BY-LAWS SECTION ONE: DUTIES OF OFFICERS PRESIDENT As President of the Association, your duties shall be to: oversee all aspects of the H.D.N.A preside at all General meetings and Annual General Meetings of H.D.N.A represent the H.D.N.A when required liaise with Government Departments be the initial contact with sponsors all cheques to be signed by President as well as one other Executive (Treasurer) and crossed "Not Negotiable" of H.D.N.A be ex-officio on all committee/sub-committees of H.D.N.A be responsible for disputes/disciplines for H.D.N.A with other Executive Committee of H.D.N.A assist other executive members of H.D.N.A when required out-going correspondence to be copied to the Secretary of H.D.N.A collect reports from committee members of H.D.N.A prepare a report for the Annual General Meeting of H.D.N.A VICE PRESIDENT In the absence of your President, your duties as Vice president shall be to: preside over the meetings or represent the H.D.N.A sign cheques as well as one other Executive (Treasurer) and crossed "Not Negotiable" of H.D.N.A carry out other such duties as are assigned, from time to time, by the Executive Committee of H.D.N.A Vice Presidents duties liaison for Representative teams of H.D.N.A. discuss with Executive Committee re the selection panel for the H.D.N.A representative teams. 1

2 distribute representative forms and advise all eligible players of dates and times for trials distribute nomination forms for Coaches, Managers and Umpires when requested advise selected players of carnivals to be attended arrange the bookings of accommodation, buses, tents, flights, team photos, etc for all Championships or nominated representative carnivals attended by H.D.N.A. representative teams send to Netball Queensland the representative team forms with HDNA cheque before the due dates set down by Netball Queensland distribute and collect medical forms from all representative players all representative players are to be financial with H.D.N.A. and Netball Queensland before sending to any championships or carnivals a list of all representative selected players to be given to Treasurer to ensure that they are financial with H.D.N.A. and Netball Queensland collect and keep a record of any H.D.N.A representative fees (this is set by the Executive Committee) or any other expenses that may occur attend any meetings at Championships as H.D.N.A. representative notify all H.D.N.A clubs of carnival dates. be responsible for disputes/disciplines for H.D.N.A with other Executive Committee of H.D.N.A out-going correspondence to be copied to the Secretary of H.D.N.A provide a report to the President prior to the Annual General Meeting and General Meetings of H.D.N.A As Secretary, your duties shall be to: SECRETARY attend all General and Annual General Meetings of H.D.N.A carry out all directions as given at such meetings. maintain a book of minutes be responsible for the recording, duplicating and distribution of the minutes of all General meetings of H.D.N.A. to all affiliated secretaries, committee members and Life Members. record all incoming and outgoings of H.D.N.A. correspondence distribute copies of correspondence to appropriate committee oversee the organisation of events held at H.D.N.A. handle all queries directed to the Association from Queensland Netball Association and the public maintain and issue copies of the constitution and by-laws to all clubs forward additions and amendments to the By-Laws to the Executive and Life Members and all HDNA clubs at least 14 days prior to a general meeting. keep a record of all H.D.N.A affiliated clubs, President and Secretaries names and addresses 2

3 keep a record of all H.D.N.A affiliated clubs uniform colours be responsible for disputes/disciplines for H.D.N.A with other Executive Committee of H.D.N.A prepare for Annual General Meeting:- notice to all Secretaries of clubs within H.D.N.A. and attach a nomination form re new Office Bearers together with additions and amendments to the constitution and by-laws. The nomination forms must then be in the hands of Secretary 14 days prior to Annual General Meeting date. Nominations cannot be taken on the night of Annual General Meeting but will be accepted from the floor if positions are not filled. Insert add for newspaper 21 days prior to Annual General Meeting date. Have a copy of minutes from the previous Annual General Meeting (this is to read out at current Annual General Meeting). provide a general report of the activities of H.D.N.A. throughout the season for presentation at the Annual General Meeting of H.D.N.A As Treasurer, your duties shall be to: TREASURER oversee all the books and accounts for H.D.N.A. and present a statement of receipts and expenditure to each Executive Meeting and each General Meeting of H.D.N.A oversee the receipt of all monies, and payment of such monies into the bank and produce the bank statements at each Executive Meeting and General Meeting of H.D.N.A cheques to be signed by President, in absence of President, the Vice President and Treasurer and to be crossed "Not Negotiable". be responsible for the closure of the books at the end of H.D.N.A. financial year- 30 th September be responsible for the preparation and presentation of a Balance Sheet for the inspection and signature of the Auditors and present same at the Annual General Meeting of H.D.N.A in conjunction with the President, oversee the preparation of Grants/Subsidy submissions-in consultation with committees/sub-committees and personnel where necessary for H.D.N.A in conjunction with the President and the Secretary, prepare the H.D.N.A. budget for approval by Executive Committee of H.D.N.A make recommendations to Executive Committee when necessary for the advantageous management of H.D.N.A funds and resources collect all fees from members of H.D.N.A send to Netball Queensland a cheque with insurance forms completed by the various Convenors for all teams whose players are financial with H.D.N.A a list of all representative players to be returned to Vice President to ensure that they are financial with H.D.N.A. and Netball Queensland be responsible for disputes/disciplines for H.D.N.A with other Executive Committee of H.D.N.A 3

