3 P a g e 3 SECTION 1.1) WINTER COMPETITION a) All players are to abide by the Netball NSW Member Protection Policy and all procedures outlined therein. Failure to do so will result in disciplinary action as per the Association s Disciplinary Procedures. b) WNA will conduct a Winter Competition where games are played on a Saturday. Game times will commence from 9:00, 10:30, 12:00, 13:30 and 15:00. NetSetGo games will commence at 9:30am. c) Injury time will not be added to any games for winter competitions. d) The eldest player of a NetSetGo team denotes the age of the team. e) Where a NetSetGo or junior player with a disability submits appropriate evidence, the WNA Executive has the discretion to grade a player into a team that is lower than the age of the player that has the disability. f) Netball is a contact and collision sport and is not recommended for pregnant athletes. All persons participating in netball should seek medical and legal advice on this issue. As per Netball Australia statement. WNA will not accept responsibility for any injuries incurred whilst playing netball in any WNA competition or whilst representing WNA. g) If playing in a mixed competition, the following guidelines apply: i) Maximum of three (3) males to be on the court at any one time. ii) Males may play in a designated mixed competition from the age of 13 and above. The rules governing are: Uniforms for males shall be Club colours i.e. socks, top same colour as Club and black sports short (above the knee). Only one (1) male is permitted in each goal circle, e.g. GS/GA or GD/GK and the other in a centre court position WA/WD/C. Contrary to this, the umpire will stop the game and players are to change accordingly. h) All teams must be registered with a minimum of seven (7) players to be included in draw. Refer to Section 18) Infringements i) A maximum of twelve (12) registered players to a team. j) Points table the following points will be allocated: Win Loss Draw Forfeit (win) Forfeit (Loss) k) Winter competition age groups only comprises of NetSetGo. All other teams will be graded by the Sub-Committee into appropriate divisions as per our Grading Guidelines. Netsetgo Up to and including age 9 years

4 P a g e 4 SECTION 1.2) SUMMER COMPETITION a) All players are to abide by the Netball NSW Member Protection Policy and all procedures outlined therein. Failure to do so will result in disciplinary action as per the Association s Disciplinary Procedures. b) WNA will conduct a Summer Competition if sufficient teams are received by the fixtures due date. Games will be held on Wednesday nights with times commencing 18:00, 19:00 and 20:00. c) Injury time will not be added to any games for summer competitions. d) Summer competition dates to be advised at the commencement of the winter competition season. e) Playing rules for summer competition are the same as winter competition. Timing shall be 4 x 10 minute quarters. f) If playing in a mixed competition, the following guidelines apply: i) Maximum of three (3) males to be on the court at any one time. ii) Males may play in a designated mixed competition from the age of 13 and above. 5 P a g e 5 SECTION 2.1) 5-7 AGE NETSETGO NETBALL a) NetSetGo points/goals not to be included in Club championship totals. b) Players ten (10) years of age (as at 31 st December of that year) play competition netball. c) Scoring is permitted for NetSetGo, but will not be recorded on the database. These scores will NOT be used in the tally of the perpetual trophies or for any competition tally. d) NetSetGo will change ends each quarter. e) Refer to the WNA NetSetGo Guidelines. SECTION 2.2) 8-9 AGE NETSETGO NETBALL a) NetSetGo points/goals not to be included in Club championship totals. b) Players ten (10) years of age (as at 31 st December of that year) play divisional competition netball. c) Nine (9) year old NetSetGo players may be borrowed to play in the lowest division where there are less than seven (7) players in the borrowing team. (Refer to Substitutes). d) Scoring is permitted for NetSetGo, but will not be recorded on the database. Exception will be given to the under 9 age group to assist with grading for the divisional competition the following year. These scores will NOT be used in the tally of the perpetual trophies or for any competition tally. e) NetSetGo will change ends each quarter. f) 8-9 Age group will play under Netball NSW Rules.

