3 4 CALL TO ORDER BICYCLE & PEDESTRIAN ADVISORY COMMITTEE Wednesday, March 12, :30 PM MINUTES Regular Meeting of the Bicycle and Pedestrian Advisory Committee (BPAC) was called to order at 6:34 p.m. by Chairperson Brinsfield in Conference Room B-104, Santa Clara Valley Transportation Authority (VTA), 3331 North First Street, San José, California. 1. ORDERS OF THE DAY Chairperson Brinsfield moved the following items from the Consent Agenda to the Regular Agenda: Item # 7, 2014 TFCA Program Manager Fund; and Item # 9, Pedestrian Expressway Sidewalk Funding for County of Santa Clara. On order of Chairperson Brinsfield, and there being no objection, the Committee approved the orders of the day. 3. PUBLIC PRESENTATIONS There were no Public Presentations. 4. Welcoming remarks from General Manager, Nuria I. Fernandez Nuria I. Fernandez, General Manager, thanked the committee for their service to VTA. Ms. Fernandez highlighted the following VTA priorities for 2014: 1) Increasing transit ridership by 10%; 2) Providing outstanding service to Levi s Stadium; 3) Continuing towards completion of Phase I of VTA s extension of BART to Silicon Valley and securing funding for Phase II; 4) Working with the community to implement Bus Rapid Transit (BRT); and 5) Building relationships with the communities VTA touches through listening and feedback. Members of the Committee made the following comments: 1) BPAC supports a multimodal transportation system; 2) expressed concern that the construction of the Levi s Stadium has severely disrupted the San Tomas Trail bike route; and 3) expressed concern about limited bike access to Levi s Stadium. On order of Chairperson Brinsfield and there being no objection, the Committee received the General Manager s remarks. 5. Advisory Committee Input and Contribution to Help Achieve VTA s 2014 Priorities Jim Lawson, Executive Policy Advisor, reiterated the VTA priorities for Mr. Lawson stated VTA will be reviewing BPAC s agenda and work plan to make sure the committee s ideas, skills and expertise are fully utilized to align with VTA s five priorities. Members of the Committee made the following suggestions: 1) information should be forwarded in advance to the Congestion Management Agency (CMA) to help coordinate data and make the agency more successful; 2) consider an auto sharing program; 3) coordinate studies and projects on time to save money; and 4) utilize community outreach to advocate for BRT in smaller cities. Public Comment Member Hanssen took her seat at 7:02 p.m. Jim Stallman, Interested Citizen, made the following suggestions: 1) revisit the Ride Taskforce s 150 Recommendations to make sure they have been accomplished; 2) return bus 53 and 54 to their original routes; 3) reinstate truncated lines to allow transit users in smaller towns to have access to public transportation; 4) make Clipper Card purchase available at airports and transit stations; and 5) coordinate transit with Caltrain. Mr. Lawson noted VTA has committed $60 Million to Caltrain for electrification and $26 Million for connectivity. Bicycle & Pedestrian Advisory Committee Page 2 of 8 March 12, 2014

5 4 Members of the Committee made the following comments: 1) VTA transit does not take the riders where they need to go; and 2) expanding VTA into smaller communities would increase ridership. Chairperson Brinsfield noted the Joint Advisory Committee Workshop for Levi s Stadium Transit Planning is scheduled for March 25, 2014, and committee members are encouraged to attend. On order of Chairperson Brinsfield and there being no objection, the Committee received the Advisory Committee Input and Contribution to Help Achieve VTA s 2014 Priorities Report. CONSENT AGENDA 6. Regular Meeting Minutes of January 15, 2014 Member Goldstein requested a change in the language of the SR 85 High-Occupancy Toll (HOT) Lane Project Public Meeting Info Night under Public Presentations. M/S/C (Goldstein/Kerr) to approve the Regular Meeting Minutes of January 15, (Removed from the Consent Agenda and placed on the Regular Agenda.) Recommend that the VTA Board of Directors approve the programming of FY 2014/15 Transportation Fund for Clean Air Program Manager (TFCA 40%) funds to projects. 8. Proactive Congestion Management Program (CMP) Quarterly Report for Oct-Dec 2013 On order of Chairperson Brinsfield and there being no objection, the Committee received the Proactive CMP Quarterly Report for October-December, REGULAR AGENDA The Agenda was taken out of order Transportation Fund for Clean Air (TFCA) Program Manager Fund Chairperson Brinsfield indicated this item was moved off the Consent Agenda due to a supplemental call for projects and receipt of any project candidate. Chairperson Brinsfield reminded the Committee to discuss the projects, not the criteria, and that when new projects come from the supplemental call they will come before the Committee for information and approval. Marcella Rensi, Transportation Planning Manager, provided an overview of the staff report. M/S/C (Goldstein/Wiant) to recommend that the VTA Board of Directors approve the programming of FY 2014/15 Transportation Fund for Clean Air Program Manager (TFCA 40%) funds to projects. 