The South Jersey Golf Association will continue to seek special events during the course of the season that may provide members with the opportunity to play selected special courses. This information will be posted on our website, announced at tournaments, and ed to our members.

4 South Jersey Golf Association Founded in 1946, we are a volunteer, not-for-profit 501c3 organization whose mission is to promote amateur golf, to encourage friendly competition and to create an awareness of and appreciation for a variety of courses in southern New Jersey. Through the IRS s 501c3 status, SJGA offers golf etiquette and rules seminars to its participants, scholarships to graduating high school seniors who reside in the eight counties that are SJGA designated and Junior Amateur Championships for players, ages We provide services to male and female member golfers and public, semiprivate, private & clubs without real estate in the eight counties (Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Ocean and Salem) situated in the southern New Jersey area. Since 2014, we have collaborated with NJSGA in promoting opportunities for golfers from the central and northern counties to participate in our events, offering them entry to both public and private golf clubs in our southern tier, without having to be members of SJGA clubs. SJGA is authorized by the United States Golf Association to post individual stroke play scores, to provide official course and slope ratings and to establish pace of play ratings. SJGA raters are trained by the U.S.G.A. We act as a liaison between the USGA, member clubs and individual SJGA members to encourage conformance with USGA Rules of Golf by creating a representative authority in promoting a uniform system of handicapping as set forth in the USGA handicap Manual. 6 SJGA Updates & Rules Changes for 2018 SEE UNDERLINED RED FLAG RULING Membership $25.00 for all players. We also encourage our members to invite their friends to play on our open/guest days. Additionally, SJGA members will have an opportunity to play in NJSGA open golf days. (This will be monitored by the SJGA and is based on limited slots available.) These opportunities are offered to the individuals who are most active in our tournaments. Note that you do not have to be a winner in our tournaments, to be considered. Check the NJSGA website (njsga.org) for dates and information Handling fees: We will continue to have an online membership application and tournament entry forms with a secure online payment option using either PayPal or credit cards. Refund Policy: Except in the case of an emergency, no refund will be granted after the tournament registration closes. All refunds are subject to a $5 processing fee. See section 11 of Tournament Rules & Policies (pg 9) for more information. Men s Senior Tees - Men who are 65 or older and have an index of 10.0 or above may play from the senior tees unless otherwise specified in the tournament s format. See Page 8, section 10-F for more information. Senior Tees will be one set of tees forward of Men s Tees. Flights and Prize Distribution - Most events will offer Gross & Net Divisions. The minimum prize for the last place earning an award is now $15. Prize amounts will be determined by headcounts. See Page 8, section 5 for how flights are formulated & Page 10, section 13 for the size/prize distribution parameters. Men s & Women s Events On The Same Day - In the effort to secure our events and increase headcounts for our host venues, we will host the same format for men and women on the same day and course. All team events will include teams of men, women, and mixed. Pace of Play Policy - Slow groups or individual players will be issued a yellow flag and one warning before being accessed a pace of play penalty of 2 strokes. Your scorecard will be marked to reflect the hole on which the penalty was assessed and no red flag will be issued. See PACE OF PLAY SUGGESTIONS on page 37. Volunteers Needed - Anyone who wants to volunteer for the following: Registrar, Ranger, or Scoring should contact: Roger Hoover. Rangers are especially needed for the Amateurs and Sr. Amateurs. 6

7 New Handicap Rules for 2018 In tandem with the 2018 updates to the Rules of Golf, the United States Golf Association has announced revisions to the USGA Handicap System, effective Jan. 1, Six significant changes are among those noted in the new edition. Those highlighted changes include: Definition of a tournament score: Additional guidance is provided to Committees conducting competitions regarding the definition of a tournament score, placing greater emphasis on significant events. The definition excludes fundraising events and regular league play, in favor of designated competitions such as a member/guest or club championship, local amateur tournament or national qualifying and competition. (Section 2: Definitions) Adjusting hole scores: A revised decision provides clarity for acceptable scores in limited situations where the player has not played a hole(s) under the Rules of Golf, but his or her score would be sufficiently accurate for handicap posting purposes. Three areas covered under the examples include: 1) where the Local Rule is not in effect, but a player chooses to use a Distance Measuring Device or preferred lies; 2) where a player does not wish to cause undue delay; or 3) where the situation is outside of the player s control, such as an incorrectly marked golf course. (Section 4: Adjusting Hole Scores) Posting