Overview Purpose Representative Cricket Committee Representative Cricket Committee The purpose of the is to provide and layout the structures, requirements, guidelines and policies for the consistent and successful coordination of representative cricket within Cricket Illawarra. This manual Identifies and highlights all the necessary tasks, which are required each season. Should be reviewed with sections updated accordingly on an annual basis to reflect the current needs and operations of the Representative Cricket Committee with club consultation. Definitions & Interpretation In this Manual: CI refers to the governing cricket body of Cricket Illawarra association and its management committee RCC refers to the Representative Cricket Committee sub-committee of CI CCNSW the refers to the governing cricket body of Country Cricket New South Wales and its programs CNSW refers to the governing cricket body of Cricket New South Wales and its programs NSWDCA the refers to the governing cricket body of New South Wales Districts Cricket Association and its programs IDCA PC refers to the Inter District Districts Cricket Association Presidents Cup and its programs Coordinator refers to the chairperson of the RCC sub-committee Coach refers to the person appointed as a RCC Coach for a representative team Manager refers to the person appointed as a RCC Manager for a representative team Page 3 of 31

5 RCC Structure Representative Cricket Committee 2. Representative Cricket Committee (RCC) RCC is primarily set up to coordinate the activities associated with the development and participation of the various CI representative teams (junior & senior) each season. RCC is a sub-committee of CI, which reports its activities to CI at its management meetings or as appropriate. A member of the Management Committee (MC) of CI is assigned as the RCC Coordinator. RCC is staffed on a voluntary basis with a minimum of six (6) persons being: RCC Co-ordinator (Chairperson), CI Senior Rep Co-Ordinator, CI Zone Administrator, CNSW Zone Academy Coach (ZAC), Two members appointed by the CI Junior Sub-Committee (who shall be known as the Junior Representative Cricket Co-Ordinators), and Others invited annually by the RCC. RCC to schedule its meetings as required suiting the representative programs. (Refer to the Activities Time Line). Duties of RCC A representative playing calendar should be produced and advertised on website and updated periodically. Organise, attend programs and events as required. Attend governing body meetings and conferences as required. Page 5 of 31

The Junior Sub-Committee will appoint its representatives at its first meeting each season following the CI AGM, and one of those persons shall be known as the Junior Representative Cricket Co-Ordinator - JRCC The Co-ordinator will seek expressions of interest for other persons to join the RCC after the first meeting of the MC following the AGM. Clubs will be sent communication via and notice to be displayed on the CI website. Page 6 of 31

7 After receiving expressions of interest by the specified date the three existing members of the RCC will appoint additional persons to join the RCC. The Zone Administrator shall be responsible for all administration associated with the CCNSW Carnivals, ie. U14 Kookaburra Cup, U16 Bradman Cup, U18 Colts, Seniors and female country championships (U/15 & U/18). In addition the Zone Administrator shall be responsible for all administration associated with the NSW Academy alongside the ZAC. The Zone Administrator will be responsible for handling all correspondence in respect to complaints associated with the teams mentioned above in accordance with the Complaint process outlined in this document. The RCC shall be responsible for all administration involved with junior representative programs. The RCC shall be responsible for handling all complaints in respect to the squads and teams listed above in accordance with the Complaint process outlined in this document. Goals & Aims CI as a Zone of CCNSW will participate and prioritise performing well in all CCNSW programs: Country Carnival (seniors), Country Colts Carnival (Under 18), Bradman Cup (Under 16), Kookaburra Cup (Under 14) and female country championships (Under 15 & 18). Success in the CCNSW carnivals stated above will maximise the likelihood of CI players being selected in higher representative teams under the CCNSW pathway system. CI to prepare for and compete in Sydney Cricket Association First Grade T20 competition. CI to prepare for and compete in the NSWDCA and IDCA PC junior competitions. CI to encourage teams to play in Invitational Carnivals at the request of coaches where possible. CI to identify and develop coaches to assist in CI maximising its performances in the various junior and senior competitions referred to above. CI to develop players of all ages through the various representative teams and squads to increase the quality of all local competitions. Page 7 of 31

