At this event we socialize with our peers in the horse industry, learning as we have fun. Please join us!! This is the time of year when the announcements are made regarding grant recipients, Horseperson of the Year, scholarship recipients and trail funding plans. Displays of the past year's accomplishments and reports from the various committees are all part of this meeting. The election of MHC Directors will occur at the annual meeting. 2 2 For Horse s Sake December 2016 MHC Voting Procedures Persons qualified to vote include: Each individual MHC member, each honorary member, one representative of a family membership, one representative of a certified stable membership, one designated representative of a corporate membership and one designated representative of an organization membership; all of good standing are eligible to vote. OPTIONS FOR VOTING Voting by Mail: Any member may submit an absentee ballot by mail or delivered to the Executive Secretary or Administrative Assistant on or before the day of the Annual Meeting. The Administrative Assistant should keep such ballots closed and deliver them to the election tellers at the Annual Meeting. To be a valid absentee ballot, the return address on the envelope containing the ballot shall show that it comes from a member in good standing. Voting in Person: Upon arrival at the meeting, a ballot will be given to each member in good standing. Ballots distributed at the Annual Meeting may be printed on a different colored paper to differentiate them from ballots submitted by mail or delivered by a member to the meeting. Voting by Proxy: Any member may submit a written statement authorizing another member to vote for them by proxy. It must be signed and dated by the authorizing member. This statement must be received by an Executive Board Member by the day of the Annual Meeting, and then delivered to the Administrative Assistant. At the meeting, the Administrative Assistant shall give the designated voter an extra ballot to cast the proxy vote for the absent member. All ballots should be the same without any permanent identifying marks on them. Candidates for MHC Board of Directors This year six board positions are up for election. Current board members whose terms expire on December 31, 2016 include: Tracy Turner, Darrell Mead, Dawn Moore, Kris Kelly, Dave Fleischhaker, and Tim Bonham. The Nominations Committee has received written notices that four of the six current board members intend to run for another 3- year term. Each candidate biography and picture will be included with election materials that will distributed to MHC members in December prior to the MHC Annual Meeting on January 21, Additional candidates may be nominated from the floor at the Annual Meeting. MHC Board of Directors Candidates Tracy Turner Darrell Mead Dave Fleischhaker Kris Kelly Dawn Moore Ballot Verification: The MHC Administrative Assistant or a designated representative shall cross-reference each ballot to the membership roster to verify that: w Ballots are accepted only from qualified voters. Those people listed as paid MHC members for the previous calendar year, or paid for the current calendar year prior to the start of the annual meeting, or honorary members. w Only one ballot is accepted from each member, whether by absentee, by proxy, or voting in person. If there is a question of authenticity, the questioned ballots shall be held separate until finally verified. In an extreme situation, the results of the election may be postponed. MHC Voting Procedures - a document that is annually reviewed by the Nominations Committee and, when needed, updated and approved by the MHC Board of Directors. Horse Riders at Fort Ridgely State Park Will Soon Have Full Access to the Equestrian Trails FAIRFAX, Minn. November 3, 2016 Contractors on Wednesday placed the deck in place for the park's new horse trail bridge over Fort Ridgely Creek. The new deck replaces an old one that was damaged in floods in June The new structure has a weight limit of 15 tons, which will allow the Department of Natural Resources to send heavy equipment or even emergency vehicles to a part of the park that wasn't accessible. The bridge was funded by FEMA' s disaster assistance program and should be open to horse traffic within a couple of weeks.