scores when a player is disqualified: To improve alignment with the Rules of Golf, the revised Handicap System is clearer about what scores are acceptable when a player is disqualified. In general, a score is acceptable for handicap purposes even when a player fails to hole out, or apply a Rule that affects the rights of another player. If the disqualification breach is determined to provide an advantage for the player, the score is deemed unacceptable for handicap purposes. (Section 5-1: Acceptability of Scores) Anchoring and posting: A new reference concerns a player who anchors the club while making a stroke during a round and fails to apply the appropriate penalty or an adjusted hole score (Section 4-2). Since the score would not be reflected as playing under the Rules of Golf, it would be unacceptable for handicap purposes. (Section 5-1: Acceptability of Scores) Playing alone and necessary peer review: To further support the key System premise of peer review, scores made while playing alone will no longer be acceptable for handicap purposes. This change underscores the importance of providing full and accurate information regarding a player s potential scoring ability, and the ability of other players to form a reasonable basis for supporting or disputing a posted score. (Section 5-1: Acceptability of Scores) Committee responsibilities: In an effort to assist the Handicap Committee with its responsibilities, this revision addresses a player with a temporary disability or permanent disability who has a Handicap Index that is no longer reflective of his/her current potential ability. In the particular instance cited, the Committee will no longer assign a local handicap (denoted with the letter L for local use only), but instead will issue a (temporary) modified Handicap Index (denoted by the letter M ). This change supports the portability of a disabled player s handicap, so that it can be used outside the player s home club. (Section 8-4c: Handicap Index Adjustment by Handicap Committee) 7

8 Tournament Rules & Policies 1. ELIGIBILITY A. A Player must meet all membership requirements. Each player must have a valid USGA Handicap Index before submitting an official entry form to compete in a SJGA event. Handicaps are to be calculated according to USGA standards and must be calculated by the service provided by the member club. B. A valid Handicap Index must be verifiable and have the ability to accept postings through the internet. Current Handicap systems such as GHIN & Golf Services Group currently provide this internet capability. Services such as True Score and others that do not provide internet verification and posting will be ineligible. Players who do not post their scores, casual or competitive, may lose their eligibility. C. Players with a Handicap Index higher than 36.0 may not enter SJGA tournaments. Course Handicap is limited to 28 for women and 24 for men, except as noted for specific tournaments. D. Players must be 18 years of age or older to participate and have amateur status as defined by the USGA. E. If a player belongs to more than one club, the lowest handicap index must be used. F. No player may enter a tournament while he or she has outstanding fees or penalties. It is the responsibility of the member to satisfy all debts. 2. MEMBERSHIP A. Complete and send in the SJGA Membership Form by mail or online through our website. Please be sure to follow all instructions and include your payment and your handicap service and number (GHIN or other service acceptable to the SJGA). Your name must be listed in our computers the same as it reads on your handicap card. Please make sure your name in the handicap account at your local club also reads the same. This assures that your scores will be posted correctly. 3. ENTRY FORMS A. You may register for any, or all, tournaments effective March 15, Entries are accepted according to the date of postmark. B. Refund Policy: Except in the case of an emergency no refund will be granted after the tournament registration closes. All refunds are subject to a $5 processing fee. C. Incomplete entries and those without payment will be returned and the player will not be entered into the respective tournament unless entry is resubmitted and received before the required deadline for that tournament. D. If eligible for Men s Senior Tees, you must declare this on the Tournament Entry Form. Failure to declare choice will result in your automatically being placed at the Regulation Tee. E. No tee changes will be permitted once the registration is closed. The only exception to this may be a partner change that has been approved by the Tournament Director. F. In order to be considered entered into a tournament, you must submit an entry form. No verbal entries will be accepted. Want to play in a team event but need a partner? Check the box on the entry form. 4. PAIRINGS For pace of play reasons every effort will be made to issue pairings according to the teams handicaps. A. Pairing requests will be accepted for two and four-person team competitions only. Unless a single is looking for a team/partner, pairings will be determined by the Tournament Director. You must submit this request on the official entry form. 8

