3 VTA Advisory Committees Committee Staff Liaison Report March 2019 Bicycle and Pedestrian Advisory Committee At its March meeting, the VTA Board of Directors: Unanimously approved the Transit Speed Policy o BPAC recommended approval o Policy guides VTA in implementing improvements that will make transit faster; o Also provides guidance to local jurisdictions on policies and procedures that support fast/safe operation of transit. Authorized the General Manager to enter into an Exclusive Negotiations Agreement (ENA) with Green Republic Blossom Hill LLC for the Blossom Hill Station Joint Development. o Robust discussion, which included affordable housing element of the project, long-term revenue opportunities, and inclusion of performance benchmarks in the negotiation. VTA Annual Report We just released our Annual Report, looking back on how we did in VTA is aggressively pursuing the best ways to accomplish the goals that has been set with some out of the box thinking. Challenging ourselves to make radical changes in how we deliver mobility solutions in Santa Clara County. A link to access the report was ed to the Committees on Monday. Ad Wheel Award In February, VTA won first place in the American Public Transportation Association Adwheel Award for our Destinations Campaign. Low-cost social media campaign utilized artful illustrations and asked VTA riders to nominate their favorite eateries near VTA. Randomly chosen winners received a small gift certificate to the winning eatery. VTA is now in the running for the Adwheel Grand Award which will be presented at the APTA Annual Conference in the fall. New Transit Service Plan Public Feedback February 28 th : conclusion of the public engagement effort for Draft 2019 New Transit Service Plan. We were asking for input and insight on proposed changes to existing service per the direction of the VTA Board of Directors. Six-week period, VTA hosted six community meetings, presented at 20 additional meetings hosted by other organizations throughout Santa Clara County, and held a virtual on-line meeting for individuals who were not able to attend a meeting in person. The VTA website has a summary of what has been heard by the public. Through the month of March, VTA planners will be reviewing the hundreds of public comments received, and using the constructive feedback to help develop a final transit service plan.

4 Final plan will be presented to VTA committees in April and to the VTA Board in May for consideration. The final transit service plan would then be implemented with the start of BART service to Santa Clara County projected for late March Groundbreakings On March 8th, VTA, in partnership with Caltrans, held a groundbreaking event for Phase 3 of the Silicon Valley Express Lanes Project. o This phase will introduce express lanes to the US 101 corridor with the conversion of the existing double carpool lanes near State Route (SR) 237 in Sunnyvale to the San Mateo County line. The carpool connector ramp at State Route 85 will also be converted to express lanes, providing seamless connections to San Mateo s Express Lanes Project also getting underway. Caltrans, City of Sunnyvale, and VTA invite you to attend the March 22 nd groundbreaking for the Mathilda Avenue Improvements at SR 237 and US 101. o 10:30 a.m. at the Sheraton Hotel Sunnyvale Parking lot o This project will reduce congestion along Mathilda Avenue and improve mobility for all travel modes, including adding bike lanes and wider sidewalks on Mathilda through the interchange, squaring up freeway ramps, and maintaining the bicycle and pedestrian access across Mathilda at Moffett Park Drive. American Public Transportation Association s National Get on Board Day On April 25 th, VTA is participating in the American Public Transportation Association s National Get on Board Day. This day is dedicated to increasing support of and ultimately utilization of Public Transit. VTA will be offering free rides on all bus and light rail on April 25th. VTA marketing will be reaching out to local employers, public agencies, non-profits, educational institutions and residential communities to have them pledge support to public transit by encouraging and or incentivizing their employees, constituents or students to take transit or an alternative to solo driving on National Get on Board Day. Participating entities will get their names displayed on a specially wrapped bus or train. Carpool Karaoke In an effort to reduce solo driving, VTA will be launching a carpool promotion with Waze and Scoop offering new carpoolers 5 free rides through June Companies with the highest percentage of employee participation will have the opportunity to have a food truck party, made possible through a Metropolitan Transportation Commission (MTC) grant that VTA secured. We are also launching a Carpool Karaoke campaign. VTA will be sharing its first official Carpool Karaoke video on social media this week and then will invite members of the carpooling public to share their videos and be entered into the Carpool Karaoke Social Media contest.

