1 2017 GIRLS STATE VOLLEYBALL TOURNAMENT INFORMATION D A T E A N D L O C A T I O N Thursday, November 2; Friday, November 3; and Saturday, November 4 at the Resch Center, Green Bay, Wisconsin. A D M I S S I O N P O L I C I E S Free admission will be provided for a tournament party of 22 individuals, which includes players, coaches, managers, etc. If an athletic trainer/physician accompanies the tournament party, an additional pass will be provided at check-in. Two School Administration badges will allow free admission to the Resch Center. Please see page 6, Crowd Control for details. There is no free admission provision for: A. Cheerleaders and pom pon squads. B. Band director and band members. C. Bus drivers. D. Other individuals accompanying the team (i.e., junior varsity players, etc.). D I R E C T I O N S T O T H E R E S C H C E N T E R A N D D R O P - O F F A R E A Coming from the South/North on Highway 41/141 - Take Highway 41 South/North to the Lombardi Exit (Exit #167). Go east (right) on Lombardi for approximately 1.75 miles. Turn South (right) on Oneida Street. Turn East (left) on Green Bay Packer Blvd. for approximately 110 yards. Coming from the South on Interstate 43 - Take I43 North to Highway 172 West. Take the Oneida/Ashland Street Exit. Go left (to Oneida Street). At Oneida Street go North (right). Continue North on Oneida Street for approximately 2 miles. The Brown County Veterans Memorial Complex is on your right - take a right hand turn on Packer Drive. F O R M A T A. Format - Straight elimination consisting of a three-out-of-five set match. B. Teams must report to the check-in table in the main floor lobby upon arrival. You will be assigned a host/hostess to assist you. C. Seventy minutes prior to the start of your match, your team should again report to the check-in table where your host/hostess will escort you to the locker room. D. Thirty minutes prior to the start of your match, your team will be escorted to the assigned court. Teams must take all possessions and equipment with them. No items may be left in the locker room. E. The captains/coaches/officials meeting will occur immediately when the teams take the floor. F. Teams will be allowed on their side of the court for stretching, etc. No balls of any type will be allowed until the 20 minute warm-up period starts. G. The 20 minute warm-up period is the same format used in regional and sectional play. H. Post Meet Interviews A media conference will take place following each match and following the awards ceremony of championship matches. The coach and player(s) of the losing team will participate in a 6-minute media conference 5 minutes following the conclusion of the match, which will be immediately followed by the winning team s participation in the media conference. The coach and selected player(s) of the winning team will be directed to a brief live TV interview immediately after the game and will be permitted to return to the locker room for a brief cooling off period before their participation in a 6-minute media conference. No interviews with coaches and players will be permitted prior to participation in the media conference, except when the winning coach participates in a live TV interview on the floor following the match or award ceremonies, or when consent is granted by WIAA Communications staff.

Championship Matches: 1. Same format as previous matches. 2. Awards will be given out immediately after the completion of each Championship Match. 3. State Championship teams are requested not to distribute t-shirts/caps, etc., to their players until after the Awards Ceremony is completed. N O S M O K I N G The entire Resch Center is a "Smoke Free Facility. P A R K I N G A. Teams Free parking is available for teams in the Lambeau Field lot off Oneida Street. Parking permits will be sent to qualifying schools with your school box of advance tickets. B. Spectator Cars/Buses Spectators in cars and spectator buses should park in the Lambeau Field parking lot on Oneida Street. Parking will cost $6 for cars and $15 for buses. If writing a check it should be made out to: PMI Entertainment Group. T I C K E T S A. Advance Sale 1. The WIAA will be sending your advance sales tickets to the Sectional Host. Upon winning the Sectional Championship, head coaches should receive a packet from the Sectional Tournament Manager. These tickets are for the patrons in your community. 2. This procedure will allow your spectators to be quickly seated and eliminate their having to stand in long lines to buy tickets at the Resch Center. B. Sales at the Resch Center Ticket sales will begin at the Resch Center at 3 p.m. on Thursday and 8:00 a.m. on both Friday and Saturday mornings. C. Prices The admission price per session is: 1. $8* - children/student/adult. *On-line ticket sales subject to processing and handling fees. 2. $1 - for children under 6 years of age, if accompanied by a parent, at tournament site only. 3. Cash or check only, credit cards will not be accepted.