6 SECTION 3) REGISTRATIONS AND FIXTURES P a g e 6 a) Fixtures are required by each Club by the designated due date set by WNA at the AGM. i) Each Club is to complete the available team sheet list and send to the WNA Registrar by the due date with all appropriate information included. ii) No moving of team members will be allowed once the team has been submitted at final fixtures unless requested by Clubs and approved by WNA Executive Committee. b) All members (players, umpires & non-players) must be registered members of WNA on the current NSW Netball database system to be deemed registered. c) All players must be allocated a Club name and number when registered on the database and this needs to be kept up to date as per our grading guidelines. d) Clubs are to register ALL players & non-players on the database prior to fulfilling their role. Non players that must be registered include: i) Umpires ii) Coaches iii) Managers iv) Committee members e) Late registrations for WNA Winter Competition shall be after grading has occurred. Any registrations after this must be submitted to WNA Executive for consideration with a letter from the Club stating player history and reason BEFORE the player takes the court. If accepted by WNA, the player must be registered on the database BEFORE taking the court. Late registrations for Summer Competition will be after final fixtures, any player not included in the team sheet will require approval from the WNA Executive before being added to a team. f) If a team is registered after final fixtures has been completed a penalty will be incurred Refer to Section 18) Infringements. g) In the event of a team withdrawing after the fixtures has been compiled no reimbursement of registration fees shall be forthcoming. Refer to Section 18) Infringements. h) After final fixtures/grading has been completed, players are unable to change teams unless approved by WNA Executive. Each case will be taken on its own merits. i) Substitute registrations shall only be made when a member leaves the district or is medically unfit for the remainder of the season. j) Players may play in two (2) games of an equal or higher team than originally graded and still revert back to their original team, but on playing the third (3rd) game in an equal or higher team the player must stay in the third (3 rd ) game team. k) Male players may be registered up to and including twelve (12) years of age in a female designated competition. Please refer to current Netball NSW Rules.

7 P a g e 7 l) Deregistrations i) Any player or non-player who wishes to deregister prior to playing a competition game and before February 28 th or as advised by Netball NSW may be reimbursed their registration fee. (Subject to l iii) ii) Any player or non-player wishing to deregister after February 28 th or as advised by Netball NSW will not be entitled to a reimbursement of registration fees unless a letter is sent to the WNA Executive stating their reasons. Each case will be dealt with on its own merits and only the WNA portion of fees may be reimbursed. iii) Any player or non-player who has played or partaken in netball activities, including (but not limited to) umpiring, training and coaching will not be eligible for deregistration and not be entitled to a reimbursement of any amount. SECTION 4) GRADING Please refer to Grading Sub-Committee Policy & Procedures SECTION 5) SCORESHEETS a) Playing sheets are required for NetSetGo netball for the checking of any unregistered players, for insurance reasons e.g. injury and to ensure all players have had the opportunity to play in all positions as per WNA NetSetGo Guidelines and grading purposes for the following season. b) Divisional players that have taken the court must sign score sheets by the end of their game - to be credited with a game played and insurance purposes (should injury occur). Players who do not sign the scoresheet will not be credited with a game played towards finals. Scoresheets cannot be adjusted once they are handed into control. c) In the case of a forfeit, the forfeiting team s Coach/Manager must place a line through their team on the scoresheet with the word FORFEIT written clearly over the top of the forfeiting players section. d) A minimum of five (5) players must sign the scoresheet to claim any game points. These players may include any borrowed players. e) No points will be awarded to the winning team if less than five (5) players have signed on and the losing team will be credited with the winning points. No points will be awarded to the losing team if less than five (5) players have signed on. f) All scoresheets are to be handed in to the scoresheet box at control on the day of competition by the winning team. Failure to do so will result in no points awarded to the winning team. g) If scoresheets are not returned in accordance with e) above it will be considered a forfeit win for the losing team. If a score sheet cannot be found (the penalty still

8 P a g e 8 applies as above) then a Statutory Declaration must be handed in to WNA signed by both Captains, or a member of the Team s Club Executive stating who played and the final score (or as much information as known). Without a Statutory Declaration neither team will be credited with points and player attendance. h) There shall be two (2) scorers for each game working together as per the Australian Rules of Netball If only one scorer is provided then no dispute from the team without a scorer can be entered into. The two scorers will score together in a central position at the side of the court on which their game is being played. The scorers shall mark and agree to the score at each interval and at the completion of the game. The scorers will keep record of centre passes throughout the duration of the game and when practicable ensure players are signed on. i) Each team is responsible for supplying one scorer who must be 13 years of age or over. j) All goals scored must be crossed off on the scoresheet, as this is the official result. k) Scoresheets must be signed by scorers, captains and umpires. Once signed there will be no dispute entered into and alterations made. SECTION 6) SUBSTITUTES a) In the event of one (1) division completing their competition season before other grades, no player from that grade will be permitted to play in another team for further competitions/finals matches. b) During a competition day, a player may play for another team in their Club as well as their own. The rules governing are: i) Only applies if a team cannot field seven (7) players at the commencement of play. ii) Can only borrow a maximum of two (2) players, except if there are six (6) original team members where only one (1) borrowed player is allowed. iii) iv) Examples include: Three (3) original team members borrow two (2) players = Five (5) players to take the court. Four (4) original team members borrow two (2) players = Six (6) players to take the court. Five (5) original team members borrow two (2) players = Seven (7) players to take the court Six (6) original team members borrow ONE (1) player = Seven (7) players to take the court The player may play for a Club team of the same competition division.