Committee Staff Report Lauren Ledbetter, Senior Transportation Planner and Staff Liaison, provided the staff report, highlighting the following: 1) updates to the VTA Board membership; 2) actions taken at the February 7, 2019 Board of Director s meeting; 3) marketing ridership survey; 4) active transportation program results; and 5) Association of Pedestrian and Bicycle Professionals webinar to be held on Wednesday, February 20, 2019, at 12:00 p.m Measure B Update Jane Shinn, Senior Management Analyst, provided an update highlighting the following: 1) finalized Complete Streets checklist; and 2) timeline for the 2016 Measure B Bicycle and Pedestrian Capital Projects Competitive Grant Program. 5. Santa Clara County Staff Report Ben Aghegnehu, Santa Clara County Associate Transportation Planner, reported on the letter from the County of Santa Clara Roads and Airports Department, urging the Board of Supervisors to support the continuous funding of the Crossroads Collision Database system by VTA. He also announced the Homestead Road Safe Routes to School Community meeting will be held on Monday, February 25, 6:00 p.m. to 8:00 p.m. Members of the Committee provided the following suggestions: 1) have all jurisdictions participate in the crossroads collision database; and 2) provide the public access to the data. Tamiko Percell, Transportation Planner III, provided a presentation titled Transit Speed Policy, highlighting the following: 1) Policy consistency; 2) Fast transit program; 3) VTA transit speeds are declining; 4) Causes of delay in the frequent network; 5) Route by route analysis of delay; 6) Fast transit program toolbox; 7) Policy guiding principles; and 8) Next steps. Members of the Committee provided the following comments: 1) land use plan should complement transit speed policy; and 2) expressed concern about safety, operator training and performance. 19 7 Public Comment Robin Roemer, Interested Citizen, commented road design issues contribute to the declining speed of transit. Members of the Committee provided the following comments: 1) inquired about the current versus previous level of transit service; and 2) expressed concern on the impacts of the proposed new transit service to communities of concern. On order of Chairperson Stallman, and there being no objection, the Committee received the Proposal for 2019 New Transit Service Plan Measure B Bicycle & Pedestrian Capital Projects Competitive Grants Program Draft Criteria Ms. Shinn provided an overview of the staff report, explaining the criteria for the 2016 Measure B Bicycle and Pedestrian Capital Projects Competitive Grants. Members of the Committee provided the following comments: 1) inquired how projects will be scored; 2) eligibility of an improvement project making it accessible to people with disability; 3) areas negatively affected by the 2019 New Transit Service Plan should score high; 4) inquired about means to measure current traffic level; 5) eligibility of new projects, projects underway, and projects already identified in 2016 Measure B; and 6) timeline of the competitive grants program. 20 7 Public Comment: Betsy Megas, Interested Citizen, suggested adding general language and not limiting key connections to only schools, transit or employment centers. On order of Chairperson Stallman, and there being no objection, the Committee received the 2016 Measure B Bicycle & Pedestrian Capital Projects Competitive Grants Program Draft Criteria. 12. Draft Countywide Pedestrian and Bicycle Education and Encouragement Program OTHER Ms. Ledbetter provided an overview of the staff report, describing the Countywide education and encouragement activities. Members of the Committee provided the following comments: 1) get involved with activities of local jurisdictions; 2) interact with safety organizations in the county; 3) conduct public outreach; and 4) fund adult education programs that would change behavior, recommending the review of the book titled Fostering Sustainable Behavior. On order of Chairperson Stallman, and there being no objection, the Committee received the draft Countywide Pedestrian and Bicycle Education and Encouragement Program. 13. Reports from BPAC Subcommittees Best Practices for Transit Operators Training Vice Chairperson Fearer reported that the Subcommittee met on February 4, 2019, and plans to conclude by June The next meeting will be held on March 4, Across Barrier Connections There was no report from the Across Barrier Connections Subcommittee. 14. Citizens Advisory Committee (CAC) and 2000 Measure A Citizens Watchdog Committee (CWC) Report Member Wadler provided a report on the changes to the CAC Membership structure. On order of Chairperson Stallman, and there being no objection, the Committee received the CAC/CWC Report. 15. BPAC Work Plan Ms. Ledbetter provided an overview of the work plan and provided a list of queue items. 