1 NORTHBRIDGE OVAL WINTER SEASON 2013 MANAGEMENT PLAN Background This Management Plan has been prepared to satisfy Council s requirement for a Plan to manage use for the 2013 Winter Sports Season. It is specifically written to address use by the Northern Suburbs Football Association (NSFA) (formerly Ku-ring-gai District Soccer Association (KDSA) and the Northbridge Football Club (NFC All use of the field is governed by Conditions of Hire. Where this Plan is in conflict with the Conditions of Hire, this Management Plan will prevail. 1. Hours of Use and Allocation 1. After School Use is limited to training use only (except Fridays). i) The NSFA can host two games every second Friday evening for games in the NSFA competition. At least one Willoughby based team must participate in each game. ii) Training allocation to Northbridge Football Club provides for no more than 90 minutes of allocation to any one team each week. Reason to ensue equity of access to teams across the Club. Officers monitor progress towards this target and report as appropriate. iii) A minimum of 75% of all Northbridge teams must have the option to use the Oval if they so desire. Officers monitor progress towards this target and report as appropriate. iv) NFC are required to outline teams, competition entered and times of allocation to ensure the above is met. This is to be provided prior to the first weekend of the winter season. 2. Saturday Use is for teams participating in the NSFA competition. At least one team in any game must be a Willoughby based team. If during the Winter season allocation, the field is not required for NSFA competition, Northbridge Football Club may utilise the ground for State League. Saturday play may be allowed to 7.00 pm for 50% of the Winter season. 3. The field is not booked for formal sports use on any of the following public holidays: New Years Day Australia Day Good Friday Easter Sunday Easter Monday Anzac Day Queens Birthday Holiday Labour Day Christmas Day Boxing Day
2 4. Sunday Use On Sundays, the field will generally be available for State League use by the Northbridge Football Club. On one Sunday of any month, the field will be rested from use and not booked for other formal sporting activity. Other venues (including outside of the Willoughby LGA) are to be sought to transfer some use. If this occurs, then Sunday use should be provided to NSFA for the local women s competition. The dates that the field will be rested are to be notified to adjoining residents prior to the commencement of each Winter season. On Sunday, the field can be used from 9 am; no training or games can be played before 9.00 am. The last game will commence no later than 3.00 pm. 2. Compliance with Traffic & Car Parking Restrictions NSFA and NFC acknowledge that on-street parking restrictions are being introduced to both sides of Sailors Bay Road in the vicinity of the Oval and into Narooma Road. Additionally visitor parking permits will be trialled in The users will seek opportunities to reinforce to all clubs and members the need to respect the restrictions, and ensure that driveways at all times remain clear of parked vehicles, including regular visitation by the relevant Community Liaison Contact. Council Rangers will be provided with details of times of utilisation of the Oval and will be encouraged to patrol the areas. Rangers will meet with residents and a single representative of NFC pre-season to detail the approach to be taken with parking infringements. 3. Minimisation of car generation, including car pooling and other forms of Active Transport NSFA and NFC will undertake to inform and encourage all clubs and members to consider alternative transport options and to car pool wherever possible. This will be achieved via broadly distributed and information on the respective websites of NSFA and NFC. Both users will be supplied information from Council s Sustainable Transport Projects Officer that can be included in their promotion of car pooling. NSFA will encourage all thirty five (35) Member Clubs to detail parking restrictions for Northbridge Oval on each Member Club website. NFC will further undertake the following: Northbridge Football Club will reinforce to its members via and on its website that walking, riding a bicycle or catching public transport are preferred transport methods when attending games. In the event that a car must be used that car-pooling is a club policy where practical. Northbridge Football Club will before each State League game day:-
