9 2015/16 programme status - financials Forecast Expenditure of Budget Commentary Operating Expenditure 100% 116% Operating expenditure of just over $1M was 116% of the forecast budget. The primary reason for this overspend was the introduction of the Hill Country Erosion Fund (HCEF) programme, which has not yet been incorporated into the LTP or Annual Plans and was therefore unbudgeted. There was $238k spent on HCEF programme, with $59k of this off-set by income from Ministry for Primary Industries. In addition, there was a deliberate overspend of $40k in River Management for make up for the underspend last year due to redirection of resources into another zone. Revenue 100% 107% There was revenue additional to what was forecast, from the Ministry for Primary Industries for the Hill Country Erosion Fund (HCEF) programme, which has not yet been incorporated into the LTP or Annual Plans and was therefore unbudgeted. Expected revenue from DoC (Biodiversity Condition Fund, approved Nov. 2013) did not eventuate, and the contract is still being pursued.
