Proposals must meet the minimum expectations outlined in this bid package. Bids will be publicly received and registered on Tuesday, June 6, 2017 at 9:30 AM at City Hall, 433 South First Street, Montrose, Colorado Late bids will not be accepted and it is the responsibility of the bidders to ensure that bids (including signed addenda) arrive in the city's purchasing office by the date and time listed above. Montrose City Hall is staffed Monday Thursday, 7:00 a.m.-6:00 p.m. Complete bid packets can be downloaded from the City web page at under Department Services, Purchasing, and Open Bids. Addenda will be posted to the website and it is the bidder's responsibility to download addenda. The City reserves the right to accept or reject any or all bids, to waive irregularities and/or informalities and to disregard all non-conforming, non-responsive, unbalanced or conditional bids. 2 Page 2 GENERAL TERMS AND CONDITIONS These General Terms and Conditions apply to all Offers made to the City of Montrose (hereafter "City") by all prospective vendors (herein after referred to as "Bidder") regarding City Solicitations including, but not limited to, Invitations to Bid, Requests For Proposals, Requests for Quotes, and Requests For Qualifications (hereafter "Solicitation" or Bid Solicitation). A. CONTENTS OF BID 1. Bidders shall thoroughly read the project requirements and specifications, and shall examine any drawings, which may be incorporated into the Bid documents. As Bid documents frequently change for each Solicitation, veteran Bidders shall not assume that this Solicitation contains the same terms and conditions that were supplied in prior Solicitations. The City is not obligated to identify either minimal or substantial modifications to Bid documents. 2. Bidders shall make all investigations necessary to thoroughly inform themselves regarding the plant and facilities affected by the delivery of services, materials and equipment as required by the Bid conditions. No plea of ignorance by the Bidder of conditions that exist, or may hereafter exist as a result of failure to fulfill the requirements of the contract documents, will be accepted as the basis for varying the requirements of the City or the compensation to the Bidder. 3. Bidders are advised that all City contracts are subject to all legal requirements contained in City Ordinances and State and Federal Statutes governing purchasing activities. 4. Bidders are required to state the exact intentions of their offer to the City via this Solicitation and must indicate any variances to the terms, conditions, and specifications of this Solicitation, no matter how slight. If variations are not stated in the Bidder's Offer, it shall be construed that the Bidder's Offer fully complies with all conditions identified in this Solicitation. B. CLARIFICATION AND MODIFICATION OF BID SOLICITATION 1. Apparent silence or omissions within this Bid Solicitation regarding a detailed description of the materials and services to be provided shall be interpreted to mean that only the best commercial practices are to prevail and that only materials and workmanship of first quality are to be used. 2. If any Bidder contemplating submitting a Proposal under this Solicitation is in doubt as to the true meaning of the specifications, the Bidder must submit a written (mail or ) request for clarification to the City's Agent/Contact. The Bidder submitting the request will be responsible for ensuring that the City receives the request at least seven (7) calendar days prior to the scheduled bid opening. 3. Any official interpretation of the Bid Solicitation must be issued in writing by the agent/contact of the City who is authorized to act on behalf of the City, or by the City's Legal Department. The City shall not be responsible for other interpretations offered by employees of the City who are not authorized to act on behalf of the City for this project.

