For specific items on the CMAC agenda, public comment will be taken at the time the item is discussed. Individuals providing public comment will be limited to three minutes. The meeting was called to order at 5:30 p.m. by the Chair, Molly O Brien. ITEM 1. APPROVAL OF AGENDA The agenda was approved as submitted. ITEM 2. DRAFT PUBLIC COMMENT Juan Martinez commented on the audible lights on west Seventh Street cars turning into McCarran Boulevard. Julie Masterpool RTC Engineering Manager will coordinate with the City of Reno to contact Dora on the audible lights for the location in Reno that Mr. Martinez mentioned.

4 ITEM 3. APPROVAL OF THE APRIL 4, 2018 MEETING MINUTES The minutes of the CMAC meeting April 4, 2018 were approved as submitted. ITEM NORTHERN NEVADA ALTERNATIVES ANALYSIS Kevin Verre, NDOT gave a presentation on the 1-11 Northern Nevada Alternatives Analysis. A copy of the PowerPoint presentation is on file at the RTC Metropolitan Planning Department. He then asked if there were any questions. There was no discussion. Harvey Katz made a motion to acknowledge receipt of the presentation on the 1-11 Northern Nevada Alternatives Analysis. Genevieve Parker seconded. The motion carried unanimously. ITEM 5. DRAFT FY 2019 REGIONAL TRANSPORTATION COMMISSION (RTC) BUDGET Stephanie Haddock, RTC Director of Finance announced the new RTC Financial Manager, Jelena Williams and briefed the committee on the draft FY 2019 RTC budget process which, comments from the committees will be presented to the RTC Board at their meeting on Monday, May 21, 2018, at 1:30 p.m.to 4:30 p.m. at the Washoe County Complex. A copy of the PowerPoint presentation is on file at the RTC Metropolitan Planning Department. She then asked if there were any questions. Jeff Bonano asked where to look up the resources on the FY 2019 RTC Budget. Stephanie directed him to the RTC website: Dan also suggested he look up the Pavement Condition Index (PCI). Mark Tadder questioned the sales tax contributions. A discussion continued on the fuel tax. Joanna Treagar from Truckee Meadows Bicycle Alliance (TMBA) commented on the Center Street separated cycle track from Center Street to UNR by removing a vehicle travel lane which, a survey is being conducted for engagement of the project. She mentioned the bike share improvements are exciting. Laura made a motion to acknowledge receipt of the presentation on the Draft FY 2019 Regional Transportation Commission (RTC) Budget. RTC TRANSPORTATION ALTERNATIVES (TA) SET-ASIDE PROGRAM PROJECTS FOR FEDERAL FISCAL YEARS (FFY) 2019 AND 2020 Rebecca Kapuler, RTC Planner gave a presentation on the Transportation Alternatives (TA) Set- Aside program projects for Federal Fiscal Years (FFY) 2019 and A copy of the PowerPoint presentation is on file at the RTC Metropolitan Planning Department. The budget for the TA Set- Aside Program was balanced at the TAC meeting. She then asked if there were any questions. There was no discussion on the application presentations. Laura made a motion to acknowledge receipt of the presentation on the RTC TA Set-Aside Program projects for FFY 2019 and Sigurd Jaunarajs seconded. The motion carried unanimously. ITEM 7. REGIONAL ROAD IMPACT (RRIF) GENERAL OVERVIEW July Masterpool, RTC Engineering Manager gave a presentation on the Regional Road Impact Fee program. A copy of the PowerPoint presentation is on file at the RTC Metropolitan Planning Department. She stated a 6 th Edition update is underway. She then asked if there were any questions. The committee asked about the RRIF Program data. Julie stated the National Trip Generation Manual, is used for data and local data from the RTC Travel Demand Model for housing studies and surveys for an average. Jeff asked about trips based on land quantified use. Julie stated RTC uses ITE Trip Generation Manual is used for data. Jeff made a motion to acknowledge receipt of the presentation on the RRIF general overview. Genevieve seconded. The motion carried unanimously. ITEM 8. REPORTS There was no discussion on the reports. ITEM 9. DRAFT MEMBER ANNOUNCEMENTS/AGENDA ITEMS FOR FUTURE CMAC MEETINGS Genevieve announced the Reno Bike Project opening a second location in June and an open house date to be determined. Mark Nichols, Vice Chair requested a presentation on the TMBA project. 3

6 Dan mentioned an upcoming agenda item on the bike facility design best practices. ITEM 10. RTC/RIDE/ACCESS STAFF ITEMS Rebecca announced the update of the RTC Bike Map and asked for additional comments on the bike map updates. Julie gave construction updates for Fourth and Prater Project, I-80 Prater Interchange and also stated RTC is in the process of finalizing the POP. ITEM 11. PUBLIC COMMENT TMBA announced Bike Week which, is on May 13-19, 2018, along with the other events at Patagonia during Bike Week. ITEM 12. 