8 STYLE in the AISLE Announcing the Northeast District 4-H Stall Decorating Contest ALL AFFILIATES WILL BE AUTOMATICALLY ENTERED FOR JUDGING BY CLUB OR COUNTY RULES AND REGULATIONS PRIZES TO THE TOP 5 CLUB/COUNTY WINNERS 1. All contestants need to sign in Friday at the registration desk. 2. Stall decorations are based on craftsmanship, originality/creativity and maintenance throughout the entire affiliate s clubs stall area. 3. All stalls within the affiliate s area will be judged on cleanliness. 4. Stalls must be ready to be judged by Saturday morning at 9:00. Decorations must remain in place until 12:00 on Saturday. 5. Points will be awarded as follows: a. 40% on maintenance and cleanliness b. 30% on originality/creativity c. 30% on craftsmanship 6. Teams may use curtains. However, farm or stable curtain/decorations will not be eligible. Club or county name should be clearly posted on each stall to be judged for groups. 7. First through fifth place will be announced by on Saturday. 8. No decorations may be placed outside the barns. 9. Get creative and have a wonderful time! March 19, 2014 Page 8 of 11

9 Show Rules 1. Neither the North Carolina Extension Service, Northeast District 4-H, or show hosts will be responsible for any accident that may occur to any animal, person, or property at this show. The exhibitors and spectators shall hold the management or owners or grounds as a hold harmless, and indemnify it against any legal proceeding arising from any accident that might occur. 2. There will be a $6.00/horse drug testing fee charged to every horse entered in the Northeast District 4-H Horse Show. Those chosen to be tested will be done at random and done by the vet who is on call. In the event of a protest, samples will be submitted to a suitable laboratory for testing, and the results of such tests will be provided to county and state Extension faculty for appropriate action, such as suspension from the program and/or fines. If a test is positive, the exhibitor will pay all veterinarian and lab costs. Otherwise, the protesting party will be liable for such costs. All substances that are considered tranquilizers are illegal along with several other substances. 3. Proof of Negative Coggins required. Fines for Coggins violations are the responsibility of exhibitor and/or guardian. 4. No unauthorized persons are permitted in the ring at any time during any event. 5. Entry fees will not be refunded without a doctor s or vet s note. 6. The judge's decision shall be final. When an exhibitor or exhibitor's parents, leader, or agent is guilty of unsportsmanlike conduct, the show management may suspend such exhibitor s rights to participate in future classes and/or shows for such a period as judged appropriate. 7. Rules from the North Carolina 4-H Horse Program Rules and Regulations Manual will be followed. AHSA, AQHA and AMHR rules will be followed for their respective divisions not covered in the North Carolina 4-H Horse Program Rules and Regulations Manual. 8. To add a class, exhibitors must notify the registration office prior to the class that they wish to add. 9. Gate calls will be two minutes. 10. This show is for youth 18 and under as of January 1st. 11. All classes pinned 1st 10th 12. Adults are prohibited from riding a horse unless it has become DANGEROUS for the youth to do so. An adult riding a horse MUST BE CLEARED WITH THE SHOW OFFICE BEFORE THE ADULT MOUNTS THE HORSE. Failure to do this will result in the disqualification of the horse. 13. Scooters, motorcycles, bicycles, mopeds, skateboards, roller blades, and roller skates may not be used or operated on the show grounds. Only licensed drivers may operate golf carts or other motorized vehicles. 14. Show management reserves the right to (a) combine, cancel or split classes depending on the number of entries and (b) disqualify from showing any horse or pony that is unmanageable and dangerous or any youth who exhibits unsportsmanlike or inappropriate behavior. 15. An Appeals Committee shall be designated by the management before the show begins. This committee is to receive and act upon any protest arising out of any event. A protest must be filed in writing and accompanied with a $50.00 cash fee immediately upon conclusion of the event. If the protest is upheld by the Appeals Committee, the deposit shall be refunded. If the protest is overruled, the deposit shall be forfeited to the horse show fund. Dressage Notes 1. Dressage ride times scheduled throughout day; check with office for time and ring location. Ride times may not follow same order as classes are listed in program. 2. Specify on entry if are riding a non-trotting test. 3. A pony/horse & rider pair may enter maximum of 3 dressage tests and may not skip a division between classes. 4. Intro tests in 20 x 40 meter arena. 5. Training tests, first level tests and any higher level tests in 20 x 60 meter arena. March 19, 2014 Page 9 of 11

10 Northeast District 4-H Horse Show Facility Rules PLEASE READ CAREFULLY! 1. All horses must have proof of negative Coggins within previous 12 months. Coggins must be displayed on the stall door. 2. No glass containers allowed on the grounds. 3. No helium filled balloons/items inside the coliseum. 4. No cleaning of trailers in the parking lot. Manure must be placed in designated receptacles. 5. Horses should stay within the courtyard arenas and other riding areas. Horses are not allowed in the paved parking lot or landscaped areas on the East and West sides of the coliseum as well as the front entrance. 6. Washing/bathing of horses is to be done in designated wash racks only, located in the center of each barn unit. 7. BARN AISLES AND DOOR WAYS must remain clear at all times. Stall guards on each door must be closed and latched when unattended. 8. Dogs - No dogs in the coliseum. All dogs on the grounds must be on a leash and controlled at all times. Vaccination records must be made available upon request. 9. Parking: a. Autos-All automobiles must be parked in the paved parking area. b. Trucks and trailers-all horse/livestock transportation equipment will be parked in an organized manner in the parking lots located north of the barns and any overflow will be parked west of the drainage embankment. c. Campers/RV's-All campers, RV's and mobile units requiring electricity and or water hookup will be parked in the designated area and charged for their time. 10. SAFETY-Show management will take all precautions and reasonable steps necessary to ensure the safety of the public, exhibitors and animals. 11. WASTE- Manure will be placed in receptacles outside each barn doorway. All trash to be placed in the containers provided around the site. Medical waste must be placed in receptacles inside barn. SCHOOLING 1. Schooling will be available in the indoor coliseum on Friday from 3:30 p.m. until the arena closes at 11:00 p.m. 2. Schooling will be all disciplines unless numbers warrant separation into disciplines. If schooling is separated, each discipline will ride in 30 minute rotations. Please follow the instructions of schooling supervisors. 3. During show times, schooling will be in the two outdoor arenas and the covered arena (when available). 4. Boots with heels are required for all riders. Exhibitors must wear their number while schooling. 5. All riders must wear an ASTM/SEI approved helmet when mounted No Exceptions 6. Schooling may be available in the indoor arena the day of the show. The time and method of schooling in the arena, if available, will be announced. March 19, 2014 Page 10 of 11

Coggins will be checked at the barn by an individual designated by the show committee & must be posted outside horse s stall for inspection by the state vet. Fines for violations will be passed on to the exhibitor. 2. Stall fee covers both Friday & Saturday nights. There is not a different rate for a one night stay. Stall fee will be refunded if the stall is never used and the show office is notified by 6 p.m. on Friday May 2 nd. 3. Counties & clubs will be grouped together as much as possible. Shavings: 4. The facility requires a minimum purchase of 2 bags of shavings per equine stall; not required for tack stalls. 5.
