13 Retirement of the CONGU Club Handicap - As a result of its low impact this handicap Category has been removed and replaced by a new Category 5 for Men and a Category 6 for Men providing for a maximum handicap of 54.0 for Men. Players will be able to maintain a Competition c Handicap in all six categories. Upward adjustment for all categories will remain at 0.1 and downward adjustments for Net Differentials below Buffer Zones will be 0.5 for Category 5 and 0.6 for Category 6. Up to and including 31 December 2017 the upper limit of Category 4 for Men remains at As from 1st January 2018 the upper limit of Category 4 for Men will be The new Category 5 for Men will commence at 28.5 with the upper limit at The new Category 6 for Men will commence at 36.5 with the upper limit at Currently there are a large number of Men whose Handicaps are in the Range of 27.5 to Many of these Men opted not to transfer to the now retired CONGU Club Handicap. A small number of Men however, transferred to the CONGU Club Handicap and their Handicaps range from 29.0 to These players will now automatically transfer to Category 5 on 1st January 2018 maintaining their current exact handicaps. It is felt that a number of Men may now wish to transfer to Category 5 from the Category 4 maximum range of 27.5 to To facilitate this transfer, The Golfing Union of Ireland will permit Handicap Committees, on a once off basis, to apply a General Play Increase (GPI) in line with Clause 23.3 (b) In the event of a Union delegating to Home Clubs the unconditional authority to increase the handicaps of players in Category 4 to Category 5, Home Clubs need not submit to the Union or Area Authority proposals in respect of any changes of handicaps of players in the nominated Categories. To assist Handicap Committees in this regard Players whose current handicap is in the range of 27.5 to 28.0 may grant an increase of up to 2 whole shots for such players whose Nett Differentials have been outside their Buffer Zone but in single digit figures (5 to 9) for the past 2 to 4+ years. Players whose current handicap is in the range of 27.5 to 28.0 may grant an increase of up to 4 whole shots for such players whose Nett Differentials have been outside their Buffer Zone but in double digit figures (10 upwards) for the past 2 to 4 years. Players who have not played any Qualifying s during the past 2+ years may be considered for an increase of up to 4 whole strokes. The period in which this concession is granted will operate from 01 January 2018 to 31 March At the end of this period Handicap Committees must send a detailed list of players whose handicaps have been adjusted under this concession including their Revised Exact Handicap (REH) to their Area Authority (Provincial Branch). Thereafter all proposed increases in handicap must be submitted to the appropriate Area Authority (Provincial Branch) for prior approval. Supplementary Scores Relaxation of the rules to allow an unlimited number of score submissions per year and removal of the restriction of one per week. However, the restriction on Category 1 players will remain in place. Mixed Tee Competitions Reinforcement of the single CSS Adjustment Calculation. Having a single CSS adjustment for two or more competitions will provide a more equitable value when one of the competitions has a very low number of players. To overcome the technical IT implementation issues, the approach agreed will be to enter all scores into a single competition (and so a single CSS Adjustment Factor is calculated) with a facility within the software to allow the results to be separated for each group of competitors. Definitions Confirmation that cards submitted for Initial Handicap Allocation are included in the definition of Qualifying Scores for handicap purposes. Accordingly a player whose handicap is allocated on the basis of such submitted scores under Clause 16 will automatically be allocated a Competition Handicap status. 9 Hole Competitions Introduce the option of 9-Hole Medal Competitions and 9-Hole Open Competitions. For handicap purposes, the 9-Hole Medal scores will be converted to Stableford and will appear as stableford on the players handicap record. Handicap Adjustments Confirmation that the adherence to Appendix M (Guidelines for Handicap Reviews) is mandatory, not optional.

14 Water Hazard - A water hazard is any sea, lake, pond, river, ditch, surface drainage ditch or other open water course (whether or not containing water) and anything of a similar nature on the course. (This part is true for both yellow and red water hazards) Lateral Water Hazard - A lateral water hazard is a water hazard or that part of a water hazard so situated that it is not possible, or is deemed by the Committee to be impracticable, to drop a ball behind the hazard in accordance with Rule 26-1b. Water Hazards Yellow Stakes Lateral Water Hazards Red Stakes Tip From The Pro 26-1 Relief for Ball in Water Hazard It is a question of fact whether a ball that has not been found after having been struck toward a water hazard is in the hazard. In the absence of knowledge or virtual certainty that a ball struck toward a water hazard, but not found, is in the hazard, the player must proceed under Rule If a ball is found in the water hazard or if it is known or virtually certain that a ball that has not been found is in the water hazard (whether the ball lies in water or not), the player may under penalty of one stroke: 26, 1a: Proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played (see Rule 20-5); or 26. 1b; Drop a ball behind the water hazard, keeping the point at which the original ball last crossed the margin of the water hazard directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the water hazard the ball may be dropped 26, 1c; As additional options available only if the ball last crossed the margin of a lateral water hazard, drop a ball outside the water hazard within two club-lengths of and not nearer the hole than (i) the point where the original ball last crossed the margin of the water hazard or (ii) a point on the opposite margin of the water hazard equidistant from the hole. When proceeding under this Rule, the player may lift and clean his ball or substitute a ball. PENALTY FOR BREACH OF RULE: Match play Loss of hole; Stroke play Two strokes. I was recently asked a question during a lesson by one of our members who was confused about how to stand in relation to the ball at address. "I would like to know what posture I should have when hitting a driver or the other long clubs should my back be straighter when hitting a driver.' Your back shouldn t be straighter for a driver (or some of the other longer clubs) but it may feel a little more vertical due to the fact that the shaft is longer. That being said, you need to create some angle between your upper and lower body in order for your arms to hang at the address position. Here are some points to note; - Your stance width is at its widest for the driver (but not too wide so as to inhibit your turn and overall movement). - You ll be bending forwards from the belt-line a little less than you would for a 9-iron but your spine angle should certainly not be vertical. - You should feel athletic' and ready rather than lazy and tense. - Your weight might slightly more towards the toes than the heels, but not in a way that could see you tip forward with the passing breeze. Use the muscles of the abdomen to support your forward lean rather than the muscles of the lower back.

15 P.G.A Professional Stephen Barrett After a cold and wet winter, most golf clubs have been left inside for the past few months, along with the golfers that use them. It s now spring time. The evenings are getting longer, it s warming up and that means that the golfing season is almost here. Both members and open competitions will be up and running and all members of golf clubs will be preparing for inter club competition, beginning in March. Now is the time to dust off your clubs and start practicing. JUNIOR COACHING To all members of New Forest Golf Club.