3 Instruct Northbridge Football Club families to consider walking, using a push bike or catching public transport. Instruct Northbridge Football Club families to carpool if they must use a car Instruct Northbridge Football Club families to park at the Golf Club carpark in the first instance. Instruct Northbridge Football Club families to obey traffic signs. Contact the Away Team during the week before a game asking them to consider carpooling and asking them to obey the street signs. Advise the Away team the Oval carpark is reserved for their teams in the first instance. 4. Access of the Public to the Oval during periods of sporting use Northbridge Oval is Crown Land and the principles of Crown Land Management promote access for the community. In practical terms the hire of the Oval for Competition Matches is with a minimum curtilage around the marked playing surface of four (4) metres, and is reasonably required to ensure the safety of participants, officials and the community. The areas outside of this curtilage and general access to areas surrounding the playing surface should not be prevented nor actively discouraged. It is the responsibility of the users to ensure that the playing area is protected and that general community access is encouraged and not alienated. Site signage will be provided by Council to indicate that the general public can access the outer field and futsal court at any time.. Complaints regarding access should be directed to the Club community liaison contact in the first instance. If resolution cannot be found, the matter should then be referred to Council. Out of hours contact should in the first instance be made with Council s Rangers, during business hours, ongoing issues regarding access should be directed to Council s Sportsfield Co-ordinator. 5. Community Liaison Contact During all periods of competitive play, the hirer shall ensure that a Community Liaison Representative is present at the site at all times. A mobile phone number for the Community Liaison Contact shall at all times be available on the NSFA, NFC and Council website (attached to this Plan) and prominently displayed at the Oval. The Community Liaison Contact will during periods of competitive play and training: Be available and visible in a fluoro vest to local residents and users to discuss concerns. Regularly visit the Oval carpark and surrounding streets to encourage compliance with parking restrictions. Identify if cars have parked illegally and attempt to locate vehicle owners to move vehicles so parked if the driver is associated with the use of the Oval. Act as a conduit to Council Rangers as appropriate.
4 Communicate and attempt to resolve matters with local residents in an amicable basis. Encourage users to consider local residents after games and when leaving the Oval. Provide a means to dispense information to visitors to the Oval. The local community will be advised by letter box drop of details of the community contact. 6. Noise Whilst it is acknowledged that many recreational activities do result in noise, the users undertake to: 1. Manage the noise level at all times and in particular encourage users to promptly leave the site within thirty (30) minutes after the conclusion of training and competition. 2. Actively discourage the introduction of alcohol to the site and actively discourage alcohol consumption, particularly post game. 3. Reinforce to visiting teams the need to be considerate of neighbours. 4. Note the future potential of sanctions if users, visitor and players do not make reasonable attempts to manage noise for local residents. Council during the 2013 season will undertake to monitor and review the levels of noise arising from use of the field and consider management measures, if appropriate. 7. Player and Spectator Code of Conduct NFC and NSFA will attach their respective Player Codes of Conduct. These are to be available for viewing at the ground and on both websites. The Community Liaison Contact will be able to inform potential complainants of how to make a formal complaint under the respective code. It is noted that for the purposes of this Management Plan, players, officers, visitors and spectators are required to behave in accordance with the Code of Conduct in dealings with local residents and other users of the Reserve. Similar levels of behaviour are requested of the local community and casual users of the Oval to formal sporting groups. 8. Litter / Rubbish NFC and NSFA will ensure that the site is left clean of all litter after completion of their hiring period/s. Spot checks of the site will be carried out by Council staff after hiring periods. 9. Review of this Plan Following the first month of each Winter season, NSFA, NFC and local residents should consider jointly the Management Plan and make recommendations to Council on any changes. The Director Infrastructure Services, following consideration of submissions may determine to authorise or make changes to the Plan. A formal review of the effectiveness of the Plan will be undertaken prior to reporting to Council in November/ December of each year.
5 The Plan will continue to be reviewed on an annual basis. 10. Sanctions Should the conditions of the Plan be breached, the party deemed responsible for the breach will be required to submit a response on how they will ensure that the breach will not continue. For breaches of allocation, the Director Infrastructure Services having given consideration may reduce or cancel a subsequent booking or period of allocation in addition to invoicing the user for the period of unauthorised use. If the response des not meet the expectations of the Plan or the breach is repeatedly made, the Director Infrastructure Services or nominee will report the matter to Council with recommendation, as to appropriate sanctions. Council is the determining authority for sanctions. 11.