9 Pathway Aim: Cricket Illawarra s representative programs will focus on preparing and developing player s skills and game awareness giving them the best opportunity to perform to their ability in the following tournaments / carnivals 1. NSW Country Programs: Country Carnival (seniors), Country Colts Carnival (U/18), Bradman Cup (U/16), Kookaburra Cup (U/14) and female country championships (U/15 & 18) 2. NSWDCA Competitions: Teams will be entered in age groups as deemed appropriate by the RCC. 3. IDCA President Competitions: Teams will be entered in age groups as deemed appropriate by the RCC 4. Invitational Carnivals: Teams will be encouraged to enter in these January tournaments as deemed appropriate by the RCC. 5. Southern Zone Junior Representative Competitions: Teams to be entered in these competitions at the discretion of the RCC The following programs are designed to provide junior cricketers with the best opportunities to enhance their cricket through structured training from qualified coaches focusing on skill acquisition drills, technical analysis & correction, game sense education, tactical awareness and fitness programs. Academy Programs NSW Cricket Academy Illawarra Zone: NSW Zone Academy is funded by Cricket NSW and provides players with a pathway for progression from junior representative cricket through to representing NSW. Zone Academies work with talented cricketers years in programs that cover all aspects of their cricket development, including technical, tactical, physical, mental and lifestyle. NSW Cricket Academy Female Illawarra Zone: NSW Zone Academy is funded by Cricket NSW and provides players with a pathway for progression from junior representative cricket through to representing NSW. Zone Academies work with talented cricketers years in programs that cover all aspects of their cricket development, including technical, tactical, physical, mental and lifestyle. NSW Regional Academies (DCA): NSW Regional Academies are part funded by cricket Illawarra. Regional Academies will follow the NSW coaching curriculum in preparing CI representative teams for the DCA competition in the age brackets. The Regional Academies will be assisted by the appointed DCA coaches. Regional Academies will commence in September and run through to the end of the DCA competition. Cricket Illawarra Development Squads: provides another layer of coaching to junior cricketers not received at club level through a structured training program run by qualified Page 9 of 31

10 coaches with a primary goal of improving player s skills in preparation for representative trials in August / September. State Challenges Cricket NSW has introduced new state challenges to give talented cricketers further representative opportunities. Illawarra is grouped with Southern Zone and ACT. Teams are selected in the following age groups Male U/19: players are selected after the colts carnival U/17: players are selected after the country carnival U/16: players are selected after the Bradman Cup U/14: players are selected after the Kookaburra Cup U/13: players are selected from their DCA performances along with a trial against Southern Zone / ACT Female U/18: players are selected after the country championships U/15: players are selected after the country championships Page 10 of 31

Selection Policy Cricket Illawarra Development Squads & DCA Selection Cricket Illawarra Development Squads Program Aim: to provide an extra layer of coaching to junior cricketers with an ambition to play representative cricket through a structured training program run by qualified coaches with a primary goal of improving players skills in preparation for representative trials. Target Age Groups: years Selection Process: the representative cricket committee will oversee the below three steps. 1. Trials will be organised for 11 to 16 years age groups. Trials will take place after the NSW Academy squad has been selected. Trial dates and times will be advertised on CI website 2. Squads will be announced on the CI website 3. RCC reserves the right to limit the size of off season development squads Please Note: selection in the NSW Zone Academy takes precedence over the CI development program. Training Calendar Quantity of Sessions: 5 x 3hr training sessions. Dates: TBC by RCC each year and advertised on CI website Day - Time: TBC by the appointed coach Player Expectations Sign a code of conduct form. Sign a medical consent form. Inform your coach if you are unable to attend training. Be punctual. Abide by coaches instructions at all times. Failure to do so may jeopardise your position in the program. It would be expected that you attend 80% of the training sessions to gain the benefits of the program. Page 11 of 31

