Stakeholder Input on the VTA General Manager Recruitment VTA Board Chairperson Pirzynski noted the General Manager recruitment activities to date and asked the Committee s feedback on the following: 1) desirable qualifications and attributes for the new General Manager (GM); 2) what VTA does best; and 3) challenges in the next five to ten years. Members of the Committee expressed their appreciation to the current GM, Michael Burns. They commended Mr. Burns for his leadership, his management styles, and his accomplishments during his tenure at VTA. Members of the Committee provided the following comments regarding the qualities they are looking for the new GM: 1) the new GM should have an open door policy; 2) be willing to collaborate with the community, stakeholders, CTA members; 3) continue partnership with the paratransit provider; 4) more frequent reporting to the CTA; 5) more visibility at public meetings; 6) willingness to use public transit on a regular basis; 7) creative; 8) has the knowledge and experience in implementing American with Disabilities Act (ADA) requirements; 9) knows industry best practices; and 10) has Congestion Management Agency experience. Members of the Committee stated the challenges they foresee in the future are: 1) changing demographics in the valley; 2) employee benefits and pension; 3) operation and maintenance of BART; 4) Caltrain funding; 5) transit-oriented development along light rail and BART stations. Upon inquiry of Committee Members, Ms. Weymouth noted staff is currently working to webcast the Board meetings towards the end of the year. On order of Chairperson Morrow and there being no objection, the Committee provided input regarding the qualification and attributes the VTA Board of Directors might consider to use as a criteria for the recruitment and selection of a new General Manager. 12. Election Process for 2013 Committee Leadership: Conduct Elections On general consensus, the Committee elected Member Stahl as the Committees Second Vice Chairperson. 13. FY14/F15 Annual Transit Service Plan Mr. Unites reviewed the staff proposal for the Transit Service Plan. Members of the Committee commended staff for incorporating the public s suggestions on the Transit Service Plan. 6 14. Consolidated Transportation Service Agency Support for OUTREACH Mr. Unites reviewed the staff report. Ex-Officio Member Heatley discussed the benefits of OUTREACH being designated as the Consolidated Transportation Service Agency for Santa Clara County. M/S/C (Morrow/Bonilla) to support Outreach and Escort, Inc s (OUTREACH) request to the San Francisco Bay Area Metropolitan Transportation Commission to extend its designation as the Consolidated Transportation Service Agency for Santa Clara County dependent upon OUTREACH s agreement to waive all claims upon Transportation Development Act (TDA) and State Transit Assistance (STA) funding. 15. Bus Procurement Presentation Art Douwes, Engineering Operations Manager, provided a presentation on New Bus Procurements and highlighted on the following: 1) current bus fleet; 2) new bus procurement plan, schedule, and budget; 3) BRT bus features including the ADA accessible ramp and bike racks; and 4) status of bus purchase for the 40-foot and community buses. Members of the Committee made the following comments: 1) new buses should accommodate bigger wheelchairs; 2) there should be increased capacity for wheelchairs in the new buses; 3) requested a demonstration of the new buses; and 4) new buses should also accommodate the rolling carts used by most seniors. On order of Chairperson Morrow and there being no objection, the Committee received a presentation on VTA's Pilot Security Program in the Downtown Transit Mall. 16. Work Plan Update REPORTS Mr. Unites reviewed the work plan. Members of the Committee inquired about One Bay Area Grant (OBAG) program and requested staff to provide a presentation at the next meeting. On order of Chairperson Morrow and there being no objection, the Committee reviewed the work plan. 17. City of San José Disability Advisory Commission (DAC) Report There was no report for City of San José Disability Advisory Commission (DAC). 18. Committee Staff Report Mr. Unites reported the Board of Directors approved the Committee s mission statement and reminded the Committee members to attend the Joint Advisory Committee Budget Workshop scheduled for May 8, Committee for Transit Accessibility Minutes Page 4 of 5 April 10, 2013