3 December 2016 For Horse s Sake 3 EXPO IS CELEBRATING Register Now for Booth and Stall Space at the 2017 Minnesota Horse Expo Booth vendors and horse exhibitors new to the Minnesota Horse Expo are now invited to apply for booth or stall space at the upcoming April event. Previous year vendors notified in September who have not yet submitted their registration are encouraged to do so as soon as possible. To register online, simply eventoffice@mnhorseexpo.org to receive the online registration invitation. Returning or potential vendors who prefer can have the vendor (paper) contract and info mailed by contacting Glen Eaton at glen@mnhorseexpo.org or The vendor contract and info will also be posted on the Minnesota Horse Expo website: mnhorseexpo.org The 2017 Horse Expo is celebrating its 35th anniversary this year. It will feature buildings filled with shopping opportunities, an array of horse breeds filling the Horse Barn and speakers from around the country explaining a variety of training, care and riding topics. The Minnesota Horse Council uses money generated from the Horse Expo to fund a variety of activities benefitting the equine industry including trails, scholarships, grants and direct funding projects. 4 4 For Horse s Sake December 2016 VOLUNTEER! Be part of the Minnesota Horse Expo Experience When you volunteer as an individual (must be 16 or older) for a shift of 4 or more hours, you will receive free admission to the Horse Expo on the day you work. Earn Money for your Club! If a group (can be a horse-related group but doesn t need to be) comprised of 10 people (must be 16 or older) agrees to work a minimum of 40 hours during Expo, that group will earn $10 per 4 hour shift for their group (every 4 hours worked = $10, 10 individuals X 40 hours = $100). There is no maximum number of individuals or hours. There is no proof of group membership necessary. Spouses, parents or friends of the group member are welcome to volunteer also. Each volunteer receives free admission the day they volunteer. It is requested that each group have a primary contact person to contact the Expo volunteer coordinator. Each volunteer must check in at the Expo office prior to their shift AND sign out at the end of the shift. If the volunteer does not sign out, the hours will not be credited. Hours must be verified as worked by Expo Staff prior to payment. Check will be mailed after hours are verified. Some of the positions available are: Set up on Thursday (free admission will be food for a regular Expo day), Wristbands, Programs, Merchandise Booth, Coliseum Gates, and Horse Rides -- some backup leaders and two at the waiver table. As the event draws closer, there are typically odd positions that are requested from one of the Expo staff, vendors or clinicians. Volunteers should enter through the North Gate after getting their hand stamped for free admission at Photo by John Entenmann the Will Call Booth located just outside the North Gate. Volunteers names must be on the Will Call volunteer list to qualify for free admission. If your name is not on the list, you will not be allowed the free admission. Paid entry through another Expo gate will not be reimbursed. All volunteers must go to the Expo Office (Northwest end of Coliseum) to get their instructions and to sign in. Children ages 6 and older may accompany adult volunteers whose job is handing out programs but must pay admission. Do you have an unusual or rare breed of horse? The Expo would like to feature rare breeds of horses along with all the other horse breeds that come to Expo. 6 6 For Horse s Sake December 2016 Remember When...Photos from Expo in the 1980s If you have great Expo photos from the early years that we can use to promote and market Expo s 35th anniversary, contact Kathy Juhl at kathy@mnhorseexpo.org. Booth vendors have played a huge part in the Horse Expo right from the start! The multi-tiered Minneapolis Auditorium and Convention Hall was Expo's first venue in the 80s. Before becoming exhibit director and then Expo president later in the decade, Glen Eaton volunteered in the Shrine Booth at the '86 Expo. In '85. Kathy Juhl and an American Quarter Horse traveled to the State Capitol to meet Governor Rudy Perpich and promote the Expo. This Old Horse Provides Sanctuary to South Dakota Mustangs This Old Horse, an equine rescue and retirement farm for older and special needs horses near Hastings, MN, has provided sanctuary for 11 mustangs from South Dakota. The horses came from an overcrowded sanctuary that could no longer care for them. Elaine Nash of "Fleet of Angels" in Colorado arranges for horses to be accepted by sanctuaries that can accommodate them. These horses have been at a private sanctuary, so they're not protected by BLM under the laws. Nash contacted Nancy Turner of This Old Horse and she agreed to take seven stallions of the 800 horses that needed new homes. They are from the Gila band and all went blind as adults. No one knows why. They are ages 4-18 and in good body condition because they've been fed by the county since October. All are grulla/dun color. At the last minute, This Old Horse also agreed to take two mares from the White Sands band (they are black and bay, 2 and 4 years old and one By Trina Joyce, MHC Director may be pregnant), as well as a 16 year