9 B. Exception: Only players over 65 years of age wishing to request a playing partner in the Senior Men s Amateur or Senior Women s Amateur may do so. 5. FLIGHTS A. For prize distribution percentages used, see section 13. B. Every effort will be made to ensure Flights are fairly set up. Headcounts from flight to flight will not always be exactly the same; therefore, prize distributions will not always be exactly the same. Here are some factors that will dictate how we assign flights and will ultimately affect prize distributions: 1. # of Flights: Depending on how many overall players and tournament format, there may be from 2 to 6 Flights. We will utilize the least number of flights possible. 2. Size of Flights: In typical events, we may assign 15 to 25 players per flight. 3. Handicap Range for stroke play events: It is best to limit flights to 4-5 strokes or less using handicap indexes, between the lowest handicap players and the highest handicap players, so that all players are competitive within their flight. Exception: It is almost impossible for the last flight to be set up 100% fairly for the highest handicapped golfers. Therefore, the last flight of a competition may be set up for Net prizes only. 4. Prize Budget: When an event utilizes flights, it is very important to understand that each flight will be treated as its own tournament. Overall, there will be more than one winner (i.e. a Gross only tournament with 4 flights will have 4 winners). Often times, prize distributions will not be exactly the same as the other flights since headcounts will be different from flight to flight. Headcounts will affect the prize budget % of the players from each flight may be awarded a prize. 6. HANDICAPS A. You should carry your USGA Handicap Sticker/Card with you to all tournaments. B. Official handicap indexes from 7 days prior to an event will be used regardless of when a player entered the tournament. C. SJGA has the authority to lower a player s handicap for exceptional scores (SEE SJGA HANDICAP ADJUSTING SYSTEM ON PAGE 15). Also, the SJGA will randomly review the handicap records of tournament participants both prior to and after tournaments. If any irregularities or discrepancies are discovered, including scores posted or scores not being posted, appropriate action will be taken. D. All clubs must provide SJGA with the opportunity to view Handicap Indexes following each handicap revision and scoring records when requested. This must be met in order for respective SJGA members to be eligible for tournament play. For eligibility requirements, see #1. ELIGIBILITY. E. To have an accurate handicap, you must submit all of your scores; except, SJGA Scores as we post them for you. Note: When submitting your own scores, you must follow ESC - Equitable Stroke Control. 7. DETERMINING COURSE HANDICAPS A. It is important to understand that your USGA Handicap Index is a number used to measure your skill and generally used to compare players on a unilateral level. Each course has a conversion chart to see what your handicap will be at its facility. Your handicap index will be the initial number used to determine your Course Handicap for tournament play. In order to create the fairest playing field, we must program our USGA Tournament Pairing Program (TPP) software to use your Course Handicap when flighting a tournament and for the Net Division s prize distribution purposes. B. Our TPP software will download GHIN handicaps directly into our software and will first adjust your handicap index by using the host course s Course & Slope Ratings. We have to manually input non-ghin handicaps. C. USGA s Section 3-5 will be applied to the tournament when there are more than one set of tees being used by the entire field. We apply Section 3-5 off the high rating. 9

10 D. Depending on each tournament s format, rules, & parameters set up, each player may have a further adjustment in % of handicap to be used to help further create a level & fair playing field. (i.e. Amateurs - 100% of handicap, Team events by Gender M-90% F-95% of handicap is often used or by skill as such ~ Scrambles: A Player-35%/B Player-15% of handicap to be used. Flighted Better Ball of Partners Gross & Ryder Cup Events: A Player - 70%/B Player - 30% of handicap to be used.) E. In two person teams such as Better Ball of Partners, an additional 10% adjustment is made if there are 8 or more strokes separating the teammates. 8. POSTING SCORES A. All tournament scores, when you play your own ball, will be posted by the SJGA and will be recorded as tournament scores. Therefore, if you use the GHIN System, do not post your own scores. Exception: For all members whose home club utilizes a handicap system other than GHIN, you are required to post your own scores. B. In order to be eligible for Gross Division awards, you must finish out on every hole. Should you pick up or not finish a hole, you will only be eligible for Net Division awards. C. Should you pick up on one or more holes, you must estimate the score you would have had but no greater than what your ESC score should be. You must play at least 13 holes to have a legitimate 18-hole score. D. For pace of play, if your score is not competitive towards any Gross Division prizes or will not be a factor in your team s score, it is advised that you pick up your ball. E. Disqualification - Any players, who are disqualified from a competition, but, have an acceptable score, shall record his or her adjusted gross score for handicap purposes. 