All subsequent daily on-site registration and packet pick-up will be held at each respective course. Under no circumstances will riders be allowed to register for a race on the day of the event; however a rider may pick up his or her packet and number. Start sheets will have already been finalized. There is no registration on Sunday. You may not pick up someone else s packet for them. All riders must pick up their own packet in person. You must present your valid USA Cycling license at pick-up. Minors must have a LEGAL guardian (not coach) sign their release form. Important Note: What s the difference between Packet Pick-Up and Registration? Registration is when you sign up to do a race and pay the entry fee. Packet Pick-Up is when you sign your waivers and receive your bib number. 10

11 COURSES ROAD RACE MAP BLUE MOUND LONG COURSE Online Map: Blue Mound State Park Blue Mounds, WI Driving directions from Downtown Madison 31 miles approx. 45 minutes 1. Take US 18 W West toward Verona 2. Continue on US 18 W/US 151 S toward Blue Mounds 3. Turn right onto County Road F N 4. Turn left onto Co Rd Id 5. Turn right onto Mounds Rd through the town of Blue Mounds 6. Continue onto Mounds Park Rd and follow the curve left onto Mounds Rd into Blue Mound State Park 11

12 There is a fee to enter Blue Mound State Park. Fee for athletes and spectators is $5. This one-time fee will allow vehicles to enter the park on Wednesday, July 3 rd and Friday, July 5 th. Athletes and spectators should purchase an event parking pass at packet pick-up on Tuesday, July 2 nd or Thursday, July 4 th. If you are unable to attend packet pick-up on Tuesday or Thursday, you may purchase a parking pass at the gate of Blue Mounds. Athletes purchasing a pass at the gate of Blue Mounds will be required to pay full price. To reduce the wait to enter the park, it is recommended athletes purchase a pass at packet pick-up. Parking will also be available at the upper parking area. Staging for each race will take place 20 min prior to each start. There will be a neutral start out of the Blue Mound State Park boundary. The commissaire will alert athletes to the start of the race once athletes pass the corner of Mounds Rd and Mounds Park Rd. Any rider falling off the back of the peloton MUST obey all rules of the road including center line rule and stop signs. There will be Shimano neutral support follow vehicles in each race. The course runs counterclockwise. There will be one feed zone located near the end of the large loop on Mounds Park Road. Please note that oversized vehicles, RV s, trailers, tents, team camps, etc. will not be allowed in this area. Feeders must feed from the right and must stay within the designated feed begin and end signs. There is no neutral feed. Juniors will be subject to rollout before the start and after their finish at the officials discretion. Pre-race caravan staging will be located at the upper parking area of Blue Mound State Park, behind the start line area. Caravan deviation at the end of the race will be just before the finish line at the upper parking area of Blue Mound State Park. Drivers will take a left onto the parking loop just before the finish truss structure. 12

Shimano will be providing neutral support stations at the Start and at stationary pits along the course. No feeding will be allowed. ALL Riders must obey the Center Line Rule for the ENTIRE course. Riders must report early for bike measurement. Bikes may not leave the area without being re-measured. Pre-race caravan staging will be located behind the start line area on McKay Way. Caravan deviation at the end of the race will occur just before the final turn onto McKay Way. Caravan cars will continue straight on S Monroe St. Caravan cars will then turn left on Knowlton St. to return to the start area staging on McKay Way, if necessary. 14

19 ROAD RACE MAP WATERLOO SHORT COURSE Online Map: Box Elder Rd. Marshall, WI Directions to on-course parking from Downtown Madison: 22 miles approx. 30 minutes 1. Take E Washington Ave Northeast 2. Take the Wisconsin 30 E ramp to Interstate 94/Interstate 90, merge onto Wisconsin 30 E 3. Merge onto I-94 E 4. Take exit 250 for WI-73 S, turn left onto Wisconsin 73 N 5. Turn right onto E Main St 6. Turn right onto Cherry Ln 7. Turn right onto Box Elder Rd 8. Reduce speed and stay to the RIGHT of the road at the corner of Box Elder Rd and Tower Line Rd and continue 0.2 miles to the parking area 19