10. Capitol Expressway Pedestrian Improvements Lauren Ledbetter, Senior Transportation Planner, provided an overview of the staff report. 6 4 Members of the Committee queried as to why the project does not continue the sidewalk south to Quimby Road in the City of San Jose. Ying Smith, Transportation Planning Manager and Staff Liaison, responded that the project limits were restricted by the cost-benefit criterion in the Highway Safety Improvement Program grant that will provide the majority of the funding for the project. Member Bell inquired if staff considered a pedestrian overcrossing or at-grade crossing midblock between Tully and Loop Drive. Dan Collen, Deputy Director, Infrastructure Development, Santa Clara County Roads and Airports, responded that a midblock crosswalk would not be recommended given the high speeds and traffic volumes on Capitol Expressway. Ms. Smith clarified that the project does not preclude a future pedestrian overcrossing. Member Bell requested VTA consider enhanced pedestrian treatment at the shopping center driveway. On order of Chairperson Brinsfield and there being no objection, the Committee received the Capitol Expressway Pedestrian Improvements Project report. 9. Pedestrian Expressway Sidewalk Funding for County of Santa Clara Chairperson Brinsfield clarified the Committee was acting as the County BPAC on Item #9, Pedestrian Expressway Sidewalk Funding for County of Santa Clara. Mr. Collen provided an overview of the staff report. M/S/C (Bell/Goldstein) to recommend that the County Board of Supervisors approve the proposed projects for funding through the FY 2014/15 County Expressway Pedestrian Program. 12. Bicyclist Anti-Harassment Ordinance Chairperson Brinsfield stated the Committee had received public comment via from Kevin Jackson stating his support for the ordinance. Chairperson Brinsfield noted the purpose of this item is for BPAC to form a subcommittee to research bicyclist anti-harassment ordinances and prepare a recommendation for the BPAC s consideration and possible action. Dan Collen provided an overview of the staff report. M/S/C (Wadler/Kerr) on a vote of 10 Ayes, 0 Noes, 1 Abstention to recommend that the BPAC form a subcommittee to research bicyclist anti-harassment ordinances and prepare a recommendation for the BPAC s consideration and possible action. Member Hanssen abstained. Chairperson Brinsfield stated the following Committee Members have volunteered to form a subcommittee: Kerr, Heyne, Simons, and Wadler. Chairperson Brinsfield requested the subcommittee get together after the meeting and decide who should report back to the committee. Member Goldstein requested an expression from the Committee to determine if the members believe it is desirable for the County of Santa Clara to have a Bicyclist Anti-Harassment Ordinance. 7 4 Chairperson Brinsfield requested a showing of hands to determine the Committee s interest in pursuing the Bicyclist Anti-Harassment Ordinance. Chairperson Brinsfield noted 11 committee members raised their hands in favor of pursuing the ordinance. 11. Transportation Impact Analysis (TIA) Guidelines Update Progress Report Ms. Smith provided an overview of the staff report, highlighting: 1) VTA Transportation Impact Analysis (TIA) Guidelines Update: Progress Report; 2) Presentation Outline; 3) Local Land Use Process; 4) VTA s Role in Process; 5) Problems with Current Analysis & Process; 6) VTA TIA Guidelines Update: Themes; 7) Theme: Improve TIA Process; 8) Theme: Emphasize Reduction of Auto Trips; 9) Auto Trip Reduction Statement; 10) Expectations for Customized Trip Reductions; 11) Theme: Improve Analysis of Alternative Modes; 12) Development and Congestion: Conventional Approach; 13) Development and Congestion: Comprehensive Approach; 14) Examples; 15) Benefits of Proposed Comprehensive Approach; 16) Stakeholder Outreach; and 17) Next Steps/Schedule. Public Comment Omar Chatty, Interested Citizen, expressed opposition to the TIA Guidelines stating it will create more traffic and congestion for bicyclists and road users. Mr. Chatty suggested the guidelines include a requirement for VTA to continue to improve roadways and restrict land use. Members of the Committee made the following comments: 1) expressed support for the secondary impact analysis from a bicycle advocacy standpoint; 2) expressed support for the focus on major attractors and suggested that cross-country bicycle corridors be included; 3) suggested clarification on when Quality of Service Analysis would be required versus encouraged; 4) indicated the guidelines do not indicate that it is cheaper to reduce trips and provide alternate modes compared to widening roads; 5) stated it is implicit that improving multimodal transportation reduces auto congestion; and 6) suggested VTA include more comments on bicycle/pedestrian impacts and suggest trip reduction measures in the Proactive CMP Report. On order of Chairperson Brinsfield and there being no objection, the Committee received the TIA Guidelines Update. Public Comment Mr. Chatty stated the key system in urban light rail was replaced by BART which opened up the lanes and now there are carpoolers on the Bay Bridge. 