9. PACE OF PLAY A. Groups must play ready golf and not take any longer than our pace of play rating. Any group or team who is unduly delaying time and is out of position with the group in front of them will be subject to a warning. All players are required to play in 4 ½ hours or less. i. If a group is out of position with the group in front of it after its first four holes (taking longer than one hour to complete four holes), the following actions will take place: 1 st - a Warning issued & a Yellow Flag attached to the group s cart. ii. If after the second four holes, the group has played 8 holes in more than two hours, the following action will take place: 2 nd - a 2 stroke penalty will be issued to the offending player/team. The penalty will be recorded on the hole where the infraction occurred. Note: If a group is behind in time and is directly behind the group in front, it will not be subject to a pace of play penalty. B. Any repeat pace of play offenders may have their SJGA playing privileges revoked. 10. TOURNAMENT RULES & POLICIES The rules spelled out in the SJGA Manual are the rules by which we conduct our tournaments and business. However, there may be times when course or weather conditions exist to an extent that decisions regarding play may have to be altered in order for play to begin or continue. In this case the Tournament Director or Team Captains, after consulting with the appropriate persons and in the interest of fair play, may make adjustments to the rules to enable the event to begin or continue. In such cases the results of the event shall be official and any prizes and/or awards shall be honored. A. All tournaments are governed by USGA Rules of Golf. Specific rules for each tournament are published in the tournament section of this manual and on the website (click on the name of each tournament for its rules & format description). An additional handout will be available at each tournament for a description of every event and the main association rules for tournament play. B. Player submission of the tournament entry form serves as his/her acceptance of the general and specific rules established by the SJGA. 10

11 C. All team members must check in at registration. The last team member to check in will pick up his team s official scorecard. All team members must examine the scorecard for accuracy of team member s names, spellings, handicaps, and each player s tee location. Also, all team members are responsible for reading and listening to the tournament s format, rules, and local rules of the host club. D. Please remember to exchange scorecards with your fellow competitor prior to the start of your stipulated round. Upon completion of the round, players will immediately report to the scoring area. Once the player and marker have signed and attested their cards and have left the scoring area, the scorecard is deemed official. Scorecards that are not immediately submitted following a round may be scored as a No Card, unless evidence brought to the committee made it impossible for that player/team to do so. E. In flighted tournaments, competitors in the same flight will be paired together unless there is an odd number of teams. F. USGA method of breaking ties used for SJGA events: For all events & places, unless otherwise noted and except for 1 st Place in the Amateurs (Men s, Women s, Sr. Men s, & Sr. Women s) Championship Division, ties will be decided by a match of cards of the last nine holes to determine a winner. If still tied, cards will be matched over the last 6 holes, then last 3. If a tie still exists, the 18 th hole will be used. Playoff for Amateur Championship Flights only: Any event designated to have a playoff for ties will be determined by a 3-hole playoff, followed by sudden death, if necessary. Players not present for the playoff will forfeit first place if at least one player who is tied for first place is present. If none of the players tied for first place are present or if there are extenuating circumstances (i.e. not enough daylight, severe weather, etc.) the winner will be decided by a match of cards using the USGA tie breaking method. G. The use of electronic communication devices; including, but not limited to cell phones, is prohibited at SJGA tournaments. Exceptions: 1) placing a call to the Pro Shop to report a malfunctioning cart and 2) calling 911 for an on-course emergency. Penalty: 2 stroke penalty for each infraction H. Distance Measuring Devices that meet the stipulations in USGA Rule 14-3 (do not measure slope) will be allowed in SJGA tournaments. I. All alcoholic beverages consumed at SJGA events must be purchased through the host golf course. J. A twosome will not normally be allowed to start; except, at the discretion of the Tournament Director. Exceptions: 1) In the event a twosome must be permitted to play, the Tournament Director will make every effort to find a marker to record the score of the twosome. The designated marker may include a member of the host club or the host club's staff, a SJGA member, or anyone designated by the Tournament Director that is not playing in the tournament. The designated marker doesn't have to play along with the group, but may do so if it is okay with the competing team. Exceptions: 2) If a twosome in a team event begins play without a marker, SJGA will make every effort to find another team or marker and follow the USGA Rules of Golf. Exceptions: 3) If after the start of the tournament a team withdraws for any reason, resulting in a twosome playing alone without a marker, the Tournament Director will try to supply a marker as in exception (1). If exception (1) is not possible, at some point, exception (2) should be instituted. K. Players may not bring their own caddies to tournaments. However, they may hire a caddie at any course that provides caddies. L. Pace of Play: See section (9) above. 11

