3 Rowing Ireland Performance Strategy 2014 Junior, Under 23, Senior and Para Rowing Contents 1. Overview 1.1 Context This document focuses on High Performance trialling and the selection. High Performance will encourage and support rowers making the transition along the Long Term Athlete Development Pathway. The Coupe de la Jeunesse for juniors with more than one year left as juniors, Junior World Championships for final year juniors, and the Under 23 World Championships are the main priorities on the pathway that leads to Senior World Championships and Olympic Games performance. Crews will be selected that have the best performance chance of winning medals at target events. A structured assessment and selection procedure will be followed but if an outstanding athlete(s) appears the Lead Coach can trial and test the athlete(s) for squad or crew inclusion even if the athlete(s) has not fulfilled the requirements in the selection procedure. In the Junior and U23 age categories geographic, logistic and academic considerations will be considered in producing the best crew combinations. Crews will have to race domestically to prove their competitiveness. If few or no crews achieve the World Best Times (see Appendix) then the Lead Coach and HPD will use their knowledge and experience plus information gained throughout the year to consider additional crews. The selection policy is designed so that rowers and coxes must be able to demonstrate their ability and suitability for international selection when required. Crew selection will be finalized approximately eight weeks prior to the Championship Regatta. Rowing Ireland s High Performance Programme is supported by investment from the Irish Sports Council and Sport Northern Ireland. The purpose of this investment is to ensure that Ireland s performances in elite international sport improve, and to create consistent success at elite level defined as producing Irish athletes in the finals at European, World, Olympic and Paralympic level. 4 1.2 Scope The Strategy sets out the initial framework for selection of Rowing Ireland Teams at some or all of the events below in 2014.The final selection of events will depend on squad plans, athlete assessment and funding. 5 2. Requirements for Selection 2.1 Eligibility A rower or coxswain is classified as a junior until 31 st December of the year in which the rower reaches the age of 18. After that date, the rower shall be classified as an Under 23 rower. Junior A rower will be 17/18 years of age, Junior B rower will be 15/16, Junior C rower will be 13/14 and Junior D rower 11/12. A rower or coxswain, who is no longer a junior, is classified as Under 23 rower until 31 st December of the year in which the rower reaches the age of 22. After that date, the rower shall be classified as senior. Within this classification they are also considered Under 20 until 31 st December of the year in which the rower reaches the age 19. All rowers must hold either an Irish passport or a U.K. passport that shows the holder s birthplace as Northern Ireland and be a registered member of Rowing Ireland via a club affiliated to Rowing Ireland. All rowers must meet the passport criteria to participate in FISA European, Junior, U23 and World Championship Regattas. All eligible rowers will have to demonstrate both ability and motivation to row for Ireland. It is expected that athletes will commit their rowing future to the Rowing Ireland community. Athletes not intending to pledge their future to compete for Ireland should not enter the assessment process. All squad rowers are required to make themselves available at locations selected by the Lead Coach. 2.2 Assessments, Test and Trials The requirements for rowers to participate are detailed below for each squad. The Lead Coach may organize additional and compulsory assessments, tests and trials for which reasonable notice will be given. Candidates for selection in 2014 must participate in the winter assessments and tests as described below. Rowers who are unable to race at an assessment for medical reasons must deliver a medical certificate to the HPD to remain eligible. Only in exceptional circumstances will candidates who do not trial be considered for selection by the High Performance Director. Rowing Ireland High Performance Strategy 2014 Page 5

