3 Team Manager Duties Although the responsibilities of the Team Manager will vary from club to club, in general this position should ensure that the competition rules and procedures associated with the actual playing of the game are carried out and adhered to. Team Uniform Ensure that all players are correctly attired on match day. No piercings, only beige undergarments are permitted, no bobby pins in hair, only molded boot stops and all other uniform rules are adhered too. Any player found to have any foreign objects / jewelry / bobby pins, non-beige undergarment will be yellow carded Other Officials Team Manager s must ensure that personnel are designated to act as, field, boundary, goal umpires, team runners and team trainers are familiar with their roles and the specific requirements of the position. Personnel should be supplied with the appropriate equipment/uniform to carry out their duties. All officials must sign the team sheet and be over 15 years of age. Umpires The Team Manager should ensure that the umpire s room is clean and secure with refreshments provided. Umpires should be offered water during quarter breaks. If any issues arise on match day or prior regarding umpires, contact should be made with Adrian Fisher- Umpire Coordinator. An Umpire escort must be supplied by the home team. Security of Players Belongings The security of belongings should be considered prior to the players taking the field. No venue can fully guarantee the safety of items that remain in the change rooms during a game. It would be a good idea to remind players and parents of this problem and have player valuables such as phones, watches, jewelry and expensive clothing left at home or secured in some way. Team Sheets The Team Manager must complete the team sheet prior to the game via the online registration system; together with the correct jumper numbers. All players and officials must sign the team sheet prior to the commencement of the game. No player can be added to the team sheet after half time. Home team managers must enter the results including adding/deleting players, adding jumper numbers, goals, best and game results to footy web by 6:00pm following the game or by 8pm if game concludes after 6pm. Home Team managers must also use jot form at the end of the game to photograph and send the team sheets of both teams, goal cards and time keeper cards. Please retain the physical copies until the end of the season. No copies need to be physically sent to the AFL Victoria unless requested. Footballs The Home and Away team Manager s and captains/ coaches are to meet with the umpires at the umpire rooms 30mins prior to the start of the match. The Home team manager is to present two (2) official VWFL branded Sherrin footballs in good condition to the umpire prior

4 to the commencement of the game. These balls are then returned to the home team manager after the games completion. The official VWFL 2014 ball is the women s size 4.5 football supplied by Sherrin and is the only ball to be used. All match balls can be ordered through AFL Victoria. JLT Pre Match Check list The Home Team prior to the commencement of the game must complete the Pre Match Checklist. The JLT Checklist is now available through an phone app- Search AFL Match Checklist. Starting Times The Team Manager should be aware of the starting times of all quarters and ensure that the coach has the players ready to commence playing. For clarification, please refer to the VWFL Rules. Match Paperwork Ensure match day paper work is completed (see match day checklist and ensure online obligations are fulfilled) List of Emergency Phone Numbers Team Managers should have an up to date list of all player contact and emergency phone numbers (parents/guardians) in case of an emergency, Trainers and Coaches must be made aware of their players medical conditions. Team Manager should also have details of the closest hospitals to their ground for opposing teams to transport their players if the need arises.

5 Match Day Information Equipment The following equipment is to be provided by the venue and home team: Time Clock - Siren/Bell Goal Post Padding Stretcher Scoreboard Two match footballs Ground Marking Ice for injury management Attire of Officials The following officials must be attired as prescribed by the League (bracketed where applicable) and undertake their specified duties as per AFL & VWFL rules: Team Manager Timekeeper Club Boundary Umpire (White T-shirt & shorts. Orange hi-vis bib supplied by VWFL) No street wear. Club Goal Umpire (Orange Spray Jacket supplied by AFL Vic and to be issued with 2 White goal flags by the clubs if they don t have their own) Central Umpire (Orange VWFL Umpires uniform) Trainer (Club Polo or Identifiable Trainers Top and green trainers bib) Runner (Yellow Vest / T-shirt & black shorts or tracksuit pants. No street wear.- T-shirt / vest supplied by AFL Victoria ) Water Carriers (Flouro Water bib/ shirt & black shorts or tracksuit pants. Must be distinguishable from the Runner. No street wear.) Duties of Officials (a) All officials must be properly attired and perform only the tasks he/she is required to do: Runner one runner only and must be in VWFL uniform. Deliver messages to players only. They must not linger on the ground under any circumstances. Shall not obstruct the play in any way. Water persons give water only. Must stay off the field of play whilst not doing their duties and shall not obstruct the play in any way. Trainers may assist players who are injured whilst on the ground. Must stay off the field of play whilst not attending to their duties. Note: Each club must have one (1) accredited trainer. Clubs can field up to four (4) persons to deliver water inclusive of trainers.