12 DCA & IDCA Teams Selections Cricket Illawarra will enter teams in the DCA and IDCA competitions. This is to be reviewed annually by the RCC. Trial Process Cricketers must be registered with an Illawarra affiliated club to be eligible to trial. Cricketers participating in off season academy programs will be invited to trial. Cricketers participating in off season CI development programs will be invited to trial. Any other cricketer who wants to trial must complete a nomination form and return to the representative cricket committee by the advertised date. Trials will be held during the last few weeks of the development training program, trial dates, times and locations will be advertised on the CI website one month prior to the trial date. Details will also be forwarded to club secretaries. Selected teams will be posted on the CI website. Each cricketer or guardian will be asked to sign a code of conduct and medical consent form. Junior Representative Selectors The RCC will appoint a chairman of selectors who will oversee all junior representative selections. The chairman of selectors will ensure the conflict of interest policy is adhered to at all times. (CI conflict of interest policy can be found on the CI website under the representative tab) Each team will have a balanced selection panel made up of the Regional Academy Coach, DCA Coach and one independent selector appointed by the RCC. All selectors will hold a minimum level 1 coaching accreditation. The Zone Academy Coach will monitor the selection process Selection Process Cricketers must nominate and play in their correct age group. If the RCC chooses not to enter a specific age group DCA team, players will be considered eligible to trial for an older age group subject to DCA guidelines. Cricketers will participate in net, centre wicket or match trials. Selectors will use an assessment form to evaluate cricketer s skills. This template can be found on the CI website under the representative tab. Selectors will select 12 players per team with two shadow players selected to cover for any player who may be unavailable. There is an expectation that players will be registered and playing in the junior Illawarra competition. Exemptions not to play in the junior competition will be considered by the RCC upon application. Page 12 of 31

13 Selectors will consider prior representative performance (if applicable), performance at trials, performance at academies and development squads (if applicable) and prior performance in club cricket Selectors will use the following guidelines when selecting teams Technical Skills: does the cricketer possess the appropriate technical skills to perform at a higher level of competition Potential: in the opinion of the selection panel does the cricketer show potential that can be enhanced in the representative environment Team Balance: selectors will select a balanced team / squad covering all cricket disciplines including assessing opposition, carnival V tournament, playing condition and environment Physical Characteristics: does the cricketer possess the fitness and/or physical attributes to perform at the next level of competition including playing back to back days at a carnival Performance: has the player performed at representative level in the past. Previous season statistics at senior and junior level will be considered Coach-ability: is the player a team player with the appropriate attitude who is prepared to take on advice from coaching staff and apply to his/her game. Does the player have leadership qualities that will enhance team performance. X Factor: in the opinion of the team coach / selection panel does a player have a unique attribute that can enhance the performance of a representative team or squad. Training: does the player apply themselves well at training. Is training attendance satisfactory. Any cricketer who feels they have been treated unfairly in the selection process should refer to the complaint process found on the CI website under representative tab titled Complaint Process Cricket Illawarra Kookaburra Cup, Bradman Cup and Colts Teams Aim: Cricket Illawarra representative programs will focus on preparing and developing player skills and game awareness giving them the best opportunity to perform to their ability in the following NSW Country Carnivals Kookaburra Cup (U/14) Bradman Cup (U/16) Colts (U/18) Selection Process Kookaburra & Bradman Cup: selection will be based on; Performances in DCA games Performance in grade games Performance in junior games Performance and feedback from off season academies / development programs Selectors will also use agreed selection guidelines as part of the selection process Page 13 of 31

Selectors The appointed chairman of selectors will approve the selection of the Kookaburra & Bradman Cup teams The chairman of selectors will ensure the conflict of interest policy is adhered to at all times. (CI conflict of interest policy can be found on the CI website under the representative tab) Kookaburra Cup Selectors: Zone Academy Coach, Regional Academy Coach plus the U/13 and U/14 DCA coaches Bradman Cup Selectors: Zone Academy Coach, Regional Academy Coach plus the U/15 and U/16 DCA coaches Selection of the Colts team will be the responsibility of the senior selectors in consultation with the head coaches of the respective teams. The final team will be approved by the RCC committee. The senior selectors are appointed at the CI annual general meeting in line with the CI constitution Complaint Process Any cricketer who feels they have been treated unfairly in the selection process should refer to the complaint process found on the CI website under representative tab titled Complaint Process Page 14 of 31