6 1 st Assessment for Junior, Under 23 and Senior a) A Time Trial & Racing Test at the National Rowing Centre; 28 th -29 th September 2013, Candidates will complete a meter time trial and a 2000 meter race in a single scull/coxless pair, or other boats as agreed with the Lead Coach. The pair can be a club pair or composite pair. Unfortunately Rowing Ireland cannot provide boats. The objective for seniors is to form squads in Women & Men Open and Lightweight category. The objective for the juniors is to identify rowing and racing talent and to be able to organize winter camps, locally focused training weekends and to develop enhanced coaching. b) An Indoor 2000 meter Concept 2 Ergometer competition; The Irish Indoor Rowing Championship in Limerick on 23 rd November 2013 and/or Ulster Provincial Championship BUCS CS in Queens University Belfast November 30 th 2013 The purpose is to monitor fitness and to rank the power output for candidates going for selection. 2 nd Assessment for Junior, Under 23 and Senior at Newry; 22 nd -23 rd February This assessment is by invitation based on performances: At the 1 st assessment held in September Note: Irish University students unable to attend the 1 st assessment must compete on the 19/10/13 at the Skibbereen Head of the River or on the 9/11/13 at the Blessington Head of the River in single sculls (1x)/coxless pairs (2- ) or other boats by agreement with the Lead Coach. They must also attend one of the ergometer competitions in November where the Ergometer Guiding Standard (Section 6) has to be attained, or in the event that an athlete cannot attend for ergometer testing in November they must submit an ergometer score to the Lead Coach by the 20 th December, signed by a nominated RI coach and the athlete s Club. Note: All overseas athletes who aspire to represent Ireland must submit a 2000m ergometer score to the Lead Coach by the 20 th February 2014 signed by their coach and Rowing Ireland High Performance Strategy 2014 Page 6

7 the athlete s Club. Special cases will be considered for new athletes submitting late ergometer scores. Successful candidates will participate in two 5000 meter trials in single sculls (1x) or coxless pairs (2- ) and/or in a crew boat by agreement with the Lead Coach. Pairs and crew boat combinations will be agreed with the Lead Coach for the respective two 5000 meter time trials prior to the event. All candidates that perform in single sculls, coxless pairs or crew boats must maintain their performance standard on the ergometer. Candidates may be required to complete further testing. Total numbers will be a maximum of approximately 120 athletes; 48 juniors: 24 girls and 24 boys, and 72 athletes; U23 & seniors from clubs, schools and universities. 3 rd Assessment for juniors, U23 and seniors; 22 nd -23 rd March 2014 at National Rowing Centre, Cork. Invitations to these trials will be issued to rowers who have demonstrated the required standard at the February assessment or in exceptional cases in agreement with the High Performance Director. Invitations will also be issued to Para athletes, who have demonstrated the potential to perform to the required standard during training camp assessments. These trials are compulsory for all rowers wishing to be considered for Rowing Ireland s High Performance Team Programme, if no other pathway has been agreed. Rowers will not be considered for these teams, including reserves, if they have declined an invitation to these trials, unless for an exceptional reason agreed in writing with the High Performance Director. The assessment will comprise two races in single sculls (1x), coxless pairs (2- ) or crew boats for juniors and seniors decided by the Lead Coach. The initial race will be a 2000 or 1900 meter time trial. Based on the results of the time trial finals will be drawn and raced over 2000 meter. Para athletes will race at least twice over a 1000 meter course. From these results a group will be selected for crew boat testing. The formation of junior, U23 and senior crews will be finalized after race testing. The junior squad that will target the Junior World Championship Regatta will be a reduced athlete group of a maximum of 22 athletes. The Coupe squad will be invited later in May for trials at which crews will be finalized, if not already selected. Clubs and Schools must be prepared to provide boats for U23, juniors, and Coupe crews, when their athletes are part of the selected International squad. Selected rowers will be part of the Rowing Ireland Training group for the 2014 regatta season. International crews will be selected from this group and tested at Domestic and International Regattas. 8 These Trial results will also determine if any Para athletes or crews will compete at international regattas in th Assessment for juniors and U23 seniors at the National Rowing Centre, Cork; 28 th -29 th June Invitations to these trials will be extended to U23 athletes, athletes from abroad and junior athletes who have demonstrated the required standard at previous trials and at domestic and international regattas. Final selections for U23, juniors, and Coupe will be made after this assessment. The schedule for crew boat testing, training weekends and camps will be finalized prior to selections and at the latest after this assessment. 