13. Lawrence Expressway Grade Separation Recommended Concept Study Mr. Collen gave opening remarks and introduced Ivana Yeung, Consulting Planner, County Roads and Airports. Ms. Yeung and Mr. Collen provided an overview of the report, highlighting 1) Lawrence Expressway Grade Separation Concept Study; 2) Project Overview; 3) Lawrence Expressway Level of Service (LOS); 4) Rank of LOS F Intersections by Delay; 5) Existing Challenges; 6) Project Goals; 7) Project Process; 8) Baseline Analysis; 9) Alternatives Analyzed; 10) Proposed Concept Selection; 11) Proposed Concept; Bicycle & Pedestrian Advisory Committee Page 5 of 8 March 12, 2014

Chairperson Brinsfield stated the Committee had received public comment via from Kevin Jackson indicating his position that the separated multi-use path is fine for pedestrians and casual cyclists, but safely accommodating more experienced cyclists on the expressway is still necessary. Mr. Jackson also expressed that among the concerns that need to be addressed are: (1) adequate shoulder width (taking into account motor vehicle speed and volume); (2) blockage of the shoulder (using it as a breakdown lane, for police stops, and storage of maintenance equipment); and (3) regular clearing the road debris that will accumulate there. Mr. Collen introduced Dawn Cameron, County Transportation Planner, and Adam Dankburg, Designer Consultant with Kimley-Horn. Ms. Cameron stated the concept requires a certain amount of right of way and has asked the cities to plan for that as development happens and reserve some of the right of way for this project. When project funding becomes available the County will revisit the circulation needs for all modes and make adjustments as needed. Members of the Committee made the following comments: 1) consider a bicycle pedestrian bridge for crossing Central Expressway; and 2) requested a future presentation showing how pedestrians will access the Caltrain station. On order of Chairperson Brinsfield and there being no objection, the Committee received a report from the Santa Clara County Roads and Airports Department on the Lawrence Expressway Grade Separation Concept Study. 15. Receive Committee Staff Report Ms. Ledbetter reported on the following: 1) VTA will begin an on-board count of bicycles on bus and light rail systems in April/May, 2014; 2) Active Transportation Program (ATP) call for projects; 3) BPAC lunch webinar on March 19, 2014; 4) Santa Clara-Alum Rock Bus Rapid Transit (BRT) groundbreaking event scheduled for Friday, March 21, 2014; and 5) VTA s celebration of 25 years of light rail service on Friday, April 11, Chairperson Brinsfield suggested VTA consider implementing a similar program such as Caltrain s monthly Bump Report which includes monthly reporting from advocacy groups via and texts which gives trends. On order of Chairperson Brinsfield and there being no objection, the Committee received the Committee Staff Report. 16. Santa Clara County Staff Report Mr. Collen reported a Porta Potty is on order for The Junction in San Antonio Valley. Chairperson's Report Chairperson Brinsfield provided a brief report on the following: 1) noted Member Goldstein was recognized at the March 6, 2014, VTA Board of Director s Meeting for his service as Chairperson to the BPAC; 2) noted that Mr. Stallman has received appointment for the City of Saratoga and should be approved by the Board of Directors in time to join the committee for the April BPAC meeting as the City of Saratoga s representative; 3) reminded the committee about the March 25, 2014, Joint Workshop for Levi s Stadium Transit Planning; 4) encouraged the members to be a conduit for information going to and from local BPACs and City Counsels; and 5) Lauren Ledbetter is heading up a working group for Pedestrian Access To Transit through the Traffic Safe Communities Network with a meeting scheduled in two weeks. 18. Reports from BPAC subcommittees There were no BPAC subcommittee reports. 19. Citizens Advisory Committee (CAC) and 2000 Measure A Citizens Watchdog Committee (CWC) Report Member Wadler noted there was no CAC/CWC report. 