4 out-going correspondence to be copied to the Secretary of H.D.N.A provide a report to the President prior to the Annual General Meeting and General Meetings of H.D.N.A GST to be done quarterly (October- January - April June) UMPIRES CONVENOR As Umpires Convenor, your duties shall be to: shall be a National badge umpire shall formulate, monitor and evaluate badge testing, talent identification and umpires education programs. arrange and oversee the conducting of screening programs of prospective candidates and State Theory examinations assist with umpire education programs, ensure that records and relevant statistical data are kept be available for sub-committee of Saturday Junior Umpires Co-ordinator and Monday night Umpires Co-ordinator with the assisting of allocation of umpires to Junior and Senior fixtures of H.D.N.A organize umpires for Representative Championships and Representative Carnivals and advise Vice President with the relevant paperwork to go to Netball Queensland before the due dates be available to assist with any problems relating to umpiring during games of H.D.N.A report to the Executive of H.D.N.A where umpiring matters are concerned be responsible for disputes/disciplines for H.D.N.A with other Executive Committee of H.D.N.A nominees for The Rosemaree Bradford Trophy for Junior Umpire and The Julie Crowden Trophy for Senior Umpire to be discussed with the Executive of H.D.N.A. for presentation at the conclusion of Junior and Senior winter competition. out-going correspondence to be copied to the Secretary of H.D.N.A. provide a report to the President prior to the Annual General Meeting and General Meetings of H.D.N.A COACHING CO-ORDINATOR As Coaching Convenor, your duties shall be to: must have a coaching background monitor and evaluate programs of talent identification and special groups as Association level provide coaching development programs monitor coaches development assist with coach education programs 4

Saturday sign-on run the Saturday Junior competition and liaise with Nova Convenor write up grading results for grading to be organized liaise with Executive Committee of H.D.N.A. for the Saturday competition draw as well as the Saturday Umpire's Co-ordinator distribute competition draw to teams ensure that all teams have completed the H.D.N.A. team sheets with first and last name, address, phone number, date of birth, employment and signature notify teams if teams sheets are in complete or if fees are outstanding fill in Netball Queensland team sheets of teams or players that are financial with H.D.N.A for their insurance and capitation to Netball Queensland. Copy and pass originals onto H.D.N.A. Treasurer for payment to Netball Queensland write up Saturday competition score sheets and hand out on competition day organize the timing and running of games make sure goal rings are erected and have correct height for games ensure teams and umpires wear correct uniform collect score sheets after games check score sheets for correct names and signatures notify teams of any disqualifications maintain a points board within the clubroom be available to handle any queries re the Saturday competition any disputes are to dealt with by the executive of H.D.N.A do goal average on all junior teams of the Saturday competition for the 'Goal Average Award Perpetual Trophy to be presented on Grand Final day organize sample trophies within the budget approved by the Executive Committee of H.D.N.A and liaise with Executive for the final selection of trophy for the Saturday competition 5

6 prepare a report for the Annual General Meeting and General Meetings of H.D.N.A SATURDAY NOVA CONVENOR As Saturday Nova Convenor, your duties shall be to: be available for H.D.N.A. Saturday sign-on run the Saturday Nova competition and liaise with Saturday Junior Convenor liaise with Executive Committee of H.D.N.A. for the Saturday competition draw distribute competition draw to teams ensure that all teams have completed the H.D.N.A. team sheets with first and last name, address, phone number, date of birth notify teams if teams sheets are in complete or if fees are outstanding fill in Netball Queensland team sheets of teams or players that are financial with H.D.N.A for their insurance and capitation to Netball Queensland. Monday night sign-on run the Monday night competition and liaise with Monday night Umpires Coordinator write up grading results for grading to be organized liaise with Executive Committee of H.D.N.A. for the Monday night competition draw as well as the Monday night Umpire's Co-ordinator distribute competition draw to teams ensure that all teams have completed the H.D.N.A. team sheets with first and last name, address, phone number, date of birth, employment and signature notify teams if teams sheets are in complete or if fees are outstanding 6