9 P a g e 9 v) The player may play for a Club team of any higher competition division. vi) The player cannot play for another team that is in a lower competition division to which they themselves play. vii) The player may only play two (2) games per round. viii) The player plays with that team for the duration of the match. ix) When borrowed players have been used to fill positions on the court and all positions are filled, any original team member arriving late is not permitted to take the court at any time for the current game. This means that original team members are not permitted to substitute with the team member arriving late at any interval. Late team members can fill any unfilled positions. x) In case of injury occurring during that match no further substitution can take place. xi) A player can only play in one (1) team per time slot. xii) Details must be entered on score sheet, if playing across or up a grade indication of registered team and division must be written on scoresheet. (refer to Refer to Section 18) Infringements) c) No borrowing of players allowed two (2) games prior to semifinals during semifinals, finals and grand finals. If teams have extenuating circumstances they can apply with a written letter to WNA Executive, prior to the day of competition, advising of the circumstances and an answer will be provided prior to the next competition game. Each case will be taken on its own merits and decided upon by the WNA Executive. d) Failure to comply with Substitute rules may result in a fine. Refer to Section 18) Infringements. SECTION 7.1) INJURIES a) Injury details must be entered via the accident/incident form and submitted to the WNA Secretary (please see x) below). The form must include the following details: i) Name of player (s) involved, Clubs & team names ii) address or contact number iii) A description of the incident iv) Name of match umpires v) Action taken by match umpire vi) Weather conditions vii) Was medical assistance required? viii) Was the player/s able or permitted to keep playing ix) Any comments x) Must come from a Club Executive. ed forms need to be received by 12pm Monday.

10 P a g e 10 b) Any insurance claim(s) must be submitted by the specified time frame as advised by insurance company. Declaration to be completed by Club Executive. c) If an accident/incident form or insurance claim is submitted - Medical clearance stating that a player or umpire is fit to play or umpire competitive netball must be received by WNA Executive prior to player or umpire taking the court after an injury. SECTION 7.2) INCIDENTS a) Incident details must be entered via the accident/incident form and submitted to the WNA Secretary (please see x) below). The form must include the following details: i) Name of player(s) involved, Clubs & team names ii) address or contact number iii) A description of the incident iv) Name of match umpires v) Action taken by match umpire vi) Weather conditions vii) Was medical assistance required? viii) Was the player/s able or permitted to keep playing ix) Any comments x) Must come from a Club Executive. ed forms need to be received by 12pm Monday. b) Where necessary incidents will be investigated by the WNA Executive Committee and resolutions carried out before the next round of competition, or as soon as practicable dependent upon the nature of the incident. c) If forms are not submitted by Monday 12pm the incident will be deemed to be a non-issue and therefore will not be investigated. SECTION 8) FORFEITS a) A team forfeits if they fail to take the court after 5 minutes from the hooter. b) A team that forfeits on four (4) occasions shall be considered as withdrawn from competition. c) In regard to b) above any teams suffering injury/illness which has impacted significantly may submit to WNA for special consideration as soon as practical. d) All players of the forfeiting team will not be credited with a game played. All players of the opposition team will be credited a game played. e) In the event of a team forfeiting prior to competition round and this round is cancelled due to inclement weather, the game will be replayed as per inclement weather guidelines i.e. the original forfeit will not stand.