7 June 6, 2018 AGENDA ITEM 4 TO: FROM: Citizens Multimodal Advisory Committee Adam Searcy Washoe County School District SUBJECT: Washoe County School District Infrastructure Plan RECOMMENDATION Acknowledge receipt of a presentation on the Washoe County School District Infrastructure Plan. SUMMARY Washoe County School District (WCSD) staff will provide an update on the capital program as it relates to scheduled improvements to existing schools and the construction of new schools. Due to the passage of WC-1 in November 2016, WCSD is able to build new schools to relieve current overcrowding, accommodate growth, and provide updated facilities. The proposed plan for new schools over the next decade (presented to voters prior to the election) includes the following: Build 3 new high schools, plus an expansion of Damonte Ranch High School; 3 new middle schools; and 9 new elementary schools. Engineering Manager SUBJECT: Discussion and Recommendation on the FY 2019 Street and Highway Program of Projects RECOMMENDATION Recommend approval of the proposed Fiscal Year (FY) 2019 Program of Projects (POP). SUMMARY The FY 2019 Program of Projects (see Attachment A) identifies the proposed uses of the net fuel tax revenues for the RTC s upcoming FY 2019 budget. The attached POP also describes planned projects, delivery phases and funding from all available funding sources, including fuel taxes, bonds, sales taxes, Regional Road Impact Fees (RRIF), and federal sources. This program has been developed in accordance with priorities established as part of the Unified Planning Work Program, Regional Transportation Plan and the regional road pavement preservation program. ADDITIONAL BACKGROUND The projects in the POP identify the proposed uses of RTC and Federal Highway revenues that are projected to be available. The Total Funds Programmed column represents the funds programmed previously (past POP s) plus FY 2019 funds. This total represents the Board authorization for expenditures for FY Attachment B contains a series of maps showing location of projects in the POP, project phase, and anticipated year of construction. This POP places emphasis on using anticipated FY 2019 RTC fuel and sales tax revenues as local match to leverage RTC s ability to compete for federal grants on two important corridor projects: 4 th & Prater Bus Rapid Transit project: $39.55 million in Federal Funds represents full funding for this project. 9 CMAC Staff Report Street & Highway POP June 6, 2018 Page 2 Mitigation Air Quality, Surface Transportation Program, TIGER, and FTA Small Starts. Total project funding of $52.57 million will invest in RTC rapid transit service, improved sidewalks, bike facilities, and major street improvements between 4 th Street Station and Centennial Plaza. Virginia Street Bus RAPID Transit Extension Project: $5.6 million in RTC fuel taxes accomplish preliminary design and obtain Federal Transit Administration environmental and historic resource clearance. The total project estimate of $80 million includes full reconstruction of Virginia Street between Plumb Lane and Liberty Street and several adjacent local streets in Midtown, improvements to extend RTC RAPID service to UNR, eight new RAPID stations, and two new electric buses. The Oddie/Wells Corridor Multi-Modal Improvements project will get started in FY19 with $1.55 million in fuel tax funds programmed for Preliminary Design. The Pavement Preservation program will be fully implemented for the upcoming construction season. Approximately $6.5 million in fuel tax revenue is proposed to provide slurry sealing on select roads to keep those pavements in good condition and corrective treatments to roads with at risk pavements showing advanced deterioration. Projects in the pavement preservation program are selected based on pavement condition data in coordination with staff from Reno, Sparks, and Washoe County. Fuel tax revenue also allows the RTC to continue to implement bicycle and pedestrian improvements in areas of the Truckee Meadows that were identified through the RTC Bicycle and Pedestrian Master Plan. In addition, Traffic Engineering Spot Intersection projects will improve selected regional road intersections within the Truckee Meadows. Attachments

SUMMARY The RTC has retained a consultant to evaluate various bicycle facility options on Center, Sierra, and portions of Virginia Street. Options being evaluated include two-way cycle tracks, one-way cycle tracks, and bike lanes. Staff will provide an update on the preliminary work that is being done. Additionally, members of the Citizens Multimodal Advisory Committee (CMAC) recently requested RTC staff provide a presentation on the types of bicycle facilities that are being implemented nationally, and the current state of design best practices. 18 June 6, 2018 AGENDA ITEM 7 TO: FROM: Citizens Multimodal Advisory Committee Amy Cummings, AICP, LEED AP Director of Planning SUBJECT: Proposed 2040 Regional Transportation Plan Amendment RECOMMENDATION Receive report on the proposed amendment to the 2040 Regional Transportation Plan (RTP). SUMMARY The Nevada Department of Transportation (NDOT) has identified near-term improvements to I- 80/I-580/US 395 system interchange (Spaghetti Bowl). This Early Action project consists of safety and operational improvements primarily for the eastbound to southbound traffic movement. In order for these improvements to advance, they must be identified in the 2040 RTP, as well as the Regional Transportation Improvement Program (RTIP). Staff has taken this opportunity to identify other project updates that should be included in the RTP. Other potential changes include extending the proposed widening of Lemmon Drive from Arkansas