20 Start/finish line is located near 5565 Box Elder Rd. Closest parking will be on the property at 5565 Box Elder Rd. Access to this parking area is only available until 7:45 a.m. All motorhomes and vehicles with trailers MUST park in this lot and MUST be parked by 7:45 a.m. Vehicles will access parking from the corner of Box Elder Rd. and Tower Line Rd., driving west. Vehicles MUST reduce speed and stay to the RIGHT of the road at the corner of Box Elder Rd and Tower Line Rd and continue 0.2 miles to the parking area. Vehicles will NOT be allowed to access parking from this intersection after 7:45 a.m. Please plan accordingly and arrive early. Vehicles will be allowed to leave this lot through the day. However, departures may be delayed due to racing. There will be very limited parking available at Little Amerricka Amusement Park, 700 East Main Street, Marshall, WI Motorhomes and vehicles with trailers will not be allowed to park in this area. Note that this parking area is 0.9 miles from the start/finish line. Staging for each race will take place 20 min prior to each start. There will be Shimano neutral support follow vehicles in each race. The course runs clockwise. Feeding will only be allowed in races longer than 40km and not on the first or last lap. Any changes to this policy will be approved by the Chief Referee. For races longer than 40km, there will be one feed zone located past the start/finish line on Box Elder Rd. Feed zone is walking distance from the start/finish line. Please note that oversized vehicles, RV s, trailers, tents, team camps, etc. will not be allowed in this area. Feeders must feed from the right and must stay within the designated feed begin and end signs. There is no neutral feed. Juniors will be subject to rollout before the start and after their finish at the officials discretion. After 7:45 a.m., access to the parking area at 5565 Box Elder Rd. will only be allowed after the conclusion of each race. Motorhomes and vehicles with trailers will NOT be allowed to park using this option. All motorhomes and vehicles with trailers MUST be parked by 7:45 a.m. Vehicles must allow for local traffic and may line up on the right side of the road at the corner of Box Elder Rd. and Missouri Rd., beginning at the following times: 10:00 a.m. 11:15 a.m. 12:15 p.m. 2:15 p.m. Once the race has concluded, vehicles will be directed on course at a reduced speed and will travel 0.4 miles on the course to the parking area. Parking will not be allowed once the next race begins. Expect delays for this parking option. 20

21 CRITERIUM MAP 1K DOWNTOWN COURSE Online Map: Capitol Square, Downtown Madison 1 W Main Street Madison, WI Parking can be found in multiple parking garage and street parking locations in the downtown Madison area. Start/Finish line is located at the corner of Main St and Martin Luther King Jr. Blvd on the Southeast side of the Capitol Square. The course runs counter-clockwise. Juniors will be subject to rollout before the start and after their finish at the officials discretion. 21 Staging for each race will take place 20 min prior to each start. Shimano will be providing neutral support in a fully staffed neutral wheel pit. The pit will be located just prior to the Start/Finish line at the corner of Main St and Martin Luther King Jr. Blvd. Free laps will end with 8 laps to go; riders will not be allowed to re-enter the course after this point. Call-ups will be done for defending National Champions, National Champions moving up an age group and the top 8 athletes from the USA Cycling rankings.

23 ANTI-DOPING ADDITIONAL RACE DETAILS UNITED STATES ANTI-DOPING AGENCY The United States Anti-Doping Agency is the independent anti-doping agency for the Olympic Movement in the United States. USADA is dedicated to eliminating doping in sport, preserving the well-being of sport, and ensuring the health of athletes through drug testing, research initiatives, and educational programs. AWARDS Wednesday, Friday, Saturday and Sunday awards will all be held at their respective race sites. Time Trial awards will be held at the Great Dane Pub Eastside, 876 Jupiter Dr, Madison, WI at 7:00 p.m., Thursday. See the event schedule for details. CALL-UPS Call-ups will be done for defending National Champions, National Champions moving up an age group, and for the top 8 athletes from the USA Cycling rankings. This is only for Criterium races. MEDICAL UW Health will be providing medical support for all races. Paramedics will be on site at each course. SELECTION OF RIDERS FOR DOPING CONTROL By registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an anti-doping rules violation. Noncompliance or refusing to be tested will result in the same penalties as a doping violation. For more detailed information concerning USADA protocol and banned substances, please visit the USADA website at All athletes should check the results board near the finish line once they complete their race. If athletes are selected for testing, numbers of selected riders will be posted next to the results. OFFICIAL EVENT WEBSITE 23 NEUTRAL SUPPORT Shimano will be providing neutral technical support at all races throughout the event. RESULTS Results will be posted near the finish line after each race. The protest period is 15 minutes after posting, after which time they become FINAL. Final results will be posted to the USA Cycling website. RADIOS Riders may not use radios, telephones, or other communication devices. No earpieces may be worn. Audio playback devices are forbidden. TEAM VEHICLES Team vehicles will only be allowed in the Road Race (one car) and Time Trial (one car per rider), and only for the U23 Women, U23 Men, and Cat 1/Open Men (UCI Domestic Elite Teams only) races. Drivers must have a current UCI Personnel Support Director Sportif License, which must be presented to the proper USA Cycling officials prior to the race. The driver must declare their intent at registration and attend a caravan meeting prior to race start (see event schedule for day/time). Car decals will be given for team vehicles. Oversize vehicles may not be used as support vehicles for the road race.