11 P a g e 11 f) Once a game has commenced, should a team be unable to complete a game due to insufficient players on court as a result of injury, that team shall be deemed to have lost the game. However, such early termination of the game shall not constitute a forfeit of the game by the offending team and all goals will remain. The opposition will be awarded three (3) winning points and the offending team will be awarded with one (1) point. g) Once a game has commenced, should a team be unable to complete a game due to insufficient players not resulting from injuries, goals will not count and a forfeit will apply. h) The procedure for a forfeit is to contact the opposing Club, the umpiring Clubs and the WNA Registrar. Contacts for each Club will be available on the website at the commencement of each season. i) In the case of a forfeit, the forfeiting team s Coach/Manager must place a line through their team on the scoresheet with the word FORFEIT written clearly over the top of the forfeiting players section. j) Penalties Refer to Section 18) Infringements SECTION 9) INCLEMENT WEATHER a) WNA Executive will cancel a round at short notice when necessary if courts are considered unsafe or unplayable due to current or recent inclement weather. b) Where the temperature at Tahmoor Sportsground (via internet weather channels) is over 35 degrees then the following should occur:- i) Games Competition for NetSetGo will be shortened to half a game 3 minute break at half time. Children should be encouraged to go to the sideline for drinks during play and/or water sprays (without leaving the court) and be allowed to wear a soft hat preferred to be in Club colours but not compulsory. ii) Games Competition for all other divisions will games to be 4 x 10 minute quarters with a 5 minute break at each interval. Players should be encouraged to go to the sideline during play for drinks and/or water spray (without leaving the court) and allowed to wear a soft hat preferred to be in Club colours but not compulsory. c) If games are cancelled prior to the start of game play for the competition round all games will be played in an inclement weather round. d) When a division is playing at the same time slot and the games are stopped, due to inclement weather, after play has commenced the following will apply: i) Prior to half time those games are to be played on an inclement weather round.

12 P a g e 12 ii) During or after half time score stands at the time the game was stopped. e) Where divisions are played in split time slots, and some games have been completed prior to inclement weather: i) The scores of the completed games will stand. ii) The games in progress and games in the later timeslots. Prior to half time games are played on an inclement weather round During or after half time score will stand at the time the game was stopped. f) Inclement weather for NetSetGo games will not be included in the inclement weather draw, they will continue as per their draw. g) Duty Clubs for the inclement weather round will be the originally allocated Club for that round. h) Game times for inclement weather will be at the discretion of WNA and advised accordingly. i) An inclement weather round is a round where games were cancelled due to inclement weather and will be played in two 15 minute halves at a date determined by WNA Executive. Most teams will play two games of two 15 minute halves. If a team was designated to have a bye in either of these rounds they will only play one match (two (2) x fifteen minute halves). j) If an inclement weather round is abandoned due to inclement weather, the following will occur: i) Games will be deemed a draw with two (2) points credited to both teams ii) All players will be credited with a game played. k) Finals Series Winter Competition: i) Should any day be completely washed out, the finals series will either be: postponed by one week OR moved to an indoor venue depending on availability OR another alternative solution in consultation with Clubs ii) Should any timeslot be washed out during a finals series, the games for that timeslot will either be: iii) played the following day OR

13 P a g e 13 iv) moved to an indoor venue on the following day depending on availability OR v) Another alternative in consultation with Clubs. SECTION 10) FINALS a) All games in the final series will be played on the day set by the Association. b) Times for the final series will be at the discretion of the Association. c) No request for a change in times will be considered by the Association. d) To be eligible to play in a final series a player must have played six (6) games with the team to qualify to play in a semifinal/final/grand final with that team. e) Any player found to be ineligible will not be permitted to take any further part in the final series. f) Any team found playing an ineligible player in the final series will be considered to have lost that match in which the ineligible player has taken part and the team disqualified at the discretion of the WNA Executive. g) Clubs are responsible to ensure that their players have played the required minimum games to qualify for the final series. This can be confirmed by checking number of games played on the database. i) On the MyNetball System this can be found by logging on ii) Selecting Competition Participation >Players > Reports > Matches Played iii) Then select the grade and the team required. (ensure the season is on the current season) h) If two (2) or more teams, in competition games, finish on equal points after the final round of matches, positions for the semi-finals shall be decided on goal averages. i) The goal average for each team shall be decided as follows: i) Goals for goals against x 100 games played ii) iii) The number of matches actually played includes a match a team has forfeited, but does not include a match where the team has received a forfeit. If any two (2) teams (eligible for the final series) are on equal points and goal average prior to the finals a play off game will occur at a date/time to be set by WNA Executive in consultation with the Clubs involved. L ii) will apply if needed. j) The draw for the finals series is to be compiled by the WNA Registrar. The umpires are to be allocated by the WNA Umpire Convenors. The final draw is to be forwarded to the President for approval prior to being sent to the Clubs.