Street to Chickadee Drive and raising the roadway to include flood mitigation measures, and the widening of North Virginia Street from two to four lanes between Stead Boulevard and Panther Drive. Other changes include removing projects that have some redundancy and updating project descriptions that now have more information available. The attached project table details the proposed changes. ADDITIONAL BACKGROUND Staff held a preliminary meeting with the Air Quality Interagency Consultation Group to discuss the proposed changes to the RTP and to determine assumptions for potential air quality impacts. This group consists of representatives from NDOT, Federal Highway Administration (FHWA), Federal Transit Administration (FTA), U.S. Environmental Protection Agency (EPA), Washoe County Health District Air Quality Management Division, Nevada Division of Environmental Protection (NDEP), and Truckee Meadows Regional Planning Agency (TMRPA). This group will reconvene to review the results of the travel demand and air quality model analyses when they are completed. Gibson, AICP Executive Director SUBJECT: RTC Engineering Activity Report RECOMMENDATION Acknowledge receipt of the monthly Engineering Activity Report. CAPACITY/CONGESTION RELIEF PROJECTS North Valleys Improvements The construction activities are complete for the North Valleys Improvements Package 1. Package 2 of the project include signalizing Lemmon Drive at the on/off-ramps of US 395 and signalizing the Red Rock Boulevard and Moya Boulevard intersection. Package 2 is under construction. Construction is complete except for temperature sensitive items which will be completed once weather allows. This includes open grade paving in Nevada Department of Transportation (NDOT) right-of-way (ROW), slurry seal at Red Rock/Moya, and permanent striping. Package 3 is currently in preliminary design stages. The scope and magnitude of this project will be dependent on remaining funds following the completion of Package 2. Initial concepts of Package 3 will include installing a traffic signal at the Lemmon Drive/North Virginia Street intersection and adding capacity to the right turn lane at North Virginia Street/Business 395. Regional Road Impact Fees (RRIF) funds and Fuel Tax funds have been allocated as part of the 2017 Program of Projects for this project. Pyramid and McCarran Intersection Improvement The project is substantially complete and RTC staff and consultants continue to work through final punch list items with the contractor and the City of Sparks. All traffic control has been removed and the RTC is receiving very positive reports of dramatically improved commute times. It works! NDOT has provided relief of maintenance to Granite and taken over maintenance responsibilities. Landscape establishment continues for one year starting in November. Consultants are developing As-Built plans and RTC staff are working through final invoicing and coordinating project closeout activities with FHWA and NDOT. Engineering Activity Report RTC Staff Report May 21, 2018 Page 2 ITS Pilot Project, Design of Phase 2 ITS Connectivity This pilot project will connect traffic signal systems of the City of Reno, the City of Sparks, Washoe County, and NDOT through fiber optic communication lines. This project also includes design of Phase 2, which will expand communication to outlying signal systems and install ITS devices to monitor and remotely adjust traffic signals to respond to special events, changing traffic conditions, provide information to drivers and traffic incidents. Construction of the Pilot Project began on November 13, 2017, and is substantially complete. The ITS Phase 2A Project has been awarded to Titan Electrical Contracting with work scheduled to begin May 7, Traffic Engineering (TE) Spot 7 Project TE Spot 7 project includes a new traffic signal at the intersection of Prater Way and Lillard Drive and continues improvements to regional intersections focusing on enhancements to traffic signal operations including replacement of malfunctioning video detection cameras with in-ground loop detectors and battery backup systems to keep traffic signals operating during power outages. The traffic signal at Prater Way and Lillard Drive is substantially complete. With new developments and housing in the immediate area, this signal will bring improved capacity and safety to the intersection. The intersection will include new pedestrian crosswalks and ramps, advanced signal warning flashers, and vehicle loop detection system. Design of this intersection was completed in January 2018 by CA Group. Progress as of Mid-April 2018 Pyramid/Calle De La Plata Contract is currently in routing to Par Electric. Construction and ground breaking ceremony anticipated to take place in late May Traffic Signal Coordination 5 Project The project was kicked off in the beginning of January Following a three year cycle schedule, the goal is to optimize the timing of one-third (1/3) of all the signals in the region this year. For 2017, 83 intersections had retiming completed. For 2018, it is planned that nine corridors, roughly intersections will have new timing implemented. Timing plans will be developed by RTC/UNR. In the process, re-evaluation of the clearance intervals and pedestrian