling team is also the most unavoidable: graduation. What will happen to your team when the essential officers and strongest racers leave for the real world? Will it fade away, like so many collegiate cycling teams, or stay strong and continue to grow, perhaps even winning national championships in the future? 28 ANTI-DOPING UNITED STATES ANTI-DOPING AGENCY The United States Anti-Doping Agency is the independent anti-doping agency for the Olympic Movement in the United States. USADA is dedicated to eliminating doping in sport, preserving the well-being of sport, and ensuring the health of athletes through drug testing, research initiatives, and educational programs. SELECTION OF RIDERS FOR DOPING CONTROL By registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an anti-doping rules violation. Noncompliance or refusing to be tested will result in the same penalties as a doping violation. For more detailed information concerning USADA protocol and banned substances, please visit the USADA website at All athletes should check the results board once they complete their race. If athletes are selected for testing, numbers of selected riders will be posted next to the results. AWARDS AND AWARDS BANQUET Saturday s Awards Banquet will be held at the Mars Hill University. The banquet will be at 6:45 p.m. and the awards presentation will begin at 7:45 p.m. ADDITIONAL RACE DETAILS Sunday awards will be held on the main finish stage immediately following the last race. CALL-UPS Call-ups will be performed according to rule 7I3, and will be posted with start lists the night before the event. MEDICAL Medical support will be provided by the nearest hospital, Mission Hospital: 509 Biltmore Avenue, Asheville, NC (See map on page 22) and Blue Ridge Regional Hospital, 125 Hospital Drive, Spruce Pine, NC NEUTRAL SUPPORT Mavic will be providing neutral technical support throughout the event. RESULTS Results will be posted near the finish line after each race. The protest period is 15 minutes after posting, after which time they become FINAL. Final results will be posted to the USA Cycling website. RADIOS Riders may not use radios, telephones, or other communication devices. No earpieces may be worn. Audio playback devices are forbidden. VEHICLES No team vehicles are allowed in any race. RECYCLING Recycling bins will be provided in Marshall, please use these containers for appropriate recycling. 29 RULES AND ELIGIBILITY The following is an excerpt of USA Cycling National Championships rules. For the full rulebook, please visit: Individuals attempting to pre-ride the course prior to the event or any scheduled practice day may encounter hazards including incomplete course construction or obstructions. The course may also cross private property. Athletes preriding the course do so entirely at their own risk. ELIGIBILITY AND QUALIFICATIONS 1. All riders/teams must bring this form with them to packet pick-up to verify their full-time status: Riders will not be allowed to start their races without this form. 2. To register, each rider s Conference Director must first check off that the rider has met both the minimum race requirements (#3-4 below), and qualified for one of the conference s allocated start spots (#5 below). 3. To compete in the criterium or road race, riders need to have competed as a category A rider in at least three conference mass start races this season, and must hold a USA Cycling Collegiate license. 4. To compete in the team time trial, riders must have competed as a category A rider in at least two races this season, and must hold a USA Cycling Collegiate license. (This means that any category collegiate rider can enter the National Championship TTT event, so long as they have entered two category A TTTs this season.) 5. Each conference is allocated a finite number of start spots in the criterium and road races. To earn one of these spots, in addition to the minimum requirements (#3-4 above), riders must rank highly enough in the conference either as a team or individual. Each conference determines differently how many of these spots go to teams and how many go to individuals, so ask your conference director or team leader for details. If you don t think you will earn enough points either as a team or individual to qualify, there may be extra start spots available from other conferences, so ask your conference director. 6. For each gender, teams may enter up to 6 riders in the road race, 4 riders in the criterium, and one team of 3 to 4 riders in the team time trial (time taken on the third wheel). There are no limits on the number on the number of entrants per team in the ITT, although teams may only enter a total of 10 men and 10 women at the National Championships. 7. Full rules for the event and collegiate cycling in general can be found in sections 6 and 7 of the USA Cycling Rule Book, including explanations of scoring and call-up procedures. Questions on the eligibility and qualification process for USA Cycling Collegiate Road National Championships should be directed to Emily Palmer, USA Cycling High School and Club Development Coordinator, at or epalmer@usacycling.org. EQUIPMENT REGULATIONS 1. Bicycles used in all events must conform to the current UCI and USAC regulations for mass-start legal bicycles. 2. No handlebar extensions, including "aero bars," or other forms of bars offering forearm support, shall be allowed. 3. Wheels used in all events must conform to USA Cycling mass-start legal regulations. The UCI maintains a website with the information of approved wheels. Generally, this means that all wheels must have at least 16 spokes, each spoke must be no more than 2.4mm thick in any dimension, and the rim must be no more than 25mm deep.