2.3 Selection Responsibility Responsibility for selection of Rowing Ireland boats for Olympic Youth Games, World Rowing Championship (WRC), World Rowing under 23 Championship (WRU23C), European Rowing Championship (ERC) and World University Games & Championships Junior World Rowing Championships (JWRC), Junior European Rowing Championships (JERC), and Coupe de la Jeunesse in the coming season has been assigned to: Olympic Youth Games WRC & ERC WRU23C & WUG/WUC JWRC & JERC Coupe Lead Coach and High Performance Director Lead Coach and High Performance Director Lead Coach and High Performance Director Lead Coach and Lead Junior Coach Lead Coach and Lead Junior Coach All selected athletes must produce a current and valid passport to meet eligibility standards detailed in section 2.1 of this document. Selected Senior High Performance athletes must sign the Rowing Ireland Athlete Agreement immediately upon notification of selection. Selected Junior athletes must gain parental or guardian consent to participate in the High Performance programme. 2.4 Medical Exemptions If a rower cannot attend a trial or other test for medical reasons the rower must follow the correct procedure below. A medical certificate must be produced prior to the event, signed by the rower s doctor, approved by the Lead Coach or High Performance Director. National squad rowers must have approval of the Rowing Ireland doctor, who will inform the High Performance Director. Rowing Ireland High Performance Strategy 2014 Page 8

9 Failure to comply will result in a rower becoming ineligible for selection. 3. Squad Strategies 3.1 Senior squad All potential rowers who complete the assessments to the satisfaction of the High Performance Director and the Lead Coach will need to demonstrate their performance at FISA European Rowing Championship Regatta and/or at FISA World Cup Rowing Regatta(s) FISU World University Games & Championships Regatta Entry at an event will be based on performance at the preceding event. Training, preparation and boat transport considerations may exclude some of the above regattas. Final decisions regarding attendance at the above regattas rests with the High Performance Director. Where rowers/crews are of the appropriate level, the FISA World Rowing Championship Regatta will be entered. The World Championship Regatta is Rowing Ireland s priority event on the Olympic pathway to test the crew s ability against the best in the world. Olympic boat classes will be prioritized; however entries may be made in non Olympic events for secondary crews. Prioritized Olympic boats & secondary boats (ranked in each of 4 groups); Men M2-, M2x, & secondary boats M4-, M1x, M4x-, M8+ Men s Lightweight ML4-, ML2x & secondary boats ML2-, ML1x, ML4x-/ML8+ Women W1x, W2x, W2- & secondary boats W4x-, W8+/W4- Women s Lightweight W2x & secondary boats WL1x/WL4x- The following squads will be established after the 1 st assessment in September 2013 for subsequent crew formation: Women s open and lightweight squad, (sculling and sweep group) Men s open and lightweight squad, (sculling and sweep group) Development squad, (sculling and sweep group) Rowing Ireland High Performance Strategy 2014 Page 9

10 The following sequence will be used; squad formation, crew formation, finalizing crews and then finalizing selection. Squad training will be allocated geographically, where athletes and coaches can be used in the most practical way to put as little strain as possible on all parties. However this is also dependent on other issues such as access to equipment, accommodation and water/wind conditions. There will also be centralized training weekends and camps at the NRC. Squad members will share costs after agreement with athletes/coaches within each squad. A training camp and regatta plan with domestic and international regattas will be determined by the High Performance Director in line with financial limitations and in co-operation with the squad coaches. Clubs are asked to be prepared to support athletes with boats, equipment, coaching, and logistical matters if the squad is allocated to their locality. Individual athletes and crew coaches are responsible for their individual preparation and awareness of the nutritional, hydration, and weight management criteria of a rower or lightweight rower. The High Performance Director will have the ultimate decision in all matters related to the selection and preparation of squads. 