crossing times will be done at each intersection to make sure it is up to current standards. Process for signal retiming 1. CORRIDOR IMPROVEMENT PROJECTS Agenda Item 8b. 8c. 4 th Street/Prater Way Bus Rapid Transit (BRT) Project (Evans Avenue to Pyramid Way) Construction continues between Pyramid Way and Evans Avenue as described in the Monthly Update agenda item for the May 21, 2018, Board Meeting. Evans Avenue Bicycle Improvement Project Construction started on December 18, Construction has been temporarily stopped, but was resumed at the end of March during UNR s Spring Break to install flashing beacons at Evans/Highland and the new mid-block crossing by the baseball field. Striping of the bike lanes and the multi-use path is schedule to start on May 21, 2018, after UNR Spring semester has concluded. Virginia Street RAPID Extension The Federal Transit Administration s review of Environmental Assessment documents including responses to public comments and decision document is ongoing. The decision document includes a Finding of No Significant Impact (FONSI) pending final review and approval by FTA. The FONSI will then be made available to the public. A meeting with FTA, to discuss the documents and the schedule to complete the environmental process, was held in early March. The RTC awaits word from FTA regarding a Small Starts Grant or other funding that the RTC is seeking for the RAPID Extension portion of this project. Design is progressing from the 60% to the 90% level. Final design is anticipated to be complete by the fall of The RTC is beginning the solicitation process for Construction Management services. Additional information can be viewed at: Truckee River Shared Use Path Project This project has been included in the fiscal year (FY) 2017 Program of Projects. The proposed pathway will start at John Champion Memorial Park and continue along the south side of the Truckee River. The existing pathway in this segment of the river currently crosses to the north side of the river at the park as it continues eastward. The proposed pathway will be about 2,400 lineal feet in length, continuing below Interstate 580 (I-580) to meet up with the existing pathway located near the Walmart east of I-580. Finalizing the professional services agreement derived from a Request for Proposals is currently under way. The design portion of this project is funded through federal funds and includes oversight by NDOT through a Local Public Agency (LPA) agreement.

It is anticipated that the FEIS will be made available to the public for review and comment in the summer of Following that, the RTC will be seeking a Record of Decision (ROD) by FHWA later in Concurrently, the RTC will be meeting with the Federal Highway Administration to complete a Cost Estimate Review (CER). The CER is necessary due to the estimated cost of the overall project, which is anticipated to be constructed in phases over approximately a 20-year period following receipt of the ROD. Oddie Boulevard/Wells Avenue Improvement Project (60% Design Phase) The Board approved the Professional Services Agreement (PSA) with the highest ranked proposer, Stantec Consulting, Inc. in April. Preliminary design work is underway. Sun Valley Boulevard Corridor Improvement Project (NEPA and Preliminary Design Phase) A Request for Proposals (RFP) was solicited on February 2, Proposals were due on March 9, The proposal ranking process has finished. Negotiations with the firm rated the highest has begun and a Professional Services Agreement (PSA) is being finalized. The PSA will be presented in June for Board approval. BICYCLE AND PEDESTRIAN IMPROVMENTS (2018) Keystone Avenue at California Avenue The final design is anticipated to build upon Alternative F as identified in the Keystone Avenue Corridor Study. Anticipated improvements include the re-alignment of the Keystone and California intersection, lane reconfigurations, pavement section reconstruction, sidewalk, curb and gutter, new PROWAG compliant pedestrian sidewalks and ramps, and other incidentals necessary for the final design of this facility. Wood Rogers has developed three alternative concepts which were presented to the Reno Access Advisory Board in April That Board moved to advance one of the alternatives which provides for improvements to both sides of California Avenue. That concept was presented to the Ward 1 Neighborhood Advisory Board (NAB) on May 3, Mill Street (I-580 to McCarran Boulevard) This project is to design various complete street improvements along Mill Street from I-580 to McCarran Boulevard, as identified in the RTC Complete Streets Masterplan completed in July 2016 and the Mill Terminal corridor study completed in March Although this roadway segment has had some existing complete street treatments, more improvements have been identified to conform to the RTC masterplan. The emphasis of this project is to assess and identify improvements for pedestrians, bicyclists, and transit riders as well as motorists. Deficiencies in pedestrian access related to Charter Schools and AACT High School in the area as well as a number of ADA deficient bus stops have been identified. Surveys and mapping to provide accurate right-of-way (ROW) limits are being prepared to allow for concept development.

