1 Newsletter Johor Golf & Country Club Highlight MGA NHS HANDICAPPING Mobile App User Guide In line with the World Handicap System (WHS) launching in January 2020, the Malaysian Golf Association (MGA) has introduced a mobile app called the MGA NHS to cater for a smooth transition from the existing USGA Handicapping System to WHS. Golfers are advised to install the free MGA NHS mobile app from Apple AppStore or Google Play and begin to familiarise with the App. The App allows you to post scores, reviews, ratings and also track your friends. The MGA NHS ran concurrently with the current system (by printing handicap cards sending it to Clubs) until 31 December The MGA NHS went live on 1 January 2019, and at the same time, handicap card printing will be discontinued. 2 Page 2 ANNOUNCEMENT National Handicapping System (NHS) Fees MGA has announced an increase in the NHS fees for individual golfers from RM12 to RM18 per year effective 1st January Our club will impose the new rate accordingly. Newsletter IN THIS ISSUE Newsflash 20 MOST IMPORTANT NEW RULES OF GOLF 2019 R&A USGA Search time Reduced from five minutes to three minutes. Ball moved during search Replace with no penalty. Embedded ball Free relief anywhere through the green. Measuring a drop Use longest club (except putter). Dropping Drop from knee height rather than from shoulder height. Taking stance on the wrong green is no longer allowed. Ball unintentionally hits player or equipment No penalty. Double hit No penalty; now counts as only one shot. Touching sand in bunker accidentally is permitted. Loose impediments can be removed anywhere including hazards. Dropping a ball outside of a bunker two penalty strokes. Water hazards Now called Penalty Areas. Touching ground in penalty area No penalty. Ball moves on green after being marked Replace without penalty. Ball accidentally moved on putting green Replace without penalty. All damage to green can now be repaired. Positioning a club for alignment is not permitted. Caddie assisting with alignment is now not permitted. Putting with flagstick in the hole is now permitted. Ball wedged against the flagstick and the side of the hole is deemed as holed. 3 Issue 2, Apri l 2019 Page 3 Page 3 SEMINAR & PRACTICAL DEMONSTRATIONS FOR THE CLUB S SECURITY GUARDS The Security Sub-Committee under Mr. Harbhajan Singh held a seminar and practical demonstrations on the various aspects of security around the club. As from the 2 nd week of February 2019, the security of the club is completely placed under our in-house security system. The guards are now in their new set of uniforms (as shown in the photographs) which projects a better image of the unit. Newsflash PARKING CADDY WORKSHOP A caddy workshop was organized on the 31 st of January 2019, by the Caddy Sub-Committee headed by Encik Ishak bin Samsudin. Mr. C. C. Boo was invited to give a talk and to run the workshop proper. There were 60 caddies attending the workshop and the interaction with them during the question and answer session was very lively. It was a well-organized and successful event. In due course, probably by the middle of this year, the parking bays in front of the office block will be demolished. Members are advised to park their cars along the new roads before the security post. For members convenience, a shuttle service from the parking areas to the administrative block will be provided. Further information and the time table for the shuttle service will be made available well before the new parking system comes into effect. JGCC CLUB CHAMPIONSHIP The tournament was held over two weekends, i.e. 2nd - 3rd March 2019 for the senior championship and 8th, 9th & 10th March 2019 for the men & ladies championships. 4 Page 4 Special Report on the Redevelopment of JGCC Introduction As we are all aware, our JGCC has undertaken a massive redevelopment project through a privatisation agreement signed on 5 December 2017, between the Johor State Government and Tanjung Nakhoda (M) Sdn Bhd. Quick facts: On 12 March 2019, the JGCC Publication Sub-committee had the honour of interviewing Mr Yap Meow Hin, the Chief Operating Officer of Tanjung Nakhoda (M) Sdn Bhd for the latest update on the status of the redevelopment project. Golf course consultant: Parslow & Winter Golf Design Architect: KL Pavilion Design Studio Sdn Bhd & Arkitek KDI Sdn Bhd. Main contractor: WCT Green Sdn Bhd Note: Photos are courtesy from KL Pavilion Design Studio Sdn Bhd The Team Mr Yap who graduated in Civil Engineering from the National University of Singapore in 1988 has had vast experience in construction and property development projects and is the key personnel for the project. On the golf course development, the project is spearheaded by Parslow & Winter Golf Design, an experienced golf course consultant which has completed several notable projects such as TPC Kuala Lumpur, Kelab Golf Negara Subang (Putra Course) and Saujana Golf & Country Club (Bunga Raya Course).
