3 REPORT FROM THE CHAIR A tumultuous AGM in 2013 showed the Golf Tasmania Board that a significant number of members were unhappy with the performance of Golf Tasmania. This dissatisfaction was a result of not understanding the role of Golf Tasmania, or where fees were spent, or Golf Tasmania not communicating with its membership in an accessible contemporary way. Selection criteria were not transparent and individuals do not understand the roles and responsibilities of regions. Club viability is reducing even though more people are golfing, competition is less important to the majority than locality and the social experience, and very few in the golf club hierarchy are adapting to modern needs as opposed to how things have always been in their club. All in all, our wonderful game with its beautiful courses and scenery, large numbers of players and dedicated employees and volunteers, needs a hand to move with the times and embrace the requirements of current and future generations. The AGM of 2013 has resulted in many hours spent by the Board and the General Manager taking the first steps to a comprehensive Strategic Plan which will take us through to BOARD AND STAFF I would like to thank our staff, General Manager, Craig French, Operations Manager Stuart Eaton and Administration Officer Joan Cash. Congratulations go to Stuart for the organization of tournaments during the year, and the praise Golf Tasmania has received, particularly from mainland attendees, for how seamlessly they were run. Thank you Craig for your dedication, working through the preliminary steps toward a Strategic Plan in a professional and insightful manner to get the best result for golf in Tasmania over the long term, and this is only one of your ongoing responsibilities. Thank you to Chris Bell and the Championship Committee, to Paul Beard for his work with High Performance golf, and to Alex Head for his work with the Regional Coaches. Helen Langenberg, Georgette Chilcott and Andrew Hill have all contributed to the board s performance and the building of a pathway toward a future strategic direction since the last AGM, I have appreciated their efforts. COMMITTEES AND VOLUNTEERS It is my view that the relationship between Golf Tasmania and the regional associations needs to be formalized, and responsibilities recognized. These associations and their groups of volunteers have the means to assist golf throughout our State, whether it be working with juniors, running tournaments, rating courses providing rules seminars etc but importantly allowing Golf Tasmania to get on with the job of increasing participation and assisting clubs with their viability. Many thanks to the associations and their volunteers for the efforts they have made this year.

5 TREASURER S REPORT The enclosed Financial Report provides full financial disclosure of the year ended 31 December, Golf Tasmania has returned an accrual based profit of $11,114 for its 2013 financial year returning to a more normal outcome following two years or extraordinary returns. In addition to a full year of staff salaries, the 2013 financial result includes non-on going/non typical expenditure, including within offices services the fees paid to Lander and Rodgers for the consultancy work they undertook in 2013 for the Golf Tasmania Review. The accounts also include a doubtful debt of $12,000 being a percentage of outstanding capitations as at 31 December On a comparative basis the 2012 result included the General Manager position being vacant for more than half of the year following the resignation of the previous General Manager in 2011 until late August $ 2012 $ Overall Income 625, ,081 Overall Expenditure (614,559) (556,337) Net Profit 11, ,744 Looking forward to 2013, the Board have committed to developing a new strategic plan which will provide a basis for the future financial decisions, resource allocation and structure. The Board and management will continue to review the operations to ensure both a quality and efficient service is being delivered and will continue to seek to diversify our income and investment into the sport. Golf Tasmania will also continue to work with Golf Australia on a number of projects targeting participation, promotion and club development and support, alignment of Golf Tasmania and the national body will ensure that the Golf Tasmania investment will produce the highest quality products with the greatest return for our members, and through the strategic plan work with clubs and associations to better align to achieve an overall efficient investment of funds for the future of the sport. 7 OPERATIONS REPORT 2013 has been another busy and successful year for Golf Tasmania, but also a year that held many challenges. EVENTS Golf Tasmania had another successful year conducting the State s major events for both the elite and grass roots golfers. Please see the details contained within the later stages of this annual report for further information. JUNIOR DEVELOPMENT MYGolf At the conclusion of 2013 there were 26 registered MYGolf centres within Tasmania with 105 children enrolled as MYGolfers. An increasing number of schools were committed to running a 5 week program each year for three years and as schools registers they received a MYGolf kit. MYGolf for Schools has continued with the part-time employment of Target Golf s Peter Webster operating in the North and North West of the State, and a number of providers in the South. This commitment to MYGolf for Schools continued until the end of 2013, visiting in excess of 63 primary and secondary educational institutions. Golf Australia is currently conducting a review of MYGolf and the PGA product/brand Pump Golf anticipating that the two products will become a single brand/product. Come and Try Days Come and Try Days were conducted at various host clubs during This initiative is a successful way of introducing juniors and adults to the game of golf. Golf Tasmania is committed to conducting these days in years to come. USGA COURSE RATING In 2009 Golf Australia adopted the USGA Course Rating System which is considered world s best practice and now applies in USA, Europe, Ireland, Scotland, Wales and much of Asia. The system fundamentally establishes a scratch (or course) and bogey rating and sees the actual measured length of a course being replaced by effective playing length which assists in reflecting what a golfer encounters during a round. The rating of all Golf Tasmania s member courses under the USGA System was completed in However Kaye Hartam revisited member clubs during 2013 to assess adjustments (additional courses and amendments to established courses). A big thank you to Kaye and her rating teams for their efforts over the past twelve months. Golf Tasmania is indebted to these volunteers for undertaking such an enormous task. Golf Tasmania is committed to re-rating courses over the next four years as per the requirements of the USGA Course Rating System. Therefore Golf Tasmania, in conjunction with rating teams, will be contacting member clubs in the coming months with the aim of conducting further assessments.