old blind mare from the Gila band and an older arthritic mare from the White Sands band who are bonded. Jim Simon from Simons Arena in Cannon Falls donated most of the cost of transporting the horses from South Dakota. Because the horses aren't halter broke, they had to ride in a paneled trailer because they couldn't be tied up. Ms. Turner described the stallions as tentative, inquisitive, wary, not aggressive or wild--kind of like foals. They can be touched, petted and are gentle. She's excited about the possibility of the involvement of a Minnesota Zoo vet as well as the possibility of working with the U of M Vet School to research why the stallions are blind (genetics? environment?) and see if anything can be done for their vision. Most of the horses at This Old Horse are voluntarily surrendered. They have 40 retired horses on site at Wishbone Ranch that may be used for lessons. They have 60 more that are fostered out rather than adopted so that if a foster parent's circumstances change and they can no longer care for their horse, it can go right back to This Old Horse. Meeting called to order: 6:38 P.M. by Vice President Darrell Mead. II. Introduction of Board Members/Visitors III. Call for Additions/Changes to Agenda A. Treasurer s Report for August/September was presented by Tom Tweeten in electronic format prior to the meeting. August/September treasurer s report presented for approval. Darrell Mead motioned to approve the treasurer s report as presented. Kim Otterson seconded, motion carries. Tom Tweeten presented the Management Report/Statement of Activity for October. Tom Tweeten then presented the Budget vs. Actual Annual Budget for the same time frame. The renewal form from ARG came in to continue to offer our membership liability insurance to our membership. Tracy Turner will sign off on the paperwork and the administrative assistant will copy and return to ARG. Tom Tweeten advised the following: Quickbooks Online monthly fee is increasing from $29.99 to $38.65 in October. The promotional category is now titled promotions to save confusion on the budget. On the statement of activity report under the category expenses-office/general administrative expenditures, we now have two subcategories: newsletter and website. The statement of activity is for public distribution per accounting standards. It also serves as the template for the budget vs actual report that we present each month for the board members. Along with the budget vs. actual report, the detailed transaction report shows individual expenditures by vendor, then date for each month. Committee chairperson can request a year-to-date transaction report for their budget category from either Barb or me. They can be provided in Excel format. Keep in mind these reports are presented for financial review and serve as a guide to budget management. Detailed management of committee expenses is up to individual committee chairpersons. We received and paid a bill in October from the MN Horse Expo for General Liability Insurance (August 14, 2016-August 14, 2017). Our portion was $3, We received and paid a bill from the MN Horse Expo for our Public Storage unit on Como Ave. The MHC half of the annual payment (October 1, September 30, 2017) was for $2,326. The total rental cost was up $600 from Tom Tweeten advised he has not received a monthly treasurers report from either the MN Horse Expo nor the MN High School Equestrian Association. V. Approval of Minutes: Minutes from the September meeting were presented to the board electronically prior to the meeting, as well as in hard copy at the meeting. Tim Bonham motioned to approve the September minutes as presented. Kim Otterson seconded, motion carries. VI. Secretary s Report: Missie Schwartz advised three new memberships. Missie Schwartz is consulting with a potential new meeting facility. Tracy Turner charged Missie Schwartz with sending an arrangement or get well card to Bob Jensen. VII. OLD BUSINESS A. MHC Vision: Tracy Turner tabled the topic until November. MHSEA Update: Dawn Moore advised they are still accepting applications and signed on a new student as recently as last week. Tracy Turner asked the MHSEA Committee to supply a financial report to the MHC board monthly, however, there is a current medical condition that is prohibitive of presenting that information this month. C. Investment Update: Tom Tweeten absent. Tracy Turner advised no investment has been made at this time. D. University of MN Opportunities: Tracy Turner opened a discussion on the opportunity offered by the U of MN. Darrell Mead motioned to deny the requests and ask the University to return the following year. Missie Schwartz seconded, discussion followed. Motion does not carry. Barb Anderson-Whiteis motioned to fund a Veterinary Summer Scholar participant for $6,000. Doug Persian seconded, discussion follows. Motion carries. VIII. COMMITTEE REPORTS A. Expo: Glen Eaton reported: Everything is on schedule of the 2017 MN Horse Expo. Kathy is interviewing speakers. Reservations for vendor booths and stalls are arriving at a rapid pace. October 20 is the deadline to reserve vendor booths for the 2016 vendors. Online reservations is going well for vendor packages but many people and companies still like the paper. As of September 27 the Expo has $40, in