3 Page 3 4. If necessary, the City may issue a written addendum to clarify or inform of substantial changes which impact the technical submission of Bids. Addenda will be posted to the website and it is the Bidder's responsibility to download addenda. The Bidder shall certify its receipt of the addendum by signing the addendum and returning it with its Bid. In the event of a conflict with the original Bid Solicitation documents, addenda shall supersede all other documents to the extent specified. Subsequent addenda shall govern over prior addenda only to the extent specified. C. PRICING, COLLUSION, AND TAXES 1. Current Prices. Bid Proposals must be fixed and firm unless stated otherwise in the Bid Solicitation. 2. Discounts. Discounts shall not be considered in determining the lowest net cost for Bid evaluation purposes. Payment terms shall be as set forth in any contract executed between the City and the Bidder. Payment by the City is deemed to be made on the date of the mailing of the check, or as otherwise set forth in any contract executed between the City and the Bidder. 3. Collusion. The Bidder, by affixing its signature to this Proposal, certifies that its Proposal is made without previous understanding, agreement, or connection either with any persons, or entities offering a Bid for the same items, or with the City. The Bidder also certifies that its Bid is in all respects fair, without outside control, collusion, fraud, or otherwise illegal action. To insure integrity of the City's public procurement process, all Bidders are hereby placed on notice that any and all Bidders who falsify the certifications required in conjunction with this section shall be prosecuted to the fullest extent of the law. 4. It shall be understood and agreed that Bid Offers submitted by persons and entities are done so independently of any other offers, and that Bidders will not knowingly participate in solicitations where there exists a conflict of interest with their entity and a member of City staff or their immediate family. 5. Taxes. Bidders will neither include Federal, State nor applicable Local excise or sales taxes in bid prices, as the City is exempt from payment of such taxes. The Colorado Department of Revenue, Certification of Exemption for Colorado State Sales/Use Tax account number for the City of Montrose is An exemption certificate will be provided, where applicable, upon request. D. PREPARATION AND SUBMISSION OF BID 1. The Proposal must be typed or legibly printed in ink. The use of erasable ink is not permitted. All corrections made by the Bidder must be initialed in ink by the Bidder or its lawful agent. 2. Bid Proposals must contain a manual signature of an authorized agent of the Bidder in the space provided on the Bid Proposal Form. If the Bidder or its lawful agent fails to sign the Bid Proposal Form, its Bid shall be considered non-responsive and ineligible for award. 3. Unit prices shall be provided by the Bidder on the Bid Proposal Form when required in conjunction with the prescribed method of award. The Bidder shall enter "No Bid" for each item where a unit

4 Page 4 price will not be offered. Where there is a discrepancy between the unit price and the extension of prices, the unit price shall prevail. 4. The delivery and/or completion date(s) provided by the Bidder, if required, must be stated in calendar days, following receipt of order/contract or official notice to proceed. 5. All information and supplemental documentation required in conjunction with this Bid shall be furnished by the Bidder with its Bid Proposal. If the Bidder fails to supply any required information or documents, the city, in its sole discretion, may consider the Proposal non-responsive. 6. The accuracy of the Bid is the sole responsibility of the Bidder. No changes in the Proposal shall be allowed after the submission deadline, except when the Bidder can show clear and convincing evidence that an unintentional factual mistake was made, including the nature of the mistake and the price actually intended. 7. The Bid Proposal Form shall be enclosed in a sealed envelope and addressed to the City. The envelope shall clearly identify the Bid Number, Title and Due Date when submitted to the City. The Bidder shall also include its name and address on the outside of the envelope. 8. The City's Bid Proposal Form, which is attached to this Bid Solicitation, must be used when the Bidder is submitting its Bid Proposal. The Bidder shall not alter this form unless instructed to do so in writing by the City. Failure to use the City's Bid Proposal Form may result in the Bid being considered non-responsive. 9. Offers in response to formal Bid Solicitations will not be accepted by facsimile transmission. Only signed written offers will be considered responsive, and eligible for possible award. Bidders shall provide Proposal Forms, Statement of Work/Technical Offer Section, Special Conditions, Specifications and Pricing Form, and any other mandatory submittals with the bid. If RFP contemplates sample contract, submit sample. 10. Bidders who qualify their Proposals by including alternate contractual provisions should be aware that the City does not negotiate the terms of its contracts, and will ordinarily declare such Bid Proposals non-responsive. Once bids have been opened, the City shall not consider any subsequent submissions of alternate terms and conditions. 11. Bid Bonds (5% of total bid price) and performance and payment bonds (100% of total bid price) are required on construction projects over $50, Insurance certificates are required after a Notice of Award has been issued. Costs for additional coverage must be included in the Bidder's proposal cost. 13. Bid Proposals received after the submission due date and time prescribed for the solicitation shall not be considered. E. VENDOR APPLICATION AND RETENTION ON BIDDERS' LIST