7 fill in Netball Queensland team sheets of teams or players that are financial with H.D.N.A for their insurance and capitation to Netball Queensland. Copy and pass originals onto H.D.N.A. Treasurer for payment to Netball Queensland write up Monday night competition score sheets and hand out on competition night organize the timing and running of games make sure goal rings are erected ensure teams and umpires wear correct uniform collect score sheets after games check score sheets for correct names and signatures notify teams of any disqualifications maintain a points board within the clubroom be available to handle any queries re the Monday night competition any disputes are to dealt with by the executive of H.D.N.A organize sample trophies within the budget approved by the Executive Committee of H.D.N.A and liaise with Executive for the final selection of trophy for the Monday night competition prepare a report for the Annual General Meeting and General Meetings of H.D.N.A SATURDAY JUNIOR UMPIRES CO-ORDINATOR As Saturday Junior Umpires Co-Ordinator, your duties shall be to: liaise with Umpires Convenor at all times prepare a list of Club umpires names and contact numbers, and ensure this is kept up to date and available at all time allocate umpires to Saturday Junior competition of H.D.N.A, liaise with Umpires Convenor and Saturday Convenor any relevant notification of umpiring duties is passed on to all umpires of H.D.N.A continual interaction with Saturday Convenor ensure umpires have signed on, given correct court number and are advised of the ruling for club uniforms complaints by teams re umpires must be in writing to the Umpires Convenor of H.D.N.A. within 48 hours of occurrence. Members of the committee will then meet and resolve the issue. Solely any umpire must never deal with complaints from the sideline. This should be reported immediately to the Saturday Convenor, who will then send someone to investigate the problem to attend meetings set down by H.D.N.A. Umpires Convenor as requested provide a report to the President prior to the Annual General Meeting and General Meetings of H.D.N.A 7

8 MONDAY NIGHT UMPIRES CO-ORDINATOR As Monday Night Umpires Co-Ordinator, your duties shall be to: liaise with Umpires Convenor at all times prepare a list of umpires names and contact numbers, and ensure this is kept up to date and available at all time allocate umpires to Monday night competition of H.D.N.A. any relevant notification of umpiring duties is passed on to all umpires of H.D.N.A continual interaction with Monday Night's Convenor of H.D.N.A ensure umpires have signed on, given correct court number and are advised of the ruling for club uniforms liaise with Monday Night's Convenor re umpire fees (as set by the Executive Committee of H.D.N.A) and allocate to the various umpires for their signatures complaints by teams re umpires must be in writing to the Umpires Convenor of H.D.N.A. within 48 hours of occurrence. Members of the committee will then meet and resolve the issue. Solely any umpire must never deal with complaints from the sideline. This should be reported immediately to the Monday Night Convenor, who will then send someone to investigate the problem to attend meetings set down by H.D.N.A. Umpires Convenor as requested provide a report to the President prior to the Annual General Meeting and General Meetings of H.D.N.A EQUIPMENT OFFICER As Equipment Officer,, your duties shall be to: be available to assist the Vice President with distributing of H.D.N.A. representative uniforms and Coaches equipment take orders of H.N.D.A. new representative uniforms; eg jackets, shirts, skirts, socks and briefs. To keep stock of all equipment belonging to H.D.N.A: eg balls, bibs, cones, bags, gloves, jackets, shirts, skirts, socks, briefs and other items of clothing and equipment. To maintain first aid for H.D.N.A throughout the year. Keep records of barbeque use and ensure it is returned in a satisfactory condition. Be responsible for all equipment being in working order: eg compressor, clock, PA system, TV-video etc Check on goal posts, pads and rings to ensure they are in good working order. Keep a key register for H.D.N.A 8