5 Page 5 Whereas on the building design, KL Pavilion Design Studio Sdn Bhd is the lead designer together with Arkitek KDI Sdn Bhd. The main contractor for the project is WCT Green Sdn Bhd. Project Packages There are 4 sub-packages of the contract as follows: Package I : Turf Nursery Package II : Golf Course (including irrigation system, substation, maintenance yard, river diversion, new entrance road & demolition of existing buildings) Package III : Club House, Ballroom & Driving Range buildings Package IV : Golf Buggies & Maintenance machineries To date, the developer has awarded packages I and II of the contract amounting to RM741, and RM80,908,201.43, respectively. Tender for package III is scheduled to be called soon and the construction work is expected to start in July 2019, 4 months ahead of the original schedule. Golf Course Development Our new golf course is a par 72 championship course with a total yardage of 6,248 meters. The 18-hole golf course is developed on existing 110 acres of state land. To accommodate JGCC s request for continuous existence of a 9-hole course during the redevelopment period, the new golf course construction is divided into 2 phases as follows: i. ii. Phase I - Southern 10 holes (consist of Hole 1 to Hole 9 and Hole 18); Phase II - Northern 8 holes (consist of Hole 10 to Hole 17). Page 5
6 Page 6 Page 6 The construction of Phase I started on 15 July 2018, 7 months ahead of the original schedule marked for March Based on the original contract period of 14 months, Phase I is expected to be completed on 14 September The project is currently delayed for 3 months due to inclement weather conditions and delay in obtaining authorities approval. The new expected completion date would be 14 December As the developer expects to start the construction of the driving range in September 2019, there is a possibility to hand over the first completed 3 Southern holes of the new course, i.e. Hole 1, Hole 9 and Hole 18, as a replacement for the existing Holes 10, 11 and 18. This exchange would allow the developer to commence with the construction of the driving range, new Ballroom and developer s Plot 1 development. The construction of Phase II (Northern 8 holes) will start upon the completion of Phase I and is expected to be completed within 10 months. Upon handing over of Phase I course in December 2019, the existing JGCC course will be fully cleared and closed. At the current rate, the new golf course is expected to be completed in October At the current rate, the new golf course is expected to be completed in October 2020
7 Page 7 Issue 2, Apri l 2019 Page 7 Club House, Ballroom & Driving Range In the privatisation agreement, the construction of the club house would start in November 2019 for a period of 36 months. The developer however is planning to award the contract and start work in July or August 2019 with the expected construction period between 24 to 36 months. If the process runs smoothly, we can expect to see the completion of the new club house building earliest by July The developer is planning to start the construction of the driving range and ballroom buildings earlier than the original schedule. Original delivery dates of these two buildings are set for September 2021 and November 2022 respectively. The existing club house would be completely demolished upon completion of the new club house earliest by July 2021 but no later than November Prior to the construction of the ballroom, half of the existing club house s entrance lobby would be demolished to give way for the perimeter hoardings of the new ballroom building. The size of the new buildings are as follows: i. Club House 53,000 square feet; ii. iii. 54-bay 3-tier Driving Range - 41,000 square feet; 1,000-pax Ballroom - 33,000 square feet.
8 Page 8 Page 8 New Club Entrance The developer is currently constructing a new 600m entrance road to JGCC which would be open for use by July Upon completion, the existing entrance road would be closed and patrons of JGCC northbound will have to make a u-turn at Jalan Datin Halimah s flyover. The new entrance road will also be used as a temporary car park as the existing car park will be cleared prior to the construction of the driving range and ballroom buildings. The temporary car park along the new entrance road can accommodate approximately 200 cars. Our club management is planning a shuttle service from the new temporary car park to the club house. Patrons are also allowed to park their cars at the developer s sales-gallery car park, located next to the Petronas gas station. The Developer s Future Plan There will be 5 plots of developer s land adjacent to our new golf course. The current planning for the respective plots are as follows: i. Plot 1-3 storey and 5 storey shop & office lots (to start soon); ii. Plot 2 - Shopping mall, Hotel and Apartments; iii. Plot 3 & 4 Boutique Malls & Apartments; iv. Plot 5 - High-end residential units.