MODIFICATION OR WITHDRAWAL OF LEGITIMATE OFFERS 1. Bidder offers may be modified in the form of an official written notice, and must be received prior to the due time and date set forth the Bid Solicitation. Each modification submitted must have the Bidder's name and return address and the applicable Solicitation Number and title clearly marked on the face of the envelope. If more than one modification is submitted, the modification bearing the latest date of receipt by the City will be considered the valid modification. 2. Bids may be withdrawn prior to the due time and date set for the Solicitation, provided it is in the form of an official, authorized written request. 3. Proposals may not be modified or withdrawn after the due date and time set for the Bid opening for a period of ninety (90) calendar days. If a Bid Proposal is modified or withdrawn by the Bidder during this ninety (90) day period, the City may, at its option, place the Bidder on suspension and may not accept any further Bid Proposals from the Bidder for a period set by the City following the Bidder's modification or withdrawal of its Proposal. The City may reject an offer, in whole or in part, as set forth in the City of Montrose Municipal Code, and the City's Procurement Manual. G. EVALUATION OF OFFERS 1. Offers shall be evaluated based upon their responses to the questions and requests for information in this Bid Solicitation, and based upon whether and to what degree they comply with the instructions set forth herein. Thoroughness, accuracy, veracity, and professionalism in the responses shall be taken into account. 2. The City may, in its sole and absolute discretion: 1. Reject any and all, or parts of any or all, Bid Proposals submitted by prospective Bidders; 2. Re-advertise this Solicitation; 3. Postpone or cancel the Bid process for this Solicitation; 4. Waive any irregularities or technicalities in proposals received in conjunction with this Solicitation; 5. Determine the criteria and process whereby Proposals are evaluated and awarded. 3. A Proposal may not be accepted from, nor any contract be awarded to, any person or entity which is in arrears to the City upon any debt or Contract or which is in default as surety or otherwise upon any obligation to the City. 4. No Contract shall be awarded to any person or entity which has failed to perform faithfully any previous contract with the City, the State or Federal government for a minimum period of one (1) year after said previous Contract was terminated for cause. 5. A Proposal may not be accepted from, nor any Contract awarded to, any person or entity which has pending litigation against the City at the date and time of the Bid Opening.

6 Page 6 H. AWARD OF CONTRACT 1. The City's Agent/Contact is authorized to handle initial contacts regarding any protest of the solicitation or award of a City contract, or any claim arising out of the performance of a City contract, with the City Manager's approval. Any actual or prospective Bidder or Contractor who has a grievance in connection with the solicitation or award of a contract shall first seek resolution of the matter with the City's Agent/Contact. 2. If the City Manager or City designee does not, within thirty (30) days after receiving a protest, or within such longer period as may be agreed upon by the parties, issue a written decision on the protest or make a determination that award of the contract is necessary, the protest shall be considered denied. 3. By law, the City reserves the right to accept or reject any or all proposed bids, or any combination of them, and to waive any informality or irregularity in the bid or in the bidding. 4. Successful Bidders shall comply with all local, state, and federal directives, ordinances, rules, orders, and laws as applicable to, and affected by, the Bid Proposal. 5. No Bidder shall be excluded from consideration for award in conjunction with this solicitation on the basis of race, color, creed, national origination, handicap or sex, or be subjected to discrimination under any contractual award administered by the City. L. CONTRACTUAL OBLIGATIONS 1. In order to ensure the efficient utilization of tax dollars, successful Bidders shall comply with all contractual obligations contained in the Contract Documents, as set forth in the contract signed by the City and Bidder. A sample contract that Bidder will be expected to sign is supplied with these Bid Documents.