9 Before purchasing or requiring equipment, it must be submitted to H.D.N.A Executive for approval Copies of any outgoing correspondence must be submitted to the Secretary. SECTION TWO: EXECUTIVE COMMITTEE 1. MEETINGS a) subject to the limitation that it shall meet regularly once in each month, Executive may meet for the dispatch of business, adjourn and otherwise regulate its meetings and proceedings as it sees fit b) no proxies shall be allowed at Executive meetings 2. ORDER OF BUSINESS a) The order of business at an Executive committee meeting shall be as follows:- (i) open meeting (ii) apologies (iii) minutes of previous meeting (iv) business arising from the meeting (v) all reports (vi) general business SECTION THREE : DELEGATES MEETINGS 1. MEETINGS a) Delegates meetings will be held regularly and clubs will be notified prior to each meeting the date/time/place. b) All members are entitled to attend the Delegates meeting c) only one(1) vote per delegate and only one (1) delegate per club are entitled to vote d) As per constitution - Section 22 (1) e) Special meetings may be called by the President or Secretary of the H.D.N.A. or at the request of 2 or more financial clubs in writing with at least 14 days notice of such meeting to the Secretary f) All life members are entitled to one (1) vote. 2. MEETINGS a) All members are entitled to attend the Annual General Meeting b) Only one (1) vote per delegate and only one (1) delegate per club are entitled to vote c) Quorum as per the constitution - Section 22 (1) d) recommendations are to be submitted in writing to the Secretary at least 14 days prior to the AGM. Recommendations to be carried by a simple majority and are to remain in force until the next AGM. e) All life members are entitled to have one (1) vote. 2. 11 (vi) (vii) (viii) (ix) (x) (xi) SECTION FIVE: Monday Umpires Convenor Saturday Umpires Convenor Saturday Convenor Nova Convenor Coaches Co-ordinator Committee APPLICATIONS FOR MEMBERSHIP 1. a) application for affiliation and membership shall be on the appropriate form and shall be lodged with the H.D.N.A. not later than the date fixed by the Executive committee each season b) before submitting an application for full affiliation, the Secretary shall ascertain that the body applying for affiliation: intends to compete regularly in matches approved by the H.D.N.A. and can meet its financial obligations. SECTION SIX: FEES / NON FINANCIAL MEMBERS Full member clubs shall be liable to pay to the H.D.N.A. each year: (i) Affiliation fees:-payable annually with application for membership (ii) Registration fees:-as set by the Executive committee (iii) fees for each player shall be paid before players can be insured (iv) Any members with outstanding fees at the conclusion of the season shall be deemed unfinancial and shall be ineligible to participate with any other team/club or Association until the original debt has been cleared.queensland Netball Assoc affiliates will be advised of all unfinancial members. SECTION SEVEN: OFFICIALS a) the Executive may appoint a minutes secretary to record the proceedings at all meetings of the H.D.N.A. and the minutes shall be forwarded to the Secretary not more than seven (7) days after the date of such meeting SECTION EIGHT: UNIFORMS 1. H.D.N.A. REPRESENTATIVES a) the colours of the H.D.N.A. are teal, lilac, purple and white. b) the uniform to be worn by representative teams is to be selected and approved by the Executive of H.D.N.A. c) the uniform for representative teams shall be registered with the QNA and shall not be worn by any other team or players affiliated or associated with the H.D.N.A.. 11

12 2. CLUB UNIFORMS a) on first applying for membership each club shall submit to the Secretary full written particulars of its club uniform for approval by the Executive b) the Executive committee shall be empowered to impose a penalty upon any full member team playing a member not dressed in the approved manner. c) Shorts are allowed, however all team members must wear shorts (not half wearing shirts and half wearing shorts). d) Bike pants must be no longer than their dress or skirt, where bike pants are the chosen uniform as part of the uniform. e) Hats may be worn provided they are approved by the Executive of H.D.N.A.(no hard hats to be worn). f) Fingernails must be cut Not taped. g) Gloves as approved by the Executive committee of the H.D.N.A. h) No jewellery to be worn. Permission may be granted to cover unusual circumstances and only with the permission of the H.D.N.A. committee. Except for a medical alert bracelet as per the rules of AANA. SECTION NINE: REGISTRATION AND CLEARANCE 1. GENERAL a) initial registration of at least seven (7) players must be made when nominating and not more than twelve (12) b) teams will have the right to play new members up to semi-finals, provided they are correctly registered. Failure to comply with this ruling shall result in the loss of points as determined by the Executive committee c) players must play in at least one third of competition games set down for that team. Games played during grading will not count toward qualification. If after a player has registered in a team, that team has won on forfeit, that game will count towards qualifying the player for finals if needed. d) players are not allowed to register in more than one club participating in one fixture. f) in the event of a club disbanding its members shall be at liberty to play with any other club with the consent of the Executive Committee. g) a clearance in written form must be obtained to transfer from one club to another during a season, endorsed by the Secretary of the club. One transfer only during any one season will be granted, unless in unforseen circumstances, when the Executive committee may decide otherwise. 12

