1 City of Watertown Agenda Item: Request for Action: Department: Watertown City Council Consider Request for Quotes for Highland Park Dugout Replacement Request for Action Review request for quotes for Highland Park Dugout Replacement Project and authorize solicitation of qualified contractors Luke Fischer, City Administrator Background: The Watertown Park and Recreation Commission has discussed replacement of the dugouts at Highland Park for the past three years. Each year, the replacement project has been recommended to the City Council though work was not authorized. During 2012, the Park and Recreation Commission reviewed a number of concepts for new dugouts and developed a draft plan and budget for replacement. As the baseball season is nearing completion, the Park and Recreation Commission recommends the Council seek quotes to complete the work. Contracting Approach Rather than engage an architect to design the dugouts and create a specification, the Park and Recreation Commission is recommending the City proceed with a design-build approach to complete the improvements. The attached Request for Quotes (RFQ) defines basic design parameters and requests contractors submit plans with their quote. This enables the City to consider the proposal holistically both from a design and cost perspective. Design Parameters The Park and Recreation Commission was deliberate in its review of potential design elements for the new dugouts. The Commission reviewed fields in Waconia, Howard Lake, Delano, Winsted, Mayer, and other surrounding communities. The current dugouts at Highland are set below grade creating a true dugout. This is a unique design element at the Watertown field and is not replicated in the area. This design requires a considerable amount of maintenance as each fills with water with most rain events requiring staff to pump water. The Park and Recreation Commission is recommending the new dugouts be set at grade to reduce the maintenance concerns related to the current design. The Park and Recreation Commission also discussed the overall dimensions and received concurrence from Watertown Youth Baseball, Watertown-Mayer High School Baseball, and the Red Devils on overall sizing of the dugouts. Aesthetically, the dugouts are planned to be constructed out of a masonry material either poured concrete walls or split face block work. Either alternative would have a tin roof and fascia to match the Highland Park Grandstand. Project Timing If approved, staff recommends seeking quotes from contractors to complete the work this season. This will limit interruptions during the baseball season and ensure the field is playable for the maximum time possible. Staff recommends the City Council consider the Request for Quotes for Highland Park Dugout Improvements. Funding: Park Fund Attachments: Request for Quotes

The new dugouts will be constructed of substantial building materials and will be a fixture in the community for many years to come. Requirements. The City of Watertown seeks design-build quotes for Highland Park Dugouts, to be installed on site. The new dugouts should have a high aesthetic value and be constructed with substantial building materials. The new dugouts must include: - At grade construction - 1 st Base Dugout: 10 x 39 x 7 o Poured concrete OR split face block to match Highland Park Grandstand o Tin roof to match Highland Park Grandstand o Fascia to match Highland Park Grandstand o Safety Fence across the front of the dugout. Black, vinyl coated. o Concrete Flooring - 3 rd Base Dugout: 10 x 39 x 7, Plus 8 x10 x 7 storage area o Poured concrete OR split face block to match Highland Park Grandstand o Tin roof to match Highland Park Grandstand o Fascia to match Highland Park Grandstand o Steel door to match Highland Park Grandstand o Safety Fence across the front of the dugout. Black, vinyl coated. o Concrete Flooring The successful quoter must provide: - All materials and tools to complete the project, including fill to bring dugouts to grade - One year warranty on structure - Proof of liability insurance of $1,000,000, listing the City as an additional insured - Sample work portfolio including experience with comparable projects and photographs of recent work - List of current references Additional Requirements: - Contractor acknowledgement that it is responsible for all damages caused by dugout installation including, but not limited to, damage to playing field, damage to surrounding fencing, damage pavement - Installation must be completed by November 15, 2013

To ensure timely completion of the project, please submit your information to the City of Watertown by Wednesday, August 28, 2013 at 4:00 pm. The submittal will be reviewed by the Watertown City Council on Tuesday, September 10, The City of Watertown reserves the right to reject any and all quotes. 5 Comments from Justin Stohs, Watertown-Mayer High School Baseball Coach -I believe we need to have dugouts where the floor is level with the field. It would make it easier to clean out and we would no longer have to pump them out each spring and after big rains (it is a major pain and happens all the time). -I like the dugouts where they are at right now. I wouldn't move them up or down the field. If they are level with the field, it wouldn't interfere with the people that watch down the line on the berm. -I like the design of the Waconia dugouts. I don't know if Doug Kammerer still has photos of them from a few years ago. They are a little deeper than ours and a little longer, I don't believe we need to get much longer. -The bench in the dugout has to be a wider, the current ones are uncomfortable to sit on as they are too close to the wall.

