2 RAHRC - WASAR Organisation Goal Establish a Semi Professional Waterborne Assistance ( Level 1) and SAR ( Level 2) organisation (WASAR) directly under club management In support of all water borne club activity Based on minimum commitment from club volunteers from all water borne sections
3 RAHRC - WASAR Organisation level 1 Level-1 SAR Response. This response is typically required under good weather conditions. For instance when a powerboat runs out of fuel or has engine trouble and is located within a range of 10 km from RAHBC or if a sailing vessel has capsized and is unable to right it self, windsurfer with equipment damage, etc. Level 1 response is appropriate under following conditions: a. Weather conditions allow safe operation and launch of the RHIB. b. There is contact, visual or by telephone / radio between the distressed craft / person and the winch-room or a near-by thirdparty boat.
4 RAHRC - WASAR Organisation Level 2 Level-2 SAR Response. A level two response is managed by the Local Emergency Base Controller (LEBC) from the Local Emergency Control Centre LECC, as per PDO procedure PR This level of response is appropriate when one or more of the following conditions apply: Rough seas and/or strong wind conditions that are not suitable for the rescue boat to be launched from RAHBC No contact between the distressed craft and the winch-room or a near-by third-party boat. The CRB has reason to feel the emergency level 1 situation is becoming uncontrollable. The situation is such that the emergency will possibly not be controlled by nightfall.

11 RAHRC - WASAR Required Knowledge General knowledge level a. Thorough understanding of limitations including limitations of the boats. b. Basic life saving techniques c. Basic knowledge life saving equipment ( Back board / life vests) d. Basic navigation e. Be able to set GPS ( Lat / Long to E/N en vice versa ) f. Basic understanding SAR search plans g. VHF Procedures / discipline h. Smoke signals i. Good understanding of the club procedures j. Boat towing procedures