20. BPAC Work Plan On order of Chairperson Brinsfield and there being no objection, the Committee reviewed the work plan. 21. ANNOUNCEMENTS Member Schouten announced Santa Clara voted to change their charter to include pedestrian and will now have a BPAC. Member Schouten stated the subcommittee met yesterday with the stadium authority representatives on how to manage game days. Member Wadler announced he attended the BPAC lunch webinar and recommends it. He requests the City of Santa Clara provide a presentation on the San Tomas Creek Trail Extension next to San Tomas Expressway. Member Simons announced that due to the less successful implementations of secure bicycle parking and bike rack projects placed around office developments, the City of Sunnyvale BPAC will be reviewing different varieties of projects around Sunnyvale. Member Heyne announced three Silicon Valley Bicycle Coalition (SVBC) staff went to the National Bike Summit and met with staff from Congresswoman Jackie Speier, Congresswoman Zoe Lofgren and Congressman Mike Honda s offices. Member Goldstein announced Palo Alto is building several bicycle boulevard projects. He stated former Palo Alto BPAC Member Richard Swent was in a bicycle crash on 10 th Street in San Jose while crossing the railroad tracks, and is recovering. Chairperson Brinsfield announced the City of Los Altos BPAC and Transportation Department will be testing green striped paint in anticipation of striping some of the bike lanes going into Los Altos. Fernandez Director of Planning and Program Development, John Ristow SUBJECT: Proactive CMP Quarterly Report for Jan-March 2014 Strategic Goal(s): Community Relationship FOR INFORMATION ONLY BACKGROUND: VTA has two programs through which it reviews and comments on development and transportation projects occurring in and adjacent to Santa Clara County: 1) the Development Review Program which reviews environmental documents and development proposals submitted by Member Agencies; and 2) the review of Transportation Impact Analysis (TIA) reports for proposed projects meeting the Congestion Management Program (CMP) TIA Guideline requirements. The Proactive CMP ( Proactive ) process integrates these two VTA review processes to provide comments on projects prior to approval by Member Agencies. The objectives of the Proactive CMP process include improving land use/transportation coordination, promoting alternative travel modes, and encouraging a balanced approach to addressing congestion. As part of the Proactive process, VTA produces quarterly reports on project proposals highlighting two sets of projects and types of information: Projects Reviewed by VTA: For projects or environmental documents reviewed by VTA staff under the Congestion Management Program and Development Review Program in the past quarter, relevant VTA comments are summarized. Projects Approved by Local Agencies: For projects or environmental documents approved by local agencies in the past quarter, relevant VTA comments and agency responses or conditions of approval are summarized North First Street San Jose, CA Administration Customer Service

12 5 DISCUSSION: The following discussion provides a summary of the January through March 2014 Proactive CMP Quarterly Report. The summary highlights key projects and topics contained in the report, which is provided as Attachment A. The report includes a table summarizing all of the reviewed and approved projects, and a reference map showing the locations of these projects. VTA commented on 18 projects through the Proactive CMP process between January and March The city with the largest number of projects was San José with eight projects followed by Gilroy and Morgan Hill with two projects each. Twelve of the 18 projects that VTA commented on involved environmental documents such as an Environmental Impact Report (EIR), Notice of Preparation (NOP), or Mitigated Negative Declaration. One of the projects involved a stand-alone TIA document and the remaining five projects involved Site Plan, Tentative Map, and Planned Development Permit reviews. Fourteen of the 18 items that VTA commented on were private development projects. The remainder consisted of two station area plans, a high school, and a flood protection project. Nine projects which VTA previously commented on were approved by local agencies during this quarter. The Cities of San José, Sunnyvale, and Milpitas had the greatest number of approvals with two projects approved each. Key plans and documents that VTA reviewed and commented on during the past quarter included the following: 600 National Avenue, City of Mountain View: The City of Mountain View circulated an Initial Study/Mitigated Negative Declaration and TIA for a 140,634 square foot office building on a 4.82-acre site near the intersection of Ellis Street and US 101. VTA submitted a comment letter commending the project applicant for proposing a Transportation Demand Management (TDM) program to reduce single occupancy automobile trips with a trip reduction target of 20% and a monitoring program; suggesting that the monitoring program be led by the Lead Agency