13 2. JUNIOR COMPETITION a) Saturday junior games will be conducted in a format determined by the Executive committee. b) players must turn 11years and may not have turned 18 years by the 31 December of that year to play in the junior competition. c) the lowest division or age group may borrow from the 10 years teams only if they have less than 7 players to take the court. d) no ten year old player may play more than 2 games in the junior competition. e) a club may play a player from a lower grade team in a higher grade team, provided the higher grade team has at least five (5) registered team members taking the court. Penalty refer By-laws Section 9 (3). f) A player having played three matches in a higher grade than that in which she is registered shall be considered a player of a higher grade team.penalty - player deemed unregistered - refer By-laws Section 9 (3) 3. NET SET GO TEAMS a) Net Set Go divisions will be 10years, 9years, 8years, 7years, 6years, 5years and will participate in games under the Net Set Go rules as set down by AANA. b) No 10years player may register with a junior team except in extenuating circumstances and only at the discretion of the Executive committee. c) No player may play in two separate clubs during one competition. d) Unregistered players may play ONE game and need to come into HDNA office and SIGN an INDEMINITY form prior to taking the court. 4. SENIOR COMPETITION a) the senior competition shall be conducted in grades as determined by the Executive committee. b) players must turn 13 years by the 31 December of that year to be eligible to take part in the senior competition. c) No player may play in two separate clubs during one competition, except in a HDNA mixed division. d) Unregistered players may play ONE game and need to come into HDNA office and SIGN an INDEMINITY form as well as SIGN the score sheet prior to taking the court. 5. CADET COMPETITION a) cadet division in a senior competition are players who turn 13 years and may not have turned 18 years by the 31/12/of that year. b) No player may play in two separate clubs during one competition. c) Unregistered players may play ONE game and need to come into HDNA office and SIGN an INDEMINITY form as well as SIGN the score sheet prior to taking the court. 13

14 6. MIXED COMPETITION a) all players must turn 15 years of age by 31 December of that year to be eligible to play in the mixed competition b) Male players A maximum of three (3) male players may take the court at any one time c) a team may not take the court with two males playing in the one goal circle i.e. GS & GA or GK & GD. d) a player may play in two separate clubs during one competition. e) a player may play in the mixed competition and (must be turning 15 in that year) ladies competition in the one season. f) Unregistered players may play ONE game and need to come into HDNA office and SIGN an INDEMINITY form as well as SIGN the score sheet prior to taking the court. 7. TWILIGHT COMPETITION a) A Twilight competition will be held after the main winter competition for Saturday juniors. b) Twilight divisions is for players who turn 10years and up to 13years by 31 ST December of that year. c) Twilight divisions will be 10years, 11 years, 12years, 13years and no rep teams will be eligible to play in the Twilight competition. d) No player may play in two separate clubs during one competition. e) Unregistered players may play ONE game and need to come into HDNA office and SIGN an INDEMINITY form as well as SIGN the score sheet prior to taking the court. SECTION TEN: RULES OF PLAY 1. The rules adopted by all members shall be those of the AANA (Ltd) 2. Rules relating to fixtures a) if a club enters two(2) or more teams in a competition, no player shall be allowed to play in a lower grade than the one in which the player was originally registered for that season b) no interchanging of teams within clubs is allowed. Where it occurs that a club has 2 registered teams in the same grade, the players cannot be transferred from one to another without the sanction of the H.D.N.A. c) any player found guilty of misconduct on the netball court shall be liable to be penalised by the Executive committee of the H.D.N.A. Umpires may report in writing of any such player to the Secretary of H.D.N.A. within 48 hours. d) in the event of a team being late 5 minutes grace is allowed, the opposing Captain (with five members present) may claim a forfeit 14

15 on the commencement signal. A team shall not commence with fewer than 5 players e) three(3) points shall be awarded for a win, two(2) for a draw and one (1) for a loss and zero for a forfeit. In the event of a team forfeiting two (2) matches they may have to show cause for such forfeiture. f) a team wishing to protest shall notify the opposing team captain of its intention to protest at the conclusion of the game. g) all protests must be lodged in writing within 48 hours after the match to the Executive committee for its consideration. g) awards to be presented to each registered member of the Winning team.an award may be presented to each registered member of the runners up team in each grade. i) at the conclusion of matches, semi-finals shall be played as follows: The top four teams on points shall play off as follows No1 v No2 No3 v No4 the loser of 1 & 2 plays the winner of 3 & 4; the winner of this game plays the winner of 1 & 2. (there shall be no right of challenge) j) in the event of a tie on points, when any position has to be decided, the team with the highest goal ratio shall be awarded the higher position; only games which both teams played shall be taken into consideration. k) goal ratio is decided as follows:- goals for divided by goals against multiplied by 100, divided by the number of games played by both teams l) If a team forfeits any final or is penalized for any infringement of the Constitution or By-Laws, it will, subject to approval of extenuating circumstances by the Executive Committee, forfeit the right to continue in those finals or to be named Runner Up. Replacement of the team removed from the final series, will be at the discretion of the Executive Committee. m) Injury time in finals will be played as per the official rules of netball (rule 7) n) Method of determining winner of drawn games: In Semi-finals, Preliminary finals and Grand finals, if the score is even at full time, teams will be given a two (2) minute break. Teams will then change ends and play an extra five (5) minutes each way (no break in between the five (5) minutes). Then if still a draw, play continues until a team reaches a two goal lead. This team is then declared the winner. 3 PENALTIES/FINES 15