the bank. Next Expo meeting is October 25. B. Direct Funding: Mark Ward absent, no report. C. Budget: Tracy Turner led a review of the proposed 2017 budget. Committee Chairs were charged with examining their respective budgets and determining changes to bring to the November meeting. D. Aisle of Breeds: Glen Eaton reported: The rent for the locker is paid one year. In the Aisle of Breeds report last month Kathy Juhl s name was not mentioned and Kathy takes care of the State Fair Parade for the Aisle of Breeds. Kathy was there every day. E. Coalition of State Horse Councils: Glen Eaton reported: The fall meeting for the Coalition is in Kansas City October 28, 29 and 30. Dave Fleischhaker, Glen Eaton, Darrell Mead and Tom Tweeten are registered to go. Marian Robinson is going on her own. A report will follow the meeting. F. Disaster: Marian Robinson: As far as MN goes no one has heard of any need for horses: hay, shelter or otherwise. Out east it's a different story. People were not evacuating when they were told to but those who had animals: pets, horses, etc. were leaving and semi after semi were photographed stopping in gas stations going to pick up horses or other animals that were all over the place. Georgia Technical Larger Animal Response team, along with many other state teams, even as far inland as Ohio were going from spot to spot, state to state helping retrieve animals. Illinois was asking what they could do and Facebook bloggers were giving folks places to donate money to: Code 3 which was already out there, etc. It seems people are more and more prepared to move when told to move. Team leaders are being told to tell people "Don't Turn your Large Animals Out" to defend for themselves...too much debris to get caught up in, being locked in a barn with no way out is dangerous too. If your horses will not load into a trailer, teach them to load. You cannot out ride a horse from a flood, a fire or other bad weather. It does no good to mark your horses with markers of where to get in touch with their owners if caught or paint the number on hooves. The only good that is when you find a dead animal's body and report it. MHC Minutes--continued on page 9

MHC Website/Horsemen s Directory: Kari Newman: There were 69,234 visits on the MN Horsemen s Directory website during the second quarter of the year, up from 68,301 visits on the website in the second quarter of the year, with a total of 251,408 visits to date. The total number of hits for the quarter was 221,901. The average visit duration was 0-30 seconds. Our most viewed pages were the list of categories, followed by the Contact page, the Browse by Breed page, and the Browse by Discipline page. The most commonly used search engine was Google, followed by Bing, then Yahoo. This is consistent with the previous quarters. The website is primarily being accessed from within the United States, with 16% of the hits sourced to the U.S. and almost three quarters sourced from commercial and network computers (likely within the US). MHC Webpage: There were 7,714 unique visitors to the website during the third quarter, down from 7,785 visitors on the website in the first quarter, totalling 22,741 visitors this year. The total number of hits was 71,988. Our average bandwidth for the quarter was 748 MB/month. The average visit duration was 0-30 seconds, with 79.1% of visits lasting this length. 5.4% of visits lasted 30 minutes to an hour. Our top downloads are a document on MNDOT Horse Trailer regulations, and a document on equine veterinarians in the state. Our most viewed pages were the certified stables page, the disabled riding page, and the RSS feed. The most commonly used browser to access the directory was Chrome (33%), followed by Safari (23.4%). Internet Explorer was only used 7.5% of the time. This leads me to believe that many users are accessing the site via a mobile browser. Connections were most frequently made through Google (1,392 times last month), followed by Bing (254 times), Yahoo (106 times) No major updates to the website this quarter. I did sign up for Google Analytics for this website, but apparently it needs further setup to start recording data, as it had nothing to report for the last few months. H. Promotions Committee Procedures: Meg Sax presented the proposed procedures in electronic format prior to the meeting. Tim Bonham motioned to accept the procedures as presented. Kris Kelly seconded, motion carries. I. Grants: Tim Bonham advised the grants committee has been presented with the applications and would like to schedule a meeting for November 1st. The location is to be decided and will be ed to the committee. J. EDCC Update: Tracy Turner advised the commitment the MHC made to support the program is $500 per year for 3 years. 202 alerts were issued in cases of West Nile reported in MN. IX. NEW BUSINESS A. An Administrative Assistant Job Analysis Task Force has been formed. The members of the committee are Allison Eklund (chair), Trina Joyce, Kris Kelly and Meg Sax. The purpose of the committee is to evaluate the current position and advise of any recommendations for change to the board. Tracy Turner requested a monthly report. Announcements: October 14th is the deadline for submissions for the next newsletter. X. Tracy Turner adjourned the meeting at 10:31 PM.