7 Page 7 SPECIAL CONDITIONS Company Name: A. PRE-BID CONFERENCE A mandatory pre-bid conference is scheduled for May 24, 2017 at 1:00. This meeting will be conducted at Black Canyon Golf Course (1350 Birch Street, Montrose, Colorado 81401). Proposals will only be accepted from management companies represented at this meeting. B. CONTACT PERSON During the course of this request process, from issuance until a recommendation for award, Bidders shall not initiate contact related to this request with anyone other than the officially designated individual. For this bid the contact is John Harris at (970) or jharris@ci.montrose.co.us Failure to abide by this requirement may result in disqualification from further participation in this process. C. QUESTION DEADLINE All questions regarding this Request for Proposal shall be directed by to John Harris. All inquiries shall clearly identify the name of the firm and the authorized representative, the RFP number and title. The deadline for receipt of questions from Bidders in regards to this RFP is Friday, May 26, Responses will be prepared by the City in an addendum and published on the City of Montrose web site at: under Department Services, Purchasing, Open bids, under this bid name. The responses in writing are the only official answers. D. SUBMITTAL INSTRUCTIONS The City desires to receive a clear, concise, economical presentation of the vendor's proposal. Bidders should submit the following with their bid: 1. One original of the bid packet. 2. One original of the completed bid forms. 3. One original of signed bid addendum(s). 4. Submit all of the above in a sealed envelope with the bid number and project name in the lower left hand corner of envelope, with the bidder s name clearly written on the envelope. Failure to submit a proposal in the manner indicated may be cause for it to be considered 'non-responsive' and ineligible for consideration and subsequent award.

10 Page 10 STATEMENT OF WORK The City of Montrose requests competitive proposals from qualified golf management firms for the daily operation, management, and maintenance of the Black Canyon Golf Course, a public golf course. The City is soliciting requests for proposals from qualified corporations, partnerships, and other business entities authorized to do business in the State of Colorado to employ and manage staff and operate the Black Canyon Golf Course including driving ranges, pro shop, and course maintenance. Black Canyon Golf Course is located at 1350 Birch Street, Montrose, Colorado The initial term of the contract shall be for three (3) years, with the option to extend twice for one (1) year periods, for a total of five (5) years. The City desires a revenue share arrangement whereby the management company will be paid on a mutually agreed upon percentage of the gross revenue received by the City from annual passes and punch cards, daily greens fees, cart rentals, driving range fees, tournament fees, and other scheduled use and rental fees generated by the golf course annually. The management company shall own all Pro Shop merchandise, rental clubs, club repair equipment, and pull-carts. The City assumed full operational control of the golf course in Since 2014, City staff has worked to catch up with deferred maintenance of course facilities and equipment, improve business and maintenance practices, establish a culture of staff excellence and professionalism,

11 Page 11 and create a family friendly environment. The City fully expects the facilities to be operated at the highest golf industry standards, from both the management of the operations as well as the management of the turf quality and agronomy. These high standards can only be met through a professional management team that has adequate staffing, training, and experience to provide these services on behalf of the City of Montrose. The management company shall establish all fees subject to review and approval by the City of Montrose. The management company shall report to the Montrose City Manager and/or his designee as directed. It is the philosophy, intent, and expectation of the City of Montrose to provide for its citizens a family-friendly, high quality golfing environment with an exceptional level of customer service. The City seeks to provide challenging, yet accessible and enjoyable, golfing experiences to its citizens, as well as visitors to the area, at competitive prices. The City of Montrose is dedicated to serving our customers by providing high quality golfing experiences to players of all ages and abilities and enhancing their enjoyment of the game of golf. The golf course is an eighteen (18) hole facility, with a park style tree lined par-34 front-9 that includes a pond water feature, and a links style par-36 back-9 with smaller brush, deeper sand traps, and longer fairways. Greens are generally small. Sand traps vary in size and require both machine and hand maintenance. The facility also includes two (2) grass driving ranges, a putting green, and a chipping green. Golf cart traffic control is a critical part of the maintenance program and requires constant monitoring. Approximately 20, hole rounds of golf are played annually. The property includes four (4) primary