2 Agenda Item No. 1 Approval of FY 2014 Fourth Quarter Meeting Minutes
3 Bicycle and Pedestrian Advisory Council March 21, 2014 NOACA Offices, 1299 Superior Avenue, Cleveland, Ohio Present: Please see the attached attendance sheet. Councilman Martin Keane, Chair of the Bicycle and Pedestrian Advisory Council (BPAC), convened the meeting at 10:35 a.m., with a quorum having been established. He noted that public notice of the meeting and its agenda were issued. Mr. Marc Von Allmen stated the BPAC has traditionally discussed project planning reviews (PPRs) and bike and pedestrian planning related efforts. He gave an overview of how comments are developed, reviewed, incorporated into the PPR process and then submitted to project sponsors. Ms. Grace Gallucci reviewed the new committee structure. She encouraged members to make recommendations that would affect change. ACTION ITEMS Fiscal Year 2014 Fourth Quarter Project Planning Reviews SR 82 & IR 77 Interchange Improvements Mr. Von Allmen stated this project is located in Broadview Heights and involves the modification and improvements to the interchange at IR-77 and Royalton Road to correct geometric deficiencies of two exit ramps. The sponsor is requesting 80% of the project be funded with Transportation Alternative Program (TAP) funds. BPAC Comments: o The BPAC supports the addition of sidewalks and crosswalks. o This is a wide and relatively high-speed roadway, so the project sponsor should use a longer pedestrian signal phase or consider installing a refuge island. o The project sponsor could consider using a shared use path instead of sidewalks. If so, future projects concerning this roadway should include connecting the path to nearby destinations. Cleveland Metropolitan School District School Travel Plan Mr. Von Allmen stated this project involves the development of a district-wide Safe Route to School travel plan for 70 schools. The school district is requesting funds from NOACA for its local match. BPAC Comment: The BPAC gives its endorsement for this project. Downtown Euclid Transportation Plan Mr. Von Allmen stated this project is located in the City of Euclid and involves two phases.
4 The first phase involves the reconfiguration of the Lakeshore Blvd/ East 222 nd Street/Babbitt Road intersection and the realignment of Bliss Lane. The second phase involves a road diet, bicycle/pedestrian improvements, streetscape enhancements and green infrastructure along Lakeshore Blvd from East 217 th Street to East 232 nd Street. Mr. Von Allmen stated this project is the result of a TLCI study done by NOACA and was awarded preliminary engineering core funding and ODOT safety funds for construction. Mr. Von Allmen reviewed the area of construction using Google maps. He stated additional on street parking will be included with this project. Mr. Von Allmen noted Lakeshore Blvd. has one of the largest bicycle count volumes in Cuyahoga County. Mr. Jacob VanSickle commented that the Cleveland side of Lakeshore Blvd. will be used as a bicycle route for the Northern Tier Adventure Cycling Association traveling across the country. He went on to say Bike Cleveland is working with the City of Cleveland and the Northeast Ohio Regional Sewer District to add bike lanes. He added it would be nice to see bike lanes continue through the City of Euclid. He suggested that parking be on one side of Lakeshore Blvd. and a bike lane on the other side. BPAC Comments: o The project sponsor should reconsider adding two parking lanes given there is ample off-street parking available. o The sponsor should limit on street parking to the south side of Lakeshore Blvd. to create a buffer for pedestrians. o The project sponsor should include bike lanes within the scope of the project. o In order to avoid the dooring of northbound bicyclists on E 222 nd St., the project sponsor should consider extending the shared use path through the park. Pearl Road Enhancement Mr. Von Allmen stated this project is part of a project on Brookpark Road near the IR- 71 overpass. The sponsor is looking to have streetscape improvements from State Road to Wildlife Way and is planning to eliminate a parking lane. Mr. Cader mentioned the project connects to a multi-purpose trail to Wildlife Way and the area has a signalized intersection. BPAC Comments: o The project sponsor should consider narrowing the sidewalks or travel lanes in order to include a buffered bike lane. o The sponsor should consider a midblock crossing for pedestrians.