6 The Team Manager is responsible for the club s conduct in the changerooms. The club should change in the specified area only, and ensure that the team is on the ground at the required times and the rooms are left clean after the match. Each club is responsible for the cleaning of their change room following their match. Note: Clubs will be liable for any damage to the change-rooms (a) It is the responsibility of the club to remove any remains from any banner that may be used. (b) Quarter and three-quarter time addresses are not to take place within the centre-square. (c) Team Managers are to ensure that no metal stops of any kind are to be worn. All body jewellery must be removed, and players must be in correct uniform (all undergarments must be beige in colour). (d) Each club is responsible for the behaviour of their players, officials and supporters at any game in which their club participates. Codes of Conduct are to be adhered to at all times and all person involved in matches must be reminded they are representing the VWFL and their club and act accordingly. (e) VWFL Regulations and AFL Rules apply

7 Match Day Paper work a) Home Team The Home team is responsible for the: Collect both Team Sheets Provide & Collect Time Keepers Card Collect both Goal Umpire Scorecards Collect Incident Reports, If applicable Player Report Sheet, if applicable Team Manager to enter scores, amend team lists and jumper numbers, add goal kickers & best players onto the VWFL website Teams will lose points if an unregistered or an un-cleared player plays. New players will need to complete the online registration form before taking to the field. It is also the responsibility of the HOME Team to input the quarter by quarter scores, goal kickers and best players for BOTH teams into the Footy Web system by 6.00pm on match day or 8pm if game concludes after 6pm. You must also amend team sheets (add or delete players when necessary). This is required for accurate and timely media coverage. Please refer any issues to Operations Coordinator Jess Smith b) Away Team Complete Team Sheet, ensuring goal kickers and bests are listed Ensure club goal Umpires are provided with goal cards. After all the above is completed, please give to home team. Player Reports If a player is reported the Operations Coordinator is to be contacted on the Sunday Night. An Umpire reporting a player or official at any league sanctioned game, must inform the Team Manager or an Elected Club Official after the game.

8 Time Keepers Procedure Playing Time VWFL Premier Division: 4 x 25 minute quarters, with No Time On. All other Divisions: 4 x 20 minute quarters, with No Time On. Time off is only called when a stretcher is taken on to the field of play. The umpire blows the whistle to signal time off and again to signal time on. Duties sound the siren at the beginning and end of each quarter Record details of any send off or report on the time keeper s card, give the all clear when penalty imposed by the umpire has lapsed. Time keepers will advise the club runner or team manager that the player may return to the ground or that a replacement is not permitted. Complete the official VWFL time Keepers card When to sound the siren Warning siren, 5 minutes before the scheduled commencement of play, this is to notify the umpires and players to enter the field. When the field umpire enters the field prior to the commencement of each half and holds the ball in the air walking toward the centre of the ground. Prior to each quarter commencing when the umpire blows the whistle and holds the ball in the air. When the playing time has lapsed, keep sounding the siren until the umpire indicates the end of play by blowing the whistle and raising both hands in the air. Quarter time interval - 4 minutes after the end of the first quarter to indicate to teams that they must take up their playing positions. Maximum 5-minute break. Half time interval - 8 minutes after the end of the second quarter to indicate to teams that they must take up their playing positions. Maximum 10-minute break. Three quarter time interval - 4 minutes after the end of the third quarter to indicate to teams that they must take up their playing positions. Maximum 5- minute break. PLAYERS ORDERED OFF The field Umpire shall hold aloft a red card to signal that the Player has been ordered off for the remainder of the match or a yellow card to signify that the Player has been ordered off for 10 minutes of playing time. The Team Manager must report to the time keeper and advise the following; Player s name; and Jumper number; and

9 Confirm which card was used The send-off commences upon arrival at the Timekeepers' area by the Team Manager. Time Keeper must fill out the section on the other side of this card. Yellow Card: Player is to remain off the field for 10 minutes of playing time Player cannot be replaced or return to the field until after 10 minutes has expired Red Card: Player off for the remainder of the game. Player cannot be replaced for the remainder of the game. Major Incidents If there is an incident at your game which may attract negative attention from the media, you must contact either Darren or Jess immediately. It is expected that clubs do not answer media enquiries relating to the incident and instead refer them to AFL Victoria s Media Manager Anthony Stanguts on