16 1 Teams will lose points for the following. a) unregistered players b) not fulfilling a duty 2 Penalties will be imposed on clubs and/or teams for the following infringements of the playing rules of HDNA (refer S9 & 10 HDNA By-Laws). Disqualification of the offending team i.e. match awarded to the opposing team will result in no points or goals recorded for the offending team. i) For all Competitions a) Club/Team Affiliation not paid by due date as set down by the Executive Committee b) Player not registered on Team Registration Card or Temporary Register Card c) Registration, insurance and other compulsory fees not paid by the due date. d) Player failing to pay registration, insurance and other compulsory fees prior to second game after playing first game while registered on the Temporary Register Card e) Player s signature does not correspond with registration card f) Player playing in a lower division/grade than that in which player is registered. g) Player de-registering and re-registering in a lower division/grade team without Executive approval h) Player who has played three games in higher division/grade then fails to re-register in higher division/grade team i) Less than five signatures of players registered on team sheet signed on score sheet does not include players registered on the Temporary Registration Card j) Player failing to register on Temporary Registration Card player deemed unregistered k) Player registering on Temporary Registration Card for more than one team in any one competition in a season. l) More than two players registered on the Temporary Registration Card per team per fixture game m) Players playing in finals fixtures who have not played in at least one third of competition games set down for that team. Games played during grading do not count towards qualification. If after a player has registered in a team, that team has won on forfeit, that game will count towards qualifying the player for finals if needed n) Method of determining winner of the drawn games: In Semi-finals, Preliminary finals and Grand Finals, if the score is tied at full time, there will be a two (2) minute break during which time there may be substitutions and/or team changes. Teams will then change ends and play an extra five (5) minutes each way (no break in between the five (5) minutes and there will be no 16

17 substitutions and/or team changes). If the scores are still tied at the end of the second five (5) minutes, then play will continue until one team has a 2 goal advantage. The team with the two (2) goal lead is then declared the winner. ii) iii) iv) Mixed Competition a) Players registered who will not turn 15 years of age or older by 31 December in that year b) Teams playing more than 3 males on court at any one time c) A team playing two males in the one goal circle at any one time i.e. GS/GA or GK/GD Cadet Competition a) Players registered who will not turn 13 years of age or have turned 18 years of age or more by 31 December in that year. Junior Competition a) Junior player registered in a higher division/age team playing in a team of own age or lower b) Player registered in a 10 year old Nova team playing more than 2 games in Junior Competition. Team/s that plays players on third or subsequent occasions will be disqualified c) Player registered in a 7, 8 or 9 year old Nova team playing in Junior competition team. FINES a) Any H.D.N.A competition team that does not give notice they are forfeiting the game by 5pm the day before the competition game to the HDNA mobile phone, will incur the forfeit penalty fee set down by the Executive Committee. b) Teams are requested to advise as soon as possible of their intention to forfeit so that competition co-ordinators, umpires and other teams can be notified. i) Teams must pay the fine/s prior to the commencement of the next fixture game. ii) Penalty for non-compliance will be disqualification of the offending team i.e match awarded to the opposing team no points or goals recorded. SECTION ELEVEN: UMPIRING a) after commencement of a game, umpires are not allowed to interchange except in the case of illness or injury b) Each Saturday club team must supply a competent and suitably attired umpire who is prepared to umpire when their club calls upon them. Failure for the club to supply an umpire shall result in any such team being penalised. The penalty shall be a loss of competition points (3 points) If any umpire cannot carry out the allotted match, it is the responsibility of the clubs convenor to make a suitable replacement; 17