5 o When designing the streetscape elements of the project, the sponsor should take into consideration the character of the Metroparks Zoo as well as the neighborhood. o The sponsor should work with RTA to include bus shelters in the area. IR-90 Pedestrian Bridge Mr. Von Allmen stated this project is included in the ODOT District 12 Bridge Program. The project involves the construction of a new pedestrian bridge over IR- 90 just west of East 185 th Street. Mr. Cader stated he met with an ODOT representative and consultants at this site. It was determined that the corkscrew ramp no longer meets Americans with Disabilities Act (ADA) standards. Mr. Cader stated ODOT is in the process of developing some standards for aesthetic treatments. BPAC Comments: o The project sponsor should avoid a switchback ramp. o The project sponsor should include wayfinding signage at the bridge. o The project sponsor should consider enhancing the underpass at East 185 th Street to make it bicycle and pedestrian friendly, possibly in lieu of the bridge replacement. Elyria Avenue Rehabilitation Mr. Von Allmen stated this project involves improvements along 1.25 miles of Elyria Avenue from East 39 th Street to East 21 st Street in Lorain. The project runs parallel to a TLCI project on Broadway Avenue. BPAC Comments: o If bike facilities are not possible to include in the Broadway Avenue resurfacing project which recently went through NOACA s PPR process, the project sponsor should consider including bike facilities on Elyria Ave. o The project sponsor should only include an additional travel lane if it is recommended in a traffic study. Otherwise, the lanes should remain unchanged. INFORMATION ITEMS 2014 Bicycle and Pedestrian Count Report Mr. Von Allmen gave a presentation on the draft Bicycle and Pedestrian Count Report. He stated biannual counts are done in May and September and that the data collected will help prioritize future bikeway projects. Mr. Von Allmen went on to say to program works to achieve three broad objectives: 1) Gauge regional and local levels of bicycling and walking beyond Census data
6 2) Identify trends based on count data (gender, location, and bike lane usage) 3) Aid in the prioritization of bicycle and pedestrian infrastructure and planning projects Mr. Von Allmen reviewed the count data and correlations for both cyclists and pedestrians. He noted other studies have shown areas that are considered to be bike friendly have a significant number of female cyclists. As of September 2011, 47 locations were used for the count. He stated ideally, NOACA would like to have at least 20 volunteers to conduct the counts. Unfortunately, NOACA has had a problem getting volunteers outside of Cuyahoga County. Mr. Wong suggested BPAC members encourage their interns to volunteer for the bike counts. Mr. Von Allmen stated future improvements to the count program will include using automatic bike counters, continuing to identify trends, and developing performance measures and targets. He stated a final report will be presented to the BPAC at a later date. Calendar Year 2014 ODOT Safe Routes to School Program Mr. Von Allmen stated the purpose of the program is to assist communities in developing and implementing projects and programs that encourage and enable children to walk or bike to school safely. Project sponsors can apply for funds to develop a school travel plan. Mr. Von Allmen advised funding for the program is available annually. Unfortunately, the deadline for this year has passed. He did say if sponsors wish to participate in the future, NOACA would be happy to provide them with a letter of support. Clean Ohio Trail Fund NOACA Region Applicants Mr. Von Allmen stated this is a statewide program for sponsors looking to improve outdoor recreational opportunities for Ohioans by funding trails for outdoor pursuits of all kinds. There are six additional criteria that are listed on the Clean Ohio Fund website. He stated the deadline for this year has passed. He did say if sponsors wish to participate in the future, NOACA would be happy to provide them with a letter of support. Trails Leadership Consortium Mr. Von Allmen stated NOACA hosted the second Trails Leadership Consortium on March 20, The purpose of the consortium is to drive progress of the trail and bikeway plans in Cuyahoga County through collaboration among organizations. Ms. Gallucci stated this initiative is being led by Cuyahoga County Planning Commission and participating organizations include the City of Cleveland, the Metroparks and Bike Cleveland. Ms. Gallucci stated it is important for the BPAC to be integrated into the process. Mr. Von Allmen mentioned NOACA staff will provide updates to the BPAC on discussions at the consortium and vise versa. No old or new business was discussed. 