I would like to enhance this channel of communication with a new format for the Newsletter. FIH Umpires The FIH Open Places agreement with EHF continues, with these further Outdoor appointments having taken place or been made: - Wendy Stewart (CAN) as Neutral Umpire at the EuroHockey Indoor Nations Challenge ll in Rouen (FRA) in January 2010 FIH Umpire Managers Since the last Newsletter Sumesh Putra (CAN), Renate Peters (GER), Tom Goode (IRL), Xavi Adell (ESP), Nick Lockhart (ENG) and Amarjit Singh (MAS) have all successfully completed their traineeships and have been added to the full FIH Umpire Managers list. Traineeships for a number of the other FIH Umpire Managers list candidates will be scheduled as the opportunities present themselves Contact Details reminder In order to be able to communicate quickly and effectively with all our International Umpires and Umpire Managers, it is essential that we have your up to date contact details. 2 FIH RULE AND TOURNAMENT REGULATIONS VARIATIONS The following variations to the Rules of Hockey and Tournament Regulations will apply at the following Tournaments in 2010: Women s Champions Trophy Men s Champions Trophy Women s World Cup (1) Green Card Two Minute Suspension For any offence, the offending player may be warned (indicated by a green card). Where a green card is issued the offending player shall be temporarily suspended for two (2) minutes. During the period of temporary suspension of a player, the team shall play with one less player. The umpire shall immediately restart the game after the issue of the green card. The offending player must leave the field immediately. If the player interferes with play on the way to the technical table area the umpire will further penalise the player under the normal conduct of play provisions. The two minute temporary suspension shall commence when the player is seated at the technical table area. The timing of the suspension shall be controlled by the technical officials on duty at the technical table. (2) Breaking at Penalty Corner Until the ball has been played, no attacker other than the one taking the push or hit from the backline is permitted to enter the circle and no defender is permitted to cross the centre-line or back-line. For any offence of this rule by a defender, the offending player(s) shall be required to go beyond the centre-line and cannot be replaced by another defender. For an offence of this rule by an attacker who enters the circle before the ball is played, the offending player(s) shall be required to go beyond the centre line. The player who pushes or hits the ball from the back-line must not feint at playing the ball. For an offence of this rule the offending player shall be replaced by another attacker. (3) Tournament Regulation 13 Referrals by Teams In addition to provisions contained in Regulation 13 Video Umpire the following additional clauses shall apply: 13.7 In addition, and on a trial basis for this Tournament, each team shall be allowed one team referral during any match (i.e. including any extra time periods and penalty stroke competitions), subject to paragraph (vii) of this Regulation: - i. Team referrals will be restricted to decisions within the 23 metre areas relating to the award (or non-award) of goals, penalty strokes and penalty corners. (The award of personal penalty cards may not be the subject of a team referral.) ii. Any team player, on the pitch at the time of the incident, can request a team referral. iii. This player must indicate to the umpire that he wishes to use his team referral. He must do so immediately after the incident or decision which is to be referred by using the T signal as well as confirm this verbally to the umpire. iv. The player requesting the team referral must inform the umpire of the exact nature of the decision (or non-decision) that his team wishes to be reviewed. v. The umpire will then request Video Umpire assistance with the usual vi. signal, followed by a T signal to denote a team referral, and relay whatever information is necessary by radio to the Video Umpire. vii. The normal Video Umpire procedures will then be followed. viii. In the event that the referral is upheld the referring team will retain its right of referral. ix. A team referral that has been already been adjudicated upon may not be the subject of a subsequent referral by the opposing team

3 HERO HONDA WORLD CUP - The Umpire view interview with John Wright, World Panel Umpire John, can you give us your general impression on the tournament. The World Cup Tournament in India was unique in many ways, especially when one considers that the World Cup is the most important Tournament along with the Olympic Games. India was a good place to host an event of this nature especially considering the crowds that the Indian games attracted, however when India were not playing the support for the other teams was very disappointing, which is not good for an event of this stature. It was however good to take the World Cup to India, when one considers the huge following the game has in this country. A downside was the unbelievable security that was required for the event considering the instability of the country in recent times. While the security was reassuring, it also limited one in many ways. Another first for hockey is the length of the Tournament, and many of us found that it was a bit too long, which