24 RULES AND ELIGIBILITY The following is a brief overview of USA Cycling National Championship rules. For full details, please see: LICENSE REQUIREMENTS 1. ALL PARTICIPANTS MUST BE U.S. CITIZENS (EXCEPT 16 AND UNDER AND MEN S CAT 1/OPEN SEE BELOW) AND HAVE A CURRENT & VALID USA CYCLING LICENSE (OR FOREIGN FEDERATION LICENSE) WITH THE PROPER CATEGORY AT THE TIME OF REGISTRATION. Only riders who have a current and valid USA Cycling license will be allowed to register. Riders must also be licensed for the category in which they are attempting to register. If you do not have a current and valid USA Cycling license, the easiest way to obtain one is via the USA Cycling website at You may purchase, renew and/or request a category upgrade online on your My USA Cycling page. ELIGIBILITY 1. At the time of registration, all participants in the USA Cycling Amateur & Para-cycling Road National Championships MUST meet the minimum required category for the respective races according to the 2013 USA Cycling Rulebook. 2. All participants in the 2013 Amateur & Para-cycling Road National Championships MUST be a U.S. citizen or permanent resident depending upon the category as outlined below: a. Juniors 10-16: Participants MUST be either U.S. Citizens OR permanent residents b. Juniors 17-18: Participants MUST be U.S. Citizens c. U23: Participants MUST be U.S. Citizens d. Men Cat 1/Open: Participants MUST be either U.S. Citizens OR permanent residents 3. U23 athletes who are on a UCI ProTour roster are not eligible to compete at the USA Cycling Amateur & Paracycling Road National Championships. However, members of UCI Continental teams and Pro Continental teams are allowed in the U23 category. 4. Men over the race age of 22 who are members of any UCI-registered road trade team (ProTour, Professional Continental, and Continental) are not eligible to compete at the USA Cycling Amateur & Paracycling Road National Championships. 5. Age Group/Category Participation: a. Juniors participants MUST race in their respective age groups, subject to category restrictions b. Men s Junior participants MAY race in both their age group and/or the Men Cat. 1/Open races, subject to category restrictions c. Men s U23 participants MAY race in both their age group and/or the Men Cat. 1/Open races, subject to category restrictions. INDIVIDUAL TIME TRIAL: Are open to ALL categories men s categories 1-5 and women s categories 1-4. ROAD RACE: The Juniors men s and Junior women s road races are open to ALL categories The Juniors men s road races are restricted to category 1-3 participants only The U23 women s road race is restricted to road category 1-3 participants only The U23 men s road race is restricted to road category 1-2 participants only The Men Cat. 1 road race is restricted to road category 1 participants only 24

25 CRITERIUM: The Juniors men s and Junior women s criterium are open to ALL categories The Juniors men s criterium are restricted to road category 1-3 participants only The U23 women s criterium is restricted to road category 1-3 participants only The U23 men s criterium is restricted to road category 1-2 participants only The Men Cat. 1 criterium is restricted to road category 1 RULES BICYCLES: All UCI rules for bicycles AND components, including the 3:1 ratio rule, will be in force for men s and women s U23 and men s and women s Junior Road National Championship races. For more information, reference Part 1, Section 3 of the UCI Rulebook. The following is a brief overview of the UCI bicycle regulations that will affect bicycles used at all USA Cycling National Championships: For road bicycles, the main points are: 1. Weight of the bike shall be a minimum of 6.8 kilograms 2. Wheels must be of the same diameter between 550 and 700 cm. 3. Wheels used in road races must have at least 12 spokes and be listed on the UCI's approved list, or have at least 16 metals spokes and meet the other specifications of a traditional wheel per UCI Frames must be of double triangle construction. For time trial bicycles, the main points are: 1. Weight of the bike shall be a minimum of 6.8 kilograms 2. Wheels must be of the same diameter between 550 and 700 cm. 3. The nose of the saddle must be at least 5cm behind the vertical plane of the center bottom bracket *. 4. The plane passing through the highest points at the front and rear of the saddle shall be horizontal. 5. The distance of the center of the vertical plane of the bottom bracket to the end of the handlebars measured at the pivot point ** of shifters shall be at most 75 cm *. 6. Handlebars and extensions must remain below the horizontal line of the saddle. 7. All components must meet the UCI 3/1 rule 8. Equipment presented at bike check may not be modified to meet rules. (e.g. no cutting/grinding of frames, no sawed off saddles or aero bars) 9. Juniors, race age 14 and younger, are restricted to massed-start bicycles. These bicycles must also have at least 16 spokes and no wheel covers may be used. Per USA Cycling rule 1I4, no blocked gears will be allowed for junior gear restrictions. *Riders who feel they cannot meet these restrictions due to morphological reasons (height or limb length) may request an exception from the officials. This request should be made the day of racing, please be prepared to arrive to bike check early for this. If an exception is granted in the case of the saddle position, then the saddle can only be moved forward to the point where the tip is even with the vertical through the chainring axle. In the case of the handlebar position, the extension may be increased to a maximum of 80 cm from the chain ring vertical. No rider can take both morphological exceptions. **If the shifters return automatically, then it is the end of the shifters that is used for this measurement. 25

The College Recruitment Fair will take place at the Madison Concourse Hotel on Saturday, July 6 th from 6:00 p.m. 9:00 p.m. Collegiate cycling offers riders of all ability levels the chance to race in a team-focused environment while representing their colleges or universities. In the words of Ted King (Cannondale Pro Cycling), who started racing in collegiate cycling for Middlebury College, Collegiate cycling is awesome. I can thank collegiate cycling almost exclusively for getting me where I am today. In a word, collegiate cycling is just fun week in and week out you get to see the same awesome people from across the collegiate spectrum, have a blast racing with them, witness their ridiculous antics, and just have a great time doing it.