7 Luke Fischer Dugouts Jared Duske Reply-To: Jared Duske To: Luke Fischer Wed, Jul 31, 2013 at 2:24 PM Luke, I have been looking into a lot of different designs and specs for the dugout. i have some pictures and differet general ideas that we can toss around. My original thought is to keep them as "dug"outs and into the ground like they are. I know we have had water issues, but that is a drain problem and is an easy fix if done right to the new design. the reasons i have for wanting them kept as dug out is #1 we are one of few in the state that has dugouts like this and has it like it used to be when dugouts first came around. Hamburg also has these dugouts and i will be contacting them for their design and to see if they have water issues. #2 if we go field level, and have the dugouts in the same spot, this will cut down vision from not only the bleachers on the side, but also some vision from possibly the grandstand. If field level the dugouts would have to be at least 6-7 feet tall if not taller. There is a ton of work that needs to be done up there, and i have some ideas, suggestions, and plans to do so. - Sod, there needs to be new sod laid in a lot of places, including in front of home, around home, around the mound and from 1st to 3rd. Our sprinkler heads are now in the dirt about a foot because over the years, the dirt has grown into the infield and with edging, it happens. the sprinklers should be about 6 inches into the grassline. _ brad johnson would have to be talked to again but previous conversations were had that said he might donate sod from his sod farm which would save a lot of money. Also edging needs to be done and kept up with. Next year i would like to edge at least every other week so it is kept up with. ( just by shovel, to keep lines strait if grass is growing out) Bases- the bases need to be pulled out and the plugs re poured. they are crooked and take forever if they are pulled out to get them back into the base plug. I found brand new bases and base anchors for $135 shipped. Then the dugouts- whatever the plan is, i will volunteer the red devils baseball teams time for labor work, Also my grandpa, uncle and dad, being in the stone and mason business for years would beat or match any bid given. (also worked on the grandstand) Paint and design - i would like to get the HS involved this next year, the art department and the wood working, i think it would be cool if kids did murals of the wm royals logo, the W for the town team, and a Post 121 for the legion either on the grandstand, the dugouts or wherever we come up with that we think would look sharp. also repaint over the quotes in the restrooms ( red devils will do this ) and have the art department come up with something baseball designed to put in there for a class project, either quotes or something along those lines to make the restrooms not seem so plain. the wood working department could build a deck or something along those lines along the 3rd baseline, kind of like delano just did to their field. lastly, the ivy. i have heard that we are thinking about taking it down. This is another area where i see both sides. We are known for our ivy. I may have a solution that would benefit the field, teams and local businesses. Just an idea, what if we had the big wooden signs about the size of plywood with local businesses on them if they donate per year to have their name on the field. and have them every so often
8 along the fence. this would keep the ivy, but cut down on a lot of it because of the signs and ad flavor and local business to the park. this would make the ivy easy to trim. We should also have a push mower, and a ivy (hedge trimmer up there all summer in a shed. these are some of the ideas i had. we can play with them or shoot them down, just some thoughts. attached are some dugout ideas. i have practice tonight and will have the measurements that are there now and the measurements that we would like to be at. thanks! The Field is a main attraction in watertown. The grandstand was build to host tourneys, tourneys bring people in from all over the state, and that is what we want for out town and its businesses. So many people travel for baseball its crazy. We have the field for it and that is why it was built so nicly, to help the community. Last years state amature baseball attendace was 12,002 over the full tourney.