10 HOME GAMES CHECKLIST- Your Team Manager/ Club needs to supply: 1x Team Manager (responsibilities outlined below). 1x Goal Umpire (you provide goal umpire card) Premier Division just supply the card 1x Time Keeper (you provide time keeper card) 1x Boundary Umpire (except Premier Division) 1x Runner in correct uniform. 1x Umpire Escort 1x accredited trainer in correct uniform. A game will not commence without an accredited trainer present for each team. A minimum level 2 First Aid and CPR is required. 2x Red Size 4.5 Sherrin Football in good condition (yellow for night matches) Ensure goal pads are in place and stretcher is next to the substitute bench Ice for injuries Ground lines to be marked A working Scoreboard (home team supply someone to operate) and access to a siren/timekeepers box Completed team sheets delivered to the Umpires before the commencement of the game Team managers and captain/coach are to meet with Umpires straight after the match to sort out paperwork and 30 mins prior to commencement of the game Enter Results and fill out the Jot form online by no later than 6pm following your game AWAY GAMES CHECKLIST- Your club needs to supply 1x Team Manager (responsibilities outlined in below). 1x accredited trainer in correct VWFL uniform. 12 TEAM MANAGER S ONLINE PAPERWORK Lodging Match Paperwork Team managers will use Footy Web to generate their own team sheets. It is the home team manager s responsibility to enter results after the game including bests and goal kickers for BOTH teams. The away team manager must retrieve their team sheet from the umpires at the end of the game and fill in their bests and goal kickers, then give the completed team sheet to the home team manager. Physical match paperwork should be retained by the home team manager until the end of the season when it can be disposed of. Team managers must provide their goal umpires and time keepers with the correct goal and timekeeper cards on the day. Team Managers Online Paperwork- Jot Form Team Managers will take photos of and upload the following after the match: Signed Away Team Sheet Signed Home Team Sheet Goal Cards (both cards in 1 photo) Time Keepers Card Report Sheet -if Applicable. (If a report occurs, you must inform AFL Victoria Operations Coordinator immediately after the game) To make it easier for you, I have included instructions on the following pages on how to add the form to your phone s home screen. JLT Match Day Checklist The JLT Match Day Checklist is now online also and will save you the hassle of hanging onto your checklist for the required 7 years; instead it will automatically be lodged with JLT each week through the App. Read all about it here Here s how to access the JLT app: iphone and ipad Users Click on the App Store button Click on the Search function in the top right hand corner Type in AFL Match Day Select Install Android Users Click on the Play Store button Click on the Search function in the top right hand corner Type in JLT AFL Match Day Select Free Select Install

13 How to Save a Website Shortcut to Your IPhone Home Screen Open up Safari on your ios device. Navigate to the website that you want to save as a home screen shortcut. In this case, Tap the Share button on the bottom menu bar. It s an icon that s a box with an arrow sticking out from it. Tap on Add to Home Screen. On the next page you ll give the shortcut a name and confirm the web address. After that, tap on Add in the upper-right corner to add the shortcut to your home screen. You ll now have a home screen shortcut to a favourite website and it ll blend in with all of the other apps without a problem

14 How to Save a Website Shortcut to Your Android Phone Home Screen How to add a bookmark: 1. Launch the web browser on your device 2. Go to the link 3. Press the Menu button 4. Click Bookmarks and/or then click Add Bookmark Now that you have a Bookmark set for one of your site, you are now ready to add a bookmark to your Android home screen. How to add a bookmark to your Android Home screen: Option 1: 1. Launch the web browser on your device 2. Press Menu button 3. Select Bookmarks 3. Long press any bookmark and then click Add Shortcut to Home screen Option 2: 1. Long press on a blank area on your home screen. 2. Select Shortcuts 3. Select Bookmarks 4. Choose the Bookmark to the website that you want to link on your home screen. 5. Done!

15 Specific Offences Any of the following types of conduct is a Reportable Offence: (a) intentionally or carelessly; (i) striking another person; 2 Match (ii) kicking another person; 2 Match (iii) kneeing another person; 2 Match (iv) stomping on another person; 2 Match (v) charging another person; 2 Match (vi) engaging in rough conduct against an opponent which in the circumstances 2 Match is unreasonable; (vii) bumping or making forceful contact to an opponent from front-on when that Player has their head down over the football; (viii) head-butting an opponent or making contact to an opponent using the head; 2 Match (ix) eye-gouging an opponent or making unreasonable or unnecessary contact to 4 Match the eye region of an opponent; (x) making unreasonable or unnecessary contact to the face of an opponent; 2 Match (xi) making unreasonable or unnecessary contact with an injured Player; 2 Match (xii) scratching another person; or 2 Match (xiii) tripping another person whether by hand, arm, foot or leg; (b) intentionally making contact with, or striking, an Umpire; No Set Penalty (c) attempting to make contact with, or strike, an Umpire; 8 Match (d) carelessly making contact with an Umpire; 6 Match (e) spitting at or on an Umpire; 8 Match (f) spitting at or on another person; 4 Match (g) attempting to strike another person; (h) attempting to kick another person; (i) attempting to trip another person whether by hand, arm, foot or leg; (j) using abusive, insulting, threatening or obscene language; 2 Match (k) using abusive, insulting or obscene language towards or in relation to an Umpire; 4 Match (l) behaving in an abusive, insulting, threatening or obscene manner towards or in 4 Match relation to an Umpire; (m) disputing a decision of an Umpire; n) use of an obscene gesture; (o) engaging in time wasting; (p) engaging in an act of staging; (q) engaging in a melee, except where a Player s sole intention is to remove a teammate from the incident; (r) instigating a melee; 2 Match (s) wrestling another person; (t) pinching another person; (u) interfering with a Player kicking for goal; (v) kicking or otherwise causing the football to hit any part of a stadium roof s structure; (w) intentionally shaking a goal or behind post when another Player is preparing to Kick or is Kicking for Goal or after the Player has Kicked for Goal and the football is in transit; (x) failing to leave the Playing Surface when directed to do so by an Umpire; (y) wearing boots, jewellery and equipment prohibited under Law 9; or (z) engaging in any other act of misconduct or serious misconduct.