15 Bradman Cup Extract (Under 16) Extract as per the CCNSW Handbook (Review annually) QUALIFICATION OF PLAYERS a) Any player (male or female) taking part in the competition must be under the age of 16 years at midnight on 31 st August of the cricket season in question, and must be a registered player of a Country Club or Association. b) A Country player may not play in both the Bradman Cup and A.W. Green Shield competition in any season. c) A Country player may only register and play with a team competing in the A.W. Green Shield competition having first made him or herself available to play for the Bradman Cup team representing his association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. d) A Country player may only register and play with a team in the Bradman Cup representing an association or zone in which he is not a registered player, having first made himself available to play for the team representing his own association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. e) A player who is given approval to register and play with the team in the Bradman Cup representing an association or zone, in which he is not a registered player, may only do so for that season, and may not register and play with any other team in that competition in that season. f) Any player breaching (a) to (e) above is considered an ineligible player, and the team for which he plays in the Bradman Cup will be deemed to have lost all matches in which he has played. Kookaburra Cup Extract (Under 14) Extract as per the CCNSW Handbook (Review annually) QUALIFICATION OF PLAYERS a) Any player (male or female) taking part in the competition must be under the age of 14 years at midnight on 1st September of the cricket season in question, and must be a registered player of a Country Club or Association. b) A Country player may not play in both the Kookaburra Cup and A.W.Green Shield competition in any season. Green Shield competition having first made him or herself available to play for the Kookaburra Cup team representing his association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. d) A Country player may only register and play with a team in the Kookaburra Cup representing an association or zone in which he is not a registered player, having first made himself available to play for the team representing his own association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. A player who is given approval to register and play with the team in the Kookaburra Cup representing an association or zone, in which he is not a registered player, may only do so for that season, and may not register and play with any other team in that competition in that season. Any player breaching (a) to (e) above is considered an ineligible player, and the team for which he plays in the Kookaburra Cup will be deemed to have lost all matches in which he has played. Conflict of Interest Cricket Illawarra is committed to ensuring that personal or individual interests that conflict with the interests of the organisation are identified and managed so they do not affect the reputation, activities or decisions of the RCC. Specifically officials, coaches, managers and selectors will, Declare all conflicts of interests Acknowledge perceptions of conflicts of interests Resolve conflicts of interests Resolve perceptions of conflicts of interests The chairman of selectors should ensure that any conflict of interest policy is adhered to at all times. Comment from the Australian Sports Commission Get it Right Document: It must be acknowledged that, in most sports, it is difficult to find people with the requisite skills and knowledge to be selectors who do not have some continuing interaction with the sport, and therefore possibly with athletes vying for selection. This means that there is a high likelihood of individual selectors, from time to time, having a conflict of interest in relation to a selection process. A conflict of interest might occur when, for example: a selector coaches a particular athlete vying for selection a selector is closely aligned to a club for which an athlete vying for selection competes a selector is a family member or close friend of an athlete vying for selection any circumstance where a selector has a relationship with an athlete or athletes vying for selection, or stands to gain in any way from the outcome of a selection decision. Policy Appoint enough selectors so that those with any conflict can step back from consideration of that part of the team with which they have a conflict. Potential conflicts are managed by balancing the conflict of interest (that is, all selectors have conflicts that balance each other out) Selectors to make any actual or perceived conflict of interest known to the chair and other panel members as soon as they become aware of it The chair has the authority to ask the conflicted selector to step aside from a particular selection decision where appropriate due to the nature of the conflict Page 17 of 31

18 6. Complaint Process- Junior Cricket Illawarra believes all representative players have the right to fair treatment and any concerns about the fairness of decisions should be addressed in a fair, consistent and timely manner. Policy A person who has a complaint in respect to any decision made by the RCC should first raise the complaint with their club s junior delegate. The club s junior delegate will then decide whether the complaint has any merit and determine whether the complaint should be referred to the RCC for discussion. If the club s junior delegate refers the complaint to the RCC then the junior delegate should outline full details of the complaint, ie who has made it, the nature of it, and provide an overview of it. Once received, the RCC must contact the club delegate within 7 days and discuss a proposed resolution of the complaint. The RCC will ensure all information and actions are transparent and clearly communicated to all parties involved with the complaint. The RCC will then decide how to resolve the complaint. If the complaint remains unresolved the complaint and all relevant information will be forwarded to CI management committee. Page 18 of 31

