Kenneth Danley, P-IN Summer Greetings! Our boating season is well under way. I hope everyone found your vessel trouble free when you commissioned it in the Spring. A little cleaning from Winter storage and hopefully you were ready to go to enjoy our water ways! It is also when we hear of boating accidents and drownings occurring. Sadly, we have already heard of several incidents this year. Vessel Safety Checks are an excellent way of insuring that Safe Boating Week was May 21-27, Governor Branstad signed the Safe Boating Week Proclamation supporting Boat Safety in Iowa. Our proclamation is framed and hanging in the Saylorville Marina Ship s Store for your viewing. boaters have the needed equipment: Life Jackets, Throwable Device, Fire Extinguishers, and Working Navigation Lights. We can also educate them in boating safety. We can reiterate how important it is to wear their life jackets! All members need to assist in educating the boating public on boating safety. The UNITED STATES POWER SQUAD- RONS is a volunteer organization with over 100 years of boating experience, yet there are very few people who know In honor of Safe Boating Week, Saylorville had an Open House and Pork Chop Dinner for the slipholders, where the Des Moines Sail & Power Squadron also displayed the UNITED STATES POWER SQUADRONS Boating Simulator Virtual Trainer (BSVT) and we had the DNR s Iron-on T-Shirts for the children. Free T-Shirt with boat safety message ironed on the front of the T- shirts! The kids loved them! Thank you to the volunteers of Marjorie Burgess, Ken & Bettie Danley for working at Saylorville the first Saturday of the Safe Boating week and who we are and what we do and offer. You, as a member, are needed to spread the boating safety message and tell others the benefits of being a member of the UNITED STATES POWER SQUAD- RONS. As a member you can establish friendships with other boaters and have educational opportunities and discounts with numerous businesses. Your membership may also qualify you for discounted insurance for your vessel, when you complete our educational courses. Continued page two.. 4 The Prairie Schooner * June-July, ON THE WATER BOATING EMERGENCIES Published by the Marketing/ PR Committee, United States Power Squadrons With permission of Boating Times Long Island, Contact Greg Scotten gscotten@comcast.net Boating is fun and a family safe activity. Proper planning and boating knowledge is required to reduce the amount of mishaps you may encounter. Small problems that turn into emergencies are rare, and emergencies that turn into disasters are even rarer. General knowledge of boat operation and preparation is essential, and should include the following: Compliance with all boating laws. Proper Safety Equipment - personal flotation devices [PFD] fit to each person onboard, fire extinguishers, visual distress signals, sound producing device, anchor and rode, bailer, first-aid kit. (Get a free Vessel Safety Exam from the United States Power Squadrons to determine if you have everything that you need.) Marine VHF Radio and GPS Float Plan Someone on land should know your plans when leaving port. Vessel Stability proper loading is essential. Back-up Operator somebody else on board should be able to handle the boat when needed. Knowledge of your boating area. Check the current weather forecast. When in danger, call for help immediately. Knowing the proper radio procedures will help ensure your rescue. You can initiate a distress call via your VHF marine radio using Channel 16 and follow this basic calling procedure: Mayday, Mayday, Mayday [Your] Vessel s Name Your Position expressed as Longitude and Latitude (GPS) Vessel Description Number of persons on board Nature of the emergency Need assistance but are not in immediate danger, use VHF Ch. 16 and call out PAN PAN three times and give your vessels name and position, and the nature of the problem. Caught out in a storm? Have everyone aboard put on life jackets at the first signs of heavy weather, then seek shelter. If the boat may sink, keep everybody above deck and connected by safety lines. Call for help so someone knows your location and can send assistance if needed. Boat swamps or capsizes? Stay with the boat or life raft - try to re-board it or hang on to it. It s easier for rescuers to spot a boat in the water than a person s head! Huddling together will help keep body temperature up to help prevent hypothermia. Encounter a boat fire? Stop the boat and have everybody put on a life jacket, stay on deck, and keep away from the fire. Keep the fire downwind and turn off all fuel supplies and electrical power. Try to put the fire out with your extinguishers. If you are unable to do so, immediately place a MAYDAY call on VHF Ch. 16 and prepare to abandon ship. As the skipper, you are responsible for the safety of everyone aboard. A safe boater is an educated, well-informed, and prepared boater. 5 The Prairie Schooner * June-July, Vessel Safety Checks Have a Courtesy Vessel Safety Check at Your Boat! Both the U.S. Coast Guard Auxiliary and the United States Power Squadrons have certified vessel examiners who will perform a free Vessel Safety Check ("VSC") at your boat, at a time of mutual convenience. There is no charge, and no consequences if you don't pass. Our goal is simply to help make boating as safe as possible for you, your family and your friends, through education. Personal pleasure craft, only(*). The Vessel Safety Check Program, was formerly known as Courtesy Marine Examinations (CME's). In 1999, the Auxiliary signed a Memorandum of Understanding with the United States Coast Guard that put the USCG Auxiliary in charge of overall operation and administration of the Vessel Safety Check Program. It also allowed for the expansion of the program to other organizations. The USCG Auxiliary turned to the United States Power Squadrons as a logical partner. On 29 January 2000, the USPS Chief Commander Arthur H. Farr signed a Memorandum of Agreement with the United States Coast Guard Auxiliary (USCGAUX) to participate in the Vessel Safety Check Program (VSCP). Beginning 1 May 2000 the new VSCP, Vessel Safety Check Program was launched nation wide by the USCG Auxiliary and the United States Power Squadrons. Our squadron has been actively involved with this program since it's inception. The program is intended to be a service to the recreational boating public, as a complimentary check of the recommended safety equipment on the owners boat. If all items are found to be in good working order the above decal is awarded and attached to the boat. Failure of the check is shared with the boat owner with suggestions that the deficient items be repaired or replaced. A follow up check will be scheduled when the vessel is in compliance. We are not a law enforcement agency and minimal information is provided to the national office. It is the first of many, with the goal of all USPS courses and seminars being available to the boating public online. Targeted at boaters who are not familiar with USPS, the online courses will help us educate new people, increase our visibility among boaters, get new contacts for our squadrons to recruit for activity and membership, and make some money for our squadrons and USPS as a whole. Your squadron can take advantage of the opportunity to provide on-the-water training to students in your area who take the online version of Partner in Command. Partner in Command is now being offered for a special introductory price of $31.60 for members and $40.00 for non-members. For more information, see The Boating on Rivers, Locks, and Lakes will be the second seminar that will also be online soon. This seminar is for those boating on our major inland waterways which may sometimes be a daunting experience for the recreational boater. It is often necessary to navigate through locks and near large commercial vessels. Rivers can be fickle and it can be difficult to tell where the safe water is. Learn what you must know to boat our inland waterways with confidence and increase your fun on the water.
