Louisville has a vibrant cycling community, and we are excited to be part of such a premier sporting event as the 2017 USA Cycling Amateur Road National Championships presented by Papa John s and USA Cycling Pro Crit and Team Time Trial. With Louisville s passion for sports we are confident that this event will be one that showcases the athletes incredible talent and provides fans an opportunity to experience a great sporting event. Our community has tremendous experience hosting major cycling competition such as the UCI Elite and Masters Cyclocross World Championships, the UCI BMX World Championships and the USA Cycling Masters Road Nationals Championships. Also, we have hosted major sporting competitions such as the Ryder Cup, Breeders Cup, PGA Championship, NCAA Final Four and 18 NCAA Division II National Championships over the past six years. And, as home to the Kentucky Derby for 142 years, it is woven into the fabric of our community to embrace events and visitors from around the world. All drivers must have attended USA Cycling s Caravan Safety Training in the previous 12 months, or attend it at this event. The driver must inform race officials which rider (TT) or team (RR) they are supporting at registration. Car decals will be given for team vehicles. Oversize vehicles are not allowed. All subsequent daily onsite registration and packet pick-up will be held at each respective course near the start/finish. Under no circumstances will riders be allowed to register for a race on the day of the event; however a rider may pick up his or her packet and number. Start sheets will have already been finalized. There is no registration on Sunday. You may not pick up someone else s packet for them. All riders must pick up their own packet in person. You must present your valid USA Cycling license at pick-up. Minors must have a LEGAL guardian (not coach) sign their release form. Important Note: What s the difference between Packet pickup and Registration? Registration is when you sign up to do a race and pay the entry fee. Packet pickup is when you sign your waivers and receive your bib number. 12

14 Time Trial Directions Start out going west on W Main St/US-60 W/US-31E N toward S 2nd St/US-31 N/US-31 S. Then go 0.10 miles. Take the 1st right onto N 2nd St/US-31 N. Then you will go 0.01 miles and keep right at the fork to go on N 2nd St. Continue 0.63 miles and stay straight to go onto I-64 E. Continue for miles and merge onto I-265 S/KY-841 S/Gene Snyder Fwy S via EXIT 19A. Then go 2.20 miles and take the KY-155 exit, EXIT 23, toward Taylorsville/Jeffersontown. Then 0.32 miles and keep left to take the ramp toward Taylorsville/Fisherville. Then 0.02 miles and turn left onto KY-155/Taylorsville Rd. Go 1.93 miles then turn right onto Taylorsville Lake Rd/KY-155/KY Continue to follow KY-155. Then go miles. KY-155 becomes Taylorsville Rd/KY-55/KY-44 Byp. Then 0.11 miles and 520 Taylorsville Rd, Taylorsville, KY , 520 Taylorsville Rd. is on the left. Parking is at the Spencer County High School. 14
15 Time Trial 10k/6.5mi Course Map Time Trial Notes There will be no warm up on course, we will be using both travel lanes for the race, please plan to warm up at your car. SRAM neutral support will be at the start and the halfway point for each course. Medical will be located at the start/finish area as well as at the halfway point for each course. Start lists will be posted online on Wednesday evening and at registration, which will be in the northeast entrance to Spencer County High School. Seeding will be by USA Cycling rankings. There is no bike check for this course distance. The turnaround will be marked by a turnaround sign and fencing. 15

18 Road Race Cherokee Park Distance from Louisville: 6.4 miles Approximate Time: 12 minutes Directions Road Race Parking location #1 Merge onto I-64 W toward Louisville. Then 6.64 miles on I-64 W. Take the Grinstead Dr. exit, EXIT 8. Then 0.27 miles Turn left onto Grinstead Dr. Then 0.19 miles, turn sharp left onto Lexington Rd. If you are on Grinstead Dr. and reach US- 60 Alt E you've gone too far. Then 0.77 miles turn right onto Alta Vista Rd. If you are on Lexington Rd and reach Altagate Rd. you've gone about 0.1 miles too far. Then 0.98 miles 1185 ALTA VISTA RD is on the left. This will be a dead end street so if you are bringing a large vehicle please park at parking location #2. Large vehicles will not be able to turn around at this location. 