eventually starts to effect performances. Our individual disciplines were tested to the full as we had to take extra care in what we ate and drank. All in all the standard of hockey was good, and for the players to compete in such an amazing stadium must have been rewarding. From an umpiring perspective, the game continues to get faster, with ever improving skills and almost no downtime for the Umpires to gather their thoughts. With this obviously comes immense pressure of adding value to the game, and the overall package for the spectators and TV public. It was sad that the Umpires team, spectators and hockey people weren t really able to interact and socialise at the stadium similar to what is done at similar events in Europe and more particularly at the 2006 World Cup in Monchengladbach. This kind of interaction helps to make hockey the great game it is. As Umpires we spent much of our time in the confines of our hotel, which is sad when you consider how interesting and different India is. majority of guys having been around for some time already. So there are no issues with nationality or language, but rather a large group of guys getting along well, and at the same time practising our other job umpiring. With the spirit and camaraderie in the group being so strong it really helps us to perform, and deliver our best performances. We all support each other and don t want to see our colleagues falter. That s not in the interests of the group. The support offered by our support team is invaluable, with our preparations starting long before the Tournament. All this is absolutely necessary for any hockey event nowadays. As Umpires we can t just afford to arrive at an event and not present a credible performance. For this year s World Cup Clive Mc Murray and Don Prior introduced a blog which enabled Umpires to view various clips and make comments / suggestions on how to handle these situations. It was very interactive, and helpful to our preparation. Obviously the normal physical, visual and mental preparation took place as well. A healthy environment creates healthy performances, which in turn creates competition amongst the Umpires, which is good. John, you and Andy Mair were appointed for the final game; how did you feel entering the pitch for such an important game? As every match is important for us and the game as a whole, the final is really just another game. The only difference is that there is much more riding on the final, so with that comes more pressure, and a more intense experience. It s really an honour to be appointed to umpire a final, and to lead the teams out. Again I refer to our greater group of people and support staff (Umpires Managers, TD, Technical Officials, Video Analyst, Umpires) that aid and assist us to be mentally and physically prepared for whatever may happen in the game. In India it was just a pity that more spectators didn t attend the match, especially with the high quality of hockey on display. What do you think of the new Video Umpire system? I m totally in favour of the video referral system. Due to the nature of the game and the speeds at which the ball is propelled, the number of people that crowd various areas of the field, just makes our task that much more difficult, so the aid of the video referral system is a great help for us and the game. Obviously we are going to encounter new problems that arise but that s all part of a process to get things done correctly and neatly, and again ensure that the correct decision is made. That s important. I think it also assists in slowing the game down a bit. Nowadays everything is done to quicken the game up and very little to slow it down. The video system helps this. I personally, and I m sure many of the World Cup Umpires, have no problem in having a decision overturned, so long as the correct decision is made. The video referral system has added something new to the game and created some excitement for spectators, and marketing potential for other facets of the game. How was your human experience? The environment in which we operate at present is a favourable and enjoyable one, and I say that because we are all out to offer our best performances as a group. While our individual performances are important the success of the group (team of Umpires) is far more important. We all know each other really well with the

In the beginning of 2008 I said goodbye to active umpiring at my final Tournament in South Africa. Later in 2008 I took part in the Umpires Managers Seminar in Rotterdam. Last year I was a UM trainee with Ray O Connor and soon after that I had to do it on my own. In 2009 I did a number of Tournaments as a UM. As an active Umpire I never did so many Tournaments in such a short period of time. Hard work, but very nice to work with Umpires, even though I am now standing outside the pitch. In 2009 I was UM at the EHL in St. Germain and that was already a big experience. I do not think I have to explain how I reacted to the invitation from the FIH when I was appointed as an Assistant UM at the Hero Honda World Cup 2010 in India... Can you explain which kind of preparations you had to look after prior to the Tournament? Between being appointed and arriving in Delhi my box was filled with more than 500 s. s about preparations, visas, travel, security, appointments, etc. etc. Directly from the start it was clear that being an