structures: Pro Shop/Restaurant This 3,600 square foot brick building includes space for the pro shop and Brew & Bogey restaurant. A third-party contractor provides janitorial services for this facility. A beautiful outdoor deck with decorative flower planters was constructed in 2016 and provides an amazing view of the San Juan Mountains. The outdoor deck provides a venue for small music events and has become a community gathering spot. The pro shop occupies approximately 1,100 square feet of the building, and was remodeled in 2015 to include a merchandise storage room, Golf Professional s office, and fitting room. This remodel also included a beautiful new pro shop counter, updated carpeting, painting, cherry merchandise display slat walls, an interactive touch screen monitor, and updated computer equipment (hardware & software). The pro shop currently uses the Club Prophet point of sales system for all in-store transactions. Brew & Bogey restaurant occupies approximately 2,500 square feet of the building and was remodeled in 2014 to include updated carpeting, painting, modern fixtures, and a secured kitchen/bar space. During this remodel, the walk-in freezer, commercial range, food preparation station, and beverage cooler were also replaced. The restaurant is operated and managed under contract with a third-party vendor. The multi-year, renewable contract includes staffing and operation of a course beverage cart as well. This arrangement is working very well and restaurant operation and management are not included in the scope of services for the Black Canyon Golf Course Management Lease. Maintenance Building #1- This 1,520 square foot brick building provides space to maintain golf course maintenance equipment, sharpen mower reels, and includes the Golf Superintendent s

12 Page 12 office. This building will likely be demolished in the future when a new maintenance facility is constructed in the City owned agricultural field adjacent to the golf course parking lot. Maintenance Building #2 This 3,200 square foot metal building is primarily used to store golf course maintenance equipment, irrigation repair components, and seed. In 2017, a small portion of the building was remodeled to include construction of a rental locker room with fourteen (14) full-height club storage lockers, and a future Golf Superintendent s office. This building will likely be demolished in the future when a new maintenance facility is constructed in the City owned agricultural field adjacent to the golf course parking lot. Maintenance Building #3- This 2,760 square foot metal building is primarily used to store the golf cart fleet. 13 Page 13 Billy Goat Walk-Behind Blower Toro Pro Sweep Reel Grinder Turf Tractor (w/loader & Backhoe) Super Rake Front-9 Pump Station Replacement Course Bridge Replacements (x3) SCOPE OF SERVICES The management company shall perform all services in accordance with the minimum standards set forth in these specifications and in accordance with the highest golf industry standards. Failure to identify a category of work or standard of performance in the RFP does not relieve the management company from its duty to perform that aspect of work at the highest level. The management company is responsible for identifying and performing all aspects of work which are required and necessary to operate the golf course facility at the standards identified on a dayto-day basis for the duration of the contract, whether or not such work is specifically set forth in these specifications. The management contract shall include all facets of the day-to-day operation of the golf course. It is the sole responsibility and obligation of the management company to obtain clarification for any uncertainties prior to submitting a proposal. Provide all labor, supplies, and materials necessary to ensure the proper condition of playing surfaces including, but not limited to, greens, tees, fairways, and sand traps in accordance with professional agronomy management practices for golf courses in the region; Plan and implement practices to grow golf course user groups and annual rounds played; Supervise the reservation system and the flow of players onto the golf course to maximize the number of tee time reservations per day of operation; Maintain all property and equipment owned by the City of Montrose necessary for operation of the golf course; Work with City staff to develop and manage fiscally responsible annual budgets to operate, manage, and maintain Black Canyon Golf Course; Employ and develop professional staff and labor necessary to operate, manage, and maintain Black Canyon Golf Course; Provide daily, monthly, quarterly, and annual reports as required by the City of Montrose to measure efficiency and productivity of the operation. These may include net receipts, expenses, wages, inventory tracking, total sales, revenue, categorized rounds of play tracking, course condition tracking, etc.; Provide and sell golf merchandise and services; The management company shall assume all risk, cost, profit, and expense for the staffing and operation of a service-oriented, wellprovisioned golf pro shop that satisfies the needs of the public; Manage all facility operations, including collection and accounting of fees for play, categorical recording of rounds played, selecting and acquiring all golf related merchandise and supplies for retail merchandising, etc.;