12 M. Dress Code: Proper golf attire must be worn by all players and spectators. Tank tops, cutoff shorts, tennis length skirts, tight fitting apparel, denim shorts, and jeans of any kind are inappropriate. All players must wear appropriate shirts. SOFTSPIKES ONLY. N. Senior Tees: Men age 65 and over with Handicap Indexes of 10.0 or higher will have the option to play from the Senior Tees when the tees are available. If eligible for Men s Senior Tees, you must declare this on each Tournament Entry Form. Failure to declare a choice will result in your automatically being placed at the Regulation (Men s) Tee. No tee changes will be permitted once the tournament registration is closed. Exception 1: In the Amateur events where tees are dictated by handicap index and not age, you will not have the option of playing from an alternate tee location. Exception 2: In the Men s Scramble, eligible Senior Men may play from the Senior Tees but at least 7 tee shots from each partner must be used. O. Members needing a partner should send in their entry forms as a single and mark the box on it as Need a partner. The Tournament Director will make every attempt to pair single players. If no partner can be found, you will be refunded your entry fee. However, if an emergency occurs which prevents your partner from participating, you may still play as long as you can be matched up with a group. In the Men s and Women s events, you may compete with your own ball for a team score or just play for the enjoyment of playing the course. In the event you choose to compete with your own ball, or continue as a team if your partner can no longer compete, you must declare it before beginning or continuing your round. 11. CANCELLATION/REFUND POLICY A. No refund: For cancellations received after the registration closing date of the tournament. B. No refund will be granted should one of your teammates drop out after the no refund limit as stated above. You are responsible to find a replacement. Every effort will be made by the Tournament Directors to help you find a substitute player. C. Refunds may be given at the discretion of the SJGA Board of Directors for emergencies. D. If a refund is granted and you paid by mail, your check will be destroyed. If you paid by credit card or PayPal your refund will be made electronically. Do not contact PayPal to cancel your payment. E. A $5.00 processing fee will be charged for all refunds. This is necessary since venue courses request the number of players one week prior to a tournament. The SJGA is accountable for the number of players and payments associated with the tournament including deposits to hold the date. SJGA also encounters other fees when processing credit cards and PayPal. All questions should be directed to SJGA Treasurer Jeanne Leisner at jleisnersjga@gmail.com 12. POSTPONED TOURNAMENTS & ADVERSE WEATHER CONDITIONS A. Every effort will be made for a tournament to be held and for at least 9-holes to be played. Be prepared for delays and be prepared to play in light to moderate rain. B. Should you not be able to play because of a tournament day delay, no refunds will be given. The decision to call a tournament because of severe inclement weather conditions will be made by local officials at the host club. If the club is open, the weather conditions are not severe and the course is playable, most courses will not issue a rain-date or any refunds. If the conditions are severe and the respective host club s officials grant the option to cancel or postpone the event, your entry will be kept with the field and pairings kept the same. C. Should you be unable to make the postponed rain date, your check will be destroyed. In the case of credit card and PayPal payments, an online refund will be issued. You must submit another entry should you choose to re-enter the same tournament after a refund has been processed. Remember, tournaments are on a first come first served basis. Any re-entry is 12

13 considered a new entry and will be placed in the order that it was received by the postmark date. 13. PRIZES A. Of each entry, $15 per person will be allocated to prizes. Exception: Summer & Fall Meetings where part of the entry fee also goes to food & beverage expenses. B. Approximately 25% of the players in the entire field will be paid (no less than 25% and no more than 30%). Exception: Fall Meeting/Golf when the golf is classified as a tournament. (Only 1 st & 2 nd Places in both Gross & Net Divisions will be awarded). C. When there are Flights in a tournament, the same % s listed above will hold true for the field within each flight. Because of varying flight sizes/headcounts, each flight s # of places and gift certificate amounts might not match other flight s # of places and gift certificate amounts, as each flight s budget is different. D. If, in team events, one of the divisions (Men, Women, or Mixed) has a small number of participants, that division may be grouped with the smaller of the other two divisions for prize purposes. E. When there are Gross & Net Divisions involved, the Gross Division s number of places must meet at least 30% of the field and must be no greater than 35%. Every effort will be made to provide at least 2 prizes in the Gross Division. F. Depending on the total prize fund, 1 st place should have a minimum prize allocation of $80 (or more) if possible and lowest prize must be at least $15 per player. G. A player may only win one prize. If a player is in the prize money for both Gross & Net Divisions, the greater place prize between Gross & Net Divisions will be awarded. H. Should a player receive the same place/prize in both divisions, preference for recording results will be in the Gross Division. I. First place prize amounts must match between Gross & Net Divisions. 