Citizens Advisory Committee/Citizens Watchdog Committee Report Chairperson Morrow reported the Citizens Watchdog Committee will conduct its public hearing in May Chairperson's Report OTHER Chairperson Morrow reported the following: 1) attended the BART Tour last April 5; 2) attended the Metropolitan Transportation Commission (MTC) Bay Area Partnership on Accessibility Committee and committed keep the Committee informed about regional issues and how it affects Santa Clara County; 3) met with Operations Division staff; 4) plans to meet with VTA Marketing staff to discuss an idea for more marketing for people with disabilities. 21. Burns Chief Operating Officer, Michael A. Hursh Chief Operating Officer's Report BACKGROUND: FOR INFORMATION ONLY The Chief Operating Officer provides the Committee for Transit Accessibility (CTA) with an update on items of relevance to the CTA at each monthly meeting. In keeping with Chairperson Aaron Morrow s request to have agenda items in writing and in the agenda packet, we will make every effort possible to comply with his request. Since this report is timely and reflects up-to-the minute information a written report for the agenda packet may not always be available. DISCUSSION: Peace Officers Memorial Captain Schiller and I attended the Peace Officers Memorial held on Younger Street today. Supervisor Ken Yeager was the keynote speaker. There was no impact to Light Rail service. Leading up to, and during the event, spare trains were stored at Baypointe as a contingency. Service Planning Staff attended a Mt. Pleasant Neighborhood Association meeting at the request of VTA Board member Campos to discuss future transit possibilities in the East Foothills. We received suggestions from the community and have begun to evaluate future routing and potential bus stops. Next step is to identify specific physical improvements that would be needed before discussing the details with the City of San Jose. The MTC-sponsored High School Summer Internship Program has granted a student intern position to the Service & Operations Planning department. The intern will focus on introductory journey-level tasks that involve data collection, analysis, and organization. The intern will also perform analytical fieldwork at bus stops and light rail stations. Passenger Facilities Winchester Transit Center - Campbell s revised pedestrian bulb-out design was tested with a training coach, which was able to perform the turns entering and exiting the transit center. 9 6 city is going to provide a final design that removes 12.5 feet of the concrete median in the transit center driveway and replaces it with striping. The Stop Bar for the exit lanes will be moved east to accommodate buses entering from the south on NB Winchester. Construction will begin within a week or two and will require coordination with VTA. ACE Park and Ride Lot - Construction will continue until approximately December The special needs parking spaces are no longer being impacted, but 14 spaces on the west side of the lot will be fenced off to complete the next phase of the sewer work. The park and ride lot will be slurry sealed and striped when this phase of the work is completed. Fare Enforcement On Monday, May 13 four newly promoted fare inspectors began training. Hursh SUBJECT: Transit Service Changes - July 8, 2013 BACKGROUND: FOR INFORMATION ONLY VTA implements service changes quarterly (January, April, July, and October). Major changes are typically planned for January and July, while minor changes are implemented in April and October. Proposed service changes that meet any of the criteria listed below are submitted to the VTA Board of Directors for review and approval. Changes requiring formal approval include: The establishment of a new or elimination of a transit line. A change that impacts 25% or more of a line's route miles or revenue vehicle hours. Proposed changes that are anticipated to be controversial with a particular community or interested parties. Service change proposals not meeting the criteria for formal approvals described above are handled at staff level and are still subject to an appropriate level of public and community review and comment. DISCUSSION: The following transit service changes, which will take effect on Monday, July 8, 2013 were approved by the VTA Board of Directors on May 2, 2013 as part of the two year FY14-FY15 Transit Service Plan. Light Rail (Santa Teresa - Alum Rock): The weekend 5:24 a.m. southbound trip departing Baypointe will be changed to start at Civic Center. Minor weekday and weekend running time adjustments will be made. Light Rail (Winchester - Mountain View): The weekday 5:51 a.m. southbound trip departing Mountain View will be changed to start at Old Ironsides. The weekday 9:13 a.m. northbound trip will be extended from Civic Center to Mountain View. Minor weekday and weekend running time adjustments will be made North First Street San Jose, CA Administration Customer Service

11 7 Light Rail (Almaden-Ohlone/Chynoweth): Minor weekday and weekend schedule adjustments will be made. Line 12 (San Jose Civic Center Eastridge Transit Center): Minor schedule changes will be made on both Saturday and Sunday. Community Bus Line 13 (Almaden/McKean-Ohlone/Chynoweth LRT Station): The weekday 7:02 p.m. southbound trip will be discontinued. Other minor schedule changes will be made. Community Bus Line 14 (Gilroy Transit Center-St. Louise Hospital): Weekday service will operate every 45 minutes during peak hours and service will end at 6:00 p.m. On Saturdays, the 8:20 a.m. and 6:16 p.m. northbound and the 8:39 a.m. and 6:36 p.m. southbound trips will be discontinued. Minor weekend schedule changes will also be made. Community Bus Line 16 (Morgan Hill Civic Center-Burnett Ave): Minor weekday morning schedule changes will be made. Community Bus Line 17 (Gilroy