8 RULES ACCREDITATION A component of the National Rules Accreditation & Education Programs, the Club Level Rules Accreditation course assists those looking to develop their knowledge and/or delivery of the Rules of Golf. The course provides an education of the key Rules of Golf for club golfers and provides an education as to how to navigate around the Rule book, and how to locate the appropriate Rule/s to cater for a situation. The course also facilitates a greater intra-club spread of Rules knowledge, assist with intra-club administration of club events and provides for uniformity of the development of skills and application of skills. Golf Tasmania continued to deliver the Golf Australia Club Level Rules Accreditation Course across the State. Rules workshops were conducted in Southern, Northern and North Western Tasmania during the later part of Thank you to the Area Associations which assisted with the conducting of these workshops on behalf of Golf Tasmania during COMMUNITY GOLF COACH ONE ACCREDITATION A course designed to accredit participants under the National Coaching Accreditation Scheme as Community Golf Coach One. Accreditation enables junior co-ordinators and beginner coaches to coach beginner golfers of any age. The role of a Community Coach is also to co-ordinate camps and clinics, and to link with organisations (both regional and State). This course offers sessions on teaching fundamentals, group management, sourcing resources and contacts, and practical assessments and feedback. The coach may also be remunerated to a maximum of $15k + GST per annum without jeopardising amateur status. With the assistance of Golf Australia and the PGA, Golf Tasmania successfully conducted the Community Golf Coach One Accreditation program in the North West through Nathan Stubbs at Devonport Golf Club. This year s courses saw a significant number of people successfully achieve accreditation. 9 MAJOR EVENTS TASMANIAN OPEN The 2013 Country Club Tasmania Open Championship was hosted by Country Club Tasmania, Launceston from February It is still very pleasing to hear that interstate players rank it as one of the best run tournaments for amateur golfers in the country. This year's entries totalled 84 competitors. The event attracted 3 internationals, 39 mainlanders and 42 local competitors. New South Welshman Jordan Zunic won the championship by two strokes from Daniel Hoeve from Western Australia. Zunic finished the event with scores of 70, 69, 67 and 65, a 72-hole thirteen-under-par total of 271. France s Teremoana Beaucousin and Christopher Brown from South Australia placed third on eight-under par. New South Wales won the Invitational Teams event played in conjunction with the open with a score of 560. Ricky Kato and Jordan Zunic represented New South Wales. We are indebted to Country Club Tasmania for their support of this event. ELVIE WHITESIDES 72-HOLE STROKE PLAY CHAMPIONSHIP The 2013 Elvie Whitesides 72-Hole Stroke Play Championship was hosted by Country Club Tasmania, Launceston from February Twenty four competitors, including 15 mainlanders entered the women s national ranking event. The event was won by Tatiana Wijaya of Western Australia with scores of 78, 74, 72 and 75, a total of 299. Wijaya finished fifteen-over the card and three shots clear of Queensland s Ali Orchard on 302. Third place went to Western Australia s Hayley Bettencourt on 308 with Victoria s Sue Wooster in fourth place on 314.