3 Page 3 T O U R N A M E N T R E G U L A T I O N S B E N C H L I M I T S During competition the only individuals permitted to sit courtside include (a maximum of 22), unless accompanied by athletic trainer/physician: A. Maximum of 15 eligible players in full uniform. 1. Noncompliance with this regulation, once competition has begun, shall be regarded as flagrant, unsportsmanlike conduct on the part of the head coach resulting in his/her immediate ejection (leave premises) when brought to the attention of the game officials. 2. If no other coach or faculty member of that school is present to supervise the team, the match shall be forfeited and the team disqualified from further participation in the tournament series. 3. For the awards ceremony, if an athlete who has been injured and unable to play is to be included in the ceremony, they must be included in the team roster and be attired in team warm-ups. B. Other individuals (head coaches, assistant coaches, managers, and statistician) must wear the appropriate "Bench Pass Badge" to be allowed courtside. This will be enforced and any individuals not wearing the Bench Pass Badge will be removed. The badges will be included in your team box, which must be picked-up at the check-in table located in the main floor lobby of the Resch Center. These individuals must actually sit on the bench. C. Teams traveling with a certified trainer or doctor may request one additional bench pass when they check in. C O U R T A N D B E N C H A S S I G N M E N T S Court assignments will be available at check-in. To facilitate seating bands and fans, team benches will be assigned as follows: first team alpha will have the east bench and second team alpha will have the west bench. C O U R T A N D C E I L I N G G R O U N D R U L E S A. Adjacent Courts: 1. Players cannot go into the adjacent court to play a ball. 2. It is considered a dead ball for both courts. 3. Replay for court entered. 4. Point or side-out for court that violated. 5. If a ball rolls into the other court, or there is any other type of interference, the ball is immediately whistled dead. 6. There is a replay regardless of where the play is on the court or where the interference occurred on the court. A. Entry L O C K E R R O O M S Teams will not be allowed entry into their assigned locker room until 70 minutes prior to their scheduled match. B. Locker Rooms Teams will be able to dress and tape prior to their match in their own locker room. They must, however, take all possessions with them to their court. Shower facilities will only be available following Saturday s Championship Matches. C. Items That Cannot Be Brought Into Locker Rooms 1. Balloons, etc. 2. Paper confetti. 3. State Law (175.22) prohibits use of cell phones (and other image-recording devices) in locker rooms except in emergency situations. M E D I C A L The WIAA will have a physician and a certified trainer present for the entire tournament from the Bellin Sports Medicine Clinic in Green Bay. A. They will assist with medical needs which occur during a match. They will not be available for taping of squad members prior to competition!

4 Page 4 B. Schools having their own team physician or team certified athletic trainer may have this individual assume the responsibilities for their players. C. If the WIAA Tournament Physician and a Team Physician are in disagreement whether an athlete can continue to compete, the decision will be made by the WIAA Tournament Physician. D. Each competing school will be allowed to have a team physician or a team certified athletic trainer courtside in the team bench area for the match(s) in which their team is playing. E. The team physician or team certified athletic trainer must wear a special Team Medical Badge issued upon request by the WIAA. Requests may be made at the check-in table. R O S T E R A. The WIAA souvenir program will serve as each team's official roster. B. Coaches must make any corrections/additions to the listing of players included in the official WIAA souvenir program with the official scorer located at their assigned court before each round of competition. S C H O O L S C O R E K E E P E R A. Each competing school will be allowed one scorer to be seated at the official scoring table for matches in which their team is playing. The "School Scorekeeper Badge" will be included in your school box of advance tickets. B. The individual using the "School Scorekeeper Badge" must have an admission ticket to gain entry into the Resch Center. This badge merely allows one individual to be seated at the scoring table. T E A M E Q U I P M E N T A. The WIAA will furnish all practice balls. Teams bringing their own balls will be instructed to take them back to their bus/van. B. Teams are responsible for keeping track of their belongings (water bottles, uniforms, first aid kit, etc.). C. All equipment should be labeled with school name. D. Coolers will not be allowed courtside. E. Teams should bring their own water bottles as cups will not be provided. Water will be provided for each court, which team managers can use to refill their water bottles during matches. W A R M - U P S A N D I N T R O D U C T I O N A. Prematch Warm-ups. Prematch warm-ups will follow the procedures used for regionals and sectionals. B. Team/Player Introductions 1. Introductions for Court #2 and then Court #1 to include: a. Visiting team (first school alpha): 1). School name. 2). Team nickname. 3). Six starters (in order indicated by coach), plus the libero. 4). Head coach. b. Home team (second school alpha): 1). School name. 2). Team nickname. 3). Six starters (in order indicated by coach), plus the libero. 4). Head coach. c. Championship Saturday (north first) 1). All starters. d. Officials: 1). Official scorer - first and last name, and hometown. 2). Line judges - first and last names, and hometowns. 3). R2 - first and last name, and hometown. 4). R1 - first and last name, and hometown. 2. The horn will sound and play will begin.