or a third party and include an enforcement/penalty structure; and agreeing with a recommendation in the TIA that the project contribute to improved pedestrian connections to nearby light rail stations and bus service. Diridon Station Area Plan, City of San José: The City of San José circulated a DEIR for the expansion of the Diridon Station and transit center as well a vision and framework for higher intensity development in 250-acre area surrounding the Station. VTA submitted a comment letter supporting the objectives of the Plan to accommodate future transit improvements and intensify land uses in this important location; recommending that projects in the area include exceptional pedestrian accommodations to facilitate access to transit; recommending an analysis of congestion impacts to transit service and offsetting measures to Page 2 of 4

13 5 maintain transit speed; requesting clarifications related to analysis of CMP facilities; and making specific recommendations for the design of the transit center to serve transit operational needs. Landbank R&D, City of Sunnyvale: The City of Sunnyvale circulated a TIA Report for a 777,170 square foot office/r&d development at the southeast corner of North Wolfe Road and East Arques Avenue. VTA submitted a comment letter supporting a recommendation in the TIA to close an existing sidewalk gap along Arques Avenue near the project site; recommending that the project also provide improvements to existing pedestrian accommodations along Wolfe Road; recommending that the project include a Transportation Demand Management (TDM) program to reduce automobile trips; and requesting clarification regarding the CMP intersection analysis. As noted above, nine items that VTA previously provided comments on were approved during this past quarter. The following is a brief summary of key VTA comments and the local agency responses or conditions of approval on three of these items. 45 Buckingham Residential, City of Santa Clara. The City of Santa Clara circulated an Initial Study/Mitigated Negative Declaration and TIA for 222 multifamily residential units on a 4.05-acre site near the intersection of Stevens Creek Boulevard and Saratoga Avenue. VTA submitted a comment letter supporting the land use intensification at this important site served by VTA Local 23, Limited 323 and planned Bus Rapid Transit (BRT) service; recommending transit fare incentives as a conditional of approval for the project; and requesting clarifications related to analysis of CMP facilities. The project was approved by City Council on March 18, 2014, with conditions of approval to develop a Transportation Demand Management (TDM) program including ongoing transit passes available for free to residents of the project. North First and Brokaw Office Development, City of San José: The City of San José circulated a Site Development Permit for million square feet of office development on a acre site bounded by Brokaw Road, North First Street, Bering Road, and Crane Court. VTA submitted a comment letter supporting the land use intensification at this site within walking distance of the Karina Light Rail station; recommending that the site design support an active pedestrian environment along North First Street to encourage transit ridership; recommending improvements to the sidewalks along the project s frontages; encouraging the inclusion of additional uses on the site to reduce automobile trips; and recommending Transportation Demand Management (TDM) measures for the project, including transit fare incentives. The project was approved at a Planning Director s hearing on March 19, 2014 with conditions of approval including bicycle parking, transit fare incentives, direct pedestrian connections to light rail with widened sidewalks, on-site shuttle stop locations, and payment of North San José Area Development Policy Traffic Impact Fees (TIF) to support transportation improvements. St James Towers, City of San José: The City of San José circulated a Draft Supplemental Environmental Impact Report (DSEIR) for 643 residential units and up to 20,000 square feet Page 3 of 4

VTA submitted a comment letter supporting the land use intensification at this important Downtown location served by multiple existing and planned transit services; recommending that the project include transit fare incentives as a condition of approval; and encouraging the project sponsor to include parking management measures to encourage the use of alternative modes and reduce auto trips. The project was approved at a Planning Director s hearing on February 26, In the FEIR response to comments, the City noted that the project would incorporate TDM measures consistent with the Downtown Strategy 2000, including design to promote transit access, on-site shops and services, and bicycle amenities. Fernandez Director of Planning and Program Development, John Ristow FY2014/15 