Workshop on Reviewing Transportation Projects for Inclusion in RTP Bonakdar The PAC is requested to review transportation projects currently in the 2035 Regionqal Transportation Plan (RTP) to delete and add new projects. Only projects listed in the RTP are eligible to receive federal transportation dollars. Please see the attached memo and list of projects. (Attachment II) ACTION: Discussion V. Call to Order The Chair, Chris Workman called the meeting to order at 8:37 am. II. Agenda Review III. Minutes of June 24, 2016 TAC meeting. IV. Workshop on Draft Goals & Objectives of the Regional Transportation Plan (RTP) Correction to agenda item VI, page 2 name of Morton to Gordon. CAMPO has a set of goals that was adopted in 2006 and then updated in Federal guidelines require an update every five years. CAMPO is currently working on an interim update that will be due March Federal guidelines require RTP planning process to address the following: Economic vitality Safety and security Accessibility There were no changes to the agenda. Consensus form the Technical Advisory Committee to approve the meeting minutes of June 24, 2016 with correction. 1

3 Attachment I Draft Minutes Environmental protection Quality of life Efficient management Reliability and resilience Energy conservation The RTP must be consistent with all local transportation plans. In order to follow all regulations and meet requirements, CAMPO has reviewed local Comprehensive Plans, Imagine Corvallis, and will be coordinating with local TSPs. The following emerging policy areas were identified in the Corvallis Area MPO; Sustainability, Greenhouse Gas Emissions, Alternative Modes, Land Use, and Public Health. Richardson briefly reviewed each of the emerging policies. CAMPO held two regional scenario planning workshops in May. Major themes expressed by participants included: Balance jobs and housing Reduce VMT through efficient land use Provide centrally located affordable housing Meet the transportation needs of disadvantaged populations Additional public input will be taken at an open house on September 28 at the Corvallis Public Library from 5:00 pm to 7:00 pm. Richardson indicated that the current plan has a vision statement with ten main goals. The RTP update has eight recommended topic areas for updated goals: Managing and Operating the System Affordability and Equitability Promoting Public Health Safe and Efficient Movement of People and Goods 2

4 Attachment I Draft Minutes Economic Vitality Environmental Sustainability (Including Reducing GHG) Linking Land Use and Transportation Members were split into a two group exercise to discuss and provide input on the focus areas of the draft regional goals and objectives. Richardson will synthesize the input from the group exercise and revise the regional goals and objections. The PAC will have the opportunity to review these and provide additional feedback. Richardson reviewed the next steps with members: August 26 PAC Meeting Existing conditions review. Regional scenario planning workshop findings. Linking regional scenario planning to local planning. September 14, CAMPO Policy Board Meeting Preview regional goals and objectives. Regional scenario preferences. September 28 Public Open House Present existing conditions and regional goals and objectives Visioning Update (during break) Sara Harstein with Benton County provided information on the County s 2040 Visioning process. The Council has been formed and met a couple of times. There is a plan to gather community input this fall and have a draft vision statement early next year. Next meetings will be more heavily publicized. Harstein also noted that the Benton County has a health and transportation goal area. Working in that goal area, Benton County, the City of Corvallis, and Good Samaritan Health Services have put funds together for efforts to address homelessness in Corvallis while the transportation piece will focus more on alternative modes. 3

5 Attachment I Draft Minutes V. FY TIP Amendment VI. Updates VII. Adjourn Additional STP funds are needed for the completion of 9 th Street and Crystal Lake projects. The cost of the project has exceeded by $48,677 and $116,847 respectively, partly due to ADA requirements. The City of Corvallis is requesting an additional $165,524 of STP funds for the completion of these projects. The TAC is requested to make a recommendation to the Policy Board to approve the additional fund to the City of Corvallis for the completion of these projects. a) Director s Report The MPOs are working with DLCD on target rulemaking for GHG emission reduction. Currently all member jurisdictions within the MPO are required to adopt the RTSP and that is one of the issues. b) Jurisdictional Updates City of Philomath TSP update is on hold awaiting for OSU to receive information from the CALM model. The City will be working on chip sealing. Discussions continue on modernization of 12 th Street. There is now an agreement between the Philomath and ODOT for the annexation of property north of Chapel Drive between 23 rd and 30 th streets. Benton County The RFP is out for the TSP update. Bellfountain Bridge has been removed. The county will be working on chip sealing. Work at Crescent Valley will take place next year. Barney and Worth is conducting interviews for the Albany to Corvallis multimodal trail. City of Corvallis Grind inlay work will begin in August. 35 th Street at the railroad tracks will be closed with detours. The city will be interviewing to fill the TSP manager position. Meeting adjourned at 10:30 am. Consensus from the Technical Advisory Committee to recommend amendment of the FY15-18 TIP to the Policy Board for additional STP fund to the City of Corvallis. 4