5 Page 5 P O S T M E E T I N F O R M A T I O N A W A R D S A. Trophies and individual medals will be presented to the championship and runner-up teams in each division. B. The championship team will also receive their game ball. C. Awards will be given out immediately after the championship match. D. State championship teams are requested not to distribute T-shirts/baseball caps, etc., to their players until after the Awards Ceremony. E. Extra medals for Sectionals and/or State championship and runner-up teams may be ordered from the WIAA by using the provided form. (see page 11) S P O R T S M A N S H I P A W A R D A. Rural Insurance will again this year present to a school participating in the State Volleyball Tournament a "Sportsmanship Award." B. There will also be recognition of "Honorable Mention" for schools who do not win the overall award, but still exhibit great efforts in good sportsmanship. T O U R N A M E N T S U P P O R T G R O U P S A C C E S S F O R H A N D I C A P P E D I N D I V I D U A L S The Americans With Disabilities Act has provided increased awareness of the special needs of handicapped persons. The WIAA has every desire to comply with the spirit and intent of applicable state and federal legislation. Schools participating in the State Volleyball Tournament are encouraged to provide advance notice to the WIAA of any special requirements known in advance. Large crowds cause us to make this plea. Your cooperation can assist this accommodation of handicapped individuals and eliminate the potential for any resultant embarrassment. B A N D S A. If you are bringing a band to the State Tournament you should indicate so on the Information Sheet you fax to WIAA (Stephanie Hauser) on Monday. B. Bringing a band is the decision of the school. The WIAA will not be involved in providing a special ticket or financial assistance to the school. C. Each member of the band must have a ticket to gain admission. D. Bands may play: 1. For the quarterfinals/semifinal matches during the prematch warm-ups, plus between sets and during time-outs if both courts are not playing. 2. For the championship match anytime during warm-ups, time-outs, between sets, etc. E. There is no room available for band members to change uniforms, store uniforms, or store equipment. F. The National Anthem will be played only before the first match of each session. G. Instrument cases must be left on the bus. H. Band directors must report to the check-in table, lobby at the Resch Center, upon arrival. B U S D R I V E R A. Bus drivers must have a ticket to gain admission into the Resch Center. B. Parking information is contained on page 2. C. Directions available on page 1. D. Schools should provide their bus driver with the Stephanie Hauser s cell phone number ( ) in case there is an emergency en route.

6 Page 6 C H E E R L E A D E R S A. Tickets All cheerleaders must have tickets to gain admission into the Resch Center. B. Responsibilities Cheerleaders are responsible for making sure all cheers are in good taste. Cheerleaders are not allowed on the main arena floor. They should also assist in crowd control. At the completion of the tournament they are asked to assist tournament crowd control personnel in keeping fans off the court. C R O W D C O N T R O L S C H O O L A D M I N I S T R A T O R Sportsmanship and self-control take on new dimensions during the State Girls Volleyball Tournament. Therefore, crowd control responsibilities need additional attention. Each competing school is requested to have at least one school administrator on duty. Two "School Administrator" Badges will allow free admission to the Resch Center. These individuals should report to the lobby check-in table upon arrival. It is expected that the individuals wearing this badge will: A. Supervise their fans during their match. B. Remove illegal items from their fans. C. Prevent their fans from entering the court after the match. D. Before leaving the Resch Center check the vacated seating areas of their fans for confetti, spray string, etc. which will cause additional cleanup. C O N D U C T O F S P E C T A T O R S Schools are reminded of the various regulations governing the WIAA State Girls Volleyball Tournament. It will be the responsibility of each school to inform their patrons of the following regulations which will be enforced. Please make a sign indicating this information and post it where your patrons (students/adults) can see it when buying tickets. A. The following items cannot be brought into the Resch Center: 1. All types of noisemakers (stadium horns, cow bells, etc.). Thunder sticks will not be allowed. 2. Balloons, inflatables, etc. 3. Paper confetti. 4. Stereo tape decks, "boom boxes", and other related radio equipment. Note: Ipods" are allowed. 5. Intoxicating or other beverages. 6. Break-through hoops. 7. Props such as swords, pitchforks, etc., unless a part of the official school mascot costume. B. Allowed Items: 1. Shakers and pennants even if attached to wooden/plastic sticks for spectators, cheerleaders, pom pon squads, etc. 2. "Homer hankies", towels, and "hands" with No. 1 fingers will be allowed provided: a. Printing (if any) includes only school name, team nickname, or mascot. b. They do not cause crowd problems. C. Banners Temporary hand held banners are allowed with some restrictions. They may not have: 1. Offensive language. 2. Be used to disrupt players, officials, or interfere with spectators. 3. Be carried around the Resch Center before/during or after competition. D. Penalty for Bringing Prohibited Items Spectators bringing prohibited item(s) will have them confiscated or will be told to return the item(s) to their vehicles.