18 c) It will be the responsibility of the Umpires Convenor of each club to make sure that a suitably qualified umpire is available for the matches specified. d) All club umpires are to sign on the Umpires Book before reporting to the court. e) A player must be turning thirteen (13) in that year before she / he sits the HDNA Umpires Basic Course, and starts to umpire games at HDNA. f) All players thirteen (13) to seventeen (17) years and adults eighteen (18) should be encouraged to sit for the Umpires Theory Examinations. g) Any umpire experiencing difficulty with either team officials, players or spectators on any match must send for an Executive Member or their Clubs Umpire Coordinator h) Infectious Disease as per the AANA blood rules. i) Clubs must supply an umpire for each team as required on entering the Junior Competition; j) If dissatisfaction is felt with the umpiring of the game, the coach / manager of the team should see their club Umpire Coordinator as soon as possible after the match. The club Umpire Coordinator will then take it to the HDNA Saturday Umpire Coordinator or Umpires Convenor where necessary; k) Umpires umpiring the Senior Competition should wear all white attire as per the Official Rules of Netball (rule 3.1.5), with appropriate footwear; l) Umpires umpiring the Junior Competition must wear club uniform or white attire with appropriate footwear; m) All Umpires shall umpire to the rules set down by the All Australia Rules (refer rule book Official Rules of Netball) and n) All umpire s shall adhere to the HDNA Umpires Codes of Behaviour o) To be eligible for the HDNA Junior Association badge the applicant must have completed the HDNA Basic umpires course and have obtained a pass mark of 60% plus in the All Australia Umpires Exam. p) To be eligible for the HDNA Senior Association badge the applicant must have completed the HDNA Basic Umpires Course and have obtained a pass mark of 70% plus in All Australia Umpires Exam. q) Badging of HDNA Senior & Junior Association Badges can only be done by HDNA Umpires Convenor or a National Badged Umpire appointed by HDNA Executive r) All member Clubs shall adhere to the current H.D.N.A umpire payment schedule and QNA umpire payment schedule, if the member clubs choose to pay their umpires they will pay the umpires in line with this payment schedule, the level of umpires are: Unbadged Junior (13years to 17years) / unbadged Senior (18 years & above) / Junior Association (13years to 17 years) / Senior Association (18 years & above) / National C / National B / National A SECTION TWELVE: REPRESENTATIVE TEAMS. SECTION TWELVE: REPRESENTATIVE TEAMS a) REPRESENTATIVE PLAYER ELIGIBILITY To be eligible for selection in a team to represent HDNA, players must 18

19 i. Be a paid member of a club and eligible to play finals in the winter competition of the year that they are trialling. Exemptions to this rule may be granted by the HDNA executive committee where there is just cause. ii. Be a paid member of a member club in the year they are representing HDNA. iii. Participate in two thirds of said fixture competitions conducted by HDNA in the year they are representing HDNA iv. Complete and sign the relevant application form & forward to HDNA. v. Present themselves at all selection trials unless granted leave of absence by the executive committee. A written request for a leave of absence must be put in writing to the Executive detailing the reasons they cannot attend any of the selection trials. The executive may invite eligible players of the HDNA to participate in trials B) REPRESENTATIVE PLAYERS Upon selection shall: i. supply proof of age ii. attend all training sessions iii. co-operate with team coach and team manageress/manager iv. wear the H.D.N.A. uniforms as specified by the Executive committee v. ensure standard of play, sportsmanship and behaviour is of the highest order. vi. represent the H.D.N.A. at events set down by the Executive vii. abide by the Representative player code of conduct and guidelines viii. any player who fails to attend three (3) training sessions must show just cause as to why they should not be omitted from the team ix. once a player has been selected to represent the H.D.N.A. they cannot trial, in that same year, for another association unless a clearance is obtained from the H.D.N.A. Executive committee. x. all representative players are encouraged to sit the umpires theory exam. xi. Players selected in a HDNA representative team may be required to undertake a medical examination at the discretion of the executive committee. Where requested an examination with the HDNA preferred medical or allied Health practitioner will be at HDNA expense. The Executive Committee at any time may require any selected player who fails to meet her obligations to stand down from a representative team and replace with a replacement player; b) REPRESENTATIVE COACHES i. shall be a minimum of 18 years old ii. shall hold a minimum National Coaching Accreditation iii. shall be responsible to ensure the standard of play, sportsmanship and behaviour is of the highest order for all players on and off the court 19