assistant does not mean that you are going there to learn just by walking around. The things to do were split at an early stage. Clive McMurray, Don Prior and Richard Wilson and me each had our parts to play. Without Richard Wilson I am sure people would have been waiting to this very moment for their Visa. All travel problems were solved by him and sometimes it looked as if s with problems were solved before they were received! Before the Tournament Umpires were able to look at more than 50 clips on various umpiring situations on the internet. The Umpires were asked to give comments and react to a lot of clips. Also the Coaches of the teams could watch these clips in their own secured part of the site. The clips for Umpires were a very important part of the preparations. Don Prior s work was huge and it really paid off! And during the Tournament? During our preparation camp Clive McMurray took us through the full programme based on the six inches. Just to clarify :) six inches were 6 parts which were important for our preparation and performance during the WC. Also during the Tournament we all had our own part to play. From day one, games were appointed with a dedicated UM. All games had a pre-game talk in the morning with the Umpires, the reserve Umpire, the Video Umpire and the UM for that game. A very professional way to approach the games and in my opinion it was very successful. Any funny event? I cannot write this story without mentioning Delhi belly. Although it struck me very hard and closed my eyes for a minute, I was lucky that it only cost me one day. The hotel and the food were superb but the different environment made it very difficult to avoid any stomach problems. Dutch doc Peter had to work very hard to keep all of the Officials (and also the players) up and running. It is difficult to manage people coming from different countries and cultures? The Umpires come from all over the world. Each person with his own personality, each person with his own background, each person aiming for his own top-level performance. 16 Umpires to appoint, three games a day. In two days only 12 Umpires can be appointed. Everybody took this in a very professional way. The support in the team was excellent. Everybody supported each other and helped whenever possible. Finally? Looking back I can say that this was not a holiday, but very hard work. But it was not meant to be a holiday, so that s fine! Before going to Delhi I did not expect to learn so much at a Tournament. A lot of support from Clive, Don, Richard, Ken, Björn and all others who helped me on my first toplevel UM job. In my opinion it is crucial to appoint UMs for top level Tournaments first as an Assistant to see how things are working. 5 HERO HONDA WORLD CUP Report on the Umpire Manager seminar - Delhi 7/9 March by Ray O Connor - FIH Course Conductor An FIH Umpire Managers Seminar was held from 7-9 March 2010 in conjunction with the Men s World Cup in order to give the participants the possibility to practically assess some of the World s top Umpires during the most important event in the FIH s Tournament calendar. The panel was highly qualified, with participants coming from all over the world to take part in the first ever Senior Umpire Manager Seminar of its kind. The participants were: - Ray O Connor (IRL), Ermanno Silvano (ITA) and Horacio Servetto (ARG) were the Seminar Conductors. We had the chance to have many guest speakers such as Ken Read (TD at the World Cup), Clive McMurray and Don Prior (UMs at the WC). A specific session on the use of Video Coaching Technology and its possible development was dealt with by the Umpiring Committee Chair. The objectives of the Seminar were to try and achieve consistency between UMs around the world. We also need to see where the next generation of top UMs may be coming from. The main subjects discussed were: - Video Umpire Marking Systems (and feedback on the proposed new system) Pre-Tournament Briefing Men s and Women s joint Tournaments (and how can we learn from each other) Workshops How to debrief an Umpire What is needed to coach the next level of UMs What is need to promote Women UMs Game watching Men ADELL Xavier (ESP) BUTT Rashad (PAK) FAIZ Muhammad (PAK) GORISSEN Jos (NED) GRIBBLE Craig (NZL) KELLEHER Tony (ENG) PUTRA Sumesh (CAN) QURESHI Shakeel (IND) SALADINO Edmundo (ARG) ST. ROSE Roger (TRI) WALIA Kukoo (IND) YAKUB Shiraz (KEN) Women BRADA Yolande (NED) GARNETT Sarah (NZL) HADFIELD Jan (AUS) KAMISUKI Masako (JPN) LEE Mi Ok (KOR) McCLINTOCK Janice (CAN) NOCKOLDS Jane (ENG) WOOLLEY Minka (AUS) We had the pleasure of meeting some of the Umpires from the WC and a chance to discuss some of the difficulties they face when they are in countries where the food/water may be different than they are used to. We had a briefing from the 2 UMs at the World Cup, which gave the participants a great insight into the different groups that they have to deal with at a World event. The overall feedback from the participants was that it is a very steep learning curve in trying to bridge the gap between being a UM at Continental and World events; something that needs to be addressed as quickly as possible. The Seminar was well organised and very much enjoyed by all. India was a great host and a big thank you goes to Shakeel Qureshi for his excellent organisation as well as to Hockey India for the logistical support they provided.