14. SPECTATOR POLICY A. NO SPECTATORS; except, for the following tournaments; Women s Amateur, Women s Mid-Amateur, and Women s Senior Amateur, Men s Amateur, Men s Mid-Amateur and Men s Senior Amateur, provided the host club allows spectators. If the host club denies spectators, SJGA will abide by those policies. B. Spectators are not permitted to use cellular phones on the competition course. C. Players may not ask for or receive advice from spectators. The penalty is two strokes. The player is responsible for following this rule. D. Those spectators using golf carts must keep their carts on the cart paths, obey all cart rules of the host club and remain behind the competitors at all times. Since golf involves concentration, each competitor has a right to that environment. Your cooperation is appreciated. E. Spectators will assume their own responsibility for injury while on the course. F. Spectators who do not comply with this policy will be asked to leave the golf course. 15. TIP POLICY A. Tip money for bag handlers is included in the SJGA entry fee. Regardless of reason, when the full amount collected is not used for tips at the venue, the remaining amount will be donated to the SJGA Junior Golf Scholarship Fund. 13

14 Reminders for Tournament Participants The SJGA appreciates the cooperation it receives from member clubs. We are fortunate to have a wide variety of fine courses as member clubs. To help keep our rates down, it is asked that you patronize the club s restaurant/grill room to help justify our discounted rate as it is lower than the host club s typical green fee. Also, we urge all tournament players to remember that they are guests and are to act responsibly so that the SJGA & its membership will be welcomed back. Failure to act accordingly could result in a player s loss of membership. 1. The Tournament Director reserves the right to change tee times & pairings as necessary. 2. Pace of Play is a major factor in preserving a fun atmosphere in each and every SJGA event. Good pace of play will also secure an invitation back to a host facility. 3. Contact the Tournament Director immediately if you wish to substitute a partner in a team event. Prior approval for all substitutions must be granted by the Tournament Director. If a substitution causes a disruption to the tournament, (e.g., pairings, flights), approval may be denied. 4. Shotguns: You must be at your cart 15 minutes prior to the scheduled shotgun time to go over the format and rules for that day s event. This will also ensure that the shotgun goes off on time. 5. Tee-times: You must be at the 1 st Tee 10 minutes before your scheduled tee-time to go over the format and rules for that day s event. 6. Arrival: It is recommended that you arrive at the golf course at least 45 minutes or earlier before your tee time or shotgun. Please be at your cart at least 15 minutes prior to your start time for staging. Failure to meet your tee-time will result in a 2 stroke penalty & may result in disqualification if late by more than 5 minutes. 7. If you play a practice round before a tournament or return to play at a later date, please inform the Pro Shop. Clubs need to know that hosting a tournament can generate additional play. 8. We play in most inclement weather conditions. Usually, the only exceptions are life threatening conditions or when the course is deemed as unplayable by the host club. You should always have rain gear, an umbrella, and extra towels handy as every attempt will be made to complete each round or at least 9-holes weather permitting. 9. 15 SJGA Handicap Adjustment Points The SJGA Handicap Adjustment Point System is a modified version of the Knuth Tournament Point System TM. Players or teams that finish in the Top 2 Net Places over the field in an event will be assigned the appropriate number of points as listed below, regardless of prize distribution tie breakers (includes all ties) and regardless of Gross Place finish. 1st Low Net 2nd Low Net 4 points 2 points 1. Points will accumulate for two calendar years, the current year as well as the previous year. For example: any points earned in 2018 will be added to the points from 2017 to determine a player s current tournament point value. The points accumulated for 2016 have been eliminated from each player s total. 2. Receiving points is unrelated to prize distribution. It is conceivable that a player may finish as the 1 st or 2 nd Low Net (includes ties) over the field; yet, also place as the Gross Winner. 3. SJGA Handicap Adjustment Points will not be assigned for any events/formats where only one ball is played (i.e. Scramble, Ryder Cup, etc.) 4. Once a player accumulates 6 points, his USGA Handicap Index in SJGA Tournaments will be reduced by 2 strokes. 5. After reaching the 6 point threshold, a player will have his USGA Handicap Index reduced 1 additional stroke for every two additional points earned. 