21 7 16. ANNOUNCEMENTS Ex-Officio Member Cordes announced that the Silicon Valley Bicycle Coalition, in coordination with the City of San Jose, will have a series of infrastructure bicycle rides. The first ride is scheduled on March 23, Member Lindskog announced that the City of Cupertino approved a feasibility study for a dedicated bicycle and pedestrian trail. Member Wadler announced that the Bike Academy will start on February 23, Member Unangst announced that the Mountain View City Council unanimously approved a development project that will include a pathway to access a future tunnel crossing Central Expressway. Vice Chairperson Fearer announced that the City of San Jose will have two (2) Viva Calle events this year. The first event is scheduled on May 19, 2019, and the other will be during the fall season. She also announced that the Walk to Work Day event is scheduled on April 10, Chairperson Stallman encouraged the BPAC to attend the New Transit Service Plan public meetings. 17. Fernandez Director - Planning & Programming, Chris Augenstein Crossroads Countywide Collision Database Project Policy-Related Action: No Government Code Section Applies: No ACTION ITEM RECOMMENDATION: Recommend that the VTA Board of Directors make available funds not to exceed $50,000 per year from the Vehicle Registration Fee Program (VRF) for the County of Santa Clara to maintain the Countywide Collision Database System with oversight by VTA Systems Operations and Management Working Group. BACKGROUND: Crossroads is a traffic collision database software. This software provides traffic engineers, transportation planners, law enforcement, and health program analysts with the ability to run queries and reports on collision reports recorded by police. The main features of this tool include data analysis, mapping, and reporting capabilities for identifying high collision locations and factors contributing to collisions. Crossroads also provides local agency staff with the ability to analyze collisions along corridors that cross multi-jurisdictions and develop plans like Vision Zero, with the goal of eliminating traffic related fatalities and sever injuries on the roadways. On June 14, 2014, the VTA Board of Directors authorized the use of $150,000 from VTA s Vehicle Registration Fee (VRF) program to use Crossroads as a tool to establish a countywide traffic collision database maintained by the County of Santa Clara Roads and Airports Department as part of a three-year pilot project. This pilot project ended on December 31, The pilot project was evaluated through a survey of the Member Agencies on the usefulness of the collision database and desire to maintain the database system. The majority of Member Agencies responded in support of continuing the maintenance needed to keep the collision database current. This memorandum seeks authorization to continue the use of VRF as a funding

23 8 source for the County of Santa Clara to maintain this countywide collision database for use by all Member Agencies. DISCUSSION: As part of a three-year pilot project, the County of Santa Clara Roads and Airports Department maintained a countywide Crossroads collision database which ended on December 31, The primary regional benefits that were identified from the recent pilot project are as follows: Use of a single, web-based traffic collision database. An efficient, standardized streamlined process and format for storing and retrieving traffic collision reports. The ability to perform local and county level traffic collision analysis and output data in multiple formats such a graphs, maps and GIS files. The work scope included the following key elements: Quarterly update reports from California Highway Patrol s Statewide Integrated Traffic Records System (SWITRS) accessible to all member agencies through an internet-based website. Maintenance of the hardware, servers, and software. Work to integrate local police data into the countywide traffic collision database. The work accomplished to date is summarized below: User accounts have been created for all Member Agencies (104 users including staff from the County Health Department). Three user group training sessions, including the most recent session held on December 19, 2018 that highlighted the most recent updates to the software tool features. The current database includes 225,000 collision records from the Statewide Integrated Traffic Records System for all agencies from (complete data set) and (provisional data) with quarterly updates (up to November 2018). Τen (10) of fifteen (15) local police department agencies have been connected to Crossroads with direct local collision reporting capabilities: City of Campbell (nearly complete), City of Cupertino, City of Gilroy, City of Los Altos, Town of Los Altos Hills, City of Monte Sereno, City of Morgan Hill, City of Mountain View, City of Santa Clara, City of Saratoga, and City of Sunnyvale. Town of Los Gatos and City of Palo Alto currently only provide limited collision reports. Coordination is currently underway to receive direct local collision reports from the following city police departments: City of Los Altos, City of Milpitas, City of San Jose. VTA surveyed its Systems Operations and Management Working Group (a sub-working group of the Technical Advisory Committee) members to assess the usefulness of Crossroads for their agencies, and the level of support for continuing to use the current Crossroads system with a database that is updated on a quarterly schedule. The majority of agencies (15 of 17) indicated support for continuing the use of the County s Crossroads collision database system. However, there were comments related to completing the work to have all the local police collision reports Page 2 of 3