9 City of Cleveland Paving Projects Title: City of Cleveland Paving Projects Sponsor: Cleveland Potential Funding Sources: City of Cleveland, Ohio Department of Transportation (ODOT), Cuyahoga County and NOACA s Provisional Transportation Asset Management Policy (PTAMP) CUY ROCKY RIVER DR - This project involves pavement repairs along Rocky River Drive (SR 237), between Brookpark Road and Hogsback Lane in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 59 and 90. The project length is 3.86 miles. The estimated cost for this project is $1,961,900. The project will be ready to construct by fiscal year Potential Funding Source: ODOT CUY WARREN RD - This project involves pavement repairs along Warren Road, between Munn Road and South Marginal Road in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 58 and 67. The project length is 0.95 mile. The estimated cost for this project is $900,000. Potential Funding Source: City of Cleveland CUY W 150TH ST - This project involves pavement repairs along W. 150th Street, between Industrial Parkway and Puritas Avenue in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 59 and 78. The project length is 1.90 miles. The estimated cost for this project is $500,000. Potential Funding Source: City of Cleveland CUY W 117TH ST - This project involves pavement repairs along W 117th Street, between Bellaire Road and Clifton Boulevard in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 57 and 88. The project length is 2.94 miles. The estimated cost for this project is $720,000. The project will be ready to construct by fiscal year This project expense is in addition to the work planned by the Cuyahoga County Department of Public Works. Potential Funding Source: City of Cleveland/Cuyahoga County/NOACA PTAMP. CUY WEST BLVD - This project involves pavement repairs along West Boulevard, between W. 105th Street and Madison Avenue in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 46 and 50. The project length is 2.17 miles. The estimated cost for this project is $2,500,000. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP. CUY ST CLAIR AVE - This project involves pavement repairs along 0.33 mile of St. Clair Avenue, from Old River Road to W. 3 rd Street (the estimated cost is $410,000) and E. 13 th Street to E. 55th Street (2.15 miles) in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 51 and 80. The estimated cost for this project is $3,000,000. Potential Funding Source: City of Cleveland.
10 CUY HARVARD AVE - This project involves pavement repairs along Harvard Avenue, between the Cleveland west corporation line and E. 93rd Street in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 47 and 50. The project length is 1.56 miles. The estimated cost for this project is $1,600,000. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP. CUY HARVARD AVE - This project involves pavement repairs along Harvard Avenue, between E. 116th Street and E. 160th Street in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 45 and 56. The project length is 1.78 miles. The estimated cost for this project is $1,877,680. Potential Funding Source: City of Cleveland. CUY EAST BLVD / FORD DR - This project involves pavement repairs along East Boulevard and Ford Drive, between Euclid Avenue and St. Clair Avenue in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 49 and 56. The project length is 2.37 miles. The estimated cost for this project is $2,300,000. CUY COMMUNITY COLLEGE AVE - This project involves pavement repairs along Community College Avenue, between E. 22nd Street and E. 40th Street in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 43 and 50. The project length is 0.88 mile. The estimated cost for this project is $1,200,000. CUY NORTH MARGINAL RD - This project involves pavement repairs along North Marginal Road, between E. 9th Street and E. 55th Street in the City of Cleveland. The 2015 projected PCR on this section of roadway is 46. The project length is 2.73 miles. The estimated cost for this project is $1,651,140. Potential Funding Source: City of Cleveland. CUY CLARK AVE - This project involves pavement repairs along Clark Avenue, between Lorain Road and Quigley Avenue in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 46 and 81. The project length is 3.35 miles. The estimated cost for this project is $2,716,350. Potential Funding Source: City of Cleveland. CUY PROSPECT AVE - This project involves pavement repairs along Prospect Avenue, between Ontario Street and E. 22nd Street in the City of Cleveland. The 2015 projected PCR on this section of roadway is 54. The project length is 1.0 mile. The estimated cost for this project is $1,200,000. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP. CUY BROADVIEW RD - This project involves pavement repairs along Broadview Road, between Brookpark Road and Pearl Road in the City of Cleveland. The 2015 projected PCR on this section of roadway is 52. The project length is 1.72