7 Page 7 E. Restrictions 1. Laser pointers are prohibited. Any individual possessing or using a laser pointer will be immediately ejected and will not be allowed to re-enter during that session. 2. Paint on any body part is prohibited. The paint must be removed, or the body part covered with clothing, or the violator will not be allowed to enter or stay in the Resch Center. 3. No mask or covering over the face is allowed, with an exception for the school approved mascot. 4. Antics involving throwing of paper airplanes or coins, etc., will result in the violator being ejected from the Resch Center. 5. Fans may not leave their seats to join cheerleaders or the band in doing such things as the polka. 6. Fans may not leave their seats to become involved in such things as: slapping players hands during introductions, forming a tunnel for players to run through as they enter or exit the court, etc. 7. Fans may not allow others to sit on their shoulders. 8. Schools must decide if they will allow their spectators not to wear shirts. No paint will be allowed on individuals chests/backs. If allowed, these individuals must stay in their seats. S P E C T A T O R C O N D U C T The Wisconsin Interscholastic Athletic Association objects to the use of activities, materials, logos, apparel, mascots or gestures that are profane, vulgar, insulting or offensive to others. The membership disapproves of any form of taunting or expression that is intended or designed to embarrass, ridicule, disrespect, or demean others under any circumstance including on the basis of race, religion, gender or national origin. A violation of this policy will result in the individual(s) being removed from the Resch Center. A. Photo Badge S T U D E N T S C H O O L P H O T O G R A P H E R S 1. Schools requesting a student photographer pass must fax/ Sheila Schulfer < sschulfer@wiaawi.org >at the WIAA prior to the event providing the name of the individual and the name of the school administrator making the request. Passes will be available at the check-in table. 2. The individual using the "School Photographer Badge" must have an admission ticket to gain entry into the Resch Center. The badge merely allows the individual to be courtside. B. Photo Regulations 1. The "School Photographer Badge" must be worn where it is visible at all times. Credentials are not transferable. If they are found being used by an unauthorized person they will be confiscated and the school they were issued to will lose all media privileges. 2. Photographers may shoot from off the Sport Court floor opposite team benches during the entire tournament. May also shoot from off the Sport Court floor on each end during championship finals. 3. Photographers must stay as far back from the actual boundary lines as possible for safety reasons. 4. Electronic flash may be used. Please, however, use good judgment. Don't flash directly into the face of a player. 5. Tripods may not be used. 6. No equipment should be left sitting on the floor. All equipment being used must be held in hand or carried by a strap over the shoulder. 7. Individuals not following the above regulations will be removed and their credentials confiscated. V I D E O T A P I N G A. Videotaping Area 1. Schools will be allowed one video camera to tape from the ADA Deck. 2. Spectator taping is allowed from the spectator area provided it does not create crowd control problems.

8 Page 8 B. Videotaping Regulations 1. Individuals filming must be seated in the stands so that they do not obstruct the view of other paying spectators or cause crowd control problems. Tripods are not allowed in stands. 2. Individuals filming with videotape must operate off a portable power pack. There are no provisions to plug into an electrical outlet or to use the Resch Center outlets to charge batteries. 3. Filmers must follow all the instructions of the WIAA crowd control personnel. 4. Individuals in violation will be removed.