TDA3 Project Priorities Policy-Related Action: No Strategic Goal(s): Community Relationship Government Code Section Applies: No Resolution ACTION ITEM RECOMMENDATION: Recommend that the VTA Board of Directors adopt a resolution approving the project priorities for the FY2014/15 Countywide Transportation Development Act Article 3 Program. BACKGROUND: Transportation Development Act (TDA) funds are derived from a ¼-cent of the State's general sales tax. Article 3 of the TDA makes a portion of these funds available for use on bicycle and pedestrian projects. The Metropolitan Transportation Commission (MTC) programs TDA Article 3 funds in the nine Bay Area counties. Each year, MTC requests that the Congestion Management Agency (CMA) in each Bay Area county coordinate and submit annual TDA Article 3 program funding priorities for their respective counties. VTA, as the CMA for Santa Clara County, develops the countywide program. After the VTA Board adopts the projects, the list is forwarded to MTC for approval and project sponsors apply for reimbursement directly to MTC. On December 9, 2004, the VTA Board of Directors dedicated 25% of Santa Clara County s TDA Article 3 funds to projects on the countywide Bicycle Expenditure Program (BEP) list through The remaining 75% of the annual allocation is guaranteed to Member Agencies based on 3331 North First Street San Jose, CA Administration Customer Service

22 6 the most recent California Department of Finance population estimates. These funds may be used for any eligible project and are referred to as the Guarantee Fund. On November 5, 2009, the VTA Board of Directors adopted a funding program for County Expressway Pedestrian Projects and dedicated up to $150,000 per year from the TDA3 BEP setaside to help fund such projects. If a Member Agency is unable to complete a project within the two-year period, the agency may rescind the project. When a project is rescinded, the funds are reallocated to the agency as part of its guarantee in the following cycle instead of reverting back to the countywide pool. In the event that an agency fails to rescind a project and funds lapse, the funds revert back to the countywide pool. VTA policy also allows an agency to bank their TDA funds for up to three cycles in order to fund a larger project. Banked funds are added to an agency s Guarantee Fund amount in the following year. A member agency must inform VTA in writing of its intent to either claim or bank its TDA3 guarantee funds; failure to do so means that the funds revert to the countywide pool in the next cycle. DISCUSSION: The total TDA Article 3 funding available for programming this year is $3,580,392. Attachment A lists the VTA staff recommendations for the entire Santa Clara County TDA Article 3 program as discussed below and Attachment B contains a brief description of each project. The TDA Article 3 program was developed in accordance with MTC s Local Process Resolution, MTC s project requirements and the VTA board-adopted policies discussed above. The following paragraphs explain the staff recommendation for programming these funds: Guarantee Fund This year, a total of $2,898,373 is available to the cities and the County for the Guarantee Fund. This total includes funds that were banked or rescinded in prior years. Member agencies claimed $2,221,043 of the Guarantee Fund this year. Per attachment A, 7 agencies are collectively banking $717,330 guaranteed and Expressway Pedestrian funds and this total is not being added to the amount claimed. BEP Fund: This year, there is $532,019 available for BEP projects. VTA received two applications for BEP projects from Campbell totaling $532,019. Staff recommends funding these projects. County Expressway Pedestrian Projects: A total of $150,000 is available for County Expressway Pedestrian Program projects this year, plus $110,000 in banked funds from last year. County staff requested to award last year's banked funds to the San Tomas Aquino Spur Trail Project and bank the remaining $150,000 until next year. VTA staff concurs with this request and recommends that it be adopted by the VTA Board. Page 2 of 3

23 6 ALTERNATIVES: The VTA Board may recommend an alternative list of project priorities, however all projects submitted for TDA Article 3 funds must adhere to TDA law and MTC's TDA Article 3 Rules and Procedures. FISCAL IMPACT: Approximately $2.9 million in TDA Article 3 funds will be made available to projects in Santa Clara County. The projects and programming described in this memorandum are not included in the VTA Capital Budget because VTA's role in the TDA Article 3 process is limited to prioritizing the annual program of projects. Project sponsors apply for reimbursement directly to MTC. The appropriation for costs of VTA staff support of this program is included in the FY14 and FY15 Adopted Congestion Management Program Fund Operating Budget.