Finalizing RTPs Goals and Objectives July meeting minutes were not provided, they will need be brought back to the next meeting. At its last meeting, the PAC provided input on goals and objectives for the RTP. Richardson reviewed an updated version of goals and their objectives: Provide for the safe, convenient and efficient movement of people and goods within and between urban areas. Efficiently manage and operate the regional transportation system. Improve the Affordability and Equitability of the Transportation System. Promote Public Health through Transportation Policies and Investment. Promote the Region s Economic Vitality through Transportation Policy and Investment. There were no changes to the agenda. July meeting minutes will be brought back to next meeting. Members to provide additional comments to staff by Friday, September 2,

7 Attachment II Draft Minutes Promote Environmental Sustainability. Strategically Coordinate Land Use and Transportation Plans. Additions/Edits recommended from discussion: Add objective 7C: Coordinate land use and transportation plans to the extent possible Change objective 4C to Consider and evaluate the health impacts of transportation plans and projects Change 5E to Consider and evaluate the economic impacts of transportation plans and projects Replace alternative modes with active transportation throughout Consider adding a new goal 8?: Promote and Expand Active Transportation The phrase extensive public involvement should be modified. V. Results of Scenario Planning Workshops Members were requested to provide additional comments on the Goals and Objectives by Friday, September 2. In May, CAMPO held two community workshops. The workshops included visualization tools and activities to engage ideas and conversations about future land use and transportation. Table participants recorded notes on flip charts during the workshop. The notes were reviewed along with information captured electronically at the workshop and used for guidance in creating analysis scenarios. Amy DeBay reviewed the results of the community workshops and the resulting three analysis scenarios. For next steps, the Policy Board will receive a review of the Goals and Objectives, Regional Network, and Scenario Preferences at their September 14 meeting. On September 28, CAMPO will hold a public open house meeting of the RTP. Members had some questions and provided feedback to consultants, Members to provide additional feedback to staff with specifics on which strategies in the analysis scenarios should be pursued and which should be abandoned, by September 9. 2

8 Attachment II Draft Minutes VI. RTSP s Regional Network including: Section of the tech memo figure 14 refers to roads west of campus, not east. The methodology described in the tech memo for the desirability surface concept is difficult to follow. Revise tech memo narrative for additional clarity Additional comments with specifics on which strategies in the analysis scenarios should be pursued and which should be abandoned, are due to staff by September 9. The Transportation Planning Rule (TPR) emphasizes the importance of a regional network of roads and transit facilities in meeting the mobility needs of the population. It requires all transportation system plans establish a coordinated network of transportation facilities adequate to serve regional and local transportation needs. A Regional Network needs to be identified for the Regional Transportation Plan. Richardson reviewed the following elements that should be considered for inclusion in the regional network: The system of arterial and collector roads Public transit routes, transfer points, and stations Park-and-ride locations Bicycle and pedestrian routes Airports and rail lines Richardson advised that for the Corvallis MPO area, the regional network is assumed to include: All arterial and collector roads on the federal functional classification system All bridges, at least twenty fee in length that carry a public road All transit facilities and infrastructure Transportation facilities leading to the Corvallis Municipal Airport All bicycle and pedestrian facilities located on federal Members to provide feedback to staff on the Regional Transportation System Plan; Regional Network Identification by Friday, September 2,

