1 UC - FIH NEWSLETTER The latest news from the FIH Umpiring Committee Year: 1 Number: 2 Date: 03/11/10 MY FIRST TERM FIH UC CHAIR by Ermanno Silvano, Chair FIH-Umpiring Committee Dear Friends, As you probably know the FIH Congress is due to take place in Montreux (SUI) on Saturday 13 November Amongst the Congress Agenda items are some proposed changes to the FIH Statutes which will be discussed by the Assembly. The changes in the Statutes, if adopted, may have implications for the Committees in that the Executive Board is elected to manage the business of the FIH and therefore should be able to decide what Committees it requires and to determine their membership and terms of reference. My first term as Chair of the FIH Umpiring Committee comes to an end at the Congress, as does the term of office of the other Committee members. This is therefore a suitable moment to make a resume of the activities of the outgoing Committee. The two years have passed by very quickly, but a huge amount of work has been done during this period. At the first meeting of the Umpiring Committee in April 2009, five major project areas were identified to progress with the aim being to achieve this by the end of I am pleased to inform you that we are well on the way to doing this. 1) The new Umpire Marking System A new career based, more transparent and effective Umpire Marking system has been in place since July The Taskforce which developed the Marking System is currently reviewing progress in the light of the experience and feedback from the use of the new system at the various Tournaments over the past 4 months. 2) The new FIH Umpire Manager structure and marking system Now that the Umpire Marking System is well under way, a similar process for Umpire Managers will be put into place shortly. We have developed a basic set of competences/criteria together with a simple Marking System. The effectiveness of this, in relation to a formal classification of our current FIH Umpire Managers List, is currently being reviewed and will be considered at our Umpiring Committee meeting in Montreux. 3) The development of Women Umpires The Taskforce looking into the development of Women Umpires has drawn up a proposal of how to proceed with this project into 2011 & This will be considered at our Montreux meeting in the light of our Committee Plan and the allocated budget. 4) The FIH Rules of Hockey Video Library The Video library is now on line (and further details can be found at page 3 of this Newsletter). We see this as being an excellent resource for, amongst others, Umpires, Umpire Managers and Umpiring Course Conductors. It also gives us the option to open special sections which can be tailored to individual FIH Tournaments, as per the Umpires and Coaches Blogs that we had for the 2010 Men s World Cup. 5) The Appointment Proposal Taskforce The Appointments Taskforce, comprising the Chairman and the 5 Continental Federation representatives, has been in operation since April 2010 and is now well established with all appointment proposals for Umpires and Umpire Managers being considered by this group prior to these being forwarded to the Appointments Committee. Beside these specific projects we have looked to create development and upgrading opportunities through other activities including the FIH Umpire Managers Seminar, held in New Delhi (IND) during the Men s World Cup, FIH Umpire Manager traineeships, the creation of a Continental section of the FIH Umpire Managers list, FIH Open Place appointments through our co-operation with EHF and, wherever possible, Umpire Manager appointments to 4 Nations Invitational Tournaments. We have also assisted at National Umpires Seminars in China, India and Argentina and will be assisting in China again prior to their National Games in December These are in addition to FIH Development Fund and WHUB grant aided Umpiring Courses which have been staged over this two year period. More recently we have conducted a Video Umpire Survey. I hope that the FIH Umpires and Umpire Managers that we, as a Committee, represent are happy with what has been achieved to date. I would like to thank all the members of the Umpiring Committee for their contribution to the work of the Committee. In particular, I would like to thank the nominated Task Force Leaders for the tremendous amount of work that they have done, while at the same time acknowledging the outstanding support and work of Richard Wilson from the FIH Office. 2 NEWS IN SHORT Appointments for 2010 & 2011 The FIH Appointments for 2010 and for those notified so far for 2011 are posted to the FIH website on a regular monthly basis. Monthly Upgradings, FIH Umpire & Umpires Manager Lists and Retirements The monthly Umpire Upgradings, FIH Umpire and Umpires Manager Lists are posted to the Umpires section of the FIH website at the start of each month; click here for direct link. A summary can be found at page 11 and 12 International Caps and Golden Whistles Following some queries, we can confirm that a Golden Whistle is awarded to those FIH International Umpires who have officiated in 100 official Senior international matches. Official means that the match must be recorded by FIH. U-21 Tournaments and matches do not count towards the Golden Whistle, but are still counted as international caps. Therefore when umpiring Test Series or one off Test Matches and in order to help keep your FIH Umpire record up to date, please request that your National Association sends us the official, signed, match reports. Please be aware that official matches must be registered with FIH before they can appear on your umpiring record. Contact Details reminder In order to be able to communicate quickly and effectively with all our International Umpires and Umpire Managers, it is essential that we have your up to date contact details. If any of your contact details (in particular your address) alter through changing jobs, moving house etc, please let Richard Wilson know immediately at richard.wilson@worldhockey.org You should all have recently received your copies of the FIH Rules of Hockey and Indoor Hockey for If you have not, it may be because we do not have your correct postal address! 