20 iv. shall submit to H.D.N.A. Executive a report after each carnival attended on the behaviour of the players on and off the court, at training sessions and injury updates. v. shall have an appropriate authorisation for working with children eg Blue Card in Queensland vi. Shall not be a parent of a player in the team they are coaching vii. Will adhere to the coaches code of conduct and policy as outlined by H.D.N.A b) REPRESENTATIVE MANAGERS i. shall be a minimum of 18 years old ii. shall co-operate with the team coach at all times when representing H.D.N.A. at carnivals, is responsible for the laundering of uniforms for team players iii. when representing H.D.N.A. at carnivals may responsible for scoring iv. all games v. shall have an appropriate authorisation for working with children eg Blue Card in Queensland vi. in conjunction with the Representative Coach, will report any issues or injuries to the H.D.N.A. Executive vii. Shall not be a parent of a player in the team they are managing viii. Will adhere to the coaches code of conduct and policy as outlined by H.D.N.A d) REPRESENTATIVE SELECTION PANEL A Selection Panel will comprise of members appointed by the Executive Committee. The selection panel shall consist of a minimum of three (3) persons per Representative age group. Persons may serve on more than one selection panel. No panel member may be a parent of a player in that age group Selection panel members shall hold a minimum coaching qualification Role of Selection Panel members will include: i. Upon request from H.D.N.A. Vice President, attend and conduct selection process for representative teams ii. Submit final selections to Vice President, to be submitted to H.D.N.A. Executive for approval. iii. Provide recommendations for shadow players for all teams iv. Attend re-trials at the request of H.D.N.A. Vice President v. Confer with representative Coaches prior to finalising recommendations to the H.D.N.A. Executive e) Composition of a team shall be of nine (9) players. Shadow players may be selected as part of the selection process f) Shadow players i. Have the option to attend training with the challenge team and any development sessions for representative players 20

21 ii. May be called into the challenge team for carnivals if a player in that age group is unavailable. This will be at the discretion of the coach in consultation with the Vice President. g) The HDNA representative teams, shall compete in the NQ championships and any other events as determined by the Executive Committee. h) The Executive Committee will determine the uniform to be worn by representative teams to incorporate HDNA colours of teal, lilac, purple and white. i) Court time at lead up carnivals shall be roughly equal taking into consideration injury and absence and uneven game numbers. Court time at State events shall be at the discretion of the coach.. j) Retrialing for Country Carnival (Feeling Good Carnival) will be at the discretion of HDNA Executive Committee and only existing Representative players may retrial. SECTION k) Any dispute shall be resolved via the Association dispute resolution guidelines SECTION THIRTEEN: STANDING ORDERS a) a motion must be seconded before it is debated and shall not be then withdrawn without the consent of the seconder. b) any amendment shall be considered before the original motion. On the adoption of any amendment (such amendment shall be held to have quashed the original motion) and for purposes of subsequent discussion, the amendment so carried shall be regarded as an original motion. No amendment shall be received by the chairperson which does not relate to the substance of such a motion, or which is a direct negative to the motion tabled. c) while the meeting is in progress, no delegate shall leave the room without permission of the chairperson SECTION FOURTEEN: SPECTATORS BARRACKING FOR GENERAL STANDARDS OR BEHAVIOUR a) Clubs are responsible for their spectators who are expected to abide by the HDNA code of behaviour for parents and spectators; b) HDNA requests clubs ensure that their spectators respect the umpires decision; and c) Calling of play or position by spectators is definitely not permitted. 21

22 SECTION FIFTEEN: WET WEATHER a) Once players commence the fixture, the Executive Committee will decide whether play will continue in the event of wet weather and whether the game shall be replayed. Scores will stand if the game is at half time or past half time. b) The Executive Committee will make a decision no later than 30 minutes prior to each competition timeslot. C1) If all games are cancelled due to wet weather one (1) text message will be sent to the clubs or independent teams, clubs are then responsible to notify their teams and players of the games being cancelled C2) If a timeslot is cancelled due to wet weather one (1) text message will be sent to the clubs or independent teams, clubs are then responsible to notify their teams and players of the games being cancelled d) If Saturday Games are cancelled due to rain or extreme heat, games are to be rescheduled for the following Friday night, unless there is a Netball QLD State event being held that weekend d) If a team forfeits their Saturday game, and the games are cancelled due to rain or extreme heat that forfeit remains d) If the rescheduled games are cancelled due to rain or extreme heat all teams scheduled to play will each receive 2 points each g) If Monday night games are cancelled due to rain or extreme heat, games are to be rescheduled for the following Wednesday night, unless there is a HDNA delegates meeting scheduled for that night h) If a team forfeits their Monday night game, and the games are cancelled due to rain or extreme heat that forfeit remains i) If the rescheduled games are cancelled due to rain or extreme heat all teams scheduled to play will each receive 2 points each 22