14 Page 14 Develop and implement business systems including but not limited to scheduling of all tournaments, events, and daily tee times, collecting all fees, preparing and submitting invoices for payment, completing asset inventories, developing personnel management procedures, and maintaining equipment following accepted industry standards; Operate and maintain a fleet of carts adequate to support daily, tournament, and special event demands; Black Canyon Golf Course is in the final year of a five (5) year golf cart lease and will own the golf carts upon termination of the lease in late The management company shall provide a quality golf cart fleet prior to the start of the 2018 golf season; Develop an organizational structure and identify specific key individuals to professionally operate, manage, and maintain all facilities; As a minimum, the management company shall employ one (1) year-round, full-time General Manager/Golf Professional, one (1) year-round, full-time Golf Superintendent, one (1) year-round, fulltime Assistant Golf Superintendent/Irrigation Technician, two (2) seasonal course Marshalls, and additional seasonal staffing adequate to support Pro Shop and turf maintenance activities. The General Manager/Golf Professional shall regularly play golf with a number of different customers to generally promote golf and the Black Canyon Golf Course. During periods of heavy play, the General Manager/Golf Professional shall regularly tour the golf course to greet customers and answer questions, monitor the flow of play, and generally inspect the facility. The City of Montrose retains the right to approve or reject key personnel, including those specifically listed above, throughout the duration of the contract. Actively coordinate golf and maintenance activities to minimize interference with play and administration of daily play, tournaments, and special events; Maintain required and appropriate insurance; Develop and implement means and methods to ensure an appropriate pace of play, enforcement of established rules, and provide a family friendly golf environment; Work with the Montrose Office of Business and Tourism to actively promote and host an annual Junior Golf Program, youth tournaments, and family friendly special events; Keep the golf course and driving range open for play during published schedule approved by City staff; Maintain all licenses, permits, and certifications necessary for operation, management, and maintenance of the golf course; Schedule, organize, coordinate, and manage tournaments and special events. Meet with tournament sponsors and organizers to plan and implement details of the tournament including but not limited to securing carts, assigning starting times, assigning carts, preparing scorecards and scoring sheets, keeping the tournament and field on starting times, maintaining appropriate pace of play, recording scores, determining winners, and mediating rules disputes; Maintain professional relationships with local school athletic directors, local golf course professionals/managers, and other community organizations to ensure schedule conflicts are avoided and participation in Black Canyon Golf Course tournaments and special events is maximized;

15 Page 15 Manage a safe, well maintained, operating fleet of carts. Manage and coordinate the rental, delivery, and pick-up of additional carts when the existing fleet is insufficient to support daily play, tournaments, and special events; Work with the Montrose Office of Business and Tourism to develop and implement an efficient marketing program to appropriately advertise tournaments and special events, and to promote the game of golf throughout the community; Attend Golf Course Advisory Board meetings, City Council meetings, and other meetings as required by the Montrose City Manager and/or his designee; The City will provide golf course maintenance equipment similar to that described in Schedule A. This equipment will be replaced at regular intervals through the City Fleet Fund, and major, unanticipated maintenance will be completed by City Fleet Mechanics at no cost to the management company. The management company will complete routine, scheduled maintenance at no cost to the City, and will coordinate major equipment maintenance and replacements with City staff. The City shall be responsible to maintain and repair the interior and exterior of the primary buildings listed above. The City shall not in any way be liable to the management company for failure to make repairs unless the management company has previously notified the City in writing of a need for such repairs and the City has failed to commence and complete said repairs within a reasonable period of time following receipt of the notification. The management company shall be liable for and shall reimburse the City for the cost of any repairs or damage caused by any act or negligence of the management company or its agents or employees. The management company shall provide janitorial services for the Pro Shop area, keeping