14 P a g e 14 k) The format for the Finals Series shall be: i) Semi Finals: 1 plays 2 3 plays 4 ii) Finals: Loser of 1 v 2 plays winner of 3 v 4 iii) Grand Finals: Winner of 1 v 2 from semi Finals match, plays winner of finals. l) All finals are to have a winning team and a runner up team. i) If a game is a draw at full time then the game is continued for five (5) minutes each way. ii) If the game is still a draw, then the game will be immediately continued until one team is TWO points ahead, this team will be declared the winner. SECTION 11) UMPIRES ***To be retained and adhered to until new Umpire Guidelines are finalised and voted in. When this occurs the Umpire Section from this document will be moved to a standalone document available from the WNA Website. *** a) All umpires are to abide by the Netball NSW Member Protection Policy and all procedures outlined therein. Failure to do so will result in disciplinary action of per the Associations Disciplinary Procedures. b) The WNA Winter & Summer Competition shall have Clubs allocated on the draw to complete umpiring duties. It is the responsibility of Clubs to provide capable umpires. c) For WNA Competition games, umpires must be 12 years of age or older in the year of play. d) For NetSetGo games, it will be the responsibility of the Clubs to provide a registered umpire who is appropriately qualified as per WNA Umpire Convenor. e) That there are two (2) umpires present before a game can commence. Games are not to commence unless there are two (2) umpires present. f) It is the responsibility of the allocated Club to source an umpire to commence play if the allocated Clubs do not provide umpires. Advise the allocated Club member on duty (name sourced from whiteboard near canteen) that umpires have failed to complete their duty. If allocated Club fails to complete duty advise details on scoresheet. (Refer to fines). g) If the WNA Umpire Convenor has requested an umpiring duty from a Club for WNA umpiring purposes and that umpire does not show, then the WNA Umpire Convenor is responsible for finding an alternate umpire for that game. h) Umpires for all semi-final, final and grand final games will be allocated by the WNA Umpire Convenor(s) with consideration from a list provided by each Club 2 weeks

15 P a g e 15 prior to the commencement of the Finals Series. i) Umpires are responsible for ensuring player safety and that the game is played in accordance with the Rules. j) Umpires should demonstrate a rapport with players and team officials to enhance the playing of the game in a fair and reasonable manner. Club Convenors are responsible for allocating suitable experienced and competent umpires to matches that will achieve this objective. k) If it is necessary for the Association to report/remove an umpire due to competency, the Club concerned may be fined, as per failure to perform rostered umpiring duties, if they are unable to provide a suitable replacement. l) The training and development of umpires is the obligation of each Club. Clubs conscientiously carrying out this duty will assist throughout the season in providing better games for all players. m) It is the responsibility of the umpire/s to check all players and deem them legal to take the court (e.g. short and smooth fingernails, no dangerous adornments etc). However, if a concern is raised during commencement of play, it is then under the discretion of the umpire/s to implement any of the following: i) Call time to check or re-check the safety concern ii) Allow that player to continue play having been satisfied there is no risk to other players on the court or the player themselves OR iii) Ask the player/s to leave the court to address the issue. n) Substitutions may be made as per the injury/substitution rulings. o) Any umpire in training needs to have a support person with them for the entire game. The support person can be a national badged umpire, Club umpire convenor or Executive, Association senior badge level 1, 2 or 3 or a person over the age of 18 years. The support person is responsible to provide coaching and clarification of rules to the umpire in training. The support person must hold a current umpire exam pass. p) The approved dress code for ALL umpires is as follows: i) Female Umpires - Approved Club uniform which includes tracksuit pants and jacket. Predominately white/cream skirt/shorts, approved Club umpire s top or white/cream top with or without a collar. Appropriate footwear (sports shoes) must be worn. ii) iii) Male Umpires - Approved Club uniform which includes tracksuit pants and jacket. Predominately white/cream shorts/pants, approved Club umpire s top or white/cream top with or without a collar. Appropriate footwear (sports shoes) must be worn. ALL umpires are required to wear white/cream for finals series. q) All umpires are to supply their own whistle.