24 8 migrated into Crossroads, making additional improvements to the query tools, and seeing a more detailed work plan for the requested funds. These concerns could be addressed by having the Systems Operations and Management Working Group oversee the annual work scope and budget for maintaining the Crossroads collision database system. The key challenge for this project has been coordinating with local police departments and developing direct reporting connections with different computer systems and databases. Attachment A provides a summary of the work completed and a breakdown of cost by year. Based on work performed during the three-year pilot project, the County of Santa Clara Roads and Airports Department proposes an annual budget not to exceed $50,000 per year, would be needed for the County to maintain the countywide collision database system with updated reports on a quarterly basis. The budget includes tasks for the following work: completing direct connections to all local police collision databases; updating maps, hardware, and software; administrative staff time for coordinating maintenance work, corresponding with police departments, and training for Member Agencies. ALTERNATIVES: The Board may choose to modify the conditions in the proposed fund request or choose to not support the Crossroads Countywide Collision Database project. FISCAL IMPACT: The Vehicle Registration Fee Program was enacted by Santa Clara County voters in November This action would make an annual funding of up to $50,000 available to support the maintenance of the Crossroads Collision Database System. BACKGROUND: On November 8, 2016, the voters of Santa Clara County approved by over a two-thirds vote Measure B, a 30-year, ½ cent sales tax measure supporting transportation projects and services. The VTA Board of Directors appropriated 2016 Measure B funds for projects and programs as part of its FY2018 and FY2019 budget adoption on June 1, These appropriations remain available to the projects and programs and do not expire at the end of the fiscal year. 28 9 DISCUSSION: VTA staff recommends that the Board of Directors appropriate 2016 Measure B funds for projects and programs in the following 2016 Measure B program categories for FY2020 and FY2021. Of that amount, $1.65 million was reimbursed to the Transit Enterprise fund for the cost of the ballot measure. Approximately $390,000 has been expended on VTA labor for development of the 2016 Measure B program since the election. VTA staff is currently developing FY2020 and FY2021 cost estimates for 2016 Measure B program administration and oversight and will present a fully developed budget request by time of final VTA Board consideration in April. In the interim, staff recommends that the VTA Board continue $3.3 million annual appropriations for FY2020 and FY2021. Page 3 of 6

29 9 Local Streets and Roads The VTA Board of Directors appropriated $90 million in the FY2018 and FY2019 budget to be distributed to the cities and the County for roadway maintenance, rehabilitation and complete streets activities. $40 million was allocated for each fiscal year, with the remaining $10 million being an estimate for a one-time advance to be distributed to the cities and County based on collections between April 1, 2017 through June 30, VTA staff recommend continued appropriation of $40 million in FY2020 and in FY2021 for this purpose. This would result in a total Local Streets and Roads appropriation of $170 million for the four-year period. BART Phase II No appropriation was requested or made for FY2018 or FY2019. A total of $150 million is requested for pre-construction activities for FY2020 and FY2021. Bicycle and Pedestrian The VTA Board appropriated $16.7 million in the FY2018 & FY2019 budget cycle for this program category. VTA staff recommends appropriating an additional $16.7 million for FY2020 and FY2021. If approved, the total four-year appropriation would be $33.3 million. Caltrain Grade Separations The VTA Board appropriated $7 million in the FY2018 & FY2019 budget cycle for this program category. VTA staff recommend appropriating an additional $31 million for the FY2020 and FY2021 cycle. This would result in a total appropriation of $38 million. VTA s Caltrain Grade Separation Implementation Plan will require $1 million. Based on discussions with the three cities, VTA staff anticipate that Mountain View s