3 FIH RULES OF HOCKEY VIDEO LIBRARY by Ermanno Silvano A Video Library Taskforce (in co-operation with the HRB) has been investigating the provision of an accessible Video Library of resources for Umpires and Umpire Managers. The objective of the Video Library is to provide a collection of video clips which demonstrate the Rules of Hockey and their current interpretations. The work of the Taskforce has proceeded well, if not quite as quickly as was anticipated, and now the Video Library is finally available via the following link: - The first set of clips has been published. There are around 35 clips which have been uploaded in order that users can familiarise themselves with the Library and the Dartfish platform. We, of course, have a great deal of video clips from our recent Tournaments (notably the Men s and Women s World Cups and Champions Trophies from 2010) to sort through which will provide further materials for the Video Library. Following are some operating instructions for the use of the FIH Rules of Hockey Video Library: - Prerequisite Dartfish requires Windows Silverlight to be installed on your computer. Several internet based applications require the operation of this free add-on, so it may well already be installed on your computer. In case that it is not, please just click on one of the clips in the collection and the system will guide you through the quick and easy installation process. Registration A registration is not required to browse the FIH Rules of Hockey Video Library. Users can click on the link tv/fih and go straight to the home page which will show the most recent / most popular clips. Registration will be required, however, if users wish to download the clips from the FIH Rules of Hockey Video Library to their own computers and to be updated when new clips are uploaded into the Library or if you wish to create their own list of favorite channels. In order to register just click on Register in the top right hand corner of the page and follow the instructions.

4 The first steps On linking to you will be taken to the home page From the home page you can start to watch a single clip by just clicking on it, or you can explore the contents of the Video Library by clicking on Explore. Then click on All Videos of (FIH) to bring up the following screen. We suggest that you use this function since you will have a better overview of the current contents of the Video Library. From this page you can start to browse the Video Library and to sort the clips as you wish. As you can see at the top of the page there are short cuts to the different categories of clips (e.g. Tackles, Free Hit etc.). By clicking on one of these categories the relevant clips will be displayed (to the right of the All Videos of the (FIH)). Otherwise you can start a more defined search using the key words on the right hand side of the page. Expand the filter by clicking on the white triangles. Only the clips tagged with the selected key words will be displayed.

5 Analysis of the clips Once you have selected the clip you are interested in, just click on it to open it (assuming that Windows Silverlight is installed on your computer). The Dartfish player will open and you will be able to watch the video. If Windows Silverlight is not installed on your computer, the system will guide you through the installation process. The player gives you all of the usual features to watch the clip, including play, stop, pause, previous/next frame, forwards and backwards. Below the clip, under the Info tab, you will find the actual wording of the Rule or Rules and any relevant guidance. The interpretation related to the specific clip is included below the Rule. Under Attachments you will find the PDF file of the relevant slide or slides from the current FIH Umpires Briefing for In the time-line for each clip you will be able to see the key moments. These are identified by the white triangles and allow users to select individual points of interest in each clip. Either use your cursor to hover over description of the key moment or click on it to show the relevant frame of the video. Having viewed a video, the screen will give you four options Replay, Download, Share and Print. There is also a Download option next to the Info tab, below the video, where registered users (only) have two possibilities: - 1. To download videos onto your computer, click on the download link and follow the instructions 2. To download the videos with the Rules, guidance and interpretation text, attachments, key words and key moments you will need to download your personal Dartfish Player. NB. This Player needs to be installed onto your computer to do this, click on the Dartfish Player download link and follow the instructions. Please also see the section below regarding the Player Under the Share tab you have the possibility to share the link of the specific clip with any of your contacts. Under the Embed tab you will find the html code to embed the video in your own web site. You can use Print option to print off the Rules descriptions, guidance and the key moments snap shots and comments.