19 7. Appointment of Coaches and Managers to Representative Teams Representative Coaches The RCC will Seek Expressions of Interest in the position of Coaches for all CI representative teams by posting notifications via electronic mail and on the website. After receiving ALL expressions of interest by a set date, the RCC will then select and appoint the Coaches. In the position of coach The candidate requires a current minimum Cricket Australia Level One or higher cricket coaching accreditation. Selection preferences will be based on qualifications, past coaching experience, ability to manage off field issues and availability to attend training sessions and games for the particular team applied for. (Refer Position Description) Parents of players who are suitably qualified are encouraged to apply. Where an independent coach is also suitably qualified and equal in all other respects this candidate may be preferred at the RCC s discretion. The selected candidate will be appointed to a team for the entire season or until that team s commitments are finished. A coach may be removed by the RCC from a team mid-season in exceptional circumstances. The appointed coach may choose to nominate an assistant coach to be approved by the RCC Kookaburra and Bradman Cup coaches are appointed by the Zone Academy Coach in consultation of the RCC. 20 Representative Managers and Officials The RCC will Seek recommendations from all selected coaches for Managers of all selected teams and such recommendations to be considered and determined by the RCC. Seek Expressions of interest for the positions of Scorers and/or bus drivers (as appropriate) for all selected representative teams where appropriate with details of such positions to be advertised to the clubs by and also placed on the CI website. After receiving ALL expressions of interest by a set date, the RCC with consultation with the appointed team Coaches select and appoint the Manager and any other necessary officials. In the position of manager The candidate requires organisational, communication skills and an understanding of cricket protocol. The use and understanding of the My Cricket website is desirable. (Refer Position Description) The selected candidate will be appointed to a team for the entire season or until that team s commitments are finished. 24 9. Financial Management Budget A budget is to be prepared and approved for the RCC operations by the Coordinator in conjunction with CI Treasurer and CI. (Annually) for both Junior and Senior representative fixtures and programs. The prepared budget to itemise and detail for each program Expenditure items; Clothing purchases, Umpires fees, Ground fees, Balls & playing equipment, Hosting costs, Travel costs, Accommodation costs, Venue hire, Catering, Representative trophies Team subsides Player / officials subsides Income items; Player levies Grants & levies The budget may necessitate splitting to differentiate and highlight zone and association costs. CCNSW / CNSW Country Cricket and Cricket NSW supply some various funding on an annual basis for the programs they conduct. Page 24 of 31

25 Cricket Illawarra CI will endeavour to fund its programs where possible through levies, external sponsorships and player subscriptions. 26 10. Operational Management Equipment Requirements Balls Clothing Competition balls Kookaburra balls to be used in the various competitions will be stated in the respective rules each season. Training balls can be of any type determined appropriate with consideration given to the type of surface and competition teams participate. (Eg 4 piece or 2 piece) RCC to Ensure and maintain enough stock to cover the entire representative program for the season. Perform a ball stock take at the end of season (February / March). Order as required in liaison with CI. (Budget) RCC to Perform a clothing stock take at the end of season (May / June) with CI Administrator and notify CI of clothing requirements for upcoming season. Purchase estimated clothing requirement after CI approval. (Some clothing has a 10 week lead-time) Collate clothing sizes as required for players and distribute clothing to players as required for the start of representative season. Keep a record of players / officials who have received clothing. Clothing will only be issued to newly inducted players /officials who have not previously received. CI ONLY distributes one (1) set to each player / official per clothing RFP. One off clothing issue to include: Clothing bag Playing Whites (Shirt Only) Training / Playing Cap Training shorts and shirt Page 26 of 31