16 P a g e 16 SECTION 12) UNIFORM a) Tracksuits in Club colours may be worn on court by NetSetGo players only. NetSetGo players wearing tracksuits, jacket or pants with zips will not be allowed on court. b) No other Club shall have the same symbol, similar colours or logo of another Club. Socks are considered part of the uniform and all team players shall wear the same coloured socks and ensure socks are visible to umpires. c) That all teams be in uniform by the end of week 4 or apply to WNA Executive for extension d) Clubs will notify WNA Executive, in writing, of any circumstances of a player who may not be in the correct approved Club uniform for the season. WNA Executive will make a decision in relation to the concern and advise the Club in writing. Each case will be taken on its own merits. WNA do not require annual medical clearances for continuing conditions but advice to WNA regarding continuing conditions will be required by Round One (1) of any WNA competition. e) For Summer Competition, i) Players must all wear the same coloured uniform. ii) Players are allowed to wear shorts, bike pants, body suits or shirts and skirts as their uniform. iii) Appropriate sports footwear must be worn at all times. iv) Players patches/bibs must be supplied by the team. v) No pieces of clothing with zippers will be allowed. l) Players are not allowed to wear sports gloves.

SECTION 13) TROPHIES b) Val Ramsay Citizenship Trophy Clubs and WNA Executive are able to nominate a person, if multiple nominations are received then WNA Executive will select a recipient. c) Club Service Award Clubs to nominate a person from their Club, WNA Executive to select a recipient. d) Umpire encouragement trophies to be awarded in each division, i.e. Junior/Intermediate/ Open grade. These trophies are to be known as Youth Umpires Encouragement Award, Intermediate Umpires Encouragement Award and Kathy Davidson Umpires Encouragement Award respectively. WNA umpire convener to select. e) Medallions to be presented to grand final winner and runners up in all divisions for day competition only. f) Summer competition medallions to be presented for teams first past the post in all divisions. In the event of joint winners, highest goal scoring average shall determine the winners. If any two (2) teams are on equal points and goal averages at the cessation of the final round - a play off game will occur at a date/time to be set by WNA Executive in consultation with the Clubs involved. g) Championship Trophies: i) Judy Kelsall Memorial Trophy Overall Champion Trophy Outright. Total points from each team within a Club ii) iii) WNA Club Champion by Percentage - Total points from each team within a Club divided by the number of teams. Ruth Cheetham Memorial Trophy Overall highest goal scoring team. Team with the highest total number of goals scored within the season (not including the finals series). h) Gillian O Riordan Memorial Trophy - Coach of the Year Award. i) Julie Wall Memorial Award - Contribution to Representative Netball j) Divisional Trophies Best Defending & Attacking team by average in each Division.

18 P a g e 18 SECTION 14) SPONSORSHIP a) Temporary sponsor signs of a Club/Team are allowed at courts where that Club/Team is playing. Signs to be removed at the end of the last round, or when no representative of the Club is allocated a game or umpiring. SECTION 15) COACHING a) All coaches are to abide by Netball NSW Member Protection Policy and all procedures outlined therein. Failure to do so will result in disciplinary action as per the Associations Disciplinary procedures. b) Coaching from the sideline will be limited to the coach and assistant coach only at a position at each end of the court which does not interfere or impede the movement of the umpire(s). Netball NSW Policies such as the Sun Protection Policy may also be adhered to, if possible. Any coaches standing out of position must be off the Court (not on the hardcourt) either on the grass or past the drainage area on the rocks and be mindful of their comments, including volume, if coaching behind the umpire s running side. c) Coaching from the sideline from parents and spectators is not permitted. However positive encouragement is acceptable. d) NetSetGo coaches are permitted to direct play from the sideline. They are NOT permitted on the court and must remain behind the umpire. SECTION 16) DRUGS AND ALCOHOL a) No person, including spectators, may consume, possess or use alcohol or illicit drugs on any premises where a Wollondilly Netball game is or will be conducted. b) All players have a duty of care to other players. No player is permitted to take the court while under the influence of alcohol or drugs. c) If in the opinion of the umpire a player is affected by an intoxicating liquor or drug (whether legal or illegal), having regard to the safety of that player or other players on the court, the umpire has absolute discretion to advise the Executive of the Club concerned and the below process (c) and (d) will be followed by the Club Executive. d) Should a player or players from either team have concern as to another player being under the influence of alcohol or drugs, the only procedure permitted to raise such a query or concern is as follows: - i) The captain or acting captain of either team is permitted to approach the umpire(s) in a discreet manner and in confidence, so as not to unnecessarily embarrass or offend any other player. ii) The umpire will, in a discreet manner and in confidence, so as not to unnecessarily embarrass or offend any other player advise the Executive member/s of the Club where the player is from.

