In response members asked for further details MP/PI/NM 1. TW addressed concerns ii. Suggestions to further split breakdowns. 1. TW to update a more detailed treasurers/membership report to be sent to EB before uploading to the website. 6. SUBSCRIPTIONS a. To remain unchanged as per 2016/17 season i. Passed en-bloc 7. CHIEF UMPIRE COACH S REPORT a. BP presented report thanked committee for their years of service when BP was chairman and CC b. SB expressed his thanks to BP for his work over the years BP vice versa to SB c. PI raised concerns re why POOL was so low and whether more could be done to encourage more umpires to join the neutral pool. i. LJ/EB raised points about umpires also playing and now that players are playing for longer periods of time with the introduction and rise in vet s hockey has taken the focus of umpires away from umpiring. d. BP passed thanks from Jon Drew who umpired on our behalf earlier in the season 8. YOUTH CO-ORDINATOR S REPORT a. SB presented report on YMs behalf. b. SB expressed thanks to YM for all her efforts this year. c. Also, to note, a 20 donation has been received from one of YM s customers for a second trophy aimed towards the younger young umpires possibly for development d. Congratulations to Josh Ripley for winning the Young Umpire/Phil Ingall Award e. PI raised issues around Safeguarding and an he has received re Safeguarding. i. PI to send information to PW and EB ii. EB to distribute safeguarding information to clubs Specifically ULO/Secretary Please see 9c1. 9. APPOINTMENTS SECRETARY S REPORT a. PW presented report b. Questions asked re, whether clubs paying umpires to umpire club has influenced the neutral pool i. Decided on mass that it probably does but that it is a necessity for clubs who also struggle to appoint to club games c. NM asked the question as to whether a neutral pool is still a viable option, with so few umpires committed to umpiring in the pool. d. PW raised point re EH Safeguarding U18s umpires now must be chaperoned. i. HUA to distribute to clubs. 1. EB to send to clubs specifically ULO/Secretary. 10. ERHUA

PI queried wording of Put to vote, 13x in favour, 1x objecting, 1x abstaining. a. Wording as presented carried. ii. Changes proposed en-bloc by BP, MP seconded iii. SB/BP thanked EB for his work related to constitution. EB wished to thank Jack Warner for his assistance on the matter also. 15. AWARDS: Gibson/Shipton Award (Umpire of the Year) Young Umpire of the Year Gibson/Shipton Award will be presented to Alan Foster Young Umpire of the Year/Phil Ingall Award given to Joshua Ripley PI raised that as he gave the award to the association that he would like to be asked to present the award in future years New trophy Club Umpire of the Year Jason Lintin (Woodhall Spa). TW announced the new award, and explained the reasons behind the award. A number of nominations had been put forward by clubs before the meeting. Jason Lintin was selected due to committed umpiring over the past 16 years. 16. AOB a. PI raised a point Re disciplinary actions i. Noting that the discipline doesn t often fit the circumstances due to confusion between Red card/mmo/disrepute form 1. PI explained the various avenues available ii. PI to points towards EB and YM as Chief Coach so they can be added to the minutes. 1. Reiterated that abuse should be dealt with effectively and efficiently. iii. MP raised concerns towards PI, around MMO as MMO currently requires the player to be informed of their MMO. 1. PI informed of planned changes where by the Umpire can either inform the player OR a club official on the day. b. TW raised concerns that teams should be informed that if they have a grievance/complaint with an umpire that they need to inform LCHUA and not ERHA i. EB to send a reminder to clubs c. LW raised concern with umpires not willing to mic up.