10 TASMANIAN MEN'S AMATEUR The 2013 Men s Amateur Championship of Tasmania was held at Ulverstone Golf Club from Thursday 21 Sunday 24 November. Forty two entries were received for the men s championship and this represented the cream of State golf as well as eighteen mainland competitors and one from Singapore. Sam Rawlings from the Riverside Golf Club defeated James Bannan of Victoria on the first hole of sudden-death play-off with a birdie to emerge as medallist. Both Rawlings and Bannan recorded one-under-par rounds of 71 to tie for first place. Spectators were treated to a spectacular 36-hole championship final between Mark Schulze of the Tasmania Golf Club and Queensland s Alexander McCoy from the Royal Queensland Golf Club. At the end of the day there can only be one champion and the 2013 title went to Schulze who won 4&3. The handicap championship saw Burnie Golf Club s Aaron Dobson and Ranald Allan of Tasmania Golf Club battle it out for the title. At the conclusion of the 18-hole final, Dobson claimed victory over Berne 2&1. TASMANIAN WOMEN'S AMATEUR Like that of the men s championship, the 2013 Women s Amateur Championship of Tasmania was held at the Ulverstone Golf Club from Thursday 21 Sunday 24 November. Eleven entries were received for the championship. Victoria s Grace Lennon defeated Hayley Bettencourt of Western Australia and Ulverstone s Sarah Johnstone on the second hole of a sudden-death play-off with a birdie to win the 2013 Medal. Lennon, Bettencourt and Johnstone each carded two-over-par rounds of 75 to tie for first place. Spectators were treated to a high level 36-hole championship final between Haley Bettencourt of Mandurah Golf Club and Grce Lennon of Kingston Heath Golf Club. The 2013 title went to Lennon who won 4&3. The handicap championship saw Riverside Golf Club s Amanda Smith and Maree Fish of Mowbray Golf Club battle it out for the title. Smith won the title one up.

11 TASMANIAN MEN'S SENIOR AMATEUR Mowbray Golf Club conducted this prestigious senior event from Wednesday 13 - Friday 15 February under the auspices of Golf Tasmania. Mona Vale Golf Club s Stefan Albinski won his third championships with rounds of 73, 73 and 75, an eight-over-par total of 221. Fellow New South Wales pair of David Limbach and Vincent Clark placed equal second on 229, sixteen-over-par. TASMANIAN WOMEN'S SENIOR, B & C GRADE AMATEUR The 2013 Tasmanian Women s Senior Amateur was conducted at the Royal Hobart Golf Club on Sunday 17 and Monday 18 November in conjunction with the Judy Elphinstone 54-Hole Tournament. The senior title was won by Tasmania Golf Club s Margaret Leary with rounds of 85, from local member Wendy Bond in second on 173 and Kingston Beach s Suzanne Clark and Royal Hobart s Anne Medlycott on 175. The B grade title was won by Claremont Golf Club s Sharon James-Wood with rounds of 102 and from local member Yoshiko Chijiwa on 197. Tasmania Golf Club s Gill Foster with rounds of 115, won the C grade title from Royal Hobart Golf Club s Marg Watling with scores of 117, JUDY ELPHINSTONE 54-HOLE TOURNAMENT The 2013 championship was conducted at Royal Hobart Golf Club on Sunday 17 and Monday 18 November. Launceston Golf Club s Tammy Hall won the title with scores of 80, 37, 77 and 38, a total of 232. Tasmania Golf Club s Georgia Milbourne claimed second place with a total of 247. TASMANIAN MEN S B GRADE AMATEUR This championship was conducted over 36-holes by the Oatlands Golf Club on Saturday 23 and Sunday 24 November under the auspices of Golf Tasmania and attracted a field of 37 competitors. The event was won by Royal Hobart Golf Club s Bruce Hannan with rounds of 81, from Tasmania Golf Club s Philip Fuglsang with 80, TASMANIAN MEN S C GRADE AMATEUR Conducted over 36-holes by the Scottsdale Golf Club on Saturday 23 and Sunday 24 November under the auspices of Golf Tasmania and attracted a field of 38 competitors. The event was won by Scottsdale Golf Club s Ron Averay with rounds of 89, from Tasman Golf Club s Jonathan Ricketts with 94,