Castro Street and Rengstorff Avenue projects will begin the design phase in FY2020 and require $31 million. The $6 million balance will be available for feasibility studies and initiating environmental clearances on the remaining six crossings. Caltrain Corridor Capacity Improvements The VTA Board of Directors approved $6.3 million for FY2018 & FY2019, $2.0 million as part of the FY2018 and FY2019 adoption and an additional $4.3 million in June Of this allocation, $4.3 million is for the locomotive overhaul capital project led by Caltrain, without which increased service to South County cannot occur. An additional $750,000 will be used to begin a South County Rail Study that will study potential options for enhanced transit service, specifically heavy rail service, down to south county and will include Caltrain, Altamont Corridor Express (ACE), Capital Corridor, the Transportation Agency for Monterey County (TAMC), the California State Transportation Agency (CALSTA), and the cities of Gilroy, Morgan Hill, and San Jose. The balance of the FY18/FY19 allocation and a staff recommended allocation of $2.5 million for FY2020 & FY2021 for work on the San Jose Diridon Station Plan brings the total appropriation of this program category for FY18 through FY20 to $8.8 million. 30 9 Highway Interchanges The VTA Board appropriated $87 million in the FY2018 & FY2019 budget cycle for this program category. VTA staff are recommending an additional $90.1 in appropriation for the FY2020 and FY2021 budget years. Attachment A provides a complete listing of projects, with currently approved and recommended additional appropriation. County Expressways The VTA Board appropriated $50 million for Expressways in the FY2018 & FY2019 budget cycle. Implementation priorities for the program category are determined by the County of Santa Clara. County Roads and Airports is currently developing an implementation plan. VTA and County Roads staff agree that the existing appropriation is sufficient for activities likely to occur in the next two years. The County s priority project listing will be presented to the VTA Board at a future meeting. No additional appropriation is recommended for this budget cycle. SR 85 Corridor The VTA Board of Directors appropriated $12 million for this program in the FY2018 & FY2019 budget cycle. VTA staff are conducting a transit alternatives study for the corridor. The cost to complete the study is estimated to be $1.4 million. The remaining $10.6 million is allocated to the implementation of the five noise mitigation pilot projects identified by the SR85 Noise Abatement Study. Once the transit guideway study is complete, initial planning and feasibility analysis for the improvements that may emerge from the transit guideway study will need to be conducted. VTA staff recommends $2.5 million for the 2020 & 2021 fiscal years for these efforts. Transit Operations The VTA Board appropriated $33.3 million for this category in the FY2018 & FY2019 budget cycle, and the Board further refined the distribution at its October 2017 meeting. VTA staff recommends appropriating the same amount and continuing with the same distribution for FY2020 and FY2021. Fernandez Director - Planning & Programming, Chris Augenstein Bicycle Expenditure Program Semi-Annual Update FOR INFORMATION ONLY BACKGROUND: In August 2000, the VTA Board of Directors created the Bicycle Expenditure Program (BEP) for the purpose of identifying and dedicating a funding stream to help implement the Countywide Bicycle Plan. The BEP Project List is updated approximately every four years, in conjunction with the update of Valley Transportation Plan (VTP), VTA s long-range transportation plan for Santa Clara County. The BEP becomes the Bicycle Element of the VTP. This memorandum provides a status report on the progress of projects in the BEP Project List. The last status report was provided to the VTA Board of Directors in December The BEP list consists of 121 projects. These projects are broken into 71 Category 1 projects and 50 Category 2 projects, and are selected and ranked based on the Board-approved BEP Policies and Criteria. Category 1 projects are considered near-term implementation projects, and receive priority funding consideration in VTA funding programs. Category 2 projects are eligible to compete for selected VTA funding programs, but will not receive priority funding consideration. The BEP list assumes $300 million in future revenues will become available for implementing bicycle projects over the 28-year timeframe of VTP Funds programmed toward BEP projects come from a combination of programs, including, but not limited to: Transportation Fund for Clean Air 40% Program (TFCA 40%); Transportation Development Act (TDA) Article 3 Pedestrian Bicycle Program; and the One Bay Area Grant (OBAG), which is a combination of the Federal Congestion Mitigation & Air Quality Improvement Program (CMAQ), Transportation Alternatives (TA), and the Surface Transportation Program (STP) funding programs.