5 i. LCHUA to distribute to members that where radios are available that they are encouraged to use them. d. JW thanked officers for their efforts this year and to all who have attended the AGM. 17. DON AGM (and venue) a. To be confirmed. Meeting closed at 21:06 Chairman s Report 2016/2017 Season The first thing to say is that my first year in office has been an experience. I have found that the committee has been most helpful and have all done a fantastic job for which I am extremely grateful. It would be wrong to single out any one individual. There were several difficult issues which arose throughout the year but, with help from committee members these were resolved. Most issues will no doubt be covered in reports from other committee members and I do not wish to steal their thunder. This season we found a new, more central venue for our meetings at Horncastle. It has been pointed out that the constitution needs amending slightly and Eliot has kindly offered to deal with this. Stuart H Birkett. (Chair) We finished the year 7 in credit. Treasurers Report We had a rebate from Tex of 194, and a donation of 50 from Yvonne McCartney's boss to spend on the young umpires, which we used to help buy headsets for the mini league. I would like to thank Brian James for auditing the accounts, and is willing to do them again next year. 6 Student L1 Unassessed 9 9 Total 124 (135) 128 There were 29 umpires who did not renew their membership for the 2016/17 season. (2 L2's, 20 L1's, 6 L1U and 1 student L1U) In 16/17 season, we gained 16 new umpires from Level 1 courses, 3 Level 1's (returning) and 3 level 1's gaining their L2's. Out of the 16 new unassessed umpires, 10 have now been assessed (7 L1U and 3 Student L1U) There is also a natural movement of umpires as the student members turn 18 and as unassessed umpires get assessed. Also, there is progression of level 1's to level 2 or retirement of active level 2's down to county/club. CHIEF COACH REPORT AGM 2017 This is my last report as LCHUA Chief Coach a position I have held with pride and pleasure. Some concerns: recent behaviour of players (some very young)/coaches/spectators the everdecreasing number of L1 Assessed umpires willing to umpire in Neutral Pool the use of websites & Facebook to write adverse comments about umpires. Changes & improvements: a new Constitution an LCHUA website more & improved Astro pitches in the County a new format for LHA Club Championships a new system for training/assessing L1 umpires & coaches. In order to help our umpires & coaches progress, I have increased cooperation with Yorkshire HUA, Midlands HUA, West HUA and IOM HUA. This has enabled our umpires & coaches to work & learn from umpires & coaches from different parts of the country. Hopefully, it will have also given them contacts for the future. Next season, I ll be coaching mainly in Yorkshire & the East Perhaps the strongest and most successful quality of LCHUA has been the ability to find, nurture, prepare and coach its umpires & coaches up to L2 status and beyond. Very soon, the next candidates will hopefully have achieved their promotion too. Well done to all you coaches. You have done such a good job, that there are hardly any L1 s left! I am confident that my successor has the ability to continue the good work. Can I thank the Committee for the hard work, support, help & advice that has always been available. Looking forward, the average age of the Committee is dropping, which is a real bonus for its development. My departure will help it even more! I m still an LCHUA Member and will coach/umpire when required to do so. Finally, a word about a real LCHUA stalwart. Whatever my position on the Committee, I have always relied heavily on the wisdom & enthusiasm of our present Chairman, Stu Birkett. 7 LCYUAG REPORT TO LCHUA AGM A very successful season allowing us to rebuild a new look CYUAG. We have managed to support all Lincs Mini-League events this season, and have appointed to an RAF tournament earlier in the season as well as several JACs. We continue to be one of the biggest providers to the RYUAG and have enjoyed expansion amongst our own ranks to the point that we have 20+ active young umpires across the county. Congratulations to LCHUAs 4 newest members of ERYUAG, Lottie Hopwood (Horncastle), Ben Jacklin (Bourne Deeping), Harry Braginton (Long Sutton) and Joshua Ripley (Long Sutton), Special congratulations should go to Joshua Ripley who was selected to go to Wattignies with the RYUAG and to Lottie Hopwood who also went to Wattignies and the National U12 Mini Finals. LCHUA was the biggest provider to the annual Wattignies event this year, providing 6 members: Eliot Bates, Ryan Mountney, Jack Warner, Tom Everton, Josh Ripley and Lottie Hopwood. We are in the fortunate position to have the depth in place to be able to provide a minimum of 3 solid umpires to the RYUAG each year, which allows for LCHUA progression and more pleasing progression of the RYUAG. We have also had several Young Umpires gain their Level 1 qualification. A big thank you must go to everyone that has been interested in umpiring this season and all the Umpire coaches/developers that have given up their weekends in order to help the CYUAG umpires progress. I would like to express my thanks and appreciation to both Eliot and Paul for their efforts over the course of the season. I wouldn t have been able to do lead the CYUAG without there assistance. YM June 2017 LCHUA Umpiring Pool Report Well that's another season finished. We have largely struggled along; with the occasional glimpse of an Umpire who isn't already a Level 2, or at least an active one.