3.2 Under 23 International racing experience at Under 23 level is a key step in the development of an athlete. The World Under 23 Championship Regatta is Rowing Ireland s priority event on the Olympic pathway to test their ability against the best in the world in their age group. The focus will be on Olympic boat classes with secondary crews in non-olympic categories for development. A training camp and regatta plan with domestic and international regattas will be determined by the High Performance Director in line with financial possibilities and in cooperation with the crew coaches. The following sequence will be used; squad formation, crew formation, finalizing crews and then selection. Once the squad formation has taken place all competitions will be synchronized, so there will be a clear pathway of preparation. There will also be centralized training weekends and camps at the NRC and crews will have to be together for a significant preparation period. The High Performance Director will have the ultimate decision in all matters related to the selection and preparation of squads. 3.3 Junior Candidates are required to enter the September assessment in single sculls (1x) and coxless pairs (2- ). Where clubs do not have enough single sculls or pairs a possibility of competing in a borrowed Club boat can be agreed upon with the High Performance Director. The February assessment is by invitation only. Athletes may be asked to perform in 1x and 2- one or both days, and in a club and/or composite crew boat. Athletes who chose the sweep pathway will not be considered for sculling this season except under exceptional circumstances agreed with the High Performance Director. After the February and March assessments a limited number of boats may be invited to participate in an International Junior Regatta to provide further guidance to the selection of crews for Junior World Championship and Coupe de la Jeunesse. The assessment in June will be used if necessary to clarify any further selections. Junior crews may be allocated to train in one or more local club environment(s). Clubs are requested to be prepared to support with boats, equipment and coaching if requested and be part of organizing practical matters if a crew is allocated to their area. The following sequence will be used; squad formation, crew formation, finalizing crews and then selection. There will also be centralized training weekends and camps at the NRC and crews for Junior World Championships will have to be together for a significant preparation period. Once the squad and crew formation has taken place, all competitions will be synchronized, so there will be a clear pathway of preparation. Crews not considered capable of making A or B finals by the Lead Coach or HPD at the Junior World Championship will be considered for selection in the Coupe. Clubs are requested to be prepared to support athletes with boats, equipment, coaching and logistical matters if the squad is allocated to their locality. Individual athletes and crew coaches are responsible for their individual preparation and awareness of the nutritional, hydration, and weight management criteria of a rower or lightweight rower. 12 3.4 Para Para athletes may apply via the Para Manager/Para Lead Coach for inclusion in the current international training group. Assessments at designated development camps will determine if an athlete has potential to perform at the required standard. Athletes will be invited to attend designated training camps. Continuous assessment at these development camps will determine if any individual or crew merits inclusion in the assessments. Crew and rowers who complete the assessment and development camps to the satisfaction of the Lead Coach will need to demonstrate their performance at domestic and/or at international regattas. Based on performance at the above regattas crews may be entered in the World Championship Regatta. Due to the need to identify a new crop of athletes it may be necessary to bring athletes onstream after the assessment. If they are of the required standard they will be considered for selection for the World Rowing Championships, subject to the agreement of the HPD. 3.5 FISU World University Games & Championship Rowing Ireland is responsible for selection of the team for the FISU World University Games and Championship Regatta. Rowing Ireland will work closely with CUSAI to ensure that the best possible team represents Ireland. A separate selection strategy document relating to the World University Games and Championship Regatta detailing the selection procedure will be published at a later date. Crews wishing to be considered for this event will need to attend the 2 nd assessment. If athletes attend the 1 st assessment, they will also be considered for U23 World Championship if age profile is correct. Colleges and Universities will be encouraged to participate in European University Championship Regatta to gain international experience. 3.6 Weight Management The weight limits for lightweights at assessment are as follows. Any athlete unable to achieve the prescribed weight will not be eligible for selection: Lightweight Men Lightweight Women September/October 76.0 kg and crew 76.0 kg 63.0 kg and crew 63.0 kg November/December 75.0 kg and crew 75.0 kg 62.5 kg and crew 62.0 kg January/February 74.5 kg and crew 74.0 kg 62.0 kg and crew 61.0 kg March 74.0 kg and crew 73.5 kg 61.0 kg and crew 60.0 kg Rowing Ireland High Performance Strategy 2014 Page 12