19 P a g e 19 iii) iv) The Executive member/s of that Club will approach the player concerned, in a discreet manner and in confidence, so as not to unnecessarily embarrass or offend any other player and question such a player as to whether or not he/she has consumed alcohol or drugs or is under the influence of alcohol or drugs. Should such a player refuse to answer the questions of a Club Executive or provide inadequate responses, the Club Executive has the discretion to remove such a player from the court. Any such player removed shall take no further part in the game. SECTION 17) CORRESPONDENCE a) All general correspondence/requests must be sent to the WNA Association Secretary and will be accepted from Club Secretaries only. The Association Secretary will record the correspondence and then forward to the appropriate committee person if applicable. This does not include enquiries regarding database operation which can be forward to the WNA Registrar. b) s to be sent to secretarywna@gmail.com. Written letters to be sent to PO Box 178 Picton NSW SECTION 18) INFRINGEMENTS a) Clubs who fail to carry out umpiring shall be fined $ with monies to be paid prior to next competition game. b) Clubs fined an extra $10.00 if no member of Club takes over umpiring duty total $60.00 fine to Club. - with monies to be paid prior to next competition game. i. It is the responsibility of the duty Club to make appropriate payment to the umpire who completed the duty. ii. It is the responsibility of the umpire completing the duty to follow up payment with the Club concerned. c) Failure for Club delegate/s to attend monthly general meeting of Association shall bring a Club fine of $ d) Failure to register a team with a minimum of seven (7) players will incur a penalty of $ e) Registering a team after final fixtures have been completed incurs a penalty of $ f) Withdrawing a team after final fixtures have been completed incurs a penalty of $

20 P a g e 20 g) Failure to indicate playing across or up a grade shall bring a three (3) competition point fine to the team borrowing the player. h) Failure to register a player/non player BEFORE taking the court of fulfilling their duty, for the first infringement shall bring a $20.00 fine per player. The penalty for each subsequent infringement will be determined by the WNA Executive Committee. i) Clubs failing to fulfil their duty on Duty Days will incur a fine of $ j) All Clubs must have a registered member on duty when their Club is playing, umpiring or participating in netball related activities. The name of the Club member on duty will be on the whiteboard located near the canteen, or Court 6. Failure to do so will incur a penalty of $ k) Forfeit Penalties i) A team forfeiting for the first time is not penalised but will be issued with a warning. ii) A team forfeiting for the second time is fined $ iii) A team forfeiting for the third time is fined $50.00 iv) A team forfeiting for the fourth time will be withdrawn from the competition. v) The fine must be paid prior to the second (2 nd ) competition game from the date of forfeit. Failure to do so will result in the permanent loss of three (3) competition points. l) Substitutes failure to comply with rules stated in Substitutes section will incur a two (2) competition point fine to the team borrowing the player. m) Breach of Rule Section 6 c will result in a forfeit against the offending team borrowing the player. Winning points will be awarded to the non-offending team. The offending team that borrowed the player will also be penalised a further four (4) points. The team the borrowed player is a playing member of will be penalised three (3) points. If a player is borrowed for the third (3rd) time during the period of two (2) weeks before finals and during finals that player will not be considered a playing member of the team that has borrowed them. m) Any team who have signed a player on and the player did not take the court shall be penalized and game denoted as a loss and a further three (3) competition points deducted. In addition the Club will be fined $50 per incident. n) Nonpayment of Club infringements will result in the following: i) A Club not paying a Club infringement within two (2) weeks from the infringement date will result in a doubling of the fine ii) Should the infringement remain outstanding after three (3) weeks points may be deducted from every team within that Club. This will be at WNA s discretion.

WNA Executive will discuss the dispute and contact the Club when a decision or progress has been made if applicable.
