3 INVITATION Over recent years, Korea s racing has developed rapidly. However, the challenges we face are not dissimilar to those of the racing industry worldwide. The Korea Racing Authority (KRA) has vigorously sought to develop fundamental innovations to cope with the challenges and pressures that the changing environments present. Some of these innovations have been very successful, while some are still in progress. We are delighted to be able to exchange our experience and knowledge with participants all over the world, as we seek solutions together. On behalf of the Executive Council of the Asian Racing Federation it is with great pleasure that I invite you to attend the 37 th Asian Racing Conference (ARC) to be held in Seoul, South Korea from 13th May to 18th May, The enduring strength of the ARCs is that they have been able to provide a market place of ideas, and innovations that will shape our sport s future. They are a forum for industry leaders from around the world to meet together, to identify emerging issues, and to develop new strategies. Under the theme of Innovate, Collaborate, Transform the 37 th ARC embraces the soul of South Korea, embodies the values of the KRA and captures what is necessary for racing to be successful in the 21 st Century. The 37 th ARC will pave a new path for the Asian Racing Industry to become a leading reformer in the international arena. The conference will offer various programs to appeal to participants from around the region and the world, including plenary sessions, exhibitions, and networking programs for all to pursue open and interesting dialogue on the issues and challenges we face today. The experience and expertise that we can share will surely act as a fertile source to advance the racing industry beyond borders. Your proactive participation and keen support will be crucial to the success of the conference. At the 36 th ARC held in Mumbai in January 2016, one of the major topics was the rising tide of illegal betting and the threats this brings to not only racing but also the community and governments. We subsequently established the ARF Anti-Illegal Betting Taskforce and when we come together in Seoul we will share with delegates the progress made on this front. Protecting our brand reputation as a sport that operates with integrity and fairness through a commitment to prohibited substances-free racing, facilitating the internationalisation of the sport by removing impediments to the movement of horses, safeguarding the lifeblood of racing s funding through developing means to protect our intellectual property rights, enhancing the wagering choices that we can offer to our customers through such initiatives as commingling are other key crucial matters which the ARCs have been instrumental in addressing over the past decade. I look forward to having the pleasure of welcoming you to Seoul. The 37 th ARC in Seoul presents us with an excellent opportunity to continue these collective efforts, against the background of a country which is synonymous with innovation and energy and has recently made enormous strides towards internationalising its racing. 4 ORGANIZATION CONFERENCE INFORMATION Asian Racing Federation Overview HISTORY The first ARC was held in Tokyo in 1960, attended by 69 delegates from 12 racing organisations, representing seven countries. The ARF was established as a permanent organisation at the 28th conference, and named as the Asian Racing Federation. The KRA aims to support communities by engaging in various support programs for fishing, agrarian villages, as well as other disadvantaged groups in Korea and beyond. In addition, The KRA's recent support program launch for equestrian events would seek opportunities for the Korean horse industry to improve their capabilities and capacities in the near future. 6 PROGRAMS Dongdaemun Design Plaza Korea Cultural Night May 16 (Wed), 2018 Opened in 2014, Dongdaemun Design Plaza (DDP) has quickly become one of the most iconic event venues in Korea. Located in the heart of the birthplace of the Korean Design Industries, DDP has staged diverse cultural events including exhibitions, fashion shows, product launch shows, forums and conferences. Featuring neo-futuristic architecture designed by Zaha Hadid, DDP is an ideal venue for the 37 th ARC s Korea Cultural Night on May 16, 2018 (Wednesday). This night will bring participants closer together, creating a culture of innovation together, and providing a series of unique networking opportunities. 7 Conference Program May 16 (Wed) PLENARY SESSION 5 TIME 09:00-11:00 Global Wagering Leaders Current Strategies and Opportunities Bringing together an elite line-up of wagering leaders, this session is destined to raise and consider the key issues faced by the wagering industry around the globe. Conference delegates will hear from those at the helm as they outline their strategies, and share their views, on the opportunities and challenges for racing wagering now, and into the future. Conference Program May 17 (Thur) PLENARY SESSION 9 Equine Welfare TIME 09:00-11:00 The International Forum for the Aftercare of Racehorses will deliver a keynote address on its work, and the Man O War Project which involves equine-assisted therapy. In addition, this session will: examine how early foal registration and a stronger focus on traceability can impact equine welfare programmes and outcomes; and explore how technology can transform equine training and welfare outcomes. PLENARY SESSION 6 TIME 11:30-13:00 Sports and Racing Integrity Under the Microscope This session will see the integrity of global sport and racing put under the microscope. Key integrity threats to sport and racing will be identified, and major recent cases examined. The session will also evaluate how sports and racing bodies are responding to integrity threats, and unearth what lies ahead. PLENARY SESSION 10 TIME 11:30-13:00 Anti-Illegal Betting and Money Laundering Illegal betting on thoroughbred racing is, and will continue to be, a major threat to the integrity and financial health of racing. The interrelationship between illegal betting, money laundering and criminality is of concern to the racing industry and governments alike. This session will provide an in-depth look at the latest developments in the response by regulators to the threat of money laundering, including a review of recent scandals which have impacted major financial institutions in the Asian region. In addition, the Asian Racing Federation s groundbreaking Anti-Illegal Betting Taskforce, which was established following the 36th Asian Racing Conference, will present on the important work it has carried out to date. PLENARY SESSION 7 TIME 14:00-15:00 Racing and Popular Culture This session steps away from the day-to-day business of racing and takes us on a journey to places where our sport connects with popular culture. Some of the best storytellers who have taken racing as their muse will be interviewed and enjoyed. PLENARY SESSION 11 Industry Profiles TIME 14:00-15:00 The Asian Racing Federation includes a wide and diverse range of racing jurisdictions. This session will highlight and embrace that diversity as the conference receives profiles on the current and future landscape of the racing industries of three ARF members. PLENARY SESSION 8 TIME 15:15-17:00 Gene Doping and Veterinary Regulation This session will include presentations on the critical threat of equine gene doping, and what it means for racing. The session will also bring equine veterinary and science specialists together to showcase some of racing s latest and most significant research projects. PLENARY SESSION 12 TIME 15:15-17:00 Racetrack Management and Safety Racetrack design, preparation and management are fundamental to the success of racing, and the safety of our horses and riders. 8 OFFICIAL & SOCIAL EVENTS KOREAN DERBY & ARF COMMEMORATIVE RACE DATE & TIME May 13 (Sun), 2018 / 11:00-17:00 VENUE Luckyville (6F), Seoul Racecourse The Korean Derby is an annual racing festival, open to Korean horseracing fans. The Korean Derby, together with the ARF Commemorative Race, will be held on the first day of the 37 th ARC to celebrate the joyful gathering of Korean fans and the world. A Docent Tour will be offered to all participants before the commencement of the race meeting. Bukchon Hanok Village sits between the two palaces of the Joseon Dynasty, Gyeongbokgung and Changdeokgung palaces. Unlike other hanok villages, Bukchon has earned its fame by being a living village inhabited by Seoulites. On the way up to the village, there are many streets full of cafes, shops and galleries, all well-blended in the traditional landscape. PAX 10 ITINERARY DMZ Tour Changdeokgung Palace Korean Demilitarized Zone (DMZ) serves the Korean Peninsula as a buffer zone between North and South and is the last battlefield of the Cold War. DMZ, the last battlefield of the Cold War, is one of the most popular tourist destinations for foreigners in Korea.