19 Parking location #2 Merge onto I-64 W toward Louisville. Then 4.37 miles Take the Cannons Ln. exit, EXIT 10. Then 0.23 miles Turn right onto Cannons Ln. If you reach I-64 W you've gone about 0.2 miles too far Then 0.38 miles, turn left onto Old Cannons Ln. Old Cannons Ln. is 0.2 miles past Cannons Ln. If you reach Hycliffe Ave. you've gone too far Then 0.44 miles, turn right onto Seneca Park Rd., if you are on Old Cannons Ln. and reach Park Hills Dr. you've gone about 0.1 miles too far Then 0.63 miles, keep left at the fork to continue on Seneca Park Rd. Then 0.72 miles You may not park on the side of Seneca Park Road with the homes. You must park on the grass side of Seneca Park Road. Please pull in at a 90-degree angle to the road so we can fit many more cars. 19
20 Road Race Course Map Feedzone S/F Road race notes Staging will take place at Alta Vista Rd. 15 minutes prior to race start. Team vehicle staging will be on Seneca Park Rd. 15 minutes prior to race start. Deviation will be a right hand turn on Seneca Park Rd. Team vehicle radios will be available at the managers meeting. The feed zone will be on the climb on Scenic Loop before it turns into Alexander Rd. Feeding will be on the right. Parking will be available along Alexander Rd. from where you can walk to the feedzone. Please note there is no parking in the golf course parking lot at the end of Alexander Rd. o Feeding will be allowed as follows and will be readdressed if need be for weather: Cat 1 Male laps 6 through 19 U23 Male laps 6 through Male laps 4 through 8 20

The top six (6) riders will be rolled out post-race. Riders will be pulled off the back if lapped or about to be lapped or impeding the leaders of the race. Pulled riders will be placed in the results. Riders from different age groups may not ride together. SRAM neutral support will be on course for each race and will have junior cassettes available. Please do not ride backwards on course. o Directions to the feedzone from Alta Vista Rd. are as follows: o Head northeast on Alta Vista Rd toward Rostrevor Cir. o Turn left onto Lexington Rd. o Use the left lane to turn left onto Grinstead Dr. o Turn left onto Cherokee Pkwy o Turn left onto Willow Ave o Slight left onto Alexander Rd. o Approximately 7 minutes. o Directions to the feedzone from Seneca Park Rd. are as follows: o Head east on Seneca Park Rd toward Pee Wee Reese Rd. o Continue onto Pee Wee Reese Rd. o Take Garden Dr. to Lexington Rd. o Continue on Lexington Rd to Willow Ave. o Drive to Alexander Rd. o Approximately 9 minutes. 21

25 ANTI-DOPING UNITED STATES ANTI-DOPING AGENCY The United States Anti-Doping Agency is the independent anti-doping agency for the Olympic Movement in the United States. USADA is dedicated to eliminating doping in sport, preserving the well-being of sport, and ensuring the health of athletes through drug testing, research initiatives, and educational programs. Juniors 17-18, U23, and pro podiums will be awarded 3- deep as they are UCI categories. The top three U23 women will be recognized from the pro women s criterium. CALL-UPS Call-ups will be done for defending national champions, national champions moving up an age group, the returning podium placement and for the top 10 athletes from the USA Cycling rankings. SELECTION OF RIDERS FOR DOPING CONTROL By registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an anti-doping rules violation. Noncompliance or refusing to be tested will result in the same penalties as a doping violation. For more detailed information concerning USADA protocol and banned substances, please visit the USADA website at All athletes should check the results board near the finish line once they complete their race. If athletes are selected for testing, numbers of selected riders will be posted next to the results. OFFICIAL EVENT WEBSITE AWARDS Awards will be held in the following locations: Thursday- Taylorsville Friday- Fante s Coffee 25 MEDICAL Medical staff will be provided by Baptist Health Sports Medicine. Medical staff will be on site at each course. EMS transport units will be provided by Spencer County Emergency Services and Yellow Ambulance for road and criterium races. NEUTRAL SUPPORT SRAM will be providing neutral technical support at all races throughout the event. RESULTS Results will be posted near the finish line after each race. The protest period is 15 minutes after posting, after which time they become FINAL. Final results will be posted to the USA Cycling website. RADIOS The use of radios is limited to events in the road discipline for races that are composed exclusively of riders that are Category 2 and higher, and in time trial events on the road for all categories. The use of radios is prohibited for junior races. Audio playback devices are forbidden. TEAM VEHICLES Team vehicles will only be allowed in the road race (one car) and time trial (one car/rider),