12 TASMANIAN JUNIOR MASTERS This year's event was held at the Tasmania Golf Club on Monday 24 and Tuesday 25 January. There were 52 boys and 10 girls entered which included four from Queensland, thirteen from Victoria, eight from South Australia and four from Western Australia. The boys championship was won by Ben Elliott of Smithon who defeated Victorians Brett Coletta and David Micheluzzi in a three-way hole-by-hole sudden-death play-off on the first hole with a par. The trio finished the 72-hole championship on six-over-par with Elliott carding 71, 75, 70 and 78. The girls championship was won by Georgia Macklan from Jubilee Golf Club in Victoria with rounds of 80, 77, 86 and 79, a twenty six-over-par total of 322. The men s under 24 title was won by Launceston Golf Club member Mitch Van Noord with rounds of 76, 78, 74 and 79, a nineteen-over-par total of 307. The North won the Angus Johnston Shield for juniors and were represented by Kade Philpott, Isaac Pinnington, Zachary Swan and Dougie Warren. BRONZE STABLEFORD The Bronze Stableford was conducted at the Ulverstone Golf Club on Monday 11 November. Moorina Golf Club won the event with a combined score of 66 stableford points. Moorina was represented by Tania Thompson and Colleen Krushka. CLAREMONT SHIELD The Claremont Shield was played at the Devonport Golf Club on Saturday 2 and Sunday 3 March. Fourteen clubs and three Associations participated in this year's event. and Tasmania Golf Clubs on 499. The Mowbray Golf Club team of John Cassidy, Curt Mathews, James Pyke, Shayne Walker and won the event with 496, from Launceston The Eric Bourke Memorial Trophy (handicap event) was won by Burnie Golf Club with a score of 488½, from Riverside on 494.

13 BARCLAY SHIELD The Barclay Shield was played at the Devonport Golf Club on Monday 23 September. Launceston Golf Club won the prestigious shield with an aggregate team total of 159½. Launceston was represented by Gail Buckby, Jo Perry, Jenni Jago and Virginia Davies. THYNE TROPHY The Thyne Trophy was played at the Greens Beach Golf Club on Saturday 20 and Sunday 21 April. The four teams this year represented Golf North West, Golf Tasmania North, Southern Country and the Southern Metropolitan Golf Associations. Golf Tasmania North were declared the champions at the conclusion of the event with 2½ contest points and 16½ match points. Southern Metropolitan placed second on 2½ contest points and 13 match points followed by Golf North West in third and Southern Country in fourth. WOMEN'S NORTH VS SOUTH PLATE The Women s North vs South Plate was played at the Exeter Golf Club on Saturday 20 and Sunday 21 April. The North defeated the South ten and a half matches to four and a half with three foursomes wins on Saturday and seven and a half singles wins on Sunday. STATE JUNIOR PENNANT MEN S STATE PENNANT The 2013 Men s State Pennant Finals were conducted on Sunday 7 July for divisions one, two and three. Golf Tasmania thanks Kingston Beach Golf Club for hosting this prestigious event. Division One Tasmania defeated Devonport 5½-1½ The 2013 State Junior Pennant Final was played at Mowbray Golf Club on Sunday 24 March. Tasmania defeated Prospect Vale three matches to two in an outstanding and hard-fought contest.

14 MEN S STATE PENNANT (CONT.) Division Two Claremont defeated Devonport 6½-½ Division Three Tasmania defeated Laucneston 4½-2½ WOMEN S STATE PENNANT The 2013 Women s State Pennant Finals were conducted at the Ulverstone Golf Club on Sunday 2 and Monday 3 June, for all divisions. Division One Mowbray defeated Tasmania 3-2 Division Two Wynyard defeated Riverside 3-2 Division Three Greens Beach defeated Devonport 5-0 Division Four Riverside defeated North West Bay 4-1. TASMANIA TEAM CHAMPIONSHIP FOR SCHOOLS This tournament was played at the Mowbray Golf Club on Friday 8 November. Four teams representing Four schools competed in the event. Scotch Oakburn College team of Thomas Rehrmann, Joel Harwood and Alexander House won the tournament with a team stableford total of 66.
