2 Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (IG-SSF): - A CSO co-ordination group was set up (WFFP, WFF, ICSF, IPC) to engage with the IG-SSF process - With the objective to contribute to the Guidelines, to reflect aspirations and rights of small-scale fishing communities across the world

3 Civil society process Fishworker and support organizations (CSOs) advocating for more support to small-scale fisheries, given its important contribution to food security, poverty alleviation and its relative sustainability From the Small Scale Fisheries Conference 2008 in Bangkok (Bangkok Statement)

4 Recognize the important role of small- scale fisheries: - Marginalized with limited access to resource - Excluded from policy and decisionmaking process - Poverty and high levels of vulnerability

5 Civil society process Asia workshops held in India, Sri Lanka, Pakistan, Philippines, Thailand, Myanmar, Vietnam, Bangladesh, Indonesia and Malaysia (10 countries) Africa, in South Africa, Uganda, Tanzania, Kenya and two for countries West Africa (one workshop focused on women). Latin America in Brazil, Costa Rica, Nicaragua, Honduras, Panama and El Salvador (6 countries)

6 FULL PARTICIPATION OF FISHERS AND CIVIL SOCIETY ORGANISATIONS WAS OF FUNDAMENTAL IMPORTANCE TO THE SUCCESSFUL PROCESS OF CONSTRUCTING THE GUIDELINES WHICH WERE ADOPTED AT THE 31th SESSION OF COFI / FAO IN 2014.

10 UNITED NATIONS ENVIRONMENT PROGRAM UNEP 2008-SUSTAINABLE PRODUCTION AND CONSUMPTION PROGRAM CIVIL SOCIETY EFFORTS LED UNEP TO SELECT BRAZIL FOR SUPPLY CHAIN PROJECT TO RECOVER THE LOBSTER FISHERY 2012 PRE-ASSESSMENT BY MSC PRINCIPLES AND CRITERIA: SCORE BELOW 60 TARGET POINTS REQUIRED FOR CERTIFICATION LED INTO FIP FISHERIES IMPROVEMENT PEOGRAM OF BRAZILIAN LOBSTER FISHERY

12 POSITIVE POINTS SINCE Data collection by exporters for coort analisis - Efforts to promote landing of live lobster to reduce use of gillnets - not very successful - Bureau Veritas label initiative for small scale fishers (Association of Responsible Fishery of Ceará) pilot project poor catches - Stock assessment 2015 pointing to vulnerability in case of excessive effort and climate event

13 NEGATIVE ASPECTS % of lobsters caught with illegal fishing gear - export berried females (which US law prohibits) - no control of origin nor traceability - artisanal fishers suffer from IUU fishing - no enforcement of illegal fishing - no fisher participation in FIP negotiations with US importers - no commitment of government support

14 OCTOBER 30, 2012 FISHERS ASK GOVERNMENT TO CLOSE LOBSTER FISHERY FOR TWO YEARS GOVERNMENT IGNORED THE FISHERS REQUEST

15 CO-MANAGEMENT OF LOBSTER FISHERY: - first session in June 2015 takes notice of stock evaluation which points to dangerous level - but no immediate measures to control catches were taken export quota only in 2016!!!! - no guarantee for enforcement - no guarantee of investment for science and data collection - no government support for FIP and certification - NO STUDIES ON CLIMATE CHANGE

16 LAST MINUTE WARNING FOR CLIMATE CHANGE IMPACT ON LOBSTER FISHERY: - Precipitous catch decline % - 4 year drought and El Niño effect Vulnerable stock assessment, risk of recruitment failure - Artisanal fishers note migration from on shore to off shore - No stock rebuilding and reproduction protection - Continued highly productive IUU fishing - Need to protect off shore component of stocks No studies on climate change, poor stock data, no plan adapt to menaces which are a REALITY - Moratorium, quotas, enforcement of closed season