26 and only for the U23 Men, and Cat 1/Open Men (UCI Domestic Elite Teams only) races. Drivers must have a current UCI Personnel Support Director Sportif License or USA Cycling Domestic Driver s license, which must be presented to the proper USAC officials prior to the race. The driver must declare their intent at registration and attend a caravan meeting prior to race start (see schedule for day/time). Car decals will be given for team vehicles. Oversize vehicles are not allowed. 26
27 COLLEGE RECRUITMENT FAIR USA Cycling is pleased to offer junior and U23 riders attending the 2017 USA Cycling Amateur Road National Championships an opportunity to talk with collegiate cycling program directors, team leaders, and admission officials from across the country. The College Recruitment Fair will take place at the registration and packet pick-up Wednesday, June 28, 3:00pm - 6:00 p.m.. Collegiate cycling offers riders of all ability levels the chance to race in a team-focused environment while representing their colleges or universities. In the words of Ted King (Cannondale Pro Cycling), who started racing in collegiate cycling for Middlebury College, Collegiate cycling is awesome. I can thank collegiate cycling almost exclusively for getting me where I am today. In a word, collegiate cycling is just fun week in and week out you get to see the same awesome people from across the collegiate spectrum, have a blast racing with them, witness their ridiculous antics, and just have a great time doing it. Collegiate cycling is not something you ll want to miss out on, and neither is this recruitment fair, so be sure to stop by! 28 RULES, REGULATIONS, AND ELIGIBILITY Updated The following is a brief overview of USA Cycling National Championship rules. For full details, please see: Individuals attempting to pre-ride the course prior to the event or any scheduled practice day may encounter hazards including incomplete course construction or obstructions. The course may also cross private property. Athletes pre-riding the course do so entirely at their own risk. LICENSE REQUIREMENTS ALL PARTICIPANTS MUST BE U.S. CITIZENS (EXCEPT 16 AND UNDER AND MEN S CAT 1/OPEN SEE BELOW) AND HAVE A CURRENT & VALID USA CYCLING LICENSE (OR FOREIGN FEDERATION LICENSE) WITH THE PROPER CATEGORY AT THE TIME OF REGISTRATION. Riders must also be licensed for the category in which they are attempting to register. If you do not have a current and valid USA Cycling license, the easiest way to obtain one is via the USA Cycling website at You may purchase, renew and/or request a category upgrade online on your My USA Cycling page. Please note that you may need to verify citizenship and age with USA Cycling to be allowed to compete. ELIGIBILITY At the time of registration, all participants in the USA Cycling Amateur Road National Championships MUST meet the minimum required category for the respective races according to the USA Cycling Rulebook Participants MUST be either U.S. citizens OR permanent residents with a USA Cycling annual license Participants MUST be U.S. citizens and have a US racing nationality* Juniors Participants MUST race in their respective age groups, subject to category restrictions. Participants MAY race in both their age group and/or the men cat. 1 races, subject to category and gender restrictions Participants MUST be U.S. citizens and have a US racing nationality* U23 U23 participants MAY race in both their age group and/or the men cat. 1 races, subject to category restrictions. As stated above, members of UCI 28