6 Dartfish Player for your personal off-line Video Library One of the most powerful tools of the Dartfish platform is the possibility for users to create their own personal Video Library on their computer and to be able to use it off-line To do this it is necessary to download the Dartfish Player 1.1 free software from the free download link shown alongside the Dartfish logo at the bottom of the video clip. Click on the link and follow the instructions. The following screen should result: - Once installed on your computer you will have exactly the same platform as you have on when you are on-line on the Internet. You can use the software: - 1. On-line to watch and download the clips you are interested in (with the option to download multiple videos) 2. Off-line to browse and watch your own Video Library with exactly the same features as the web based Video Library This functionality will be particularly useful for Umpire Managers, Umpire Coaches and Umpiring Course Conductors who need to present clips where Internet access or an Internet connection is either difficult or unavailable. It is suggested that users should create their own Video Library, so that it is possible to keep it updated with the latest videos and is permanently available on your computer. 7 BDO WOMEN S WORLD CUP - The Umpire view interview with Marilize de Klerk, World Panel Umpire Marilize, can you give us your general impression on the tournament. To umpire in a tournament in Argentina is always something special, to do a World Cup is just the cherry on the top! I love the passion of the people and how they get involved in the game on and off the field. The wonderful thing is that they don t only support their team but they support hockey in general even the umpires! How was your human experience? What a privilege to be part of a family of umpires, every time we get together it feels like a family reunion. We share so many wonderful memories and almost feel part of each other s lives, We share in different cultures and believes, but we all have at least two things in common hockey and dare I say shopping. Any special thought after the milestone of 2oo international games? This is a difficult one every tournament have something special about it and always adds a special memory. My 1st big final was Champions Trophy in Brisbane the first few minutes I could not get any air into the whistle! The Olympic final in Athens will always be one of the most special memories ever and then add to that the final in Rosario! Marilize, you and Lisa Roach were appointed for the final game; how did you feel entering the pitch for such an important game? I don t think words can describe the feeling! A packed stadium people singing their anthem what an honour I could not stop the tears from running! I just loved the passion. Anything else? Umpiring has added so many good memory moments not only on the field but also having the opportunity to travel to different parts of the world to experience different cultures and meet new people to see the best hockey players displaying their skills and being part of the bigger hockey family. 8 BDO WOMEN S WORLD CUP - The Umpire Manager view by Jan Hadfield and Jane Nockolds - Umpire Manager at the WC Argentina, and Rosario in particular, proved to be the perfect setting in which to expose the world s hockey followers to a unique sporting environment. Unbelievable is a word used far too frequently to describe the most mundane of situations, but for those who had never experienced Argentina s love for our game then this was a truly unbelievable event! The passion showed by the supporters and the style in which the players of all teams responded helped create a tournament of exceptional hockey. No-one will ever forget the singing, the chanting, the dancing in the stands which became so typical of every game featuring the home team. An unforgettable experience for all of us! We were also exposed to climatic extremes which tested everyone s powers of endurance: freezing winds, torrential rain in the first week, followed by hot, burning sun. On days such as these the best place to be was certainly in the Video Umpires Room. Even this, though, was a test of physical & mental courage! Climbing up a 30 metre ramshackle, flimsy stairway to the stars (often in gale-force winds) was not everyone s favourite activity! For 50% of the umpires & 50% of the teams this was their first exposure to the Team Referral system which had been used at the Champions Trophy just a few weeks beforehand. It would be fair to say this is still in its early evolutionary stages changes were made after the Champions Trophy & will probably continue to be made on a regular basis but the positives far outweigh the negatives. Another first for the umpiring fraternity was the allocation of sports psychologists to our group! The Acumen group has been successfully working with Argentinian players and umpires for several years. We were extremely fortunate to have 2 of their senior staff with us throughout the World Cup - working with individuals and with the entire group in team situations. Their enthusiasm and professionalism was outstanding! Each of us will have different reasons for having the 2010 World Cup embedded into our memories but the abiding memory for all of us will be the sheer love and enthusiasm for hockey displayed by supporters who travelled the entire length of Argentina to display their banners and flags to create a truly unbelievable atmosphere. 9 BDO WOMEN S WORLD CUP - THE ACUMEN PROJECT by Jan Hadfield and Jane Nockolds - Umpire Manager at the WC Introduction Acumen Sport is a professional organisation who specialise in all aspects of mental training for performance sports people. They are based in Buenos Aires in Argentina and they work with a variety of sports and high profile athletes. They work with groups and with individuals. Some examples of sports who invest in the services of Acumen Sport are tennis, football, rugby, hockey and golf. Background Acumen has been involved with the mental preparation and training of some Argentinean hockey umpires for more than three years. Their programmes and services were discussed during the Beijing Olympic Games in 2008 where the mental training / preparation undertaken by the Argentinean umpires were considered in detail. It was clearly evident that the programmes were contributing to a significantly higher level of performance. In August 2010 the FIH Women s World Cup Umpires arrived in Rosario, Argentina