9 Attachment II Draft Minutes functionally classified routes, as well as off-street multi-use pathways of at least one mile in length Comments/Edits to the document include: Members noted that bullet three needs to be rewritten to include the 99 Express (transit service to Adair Village). Members requested for the maps to show that the Coast to Valley Express goes to the City of Albany. VII. Updates Members were requested to review the Regional Transportation System Plan; Regional Network Identification and provide feedback to staff by September 2, a) Directors Report: The TAC has worked on updating the criteria for the prioritization of projects. This work needs to be resumed and the projects will need to be prioritized. CAMPO will need a list of capital improvement projects from the City of Corvallis for this work. In 2010, the legislation designated DLCD and ODOT to come up with rules for the reduction of greenhouse gas emission. Those target rules needed to be reviewed in five years time. The review of the target rules is now taking place. Discussion has been on whether there should be one target for the State or individual targets per MPOs. CAMPO staff is advocating for one target for the State. Another discussion is the value of the RTSP requirement. b) Jurisdictional Updates: City of Philomath Working on crack sealing in town. ODOT is still considering scoping phase for improvements of the 4

10 Attachment II Draft Minutes highway couplet area. The city is looking at streetscaping improvement that would go along with those improvements. City of Corvallis Trying to get the work on 35 th Street wrapped up before OSU is back in session. Received Connect OR VI funds for the Airport Runway Rehabilitation project. The city has a couple of buses on order in anticipation of what will come out of Sustainable Budget Task Force. VIII. Adjourn Benton County Starting on overlay work next week. Ranked TSP consultants. Selection will take place next week. Chapel Drive project is on 100% STIP Straw List. Kevin Young will now be working for the County as a Senior Planner and Jason Yaich will be taking his place at CAMPO. Meeting adjourned at 10:29 am. 5

11 memo To: From: CC: CAMPO RTP Project Advisory Committee Carole Richardson, PE Plangineering Ali Bonakdar, CAMPO Executive Director Date: October 14, 2016 Subject: Interim RTP Project List Comments: In order to comply with federal planning regulations, the CAMPO Policy Board will need to adopt an updated Regional Transportation Plan on or before March 16, As we ve discussed previously, the timing of this requirement is somewhat awkward because CAMPO will not have the benefit of project recommendations from the local TSPs, which are expected later in Therefore, an interim RTP will be prepared for adoption in March, which may be amended later when the local TSP s are complete. Only projects listed in the RTP are eligible for federal funding. The project list for the interim RTP update in March will be based on the list from the existing (2035) RTP with these changes: We will delete any recently completed projects from the previous list. Any future regionally significant projects that are known at this time could be added; however, please keep in mind that the RTP must be financially constrained. If the PAC wishes to add any large dollar projects to the RTP at this time, we will need to show them on the illustrative list. Please review the projects sponsored by your agency on the attached list and maps, and bring any changes, corrections or new projects that are known at this time to the PAC meeting on October 28. If you will have multiple reviewers at your agency, we would appreciate a single consolidated markup. We will draft an interim project list based on your markups, and finalize the interim list at the November PAC meeting. In addition, there are two long-standing multi-jurisdictional proposals that have been studied previously, and we would like PAC members to think about whether these concepts are still relevant to the region. They are:

12 CAMPO PAC Memo, Page 2 October 14, 2016 Interim RTP Project List South Corvallis Connector - a new roadway connecting the south Corvallis or Kiger Island areas to Philomath. Both the City of Corvallis and Benton County had general concepts for this connection in previous local plans. The concept was included in a 1997 South Corvallis Area Refinement Plan performed by the City. Later in 2001, the Bellfountain Corridor was defined in Benton County s TSP. The project would include areas both inside and outside of CAMPO s planning area. North Bypass an extension of the current southerly bypass beginning outside CAMPO s planning area on the east side of the Willamette river and extending northward to enter CAMPO s planning area just south of the Holiday Inn Express, ultimately connecting with the 99W couplet near the City s Public Works Department. This concept was the subject of an EIS in I ve included maps showing both concepts for information only at this time. Please give some thought to them and we ll discuss soon. --Carole 2