29 Cat 1/Open Participants MUST be U.S. citizens and have a US racing nationality* Men Cat 1/Open registered team may not compete in the cat. 1 race. Members of UCI WorldTeams, UCI Continental teams and Pro Continental teams are allowed in the U23 category. Men over the race age of 22 who are members of any UCI-registered road trade team (WorldTeam, Professional Continental, and Continental) are not eligible to compete at the USA Cycling Amateur Road National Championships. Amateur men s U23 participants MAY race in both their age group and/or the men cat. 1 races, subject to category restrictions. As stated above, members of UCI registered team may not compete in the cat. 1 race. *Note that a rider must be both a U.S. citizen AND have USA as their cycling nationality. There is no such thing as a dual citizen in cycling. CATEGORY REQUIREMENTS INDIVIDUAL TIME TRIAL Open to ALL categories men s categories 1-5 and women s categories 1-5. ROAD RACE Junior Men Open to ALL categories men s categories 1-5 Junior Women Open to ALL categories women s categories 1-5 Junior Men Restricted to category 1-3 participants only U23 Restricted to road category 1-2 participants, as well as professionals as noted above Cat. 1 Restricted to road category 1 participants only CRITERIUM Junior Men Open to ALL categories men s categories 1-5 Junior Women Open to ALL categories women s categories 1-5 Junior Men U23 Restricted to road category 1-3 participants only Restricted to road category 1-2 participants only, as well as professionals as noted above Cat. 1 Restricted to road category 1 EQUIPMENT RULES BICYCLES: Men s U23 and Men s and Women s junior In general all UCI rules for bicycles AND components, including the 3:1 ratio rule, will be in force for road national championship races. For more information, reference Part 1, Section 3 of the UCI Rulebook. The following is a brief overview of the UCI bicycle regulations that will affect bicycles used at all USA Cycling national championships: The main points are: 29
30 1. Weight of the bike shall be a minimum of 6.8 kilograms. 2. Wheels must be of the same diameter between 550 and 700 cm. 3. Wheels used in road races must have at least 12 spokes and be listed on the UCI's approved list, or have at least 16 metals spokes and meet the other specifications of a traditional wheel per UCI Frames must be of double triangle construction. 5. The nose of the saddle must be at least 5cm behind the vertical plane of the center bottom bracket. ** 6. The plane passing through the highest points at the front and rear of the saddle shall be within 9 degrees of horizontal. 7. The distance of the center of the vertical plane of the bottom bracket to the end of the handlebars measured at the end of the shifter arc measured horizontally shall be at most 75 cm **. 8. Handlebars and extensions must remain below the horizontal line of the saddle. 9. All components must meet the UCI 3/1 rule. 10. Equipment presented at bike check may not be modified to meet rules. (e.g. no cutting/grinding of frames, no sawed off saddles or aero bars). 14 & Under requirements 1. Juniors, race age 14 and younger, are restricted to massed-start bicycles in the road race and time trial 2. These bicycles must also have at least 16 spokes and no wheel covers may be used. Jr and Men Cat. 1/Open category requirements 1. In general, the regulations for bicycles are those of USA Cycling. Please refer to section 1I Bicycles, in the USA Cycling rulebook: The main points are: a. Bicycles may be no more than 2 meters long and 75 cm wide. b. There may be no protective shield, fairing, or other device on any part of the bicycle, which has the effect of reducing air resistance except that spoke covers may be used. c. Wheels may be made with spokes or solid construction. d. The handlebar ends shall be solidly plugged. e. Handlebars with ends, features, or attachments that extend forward or upward or that provide support for other than the rider's hands are permitted only in time trial events. Per USA Cycling regulations, the following UCI regulations will be in effect for the event. For mass start events and individual time trials: a. Bicycle frames must be of double triangle construction. b. Wheels must be of the same diameter between 550 and 700 cm. Additional requirements 1. Per USA Cycling rule 1I4, no blocked gears will be allowed for junior gear restrictions. 2. Disc brakes will be allowed in all events and categories. **All riders are entitled to one morphological exception, either handlebar position or saddle position. A saddle morphological exception means the saddle can be as far forward as even with the vertical through the bottom bracket. A handlebar morphological exception means the handlebars can be 80 cm from the vertical through the bottom bracket, or 85 cm in the case of a rider 190cm or taller. No rider can take both morphological exceptions. 30