Also included within the scope of work are striping design services for road conversions to include two-way left turns and bike lanes, and long range scoping. The final list of street candidates is being finalized and striping plans are being reviewed by the local agencies. HIGHLIGHTS RTC Provides Free Transportation for Wolf Pack Game Viewers Wolf Pack Fans celebrated the Pack s Sweet Sixteen game on Thursday, March 22. The RTC proudly supported the Wolf Pack and the community by offering free transportation on all regularly scheduled RTC transit services on Thursday, March 22, from 2 p.m. 8 p.m. The goal of providing this free service is to keep our roads and crosswalks safe for everyone. The RTC encourages people to celebrate safely and responsibly by not getting behind the wheel or walking while impaired. 15 th Annual St. Patrick s Day Safe RIDE Program - the RTC, through the generous support of its sponsors: KOLO 8 News Now and Cumulus radio stations including News Talk 780 KOH, 95.5 The Vibe, Wild and K-Bull 98.1 helped people celebrate responsibly on St. Patrick s Day. This program, in its 15 th year, provided safe transportation for people celebrating the holiday. Between 4pm to 2am, RTC RIDE provided 10,143 free rides.

FALL SERVICE CHANGE OPEN HOUSE EVENTS - Staff attended a total of four advisory committee meetings between March and April addressing the proposed RIDE service changes, fare improvements and ACCESS service changes. The events attended were held at the Senior Coalition, Sparks Citizens Advisory Committee, Sierra Nevada Transportation Coalition, and the City of Reno Ward 4 Neighborhood Advisory Board. Staff received meaningful feedback, which lead to the development of the RIDE service change and fare improvement agenda items being presented today. TRANSIT DEMAND MANAGEMENT (TDM) UPDATE - Vanpool update: Increased vanpools from 137 to 141 with over 50 vans at the TRI center. Park n Ride update: Talked with Sean at Walmart and they should have approval soon from legal and real estate for the park n ride at the Walmart on Pyramid & Los Altos. Proposed land in the land bill had public hearing Web Site upgrade: We sent graphics to Ridepro and they have set up our first look at the new site on Friday May 4 th. TRI Center update: Working with EDAWN and Storey County to set up a Transportation Management Association at the TRI Center. Met with Austin of Storey County and we are on the same page. Talked with EDAWN at the Leadership in Logistics Conference about the TMA and they have 2 committed companies with one possible to take the lead on setting it up. As soon as we get 3 we will move forward with a meeting to set up the TMA. Token Transit update: 2 companies using it with several more waiting approval. Earth Day: The RTC had a table and an electric bus at the Reno Earth Day event. Estimates placed over 30,000 people attending, with multitudes touring the bus and stopping by our table. We also had a shuttle running from the County s parking lot at Court & Virginia to Idlewild Park. On Monday, April 23, staff attended the University of Reno s Earth Day on campus. We again had an electric bus and a table where flyers were given out for the U-Pass.

Gibson, AICP Executive Director SUBJECT: RTC Planning Department Report RECOMMENDATION Acknowledge receipt of the monthly Planning Activity Report. PLANNING INITIATIVES Virginia Street Bus RAPID Transit Extension Project Planning staff continue to support community outreach efforts and provide technical support for the Small Starts and environmental process for this project. The Environmental Assessment and public comments for this project are currently under review by the Federal Transit Administration (FTA). Bicycle and Pedestrian Planning The RTC is collaborating with other partner agencies on several initiatives to improve bicycle and pedestrian safety & facilities: Bike Share Program The City of Reno, City of Sparks, Washoe County, University of Nevada, Reno, and the Reno-Sparks Indian Colony have adopted an Interlocal Agreement to guide implementation of the regional pilot program, which launches in May. The RTC applied for a TA Set Aside grant to fund outreach and education related to bike share and a bicycle helmet program. Bicycle and Pedestrian Count Program the RTC has conducted quarterly bicycle, pedestrian and wheelchair counts at 40 locations throughout the region. The most recent round of counts are being conducted during the month of May. The RTC is conducting a planning level alternatives analysis regarding bicycle facilities on Center & Sierra Streets in Reno. This analysis will evaluate the feasibility of a two-way protected bike lane on Center St. as well as paired, one-way protected bike lanes and standard bike lanes on Center and Sierra. This work is set to begin in mid-may.