16 Player of The Year Point System The South Jersey Golf Association sponsors a Player of the Year award in four divisions; Men, Women, Senior Men and Senior Women. In each of these divisions both gross and net awards, referred to as categories, will be given. The awards will be won by those individuals who accumulate the most points in SJGA tournaments. However, any individual may win only one award each year. The awards will be presented at the end of the season Fall Meeting. All participants who successfully complete any tournament will receive points based upon their finish position in that tournament. The OVERALL winner of the Men s, Women s, and Senior Amateurs and Mid-Amateur will receive 150 bonus points. The only tournaments excluded from the Player of the Year points calculations are member/guest tournaments and the end of the year Fall Meeting /Tournament if held. Also, points earned by seniors in the Senior Amateurs may only be applied toward the awards in the seniors categories. Once finishing positions are determined and some may be via playoff or match of cards, as per Page 8, section 10-F of the tournament handbook, the points will be awarded. In the event there is a tie for the final position receiving a gift certificate and for all ties below that finishing position, all players will receive the points assigned to the value of that finishing position. Points will accumulate throughout the season and the winners of the Player of the Year award will be those who have achieved the highest total number of points in any category. However; in order to qualify for the award, participants must play in at least one individual stroke play event. In the event a person has the highest number of points in more than one category he/she will receive the award for the category in which he/she has achieved the greatest number of points. The winner of the remaining categories will then be selected based upon who has achieved the next greatest number of points in that category. In the event there is a tie for the final point total in a category the tie breaker will be the combined total of all points won in single player events (gross points for gross events, net points for net events). Example 1 Player A finishes with 2250 points in the Women s Net category and 2650 points in the Women s Senior Net category; Player B finishes with 2175 points in the Women s Net category; Player C finishes with 2100 in the Women s Net category and 2400 points in the Women s Senior Net category. Player A is the Women s Senior Net Player of The Year since she can only win one award and her greatest number of points was achieved in Senior Net. Player B is the Women s Net Player of the Year since her 2175 points are the next greatest number of points in the Women s Net category. In the event there is a tie in any category it will be decided by totaling the number of first place points a finalist has earned in that category (Gross or Net in their Division) in all events he or she has entered. This includes all individual, team and mixed events. If there is still a tie, this process will continue through 2 nd place finishes, 3 rd place finishes, etc. until a winner is declared. Example 2 Player A, a senior player, finishes with 2250 points in the Men s Gross category and 2300 points in the Men s Senior Gross category; Player B also finishes with 2250 points in the Men s Gross category; Player C, a senior player, finishes with 2100 in the Men s Gross category and 2400 points in the Men s Senior Gross category. Among his points achieved, Player A finished 1 st gross in the Men s Better Ball (with partner-each receives 500 points), 1 st gross in the Mixed 2 of 4 (with partners-each receives 250 points) and 4 th in the Stableford (individual-200 points). 16

17 Among his points achieved Player B finished 6 th gross in the Men s Better Ball (with partner-each receives 190 points), 1 st gross in the Mixed Scramble (with partner-each receives 500 points) and 1 st gross in the Stableford (individual-500 points). Player C is the Player of The Year in the Men s Senior Gross category. Player B is the the Player of The Year in the Men s Gross category since his two 1 st place finishes total 1000 points while Player A s two 1 st place finishes total 750 points. The chart below shows how points will be distributed for Player of the Year tournaments. If any tournament has more players than finishing positions shown on the chart, the pattern for point distribution will be continued to accommodate the additional players. Penalty for Undue Delay/Slow Play: 2 Stroke Penalty Inclement Weather & Life Threatening Conditions. Rain: Play will continue in light & moderate rain. Thunder, Lightening, and Severe Conditions: Mark the position of your ball with a tee and immediately return to the clubhouse for a delay, postponement, or cancellation decision. Distance Measuring Devices A player may obtain distance information by using a device that measures distance only. However using a distance-measuring device that is designed to gauge or measure other conditions that might affect his/her play (e.g., gradient, wind-speed, temperature, etc.), is in breach of Rule 14-3, regardless of whether any such additional functions are actually used. Cell Phone/Electronic Communication Devices The use of electronic communication devices (including but not limited to cell phones) during SJGA tournaments is prohibited. Exceptions: 1) place a call to the Pro Shop to report a malfunctioning cart and 2) call 911 for an on-course emergency. Penalty: 2 stroke penalty for each infraction. 35
