3 Basic premises The TRANSPORT SYSTEM of a city is the SUM of ALL MEANS of TRANSPORT Different MODES should be COMPLEMENTARY, not competitors. In order to INTEGRATE, first LEVEL OUT

5 In order to Integrate, first Level Out Authorities, Buses, Metros, Taxis, bikers, etc Barriers between different actors, with different political and economic-financial interests Require a strong legal framework (clear rules and regulatory contracts) and an Organizing Authority.

6 Basic premises The Proper Mean of Transport At the Proper Place For the Proper Objective.

7 Why Integration? Rational, Cost-effective & Efficient Public Transport System=Integrated & Optimized Modes But also Improving the passenger s experience in PT

8 Why Integration? PAX desire non stop-non transfer journeys But the Transport Network is composed by different systems (buses, trains, mototaxi, etc) Commuters has to transfer between modes, with a feeling of time loss and discomfort. Brisbane s approach: minimise the need to transfer but maximise the opportunity to transfer

9 Integration in Latin America Lack of Integrated Planning Routes and Modes Overlapping Not suited Infrastructure Design Systems appear rational if analized separately, but desorganized if viewed as a Whole. Negative impact on Customers and Costs

10 Integration in Latin America Systems operated by different agents and public authorities at different levels of goverment. The more organizations are involved, the more complex is institutional integration. High Costs of implementing & mantaining Integration Terminals Incompatible Ticketing Systems makes Fare Integration difficult Fare policies don t incentivate integrated tickets

11 Integration in Latin America New institutional framework: Single Authority of Transport: Harmonic policies, Integrate physical infrastructures & fares to benefit users Cost reduction Diminish externalities such as congestion, pollution, accidents, etc. Transport Planning, Implementation, Operation & Maintenance is a joint effort

12 Integration in Latin America Best practices: Sao Paulo, Curitiba, Goiâna, Recife (Brazil) and Bogotá in Colombia have particularly successful transport systems. Curitiba, Goiâna and Recife created a Metropolitan Transport Authority.
