2 COMPETITION GUIDE Introduction This document summarises the information needed by the National Federations for participation by their riders in the 2019 UCI Track Cycling World Championships presented by TISSOT: 1. 3 1. TRAINING SESSIONS UNOFFICIAL TRAINING: It will be possible to book the track during the days before the Official Training days. Please contact / / The costs and the schedule will then be accorded. OFFICIAL TRAINING: Saturday, 23 rd February to Tuesday, 26 th February The track will be open for Official Training Sessions from Saturday, 23 rd to Tuesday, 26th February, from 09:00 to 19:30 with 1h45 slot per group. The detailed time schedules of the official training sessions will be established at the closing of the online registration system and published on the UCI website. OFFICIAL TRAINING AND WARM UP SESSIONS ON COMPETITION DAYS Official Training (1 hour open to Warm-Up Session (50 min for Start of the rider not competing on the day) rider competing only) competitions Wednesday, 27 th Feb. 11:00 12:00 12:00-12:50 13:00 Thursday, 28 th Feb. 12:30 13:30 13:30-14:20 14:30 Friday, 1 st March 13:00 14:00 14:00-14:50 15:00 Saturday, 2 nd March 10:00-11:00 11:00-11:50 12:00 Sunday, 3 rd March / 11:00-11:50 12:00 Official training session on competition days: The first hour will be open to riders not competing on that day, while the second hour will be for riders competing on that day only. 1-hour pre-competitions warm-up session: The track will open before qualifying sessions for riders competing on the day. In-between the sessions, the track will be open from the last competition until 10 minutes before the start of the final session. Reminder: The use of the derny and the use of starting blocks during the official training are not permitted. During these sessions, standing starts are permitted for single rider only. The standing start shall take place on the home straight only, in the sprinters' lane and only with the assistance of someone waving a flag at the exit of the bend. During training and warm-up sessions, UCI Rules must be respected. The UCI Technical Delegate has the power to take the necessary measures to ensure security on the one hand and equity among the other teams on the other. OFFICIAL MEETINGS CONFIRMATION OF STARTERS Date: Tuesday 26th February 2019 Time: 10:00 12:00 Room: Hotel De Silva Team managers must confirm all starters, present all licenses and provide a sample of team kit. Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 500 to CHF Injury or illness will not be accepted as a valid circumstance unless the rider is declared unfit to start by the official UCI doctor. COMMISSAIRES MEETING Date: Tuesday 26th February 2019 Time: 16:00-17:00 Room: Hotel De Silva TEAM MANAGERS MEETING AND DISTRIBUTION OF RACE NUMBERS Date: Tuesday 26th February 2019 Time: 18:00 Room: Hotel De Silva Rider numbers will be distributed at the Team Managers meeting. We request a maximum representation of two people per team attend the meeting. Attendance is required by: UCI Technical Delegate UCI Commissaries Team Managers UCI Doping Control Officer Event Director Event Manager Competition Manager Race Doctor At the end of the Team Managers meeting, the UCI will be available to discuss and answers questions about the Olympic Games (Olympic Qualification System). 3. COMMUNIQUES Considering the environment, all communiqués, results and start lists will be displayed on a whiteboard in the infield. Hard copies will also be distributed however the amount of copies will be adapted as per the number of participants; 1 copy per participant. 5 4. TEAM MAINTENANCE AND STORAGE AREAS Storage containers are allocated to teams according to the numbers of riders entered. Some of these are located inside the velodrome and some are located in front of the velodrome. Each container is provided with lightning. The team cabin area is covered by security 24 hours a day from February 22 nd. Teams who arrive prior should contact Tomasz Nargiełło, , nargiello@pzkol.pl The Team Cabin Coordinator will meet each team on arrival and show you to your allocated Cabin. It is important that teams only use the cabin allocated to them. Due to the numbers of teams entered and space limitations it will be necessary for some smaller teams to share cabins. A security deposit of 150,00 in cash must be paid for each key. Please ensure you sign your key back in at the end of the event, no later than 10h00 on Monday March 4 th. Lost/unreturned keys will be charged at 50,00 euro per key. The deposit will be returned once the team cabin has been inspected and is left in the condition in which it was issued to you. Your deposit will not be returned is there is any damage to the team cabin and you may incur additional repair costs if the damage exceeds the initial deposit. Lost keys if your team misplaced the key for your team cabin, a replacement key is available from the Team Cabin Coordinator. Teams will be responsible for the cost of replacing lost keys. Key replacement cost is 50,00 euro. Teams will be able to access the storage compound from Friday 22 nd February until Sunday 3 rd March from 08:00 to 22: TRACK CENTRE TEAM PENS Track center pens will be available from Friday 22 nd February 2019, 16:00. Team pens are allocated in the track centre taking into account the size of each team. Space is limited so please keep to your allocated area. Teams are reminded that the team storages are to be used for the storage of equipment not required for competition in that session. Fire Regulations insist that corridors in the track are maintained for emergency evacuation purposes. To ensure the track center can be cleared quickly and safely in an emergency please ensure equipment does not excessively narrow or block walkways. Team Pens will have one table and chairs. We ask the teams for cooperation and fair play; do not take furniture that is in other boxes. Please ask the organizer if you need additional equipment. Power Teams pits will be powered with 230V, standard 2-pin outlet. The venue requires that all electrical equipment meets EU Standards to meet safety requirements. Teams must have all appliances tested and tagged by a qualified electrician. Please do not plug extension leads into this socket or kettles, coffee machines or fan heaters as they use high power consumption and may cause the supply to fail. 6 6. TEAM PERFORMANCE ANALYSTS An area may be provided for sports analysis. Availability is limited. Teams wishing to utilise this facility must book their position by the The service is payable. All unofficial set up will be immediately desinstalled. 