Junior kits required for training and matches to include Kit bag Training balls in a bag (minimum 10 off) Stumps & bails Boundary markers (20 off) Rebound stump Catching ramp Senior and junior teams playing on turf wickets may require the assistance and use of local Club equipment (stumps, covers, boundary markers, etc) for home matches. (Officials to liaise with Clubs) Specialised skills equipment may be supplied as needed at coaches request after consultation with CI. (Budget) All issued equipment / kits to be returned after the completion of the representative program. (Officials) RCC to Perform a stock take of ALL RCC equipment at the end of season (February / March). Order as required in liaison with CI (Budget) ready for next off-season program. Page 27 of 31

28 Score Books Storage General Score books to be organised and provided to each team. (Coordinator) Score books to be returned at the same time as designated for kits and equipment return. (Officials) In the case of junior score books, these should progress with the same team the following year (if possible) until fully complete. Completed scorebooks should be stored for history purposes. (Coordinator to pass scorebooks onto CI Administrator for storage). Country pathway tournaments to be scored via my-cricket. Training provided to scorer s CI to coordinate and arrange suitable storage of all RCC equipment at North Dalton Park. Grounds / Venues North Dalton Park facility to be used as the priority venue and ground for all senior squad / team training and matches, where possible. Junior training and matches are to utilise North Dalton Park, where possible, however may require distribution across local council grounds and venues with the assistance of local Clubs. For all training matters at Club venues, a request in writing seeking permission to use facilities (dates & times) should be adopted. (CI Administrator) Allocation of grounds for all home matches will allocated in consultation with the CI Administrator and Coordinator. CI Administrator will then book all grounds with Wollongong City Council. For all allocated home matches the team officials will need to liaise with local Clubs for access and use of facilities. 29 Umpires RCC to Liaise with the Umpires Association to provide Umpires for the entire Representative program as needed. Team officials to organise travel arrangements for the Umpires at all their allocated away matches. (Junior NSWDCA games only) Game Day Requirements All teams to assemble at grounds by the designated time announced by the team officials. Home matches, teams / officials are required to liaise with the local home Club prior to the match day (at least 48 hours notice) to arrange access to keys, facilities and the coordination and use of any Club equipment required. Teams using home venues are required to leave areas in neat and tidy fashion. Away matches, travel method and accommodation arrangements to be coordinated by team officials. Teams using away venues are required to leave areas in neat and tidy fashion. Food / Catering Junior teams will require each player to supply a plate of food for lunch / afternoon tea at all home games ensuring enough to also cover the visiting opposition. Senior teams catering requirements and organization will be handled and determined by the RCC. Child Protection (Under 18 years) All RCC members, coaches, managers and any other volunteers who are directly overseeing players under the age of 18 years will to need complete a Working with Children declaration form. Working with Children declaration forms are required every 5 years. The latest versions are available online from the NSW Commission for Children and Young People website and also on Cricket Illawarra website. Page 29 of 31

30 All completed forms are to be signed and returned to the Coordinator prior to commencing activities. CI to file and store all completed forms as required by legislation. Code of Conduct All members of teams are expected to comply with the various competitions Code of Conduct. All matters or breaches will be dealt with using the Code of Conduct documents of CI and /or the governing body of the competition. My Cricket (Website) Results and coordination of most representative competitions occur on the My Cricket website within 24 hours Website can be set up and used for all correspondence to teams. On My-Cricket the Coordinator to Request transfers for all required players and officials to the CI site. (Annually) Update roles of all past and current players and officials, and register to the appropriate competition. (Annually) Arrange / update team official access under limited restrictions or remove access. (Annually) A team official will Require an understanding in the use of the My Cricket website, and Be required to input team scores promptly after each match. Where possible live score all representative matches Presentation Night RCC to Organise a junior representative presentation at the conclusion of the representative season. 31 Trophies Reports Momentous may be given in recognition of the representative achievement for players, coaches and managers. Special awards may be given in recognition of outstanding performances (100 s, 5 for s, 5 catches) or any other outstanding performances as determined by RCC End of season reports for each team / competition program are required by the end of February.