Transit Center-Murray & Tomkins): Service will operate every 45 minutes during peak hours. The northbound routing leaving the Gilroy Transit Center will be changed to operate via Old Gilroy, Railroad St. to 6 th St. No bus stops are affected by this minor routing change. Community Bus Line 18 (Gilroy Transit Center-Gavilan College): Weekday service will operate every 45 minutes during the afternoon peak hours. The Saturday 9:34 a.m. northbound and 9:25 a.m. southbound trips will be discontinued. Minor weekend schedule changes will also be made. Community Bus Line 19 (Gilroy Transit Center-Wren & Mantelli): Weekday service will start at 5:15 a.m. and run every 45 minutes during peak hours. The Saturday 7:57 a.m. southbound trip will be moved 30 minutes later. The Saturday 6:02 p.m. southbound trip will end at Wren & 1 st. Minor weekend schedule changes will also be made. Line 22 (Palo Alto Transit Center-Eastridge Transit Center): The weekday 6:43 a.m. and 7:01 a.m. eastbound trips will start at El Camino & Showers. The weekday 4:59 a.m. and 5:11 a.m. westbound trips will be combined into one trip leaving Eastridge at 5:04 a.m. The 5:24 a.m. westbound trip will be moved a few minutes earlier. Minor weekday and weekend schedule changes will be made. Line 23 (De Anza College-Alum Rock Transit Center): On weekends, the 6:41 a.m. eastbound trip will be extended to start at Stevens Creek & Kiely. On Saturdays, an extra eastbound trip will be added to improve frequency between 6:00 p.m. and 8:00 p.m.; and an extra westbound trip will also be added between 5:30 p.m. and 6:30 p.m. Minor weekday and weekend schedule changes will be made. Line 26 (Sunnyvale/Lockheed Martin-Eastridge Transit Center): Minor weekday and weekend schedule changes will be made. Page 2 of 8

12 7 Community Bus Line 32 (San Antonio Shopping Center-Santa Clara Transit Center): The routing will be changed to operate on Monroe to Homestead through downtown Santa Clara instead of on El Camino (see map). Midday service will be improved to operate every 45 minutes. Major weekday and Saturday schedule changes will be made. Community Bus Line 34 (San Antonio Shipping Center-Downtown Mountain View): Minor schedule changes will be made. Community Bus Line 37 (West Valley College-Capitol LRT Station): Minor weekday schedule changes will be made. Saturday service will be discontinued due to low ridership. Line 40 (Foothill College-La Avenida & Shoreline): The weekday 6:21 a.m. northbound trip will be discontinued. In conjunction with the start of the EcoPass program at Foothill College, additional extra service buses will be added on school days. Minor weekday and weekend schedule changes will be made. Community Bus Line 42 (Santa Teresa LRT Station-Monterey & Center): The weekday service on Line 42 will be extended from Monterey Hwy. and Senter Rd. to Evergreen Valley College via Seven Trees Blvd, Capitol Expressway, Silver Creek Rd, and Yerba Buena Rd. Weekday service will also be extended from the Santa Teresa Light Rail Station to Kaiser San Jose. Line 42 will now provide bi-directional service to the neighborhoods along East Branham Lane, War Admiral Dr, Roeder Rd, Ford Rd, Silver Leaf Rd, Flintwell Way, and Menard Dr. Currently, these locations are served in the southbound direction only. The weekday service frequency will be improved to operate every 45 minutes between 6:30 a.m. and 7:30 p.m. Saturday service will also be rescheduled. Line 46 (Great Mall Transit Center-Milpitas High School): The weekday 6:41 p.m. southbound trip will be discontinued. Minor weekday and Saturday schedule changes will be made. Line 47 (Great Mall Transit Center-McCarthy Ranch): The weekday 6:25 a.m. northbound trip will be discontinued. The weekday 6:49 a.m. southbound trip will start at Main & Calaveras. Minor weekday and weekend schedule changes will be made. Community Bus Line 48 (Los Gatos Winchester Transit Center via Winchester): The weekday 6:11 a.m. northbound and the 6:41 a.m. and 8:44 p.m. southbound trips will be discontinued. The Saturday 7:48 p.m. northbound trip will be discontinued. Major weekday and weekend schedule changes will be made. Community Bus Line 49 (Los Gatos Winchester Transit Center via Los Gatos Blvd): The weekday 6:44 p.m. and 8:18 p.m. northbound trips and the 6:37 p.m. southbound trip will be discontinued. The Saturday 7:18 p.m. northbound and the 7:25 p.m. southbound trips will be discontinued. The weekend service will be modified to bypass Good Samaritan Hospital by remaining on Los Gatos Blvd and Bascom Avenue. Major weekday and weekend schedule changes will be made. Line 51 (De Anza College-Moffett Field/Ames Center): Minor schedule changes will be made. Page 3 of 8