7. TEAM CHANGING ROOMS There are male and female changing rooms and shower facilities available at the Arena Pruszków Velodrome on the ground floor. Please follow the directional signage. 8. ADDITIONAL TEAMS SERVICES Rollers The LOC will not provide rollers. Riding in the venue Riding bicycles in the corridors is prohibited at all times. Bicycles are only to be ridden within the warm up zone and on the track. Onboard cameras Onboard cameras will be used and provided by the UCI for the TV production. The UCI thanks in advance the teams for their cooperation. Going out of the track on the opposite side All riders, included winners will have to exit the track on the back straight. Reminder about handlebars extensions It is kindly reminded that during Track events, the Commissaires will strictly apply the articles and regarding modification applied to equipment and extensions measurements. The spirit of the regulation, and as explained in the "Clarification Guide of the UCI Technical Regulation", is that the 10cm measurement will be taken from a horizontal perspective of the elbow support. Thus, if the elbow support is tilted, the jig used to measure the difference in height between the elbow support points and the highest or lowest points of the extension (including levers) will be placed in the middle of the elbow rests. 8 11. COMPETITIONS PROGRAMME The competition schedule has been studied in order to respect sports obligations and TV broadcasts. Estimated durations for each competition phases may be amended according to the number of entries. The detailed competition schedule is published on the UCI Website on due time. 12. TICKETS Please check information provided in the Information Bulletin available on the UCI Website. 13. COMPETITION CLOTHING Riders of the same national team must wear identical racing shorts during the same event, except for advertising space included in a lateral band 9 cm wide, which may differ from one rider to another. This means that National Federations must also provide their riders with national racing shorts. Team Managers must therefore present the national apparel to the College of Commissaries at the confirmation of participants. 14. AWARD CEREMONIES The World Champion, the second and the third placed riders shall be ready for the official ceremony that shall be conducted under the responsibility of the Chief Commissaries. For team events, the additional reserve rider will be allowed on the podium (art ). Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or glasses, until they leave the official ceremony enclosure. As per art , a World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his main sponsor(s) until, at earliest, the day following that on which he received it. Any infringement of the provisions of articles to above shall be punished by a fine of CHF to CHF A higher fine may be imposed depending on the advantage derived from the offence. Besides, it is reminded that the right to the rainbow colours remains the exclusive property of the UCI, including the design of the World Champion s jersey. Strict rules must be observed in the manufacture of your World Champion s jersey (UCI Jersey Guidelines). It is thus compulsory to have the jersey and other equipment using the rainbow colours approved by the UCI prior to manufacture, otherwise severe penalties may be imposed (art ). 10 16. DOPING CONTROL Doping Control tests will be carried out by the 2015 Anti-doping Rules of the UCI and CADF procedures and instructions. Riders selected for anti-doping will be identified on a list by their race number or their ranking. If applicable, the list will be posted on the infield and at the entrance of the doping control station immediately after the race. The riders selected for the controls will be notified by a chaperon; the notified rider shall remain within sight of the chaperon at all times from the moment of in-person notification until the completion of the sample collection procedure. Even if there are chaperons present, ultimately IT IS THE RIDERS RESPONSIBILITY TO CHECK IF THEY HAVE BEEN SELECTED FOR ANTI-DOPING CONTROLS. 17. MEDICAL TEAM A team of doctors and paramedics will be present throughout official training and competition. The team will be based in the track centre during official training and racing. The medical team will be available from the start of the training session to the end of the competitions: Saturday February 23rd 09:00-19:30 Sunday February 24th 09:00-19:30 Monday February 25th 09:00-19:30 Tuesday February 26th 09:00-19:30 Wednesday February 27th 11:00 22:00 Thursday February 18th 12:30 21:30 Friday March 1st 13:00 22:15 Saturday March 2nd 10:00 20:15 Sunday March 3rd 11:00 17:00 Outside official training and competition times, emergency medical care is available by dialling 999 (emergency only). VENUE EVACUATION In the event that an evacuation of the building is required, please follow the instructions of the security and stewarding personnel.