Provincial and Irish Indoor Championship 75.0 kg 62.5 kg Crew selection will be made by the Lead Coach based on past and current information. Before selection of a lightweight crew, the crew must have raced as a lightweight crew in a regatta. Individual athletes are responsible for their individual preparation and awareness of the nutritional, hydration, and weight management criteria of a rower or lightweight rower. 4. Coaches The selection of the squad, team or crew coaches is the responsibility of the Lead Coach and the High Performance Director. * Coaches wishing to be considered for selection for any of the competitions above should contact either the Lead Coach or the High Performance Director by the end September * A coach will be appointed to each selected crew. Coaches are most likely to be appointed from amongst those who have worked closely with the programme throughout the season. * A coach will be allocated to crews bearing in mind the particular requirements of each crew and particular expertise of each coach. * Coaches of successful candidates should not assume they will automatically accompany their candidates to the respective regattas. * Coaches of lightweights must have an awareness of the nutritional, hydration, and weight management criteria of a lightweight rower. * Coaches a) Have to be vetted and certified to work with children and vulnerable people, Access NI or Garda Vetting, the National Vetting Bill b) Have to respect the Rowing Ireland code of conduct and comply with points 5.0 to 5.6 below. c) Priority of selection for international coaches will be given to those coaches engaged in the RI coach education programme ideally Level 2 or above. 14 * Must attend the Rowing Ireland Trials and the annual planning and safety seminar. 5. Anti-Doping & Medical Welfare 5.1 Context The Irish Sports Council manages the National Testing Programme for Rowing Ireland in accordance with WADA Standard of International Testing. Both blood and urine are completed under the National Testing Programme. Testing can be either in-competition or out-of-competition. The Irish Sports Council also manages testing for FISA, the international governing body of rowing. 5.2 Registered Testing Pool The Registered Testing Pool (RTP) is a list of athletes agreed between the Irish Sports Council and Rowing Ireland, who meet the following criteria: * Athletes on carding scheme in the Contract, World Class and International categories * Athletes in the developmental category from high risk sports listed in the Council s Test Distribution Plan and other sports targeted by the Council * Olympic or Paralympic Qualifiers * Athletes who are included in an International Federation RTP * Any athlete currently serving a period of ineligibility * Any athlete who wishes to return from retirement and was previously in the RTP * Any other athlete that is required to be target tested under Clause of the International Standard for Testing 5.3 National Testing Pool Any participated athlete may be tested at any Rowing Ireland event as part of The National Testing Pool 5.4 Prohibited Substances The WADA Prohibited List is an International Standard issued annually by WADA that identifies classes of substances and methods that are prohibited in-competition, out-of-competition, and in particular sports. Substances and methods are classified by categories (e.g., steroids, stimulants, gene doping). The Prohibited List is updated continuously and it can be accessed on the WADA website. 15 5.5 Further Information Please refer to the Anti-Doping section of the Irish Sports Council s website for more information. Remember, ignorance of regulations & procedures is not a defense. 5.6 Medical Welfare Rowers and coaches shall ensure that their state of health and fitness will allow the competitor to compete at a level commensurate with competition level in the particular event. All Senior rowers selected to compete at the World Rowing Championship and World Rowing Cup Regattas must undergo a FISA Pre Competition Health Screening which includes a questionnaire, an annual physical examination and ECG at their own expense. The screening shall be confirmed in writing that such screening has been completed and forwarded in a timely manner to the HPD. The screening of junior athletes is at the parent s discretion. All FISA codes must be respected.