60 11 DISCUSSION: Project Status The status of the BEP projects as of December 2018 is summarized in Table 1 below. The projects are listed as completed, fully funded, partially funded or unfunded. Attachment A provides details on the funding status of Category 1 BEP projects. Table 1. The associated BEP projects (40-B100, 40-B101, and 40-B103) have been split into sub-projects for tracking purposes. As a result, the sum of Category 2 projects is higher than the 50 on the Board-adopted list. Fully funded and completed Category 1 projects represent over $73 million in total project costs, and partially funded projects represent nearly $209 million in total project costs. Funding Sources Since the last BEP update in fall 2016, VTA has programmed funds to several BEP projects. Listed below are the projects and funding sources. Santa Clara received $77,000 in TFCA FY 2018/19 funds to construct bike lanes on Benton Street between Monroe and El Camino Real (40-B107) Santa Clara received $109,500 in TFCA FY 2017/18 funds to construct bike lanes on Mission College Boulevard from great America Parkway to the Sunnyvale city limit. (40-B39) Santa Clara received $765,716 in TDA3 funds to construct bike lanes on Lafayette and Bassett Streets from Agnew Road to Central Expressway. (40-B37) Sunnyvale elected to use $131,140 of its FY 2017/18 TDA3 Guarantee funds to stripe bike lanes on Mary Avenue between Evelyn Avenue and Maude Avenue. (40-B62) The following projects received OBAG Cycle 2 funds: VTA/Milpitas - Montague Expressway Pedestrian Bicycle Overcrossing received $7 Million for construction, fully funding the project, which will connect to Milpitas BART. (40-B85) Santa Clara - Saratoga Creek Trail received $3.7 Million for construction of a portion of the trail between Central Park and Homeridge Park. (40-B43) Page 2 of 4

61 11 Sunnyvale - Fair Oaks Bike Lanes received $335,553 for environmental and design from Old Francisquito Road to Awahnee Avenue. (40-B57) Sunnyvale - Bernardo Undercrossing received $500,000 for environmental and design. (40-B54) Sunnyvale - Java Drive Bike Lanes (Mathilda Ave to Crossman Ave) received $214,286 for environmental and design. (40-B60) Palo Alto - Adobe Creek Bridge and Adobe Creek Reach Trail (West Bayshore Road to Louis Road) received $4.35 Million for construction. (40-B11, 40-B95) Santa Clara - Hetch Hetchy Trail received $790,000 for construction of a portion of the trail between Stars and Stripes Drive and Agnew Road via the east bank of San Tomas Aquino Creek. (40-B108) Santa Clara - San Tomas Aquino Creek Trail Undercrossing at 49ers Stadium received $2.4 Million for construction. (40-B110) Outside sources also helped fund several BEP projects, most notably San Jose s trail projects. San Jose was awarded $5.3 Million in Active Transportation Program grant funds to design and construct Coyote Creek Trail from Maybury to Watson Park. (40-B101) San Jose was awarded a Priority Conservation Area grant for $712,700 to fund construction of the Coyote Creek Trail from Brokaw to Union Pacific Rail Road. (40- B100) Design and construction of Coyote Creek Trail from Story Road to Phelan Avenue in San Jose is supported by Affordable Housing and Sustainable Communities funds. (40-B103) A Coastal Conservancy Grant is funding a feasibility study for the 237 Bikeway between North First Street and Zanker Road. (40-B26) Project Delivery Member Agencies have made notable progress on several Category 1 projects: City of San Jose completed several Category 1 projects including: Bike lanes on Charcot Avenue between Orchard Parkway and O Toole Avenue (40-B20) Buffered bike lanes on Hedding Street between Winchester Boulevard and Ruff Drive (40-B24) Buffered bike lanes and cycle tracks on Branham Lane from Camden Avenue to Monterey Road (40-B17) County Roads and Airports completed the San Tomas Aquino Spur Trail between El Camino Real and Homestead Road. (40-B41) County Parks completed rehabilitation and enhancement of the Los Gatos Creek Trail from Lark Avenue to Blossom Hill Drive.