CUY E 152ND ST - This project involves pavement repairs along E. 152nd Street, between 200 south of Hartley Road and Waterloo Road in the City of Cleveland. Potential Funding Source: City of Cleveland. CUY ONTARIO ST AND BROADWAY AVE (US 422) - This project involves pavement repairs along US 422, between Superior Avenue (Public Square) and E. 30th Street in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 59 and 62. The project length is 1.56 miles. The estimated cost for this project is $1,444,470. Potential Funding Source: City of Cleveland/ODOT. CUY E 55TH ST - This project involves pavement repairs along E. 55th Street, between Broadway Avenue and Superior Avenue in the City of Cleveland. The 2015 projected PCR on this section of roadway is 57. The project length is 3.55 miles. The estimated cost for this project is $4,479,070. Potential Funding Source: City of Cleveland. CUY FULTON PKWY - This project involves pavement repairs along Fulton Parkway between Memphis Avenue and Park Drive in the City of Cleveland. The 2015 projected PCR on this section of roadway is 64. The project length is 0.5 mile. The estimated cost for this project is $503,170. Potential Funding Source: City of Cleveland. CUY E 93RD ST - This project involves pavement repairs along E. 93rd Street, between Union Avenue and 120 north of Mt. Auburn Road in the City of Cleveland. The 2015 projected PCR on this section of roadway is 55. The project length is 0.88 mile. The estimated cost for this project is $1,195,190. Potential Funding Source: City of Cleveland. CUY CARNEGIE AVE - This project involves pavement repairs along Carnegie Avenue, between E. 9th Street and Cedar Glen Parkway in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 60 and 66. The project length is 4.13 miles. The estimated cost for this project is $5,624,840. Potential Funding Source: City of Cleveland. CUY LAKESIDE AVE - This project involves pavement repairs along Lakeside Avenue, between SR 2 and E. 12th Street in the City of Cleveland. The 2015 projected PCRs on this section of roadway range between 61 and 66. The project length is 0.69 mile. The estimated cost for this project is $916,200. 12 Minor Rehabilitation Roadway Projects Title: NOACA s Provisional Transportation Asset Management Policy Estimated Total Cost: $18,582,000 Proposed Source of Federal Funds: NOACA will work to secure additional funding through innovative funding strategies in an amount equal to the identified needs, through NOACA s Provisional Transportation Asset Management Program. No project financing will be executed without approval of the Board of Directors. LOR SR-57 - This project involves pavement repairs along SR-57 (Lorain Boulevard), between SR-113 and the Ohio Turnpike off ramp in the City Elyria. The 2015 projected PCR on this section of roadway is 55, and the project length is 0.69 miles. The estimated cost for this project is $716,580. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP LAK SR-91 - This project involves pavement repairs along SR-91 (SOM Center Road), between Lake/Cuyahoga County Line and US-20 in the Cities of Willoughby and Willoughby Hills. The 2015 projected PCR s on this section of roadway ranges between 58-67, and the project length is 3.81 miles. The estimated cost for this project is $1,482,823. The 2015 projected PCR s on this section of roadway ranges between 42-68, and the project length is 1.1 miles. The estimated cost for this project is $1,734,474. The 2015 projected PCR s on this section of roadway ranges between 59-67, and the project length is 0.74 miles. The estimated cost for this project is $437,516. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP CUY US This project involves pavement repairs along US-322 (Mayfield Road), between Eastwood Avenue and Lander Road in the City of Mayfield Heights. The 2015 projected PCR on this section of roadway is 60, and the project length is 0.54 miles. The estimated cost for this project is $205,751. The 2015 projected PCR s on this section of roadway ranges between 63-66, and the project length is 2.44 miles. The estimated cost for this project is $853,681. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP CUY W.130TH ST - This project involves pavement repairs along W.130th, between Pleasant Valley Road and Snow Road in the Cities of Brook Park, Parma, Parma Heights, and Middleburg Heights. The 2015 projected PCR on this section of roadway is 69, and the project length is 2.83 miles. The estimated cost for this project is $966,739. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP CUY SNOW RD - This project involves pavement repairs along Snow Road, between SR- 237 and Van Wert Avenue in the city of Brook Park. The project will be ready to construct by fiscal year Potential Funding Source: NOACA PTAMP LOR SR-83 - This project involves pavement repairs along US-83 (Center Road), between 0.10 miles South of Detroit Road and Walker Road in the Cities of Avon and Avon Lake. The 2015 projected PCR s on this section of roadway ranges between 54-68, and the project length is 3.47 miles. The estimated cost for this project is $1,620,402.