8 Congratulations must go to Bourne Deeping Men 1's for getting promoted to Prem B, and therefore are out of our hair for at least a year. Also congratulations to Horncastle Men 1's for winning Div 3NW and being promoted to Div 2N. As with last season, we have tried to mainly concentrate on our higher end appointments, however as Lindum have, for the main part, failed to provide a Pool umpire I have not paid too much attention to them. When we look at EML Div 3NW and EWL Div 2NW less than 25% of appointments were made 39 out of 220. Several Coaches and Assessors were also appointed throughout the season, thanks to Barrie for his assistance with this. I am happy to continue as Appointments Secretary. Paul Watts LCHUA Neutral Pool Secretary 13/4/17 ERHUA report to the AGM 2016/2017 I have attended three of the four meetings and the 2016 AGM. On the one occasion that I was unable to attend it was last minute and, though I tried to get another member to attend, I was unsuccessful. I hope that this doesn t happen again. I believe it is the second time in 16 years that I have missed a meeting. The main points from the season are:- Matt Pilgrim was awarded the Barbara Weir Memorial Trophy. (Awarded to most improved Umpire in the Region.) Jack Warner made a life member and V.P. Paul Watts was thanked for his work over the years as Chairman of ERYUAG by the President Peter Halliday. Counties should raise any problems they are unable to resolve with the Region in the 1 st instance. England Hockey had sent out a document to the region and Counties in respect of Safeguarding of young people. (Particularly topical as a result of issues in Football). If approached by official bodies, i.e. Police then the advice is to contact England Hockey. Will Davey confirm that Yvonne McCartney is ERHUA Welfare Officer? In respect of EH Vets Competitions ERHUA will appoint but Counties need to liaise with Chris Row.
10 Attainment to Level two coaching award will be continuing as previously by Regions. A complaint had been received about player/coach/crowd behaviour. The home captain is responsible for crowd behaviour. Umpires should use MMO where appropriate and this needs doing on the day and the offender being informed on the day. Thereafter there is the option of raising discreditable conduct. All of these can be dealt with by County DPO s. If umpires do not use what is available to them then it makes it difficult for any action to be taken thereafter. Fitness tests cannot be considered by ERHUA unless completed after 1 st August prior to the season. As well as tests being PLUM, there is the opportunity to take them at Old Loughtonians on 12 th August Stuart Birkett said that he was willing to carry out tests in the North of the region if there was a demand. EH is concerned as to how they could encourage ladies to umpire ladies matches. This is across the board and not just a National or Regional matter. The issue of Clubs breaching rule 5.1 where they should have an umpire available to the County Pool if they are required to have a pool umpire. Breach of this rule is a matter for the league and County HUA s to report those clubs who fail to comply with the League. Alan Budd stated that David Elworthy was working hard on behalf of Counties in respect of umpire development. Miles Dowdwell suggested that Counties/Regional committees involved more Ladies in an effort to start addressing the balance. Meeting in 2017/18 will be in October, January, March and July. Due to the end of the Financial Year the constitution requires amending and the AGM being held in July instead of June in the future. (Wednesday 5 th July, 2017) Stuart H.Birkett (ERHUA Rep.)