and within 24 hours of their arrival the first encounter with the team from Acumen Sport was underway Rosario before the tournament One month prior to the tournament, the two FIH Umpires Managers were advised by FIH of the proposals to have two staff from Acumen working alongside the team of umpires throughout the tournament. Communication between the two UMs and the Acumen team was regular and supportive and essentially, respectful of the needs of the tournament, the UMs, the team of umpires and each of them as individuals. It quickly became apparent that a programme needed to be developed (a menu of opportunities) and it would be offered to the umpires following an introductory session. It was agreed that the two UMs would also attend the first session but that after that time they would not involve themselves in any hands-on way. This was initiated by the UMs and agreed in advance of arrival in Argentina. The reason for the decision was that each UM felt very strongly that the relationship between the Acumen staff and the umpires would be more robust and more free if the coaching staff (the UMs) were not involved (i.e. they were invisible). During the tournament The umpires and UMs had an introductory session with Acumen. It included a presentation outlining the options available and it was immediately evident that the menu of products could be tailored to individuals needs and could be flexible in content and delivered in a mix of environments ranging from the umpires changing room, to their room or to any one of a multitude of comfortable open or closed spaces around the hotel or the stadium. Almost without exception each umpire elected to participate in one or more areas. Some elected to identify specific areas where their private needs or issues could be addressed and others participated in small groups where the focus was applicable to all. Examples included over-coming conflict that potentially led to distraction, developing focus pre-match or handling team video referrals effectively. On the following page are three quotes from three different umpires, each of whom was invited to report their experience of Acumen and their feelings regarding the ongoing use of services such as these. Marelize de Klerk (World Panel Umpire) Acumen played a very important role in my preparation during the 2 weeks in Rosario. 1: They were an extension of the program that I followed with Dr Sherrylle Calder and it was interesting to see how they combined vision training and relaxation. 2: The vision training just strengthens all the techniques and added some interesting new ones I loved the challenge of moving to different levels, so the competition was against myself 3: Relaxation is the part that I really found extremely beneficial. I learned to bring myself down and re-focussed within seconds especially towards the end and during the final I felt that I was in control of myself 100%. I even use the technique at work! I feel they can play an essential role in the development of our umpiring team we need all the help we can get. Wendy Stewart (World Development Panel) It was a superb experience working with Acumen and I felt it definitely helped my umpiring performance at the World Cup. Sandra and Florencia provided a professional, proactive, supportive and trusting environment. Having worked with many elite athletes & clients they offered a fresh perspective and insight into the areas the umpires could improve.

10 I had a clear expectation on the goals I wanted to achieve and the individual exercises and reaction tasks they planned allowed me to challenge myself and ultimately trust my decision making. Overall it helped bring a sharpness to my game but reinforced my inner confidence and ability to remain relaxed, calm and focused. Acumen also clearly added motivation, encouragement and a greater sense of cohesive team spirit and fun within the umpiring group. Frances Block (now World Panel) The training Acumen provides is excellent and extremely beneficial to umpiring. However I am not sure it is as useful at a tournament as it could be leading up to a tournament. Eye sight training I think should be part of an umpire s preparation. If an individual programme could be created between Acumen and the umpire and this be completed and logged then I think this has the greater value. I m imagining an online programme designed for you which monitors your progress and keeps a log of your entries and scores which can then be demonstrated as part of a prep programme. Also telephone or link to Acumen for any advice, change of programme or technical problem etc. Other umpires I believe gained a benefit from the breathing tree and other calming methods before games, I feel that my pre match prep does not need this and so cannot comment. It is possible that by practising these techniques before a tournament there would be no need for Acumen to be present. The motivation and team work elements of their work were very interesting and enjoyable. They definitely helped to improve teamwork and friendships but also created eye and brain training exercises at the same time. At this particular tournament as there was very little to do around the tournament itself I feel this was a great help in keeping spirits and concentration levels up. Conclusion and Recommendation There is no doubt that the benefits of working with Acumen throughout the World Cup provided not only the umpiring team with a highly beneficial package that led to improved performances and a higher level of camaraderie among the team, but essentially it also provided the tournament; the players and the teams with a better outcome. The number of silly and unnecessary errors was considerably reduced, the management of the self and the trust in each other on and off the pitch was evident for all to see teamwork was arguably the best we have ever witnessed at this level of high pressure competition. The feedback is consistent this was a very definite high value experience. The suggestion from Frances Block re the feasibility of introducing an on-line tool is in our opinion highly commendable. It would involve an initial investment in budgetary and resource terms but in the long term it would produce a tool that would be sustainable at lower cost and potentially be able to be accessed by a wider audience of umpires; something that can only be commended. Lastly, we attach some photographs of the Acumen experience so as to provide a visual journey of the type of work they do.