There will be a minor routing change in the southbound direction due to a new street improvement. Buses will now operate south on Sunnyvale Ave. and make a left onto Old San Francisco, and will no longer operate on Olive and Carroll. Minor weekday schedule changes will be made. Line 57 (West Valley College/Great America): The Saturday 9:19 a.m. northbound trip will start at Saratoga & Campbell. Minor weekday and Saturday schedule changes will be made. Line 58 (West Valley College/Alviso): The 5:46 p.m. and 6:27 p.m. southbound trips will end at Saratoga & Campbell. Minor schedule changes will be made. Line 60 (Winchester Transit Center-Great America): Minor weekday schedule changes will be made. Line 61 (Good Samaritan Hospital-Sierra & Piedmont via Bascom): The weekday 5:55 a.m. northbound trip will start at Bascom & Camden. The Saturday 9:27 p.m. northbound trip will be discontinued. Major weekday and minor weekend schedule changes will be made. Line 62 (Good Samaritan Hospital-Sierra & Piedmont via Union): The weekday 5:33 a.m. southbound trip will begin at Berryessa & Capitol. Major weekday and minor weekend schedule changes will be made. Line 64 (Almaden LRT Station-McKee & White): The Sunday 9:22 p.m. northbound and the 7:32 p.m. southbound trips will be discontinued. Minor weekday and weekend schedule changes will be made. Community Bus Line 65 (Kooser & Meridian-Downtown San Jose): Major schedule changes will be made. Line 66 (Kaiser San Jose-Milpitas/Dixon Rd): On Sundays, an extra southbound trip will be added to improve frequency between 5:30 p.m. and 7:30 p.m. Minor weekday and weekend schedule changes will be made. Line 68 (Gilroy Transit Center-San Jose Diridon Transit Center): On Sundays, an extra southbound trip will be added to improve frequency between 6:30 p.m. and 8:00 p.m. Minor weekday and weekend schedule changes will be made. Line 71 (Eastridge Transit Center-Great Mall Transit Center): Minor weekday and weekend schedule changes will be made. Line 72 (Senter & Monterey-Downtown San Jose): On weekday afternoons the southbound 15 minute service will be improved to begin at 1:00 p.m. instead of 2:00 p.m. Line 77 (Eastridge Transit Center-Great Mall Transit Center): The weekday 5:24 a.m. northbound trip will be discontinued. Express 103 (Eastridge Transit Center-Palo Alto): The southbound routing will be changed to allow operators to use the southbound Meridian exit if traffic allows. No schedule changes will be made. Express 120 (Fremont BART-Lockheed/Shoreline): The service frequency will be improved by the addition of one trip in each direction. A new morning trip will leave Fremont BART at 7:43 a.m., and a new afternoon trip will leave Lockheed Martin at 5:25 p.m. Two morning and two afternoon trips will operate to the Shoreline area, arriving at San Antonio & Casey at 8:22 a.m. and 9:01 a.m. and leaving at 4:58 p.m. and 5:44 p.m. Other minor schedule changes will be made. Express 121 (Gilroy Transit Center-Lockheed Martin/Moffett Park): The trip that currently leaves the Gilroy Transit Center at 6:01 a.m. will now operate with an Express bus. Minor schedule changes will be made in the morning, and afternoon trips will be adjusted to make better connections with light rail. Express 180 (Great Mall Transit Center-Fremont BART): The 5:46 a.m. and 6:14 a.m. northbound trips will be combined into one trip that will arrive at BART at 6:24 a.m. The first three northbound morning Line 180 trips will start at Aborn & White, and three southbound afternoon trips will end at Aborn & White. These trips will make the same stops as the current Line 183. Other minor schedule changes will be made. Express 181 (San Jose Diridon Transit Center-Fremont BART): A new timepoint will be added at Stevenson & Farwell due to passenger requests. On weekdays, a new 6:11 a.m. southbound trip will be added. Other minor schedule changes will be made. Major improvements will be made to weekend service. Saturday service will operate every 20 minutes on the entire line from 9:00 a.m. to 6:30 p.m. with improved frequency before 9:00 a.m. and after 6:30 p.m. On Sundays, extra trips will be added to provide 20 minute service between Fremont BART and the Great Mall between 10:00 a.m. and 6:00 p.m. Evening frequency will be improved to operate every 40 minutes until 9:00 p.m. Express 183 (Aborn & White-Fremont BART): This line will be discontinued, but three northbound morning Line 180 trips will start at Aborn & White, and three southbound afternoon trips will end at Aborn & White. These trips will make the same stops as the current Line 183, but they will operate with a standard bus. Line Minor weekday changes will be made in conjunction with the light rail schedule change. Limited Stop Line The 6:05 a.m. westbound and 6:49 a.m. eastbound trips will be discontinued. The weekday 7:46 a.m. westbound trip will begin at 2nd & Santa Clara. The weekday 3:04 p.m. and 6:29 p.m. eastbound trips and the 3:12 p.m. and 6:38 p.m. westbound trips will be discontinued. ADA Paratransit Impacts: VTA provides paratransit service within a ¾ mile corridor around the service area boundary of VTA bus routes and light rail during the same hours of the day and days per week that bus and light rail trains are running on those routes. This approach provides equity between the bus/rail service network and the paratransit service. However, as bus routes are changed or service hours are reduced, paratransit clients could be impacted. The July transit service changes do not include any fixed route changes that would have a detrimental impact on ADA paratransit customers.