it clean and in good sanitary condition. No alterations, additions, improvements, or other changes to facility interiors or exteriors is authorized without prior approval from the City. The City reserves the right, from time to time (without invalidating or modifying this agreement), to make alterations, changes, and additions to the land and facilities at the golf course. At the end of the term of this agreement, all fixtures, equipment, additions, and alterations, except trade fixtures installed by the management company, shall be and remain the property of the City. Provided, however, the City shall have the option to require the management company to remove any or all such fixtures, equipment, additions, and alterations and restore the facilities to the condition that existed immediately prior to such change and installation, normal wear and tear excepted, all at the management company s cost and expense. All such work shall be completed in a good and workmanlike manner and shall consist of new materials unless otherwise agreed to by the City. Please include the following with proposals: Description of proposed revenue share agreement; Description of goals and overall approach to operation, management, and maintenance of Black Canyon Golf Course; Description of a plan to transition Black Canyon Golf Course operational control from the City to the selected firm;

16 Page 16 Description of customer service practices and approach to relationships with local golf groups typically using the facility. Provide specific examples and descriptions of past experience; Description of budget development and fiscal responsibility practices; Description of typical business practices and unique practices that are proposed to operate, manage, and maintain Black Canyon Golf Course; Description of quality control methods and philosophy for evaluating services and measuring success; Description of recommended marketing strategies; Description of proposed changes, if any, at Black Canyon Golf Course to improve the reputation of the facility and to provide a family friendly golf environment; Description of a Junior Golf Program; Description of a Capital Improvement Project recommendation program; Description of the following programs: o Marshalling; o Fee structure development; o Instructional programs; o Discount programs, play, and pass holder incentives; o Support of school programs and development of junior golf programs; o Tournament and special event organization and support; o Pro Shop management; o Dress and appearance standards; o Course and equipment maintenance programs. Experience The Black Canyon Golf Course management company must demonstrate a minimum of five (5) years of golf course operation, management, and maintenance experience for contracts similar in scope and size. Proposals shall include a detailed description of all previous golf course operation, management, and maintenance experience of public and private facilities and list specific references and contact information. Proposals shall list any additional golf related operations currently under contract and the remaining length of those contracts. Proposals shall demonstrate appropriate staff capacity to successfully operate, manage, and maintain Black Canyon Golf Course. Proposals shall identify specific key personnel and employees that are proposed to operate, manage, and maintain Black Canyon Golf Course, and provide itemized duties, qualifications, and certifications for each. Existing Agreements The management company shall continue to honor the following existing agreements: Greens fees are waived for all City of Montrose and Horsefly Brewing Company employees. Additional fees (cart rentals, range balls, etc.) still apply; All golf fees (including cart rentals, range balls, etc.) are waived for the City Manager and his/her immediate family, the City Manager s contract representative and his/her immediate family, and full time Brew & Bogey employees.

17 Page 17 The Montrose Summer Music Series hosts large outdoor concerts at the Black Canyon Golf Course driving range and adjacent areas four (4) times each year. In 2017, concerts are scheduled for June 2, July 7, August 4, and September 1. The selected firm shall coordinate activities with the event organizer to ensure golf play and maintenance activities do not conflict with concerts. A City employee golf tournament is held at the golf course each year. All fees are waived for this mid-week, 9-hole tournament. Selection Criteria City staff will review and evaluate proposals to develop a selection recommendation to the City Council. This recommendation will be based on the proposal providing the best overall value to the City and Black Canyon Golf Course as solely determined by City staff. City Council may approve or reject this recommendation. Proposals shall be evaluated based on a combination of factors including, but not necessarily limited to the following: Revenue share agreement proposed by the management company; Management company qualifications; Compliance with request for proposal criteria; Completeness of proposals; Financial strength and capacity of firms; Relevance of proposals to Black Canyon Golf Course needs; SCHEDULE A
